rival sides in yemen? devastating civil war have agreed to extend a truce just hours before it was about to expire. the move has been welcomed by the u. n. and you as president joe biden, he says it's time to work towards a permanent pay steel, as he's far between who the rebels and yemen internationally recognized government was 1st agreed in april. and when i last for another 2 months, the conflict began in 2014. when the who sees took over the capitol center, a saudi led coalition intervened in 2015, in an effort to restore the government to power virtually escalating the conflict for millions of people across yemen. on the ground news of the truce extension has been greeted with relief and hope. yes, this, germany's are mostly optimistic about the results that we hope the truce will be extended and other issues that haven't been resolved over the past period will be addressed as well. including the opening of roads and crossings. a lemony natalia

menus are tired of this war and are fed up with the current situation and all parties must work hard to put an end to this war. and the siege, the united nations must put pressure on the obstinate party when i ran on why i said, i think it is clear that there are positive signs indicating that the truce will be extended and the war will come to an end. such as the opening of sonora or, and launching flights to, and from jordan's mom. and that is that also allowing the entrance of oil tankers and i develop it in the order. i believe that the truce is part of the solution, but unfortunately it was not implemented by the aggression countries. it was implemented theoretically and not realistically will em don't credibility. 8 years of war created one of the world's worst humanitarian crises. 150000 people have been killed in the conflict, including over 14500 civilians. the truce is helping prevent deaths. the norwegian refugee council says there was a 50 percent drop in civilian casualties in the 1st month of the seas fire. but the

war has ruined what was already the arab world's poorest country. with more than 4000000 displaced from their homes. the un says 19000000 people don't have enough to eat, including more than a 160000 who are on the brink of famine. mama de la tab has more from santa when extending 2 additional months into the truth. many, many have received such news with pleasure, specially those who are waiting for their travel or flights to to have this kind of medical division outside of yemen that are around 300000. do you have any who are in need for medical vision outside of the country that also many people who move the the next tooth would brewing more life as the have only received 7 flights during the last 2 months. now many hold that the 16 flights will be received will

a war that lasted more than 7 years and pushed millions of people to the brink of starvation. still everyone is clear eyed about the challenges that remain. one sticking point is still reopening roads into the city of tai use which are controlled by iran back to the rebels. but as humanitarians have pointed out, the number of civilian casualties have declined substantially in the 2 months since the truth was 1st science, they're down by more than 50 percent flights are coming in and out of the capital for the 1st time. and the u. n. is hopeful that this can be built on. we encourage them to work actively with mister greenberg in his efforts to find a sustainable political solution. and i think the, the longer we can create a and keep an uphold the kind of a truce bubble. the more we hope that donors will continue to fund our

operations. and also as important. this choice allows humanitarians greater access to people who may not have otherwise been able to reach yemen. as one of the united nations biggest humanitarian operations. it says it needs more than $4000000000.00 to address all of the needs, but only about a quarter of that has been raised so far. of want to speak to a know she line. she is a research fellow in the middle east program at the quincy institute as well as an expert on religious and political authority in the middle east and north africa. she joins us live from washington, d. c. thanks very much for being with us. i wonder how important is it this extension is for in terms of a reprieve for yemen. i think this extension is crucial and i think a very important factor in why we saw the parties reach the extension has to do with the introduction of a war powers resolution by congress. because we know that if the u. s. receives the support that has been providing the saudi air force will not be able to provide
12:08 am
assistance to its proxies on the ground. and so even though we have seen at the beginning of the truth, sort of a shift in the power structure among the members of humans, internationally recognized government, the establishment of the presidential leadership council which really consolidates their power. and i have been quite concerned that they would be eager to return to the battlefield. and so instead of that, the fact that we see the truth be extended, i think very much reflects dowdy reviews, concern that the us might withdraw military support. so when you see this kind of tens of progress towards a longer term settlement that biden says is required. i think it's, it's certainly encouraging. i do think that there needs to be more progress. you know, the, the initial terms of the truth. we're not fully adhered to where we have to see progress and opening the roads into time. we have to see more flights that were supposed to be 16 flights a week by now. i believe there have still only been 3 flights total into the
12:09 am
capital city of santa and there need to be more fuel ships allowed in as well. there were supposed to have been 18. so in general, my, my dear hope is that by the, by extending the truce, this helps to demonstrate to parties on the grounds that there is a way forward in yemen. and that returning to the battlefield will not meet the interests of either side. mentioned in passing, that ties, what's been the obstacle to progress and can we expect that to change? so one mounts to go in the feast in chain control of the area surrounding ties. and on may 25th, we saw a special on boy hunt granbury meeting with representatives of both of these and the presidential leadership council in and to discuss reopening these rows. part of the problem is also that other militias control some of the surrounding areas. and so we need to make sure that all the relevant parties are brought to the table.
12:10 am
because if, if an agreement is reached between actors that aren't actually in control of the situation that won't affect what's happening on the ground. tell us is a bit about the presidential council, the new presidential council, how much of an influence they had in bringing about all this would extension of the trees. the mentorship for the presidential leadership council is sort of a, an odd grad bag of and the anthro who the coalition. that in fact, agrees on very little other than the fact that they, they don't want to take over yemen or to maintain their current control of yemen. but we have some that are very interested in establishing independence for south yemen. we have some like the nephew, a former president, a live bella, sala, ta ta sala, who himself would probably be eager to return yemen to, to how it looked, sort of pre arab spring with his family in charge of others that are members of that is a miss group is slough and so there is sort of
12:11 am
a question here of even if these various competing agendas are able to align against the hu fees. to what extent will they represent an effective governing coalition if they do manage to to sort of covering the i'm in, in the future in general i, i think there's definitely been concern that i've heard from people on the ground in yemen that they, they fear this new leadership council would not necessarily be all that effective just given that they have such different agendas and al sheila, thank you very much indeed for to me just thank you. thank you. much more had donated is there news are including what can you, what's fueling more economic turmoil in pakistan, while the government is trying to secure a bailout president joe biden proposed to address the nation as shocked americans demand action over gun violence and football news. one of the best defenders in the world is heading to the european champions that patients

maintains what we are likely to see is that being the next city to fall fully to rush and control, which is something ukrainian force to say that they've been fighting very hard to try to keep from happening now. it's not just a loss of territory when cities like this fall, there are people in those cities. there are people in those places trapped in the crossfire, trapped behind would become russian lines. and president zalinski in his latest address, touched on that. he said that so far throughout the war and this is a disturbing number, 200000 ukranian children that have been caught in the fighting in either orphanages or people separated from their families. in areas not controlled by the russians have been taken into russian hill territory are and are being held captive. so certainly. ready a very large number of children, an example of the fact that people are caught up in these places that are falling to the russian invasion. nato sector general yes. stilton berg is in washington, where he's met us president joe biden, and defense secretary lloyd austin. are in talks at the white house. shelton bo

tight as crane has been attacked by russia since february that we support not the nation in defending itself the world's leading, all producers have agreed to increase the output following pressure over the drop in russian import opec members and the opec plus partners will produce an extra 650000 barrels a day over the coming months. if the 1st time the saudi led group has deviated from a supply policy, agreed during the pandemic, it comes after months of high level diplomacy to repair relations between riyadh and washington. dominic kane has more from berlin. what's been agreed is effectively to accelerate what had been planned for the month of september and to divide it extra as it were into july and august. so that you have this boost in production which has been agreed which will take place in july and august. the
12:17 am
interesting thing is that going into this virtual meeting, that took place in vienna, there had been much attention and it had pressure from some governments, notably the united states government, on the larger countries, the larger producing countries in opec and opec plus to boost output because of their concern about rising energy prices that is, seems to have been adhered to to have been listened to. and that is how to perceive what's been agreed upon. it is worth making the point that oil prices prior to the meeting has been dropping slightly. they have edged up since it has become clear quite what this output production rise really entails. but it is also worth looking at the fine print of what has emerged from the meeting. the communique as it were, the statement from opec plus saying they want to revisit as it were, the decision on the 30th of june in vienna to see what further steps might be
12:18 am
necessary. what else they can do. remembering as i say that what has been agreed is to accelerate the production output from september into july and august. so how do you crude oil prices impact the consumer higher prices affect inflation and the cost of living in the u. s. for example, the central bank estimates that with every $10.00 rise per barrel inflation increases by no point 2 percentage points. the factors inevitably felt most petrol pumps, passenger vehicles account for a quarter of the oil used worldwide. and higher oil prices directly hit the pockets of consumers and businesses. one is also used in jet few freight and the chemicals industry in asia demand for oil is actually rising. especially in industries like shipping a v, a sion freight and petra chemicals travel made much progress and switching to alternative fuels. when oil prices fall, it can help economies recover. thanks for like

a global tax cut helps airlines whole is supermarkets and other businesses benefit from lower transport costs. for koby, commonly as a senior analyst at energy intelligence, he joins us live now from washington. d. c. thanks very much for being with us. how much difference do you think it'll make to supply to have this decision? the why? well, thank you for having me. the 1st thing that i, i think it's very important to understand about the decision that opec plus just made is that the group is already well behind on the production targets that it's set for several months. this isn't in of itself is not necessarily new. and it shouldn't overshadow the fact that this is a significant decision, but, but it should be understood that the, the numbers we're discussing today as a result of the alliance decision, exist mostly on paper. and then we're not talking about the actual physical barrels that the group is going to end up adding to the market. our estimate is, is that the alliance had fallen behind its production production targets by around
12:20 am
2600000 barrels a day as of april and very likely past 3000000 barrels per day in may. and the actual supply additions will, will probably not tally up to the full volume that the alliance has said, as it's as its target since then. and all of this is due primarily to a number of west african producers that have have under produced. there is a growing chance that that larger produces in the mid east, like iraq and kuwait will in the coming months hit the, the upper limits of the spare capacity that they do have before these cuts are fully on while so as i said, it doesn't mean that this isn't an insignificant decision, but in terms of the near term price impact, you know, there may be some, some better ability to align quotas with what member states can actually produce now. but you know, this, our demand is rising and i'm here in the u. s, we just, we just have in world weekend which is sort of thought of as the,
12:21 am
the kick off of summer driving season. so you know, refining capacity is also limited as, as that's going on around the world. and a combination of this announcement, as well as the strategic petroleum reserve releases that were announced earlier in the year, may sort of throw some, some cold water on prices rising. certainly, you know, prevent the march to a $150.00 price environment. but because of those factors in terms of price is the really shouldn't be an expectation that things will go down. this on i was about to rush, i mean, that had been reports to the group might exclude russia and from contributing because of the ukraine invasion, but they didn't. what did you make of that? well, we understand that moscow didn't actually requests that exemption from from quotas . and what, what this tells us now is that the group leadership are highly interested in keeping russia involved in its market balancing strategy, moving forward with whatever that may look like. but, you know, given that saudi arabia is,
12:22 am
is really the leader of the core opec states. and that ties between moscow and re, i have not come under immense stress since the war and ukraine started. there was really never any expectation that russia's participation in opec plus was in question whether that would be voluntary or otherwise. i mean, russia will, will appreciate opec plus, holding the line on its behalf. and i think what we can also see here is a very strong desire to preserve that cooperation between the core opec states and the russia lead group of non opec states that came together originally in 2016. and you mentioned that he read them, how much of the decision can be linked to improvement in relation is between you the u. s. and saudi, and the need to put the pressure that yes, i've been putting on saturday to increase production. that i think this is certainly a good will gesture to, to the united states and the white house press secretary earlier today. you know, when, when out of her way to welcome opec pluses decision and,
12:23 am
and the statement that was released specifically referred to, to saudi arabia's role here. so, i mean, in the scheme of us saudi relations, i think this is a positive development, probably signals a greater likelihood that the president biden will go to reopen the coming weeks. but i do think there's also some caution warranted here in assuming that the u. s. was, was sort of the main driver of this decision. you know, you, you've had the g 7 specifically the u. s. but, but, you know, broader consumer nations press pressuring opec plus for, for 9 months for the better part of a year now. and you, you have a group that's also trying to keep itself together and as our, your area that, that also really doesn't want to toy with the perception that it, that it may be part of the problem here. i mean, bear in mind this comes a couple of days after saudi arabia appointed his 1st ever climate envoy, so that he does a risk in taking too narrow view of the decision. but that the u. s. is, is certainly
