a trade agreement or a fisheries investment, or a framework to establish fisheries agreements, which i should note fisheries are the lifeblood for most of these countries economy . they have enormous maritime planes that they can fish, they don't have the resources to control or utilize themselves. so for china to offer that kind of partnership, and that investment is a big potential win for those countries. and as you noted, australia, new zealand, the united states, other countries are just now waking up to the need to provide those resources. why they just waking up to this now, is it as part of the problems in terms of the way the west approaches, perhaps not just the pacific islands, but everywhere else. but in this area, it is seen through the dimension of the, of their own interest. i think that's true for all of the states involve looking at this lens at their own interests, china. each of the pacific island states,

australia, new zealand, united states, and others. one of the dynamics i think we're seeing play out is for much of the past 15 to 20 years. china has been seen as a partner and a potential collaborator on economic and social benefits by countries like the united states, like australia, like japan. and over the last 5 or 6 years, decision makers in capital, tokyo camera and washington are reevaluating that judgment. the benefits from cooperating with china don't seem to be as great, and the risks from cooperating seem to be much higher. and so i think that is the, the weight wakeup call we're seeing in each of those places. i mean beyond the strategic dia, geopolitical, sort of foreign policy strategies. do you think the west appreciate the individual populations and diversity of this area? i think there are pockets with deep ties pockets in each of the western states.
