a school has been flattened by russian missiles in the 2nd largest city cortege. russian forces are pushing forward with their offensive in the region after capturing the city of list a chance on sunday. her keepers further north and has been under heavy bombardment since rushes invasion began in february. i feel hatred, only hatred, can you? and i can't understand why this is happening with all the world is against president putin, but they can't stop him. why and how long will this war continue? i'm speechless. when will it all stop? while the governor of ukraine's eastern province of lou hans his warning, russia will now focus all its efforts on seizing neighboring done. yet, it comes a day after keith was forced to withdraw its troops after a russian advance on list. a chance. the eastern city is across the river from sierra on yachts, which fell to russian forces a week ago. so they're both in lieu hands, which together with neighboring don yet. so make up the don boss region. will you? is that as a born today, there was no encirclement,
1:03 pm
but all the roads were under fire. we managed to do a centralized withdrawal and evacuation. oh, virginia. we took back all the equipment. so from this point the withdrawal was organized. well, a couple russia weren't capture the donnie's grades and quickly because while lou hence held the frontline done, yeske was reinforced. and a few defense lines with doug. so it won't be easy to pass through in another development. ukrainian officials want turkey to confiscate what they say is tons of stolen grain on board a russian flag cargo ship. the grain was shipped from ukraine's port of bird yonce, which is now under russian control. the ship has been docked and turkish water is emir kara sue for the past few days. the ukrainian ambassador to turkey announced the seizure of the ship by turkish customs officials on sunday, wrestle swords. our will give us an update from istanbul to tell us what more you're hearing about the status of this ship from turkish authorities wrestle.
1:04 pm
well, so far on the one of the turkish senior official says that turkey is investigating the claims concerning this russian flag ship. that atlas lee is a carrion or stealing the ukrainian graeme grain of from the that the said that the port city or if you came back to ask. so, but, but, except that there hasn't been any written or on camera statement coming from any turkish officials or that the ministry officials out off on kind of turkey has been meticulously careful. or the officials have been meticulously careful to restrain themselves from making any bold statement regarding this issue. just last month when there, that the for the minister off russia said lovegrove is to the anchor. he has been asked, he has been asked about that the so called the alice, leah good stolen ukrainian grain and he rejected that when ticket for the minister . mo shola was asked the same question. so he said that turkey has initiated the
1:05 pm
investigations, but so far there hasn't been any concrete evidence that the stolen grain is being taken to turkey and so been sold out to the world. however, he said that tricky will not let any illegal trade activities to, to go on on it's on. it's as soil so, so far did that. what we know is that the turkish official say that turkey is investigating the claims. and also the statement that came from the, that the ukraine, an ambassador, an uncut at that, that, that the ship has been detained by the turkish custom authorities or the inspectors . and the day that the faith of this ship will be determined by the, by this inspectors today. however, turkish officials have rescreened ourselves from making any bold statement regarding this ship. okay, so thank you so much. i so, sorry, are, is reporting for us from istanbul, and now we can speak to ukraine's ambassador to turkey his vessel bodnar. he's joining us lie from anchor ambassador and gets happy with us on the al jazeera and
1:06 pm
his our so officially, as we're hearing from our reporter, turkey is not really releasing any information. tell us what could be going on behind the scenes right now. we know that you are hoping that the turks detained the ship, but are they giving you any sorts of guarantees that they're actually going to be doing? so good afternoon. so now it really the procedures are being conducted . so it is interagency communications and then to just be adopted, i believe today. so we presented the whole documents including the court decision and requests from the perspective the general with regard to this i. so i have full evidence is illegal, transfer all the grain from but done from the board. and now we believe that he should be arrested and all the investigation should be going on calling to request about protecting john. let me know that it's not guaranteed. this is just, just you said that this is illegal. i mean, can you tell us,
1:07 pm
according to the information that you have, where this cargo actually came from and, and how it was a paint. so on the seal vazo, or by dunc, which belongs to a grand, but now he's temporary occupied by russians. and according to information we possess this ship, which is called actually, it was transferred to the end of june. and offloaded with the grain taking from the different regions and storage is around the district of don. so randi, and it was shoot to us who also under the document from porter. so previously we have the cases when russia being actually presenting your pulse, if i documents bringing the green promo, competitor of premier to turkey, bud with the russian documents. which was that the information that they came from russia with russian, russian grain. but now it's different legal grounds for arresting and investigating
1:08 pm
on the case because it's clearly violation of ukraine and father in the even by the documents. ok and the ship. you mentioned kara sue a moment ago. did the ship intend to actually unload its cargo in that port of care, sue? or was it going to continue its journey south through, through the boss for us to perhaps other destination? what information do you have on, on its actual journey? no, they this should be stuck in this board. lets actually very close to the board and the custom security i was informed the team for the time of my application because it wouldn't let the board go and couldn't enter and upload it still. now, and i mean, still the procedures are known for me, but i was as why as i was informed correctly, that there will be an investigation. and after that it will be a decision. so you're only the distribution should take place today. so,
1:09 pm
so you're still unclear whether it's final destination was, was turkey itself or it was continuing according to the documentary, the final destination was sports. so now it saves very not far from the sports, waiting for its definitely. as i, as the informed it should be checked, and then it's not, let's say, detain, then it will be checked, and we believe we should be arrested. but that isn't so the results of the investigation we expect are today. do you have some sort of timeline, are you being told by the turkish authorities when they will give you a final decision and how prepared do you think they really are to take action against the ship and the action that you are calling for is i feel full readiness of turkey sites and i wouldn't speculate about the timelines because it depends on the all the procedures to be pos here. but we believe we on the good way and we
1:10 pm
believe that the decision will be adopted as possible off of the interagency consultations. we should be conducting these today or maybe tomorrow, but i believe today. okay, well i have with us and bus or don't me ask you about what's happening on the ground in ukraine because as you are very well aware, just 24 hours ago list a chance was, had fall into the russians. that had been their focus for, for a while. now what do you think this means for the, the don't bass region and is the battle for the bus over, in your opinion, and do you fear that know it still do over, you know, it was not the circle of money. it was just going to do all the forces because there was no possibility to kept it for us. actually, the main task is to, to keep the choices alive, to continue to struggle and defeat the enemy, and also to put the loses for that because we feel lack of different sophisticated like terry. and another s which does not allow us to, to make,
1:11 pm
come to balance for that. so that's why they have superiority. and it's also here is where your soldiers, which in this circumstances in this terrible situation have been defeated defending their position, maybe for more than 2 markets. because this tax had been started off the regrouping abraham courses which were withdrew and hoarsely, to turn around to meet him and so met. and now they are trying to concentrate more tax on, on the, on the, on the, on the bus region by defense. if you creating attractive and even withdrawal from the city, that mr. johnson does not change strategic situation. so the line is gap. i mean, from the gap, we are still strong on the, on the field and we continue to receive the systems from the partners abroad. and we believe that we would have enough abilities to hunter at that as soon as we will collect next to the forces being strong enough to stop this. so if you're carrying
1:12 pm
then still banking on weapons from the west to be able to turn the tide as you say, and go on a counter offensive in the eastern regions, at least. yes, exactly. so now we need to re on armed forces and fill it with the necessary mental contra offensive. because we, we tried to talk to russians and then i would also be spending and to talk next symbol. and there were some arrangements, but as you see, they just neglected previous negotiation. and then they tried to push down it within your organization. you killings, anyone knew harassment of where they started is attack. so turkey, turkey is helping us in this without trying to negotiate on the times of mediation, the tetra, about it all depends on russians because it's clear willingness for them no, to sign it basic or not to stop the war, but to continue to capture new territories and terrorized population that's de i'm
1:13 pm
baset are of us here about in our re thank you so much for giving us apartments. we can go from anchor. i thank you. thank you very much for listening to mark say, the suspect and sundays mall shooting had a history of mental illness and they believe the attack was not terror related. the 22 year old man is due to appear in court. he's accused of killing 3 to 4 and injuring several others. 4 of them critically. people the shopping center described what it was like when the shooting began. terror. awful, you know, you might wonder how a person could do this through the human beings, but the young, you know, anything that's possible. my oldest daughter is 18. she is barely holding it together. my other daughter, she got and her and the stampede that started as one here perpetrator was firing a shot everywhere. apparently she got caught in several places. well, from people and pulling all the chairs so often when people started
1:14 pm
running in the store in a panic and a guy with at pushing hard, he had a side limits and it just fell over everything. so he just took the shot and ran and which is nice, not a joke anymore, and then it was like, well, why seriously? so we didn't know what to do. so we ran at people, guiding us towards the exit sign, and then we ran off the roof and were stuck there for a while. and then people are panning and all over the place. i police reports from mama and neighboring sweden. on monday, police started giving more details about both the suspect in the shooting and to his victims. 3 people confirmed dead, one of them, a russian male. in his fourties. at the other 2 danish 17 year olds, one male, one female for people critically wounded in hospital, but in a stable condition. 2 of them danes, 2 of them swedes. now on sunday, police had already said that their suspect was
1:15 pm
a 22 year old. what they described as ethnic dane, they've since said that he was known to mental health services in denmark. he was known to police on a peripheral basis. but they do not believe that there was any terror motive involved in the shoot or any or shooting or any motive around race or gender. and that he chose his victims at random as he walked around field shopping center with a rifle. what they also said though, was that they will continue their operation around copenhagen until they're absolutely certain that he was acting alone. a search and rescue operation has resumed in northern italy after part of a glacier collapse, killing 6 high curs. that happened in the mar molanda range, that's the largest in the dolemite mountains. the collapse sent a torrent of ice, snow and rock on to a popular trail. 9 hikers were injured. police say more than a dozen people could still be missing. your would the news our on al jazeera plenty
1:16 pm
more ahead, including this petrol prices are driving people to protest in the u. k. will be live from london with more on why many in zimbabwe are turning to cattle to protect their investments. we have a report coming up in sport, tiger woods touches down in ireland as he gets ready to play it. next week's open championship gentle. we'll be here a little later with that story. ah . so dots farmers are staging a protest against the government plan to curb emissions of nitrogen, nitrogen oxide, and ammonia. they say plans to cut pollution levels will have a major impact on their livelihoods and the economy. the government says it's an unavoidable transition that's free and steadfast and she's joining us now. so step you were with the farmers at a distribution center. tell us more about what they're asking for and what their demands are. well the families have sad that they want to
1:17 pm
paralyze the entire country. they have threatened to block access to the main airports here, pole and other airports and also to main port in rotterdam so far that, that has not been my materialized but food distribution centers around the country around 25 have now been blocked by a pharmacy. and i am at one of those in they can, you can see it here. it's clear to see that did trucks that who are planning to leave this food distribution center this morning. they're all parked here. they are cooling systems are still running and they're full of for food, very all kinds of me so, but they can go to the supermarkets the. * were sitting here, they are blocking, they brought their truck tractors from all of that alliance and they say without the promise, no food. so they really want to make a statement here that people are depending on farms and they can just be close, like what the government is planning to do within nitrogen policies,
1:18 pm
more than 50 percent of the emissions have to be caught in the next couple of years in some areas, even up to 90 percent sort of the government has an ok to what $25000000000.00 euros to basically buy out and compensate promise. but lots of them say we have a future in farming. we want to stay here and we don't want to accept this plan. ok stuff. thank you so much. that's awesome is reporting for us from another learned. all drivers across the u. k. had been warned to brace for chaos because a protest against raising fuel prices. several demonstrations are underway with reports of severe disruption. some road blocks have been set up and convoys of vehicles are driving purposefully slow on major highways protest as her angry at the rise in petrol and diesel prices, which had a record high last week. let's go live to rory challenge. joining us from london, rory, we see you're at a, a gas station to just tell us what, what you're seeing,
1:19 pm
what people are telling you. well, i mean if you can see the 3rd the price on the board behind me, you can see that the current cost of some unleaded fuel it here in this particular patches station. it is a $193.00 p. now that's about $2.35 per liter. now i'm old enough to remember when the price of fuel in this country girl was about half that. and it wasn't very long ago is only a couple of years ago the height of the pandemic. so since then, the cost of fuel in the u. k has pretty much doubles and that is hurting a lot of people in their wallets. and some people clearly have had enough, as you say, there are, are go slow protests taking place to day on several of the main motor ways around the united kingdom. the worst hit place at the moment is in the west of the country and south wales. there is
1:20 pm
a protest that is targeted the m 4 mote away in the m 5. going over the 7 bridge is called prince of wales bridge, which separates the u. k. at, sorry, it separates england and wales that the tactic basically is for these drivers to take up 2 or 3 lanes or all of the modes away and reduce their speed down to yes of 30 miles an hour. and go as slowly as they can can. and that, that sort of speed along and back up the traffic behind them. of course, it's going to annoy a lot of people are lots of motorists, but they're a similar process going on and other parts of the country as well. for a child's report for london. thank you so much. re sir lanka has been facing an unprecedented economic crisis. it's government has run out of foreign currency and doesn't have enough to pay for imports. that's led to shortages of fuel medicine and food. and now prices are soaring, the cost of food has increased by more than 80 percent,
1:21 pm
and inflation hit nearly 55 percent last month. the government says it has only one days worth of fuel left at regular levels. schools have been forced to shut in their rolling blackouts hospitals of war and they are now rationing medicine as well as supplies. let's speak to bonnie fonseca, who's a senior researcher at the center for policy alternatives. she's joining us from colombo, pretty dire situation where you are didn't just give us a sense of how people are coping and how you're coping in fact. well, the fact very bad. anything and i know he should cook. you are knocked down here, hardly anyone's on the streets because of the feel. crises and there a long on hughes to get her who is having to stay for 23 days, sometimes to get the for. but things are really, there are lots of uncertainties because schools snapshot down menu dorothy says have shut down and it didn't seem to be any plan by the government as to what to do
1:22 pm
next. they see there will be some will shipments coming towards the end of the month, but really no one says as to what can be done in the next few days when days really be me dead stalks remaining. all right. and the government has said that it was, it had sent to government ministers to russia to negotiate for fuel. as the pumps they're run dry. do you think that's a short term fix, or is it a long term solution? so these, so esteeming me very short term, ah, measures, you know, there's been several ministers going around that it was one way to cut her. the other, when to i o mine, i believe, and russia. but really, these are just to address the merger needs. i mean dying me for hearing sri lanka for a couple of days and days will be a be allowed to some agreement but that also he's still wearing matching doubt because there needs to be longer time misha's
1:23 pm
t again including our day restructuring and reform. so lot of long term work that is required to get the confidence of the international community to support sri lanka, and that speaks to their instability the country, both politically, any economy me reading such a crisis that there are concerns whether to assist sri lanka, the small and by the french actors, the government and blames they occur on a virus pandemic, of 4 of the problems facing the country. how much do you think this is down to, in effect of leadership and governance? well, the president himself has come out now and said there were failures from his side, including the ban on fertilizers, kimmy, co, 30 license last year. we checked lead to a food security showing her longer, but he's also on the policy site, the tax cuts that word that happened in 2019. so several steps from the government
1:24 pm
that led to these crises. but of course the call we depend amy again die. the ukraine war, those have contributed, but very much it's, it's because of the political leadership been defeated as of governance from the government that he's really to be blamed for these crisis. i bonnie francois thank you so much for speaking to us from colombo and q. soaring inflation in zimbabwe has led people to lose confidence and banks on conventional pension systems. many are now looking for a better investments. how much i saw reports from norton, where a cattle had become a safer bet for some with inflation nearly reaching 192 percent in june. and to bobby's dollar foss, losing its value, investing in tackle has become
1:25 pm
a safer option for some people here than the local currency and investment they can see and trust. i think they oversee choose how many units they want to invest in. i'm. it's also barber dollar related to the investment. there's $13000.00 units available for investment. only one units is equal to 100 pages of life total. the expectation is that the price, the value of the capital appreciates in time unlike them, bob was dollar. and if clients went to get paid out, the investments are valued and they gave a cash back for people in zimbabwe. and other african nations cattle have long been a source of wealth in many rural areas, there used as currency to pay school fees. now similar schemes loving offer to people in urban areas like any investment, they are risks, animals can get sick and die from trout and diseases. but they also ways to increase their potential when they drop their office or they, they did,
1:26 pm
they did they give that to the young us? that's you're interested, said bitter bank and going to the bank and put the money. indeed to get get your order to buy in fresh it. so i said that i an investment or what unit asset managers say more than bob is, are looking for ways to protect the savings against inflation as economy struggles to rebound or i think it'll gain traction and, and we're very excited for it to, you know, we want this to be the thrust of, of starting to develop the national, heard and to 2nd to exporting of beef. um, and that, that all just support for the local industry who for now at least tackle seemed to be a more stable currency than the local currency. one way of trying to preserve
1:27 pm
investment value in a country we, some citizens have lost faith in conventional methods. how to metadata al jazeera norton is i'm bubbling still ahead on the al jazeera news, our, her police in the u. s. leader for mario appeal for com. after releasing video from the killing of a black man who is shot dozens of times. sheila is about to get a glimpse of the final draft off a new constitution will have more on what's in the document in sport will take a closer look at how a formula one driver is able to emerge from this crash without any serious injuries . ah, that there are rumors of a heat wave return to western europe,
1:28 pm
but in the immediate future, the heat is all confined. more or less the balkans you see thunderstorms running into that heat. now on that line, that's a cold front. so temperature moment or where they should be or a bit below if for example, you in the slightly windy weather in scotland. and typically no ways in the wet and are cool in finland says more blue on the chart which represents rain. but these are thunderstorms, and yes, they are falling over the glasses in switzerland, france, and the italian alps where course we recently saw that collapse in the glassy so there's a risk of that happening again. sorry ava which is currently only seeing small thunderstorms is running all those hottest in europe at the moment. 3536. not quite a record, but 10 degrees above average. it cools down a little bit by wednesday as eventually that's a will push slowly southwards. there's the picture for tuesday. lot of sunshine back in france and temperatures are starting to rise again in north africa now is the time they had to look for very big thunderstorms. quite
1:29 pm
a long way north in clumps was certainly true in nigeria. they are moving further north, and the former one is reaching still as far north as the gambia. ah . the oldest muslim undertakers working here is 7 days a week job that's grown with a community. my father purchased a black and blue sky. started to do the funeral, see london and the family. we saw a stop being father and daughter and began is partners. the stories we don't often hear told by the people who did them. jeff is such a level of nice. sure. east and undertakers. this is europe anal to sierra the latest news as it breaks. this decision basically said that the roe v wade decision was simply wrong. it is highly unusual for a supreme court to overrule precedent with detailed coverage. the problem bridge
1:30 pm
will not only significantly reduce the problem and but is expected to any shadid acreage damage boat from around the world. this one here depicts the late poet to move up on a no up pose revolutionary poems in his play of the many ah ah ah, hello again, the top story, sunny al jazeera news, our ukraine says a hopes turkey will confiscate what it says. he tons of stolen grain on board, a russian fly cargo ship. the grain was ship from its port of brilliance, which is now under russian control. a school has been flattened by russian missiles
1:31 pm
and ukraine, 2nd largest city, harkey, eve, or russian forces are pushing forward with their offensive in the region after capturing a major city in the east. on sunday. president villa to my salon skews vowing ukraine's military will regain control of less a chance after his forces were forced to withdraw. allan fisher reports from cage fighting around las a chance has been reaching for weeks over the last 24 hours kremlin back separatist insisted that encircled the city. a claim initially rejected by the ukrainians. the pitcher should chechens and russian back separatist fighters celebrating in the streets of am unable other a 6 cossack regiment named after ottoman plat. off together with our fighting friend, our fighters liberated the city of lizzie tanks. ottoman is power, cossacks are power together, we are power in a statement on social media, the ukrainian military said it had taken the decision to withdraw in order to preserve the lives of what it described as ukrainian defenders. adding,
1:32 pm
we will be back, we will definitely win the ukrainians claimed until the last possible moment the city was still under its control and was inflicting losses on advancing troops in other parts of the region. i know that there is such risks that la guns region will be completely occupied. there are such risks and they are understood by us. we cannot see the to day, that little chance cause under control. there is fighting on the outskirts of las, a chance. our task is to have fire superiority. russia no claims it has full control of the hand, screeching one of its key wadhams after it abandoned plans to overrun the capital. and it's done so after weeks of slow progress, no, it will turn its full attention to neighboring donates the other province, which makes up the don bus. moscow back separatists have been fighting ukraine and the don't boss since 2014, on the eve of the war. russia recognized to break away republics. now it has
1:33 pm
control of one. the 2nd becomes the new front line in the war in ukraine. alan fisher al jazeera keith about $30000.00 people or under evacuation order is across the australian city of sydney. as it braces for more flooding forecasters or warning of more severe weather. in the coming hours after large parts of new south wales coast were lashed by heavy rain on sunday, emergency services have carried out dozens of rescues. the sidney area has already experienced 4 times. it's normal monthly rainfall for july. so at one in one, in a 100 year rain, one in a 101000 moment. we'll stop in and i'm in law. it's love, mother nature leaves but don't spare any one really him. it's this way. we've just been really unlucky. ivr, it was so ivory, 14 is in 3 months is a bit bit much for all of us. a lot of us are typing. there's a lot of people in the area that i elderly with illnesses and stuff like that. only
1:34 pm
yet, basically, we're stuck with stranded sarah clara cause more from brisbin. it's blighted now from 70 evacuation orders early on monday now to 74, evacuation orders in place and that will impact more people. now 32000 people will be affected and these orders will stay in place until tomorrow morning. others will range forecasts for the saving cities while whether it is expected to ease. but they do with the bureau of meteorology, has full cost, more rain for the, for the rest of the week. now we have mentioned c lead cities, why they affect it, but it's not just the huge swipe of the new southwell code from newcastle, which is north of city. always far south too narrow, which is about 150 kilometers south of sidney and mondays will cost for some of these areas with as much as $120.00 middle agents. we've got swollen rivers, we've got infrastructure and bridges that been flooded. roads which are cut off
1:35 pm
communities cut off. we've also got some of these major dams which supply cities, water supply or gab at them. it's at 100 percent capacity and overflowing. and this of course, comes all of these days of brain. now let's try this time, mr. anthony albanese, his spoken out, but this for the 1st time he's currently traveling in europe. he says he's been briefed and offered federal assistance and i should also note a cargo ship is also stranded off that he felt of coastline that has 21 crew. its lost power and is, is being affected by these weather conditions and the risky is it could be swept ashore. let's take a n, right, who's a senior lecturer and environmental science at western sydney university. he's joining us from sydney itself. welcome to al jazeera, so the area is really always experience some sort of flooding in the early summer, summer months. but how do you explain the frequency and the severity this time around? this is extraordinary. we've had 29 years from 1992 through the
1:36 pm
20219 plus and then we've had 3 major floods in 16 months. this is extraordinary, but that's the country. a strategy is we are known as a land of drought and flooding. ryans, and it's just unfortunate, this is happened right on the age of australia's biggest sea city. and you also say that sidney has been expanding on its western border, which is flood prone, according to you. i wonder if you can describe what you mean by that and, and then how sustainable would these flood prone communities actually be? yes, sure. like a motor city sydney has a food ball agricultural area beside it. it's also a way our rivers are water supply located and as sydney's grime, it's a city of 5000000 people. during the, you know, nearly 33 years i've had a 1000000 people have moved into the west,
1:37 pm
and that's the flat land that used to grow, sued and have dairy cows and so on. and it's low lying. and as we didn't have floods, people moved there and probably gained security, that it was a safe place to live. and people, you know, many, many, many people didn't regard flood insurance as being necessary or if the kind of an affordable and then having these 3 damaging flags in 16 months has made it extraordinarily stressful and difficult and dangerous. the australian climate counsel has said that climate change is widely believed to be a contributing factor to the frequent, severe weather events taking place. and adding that australia is quote, underprepared. do you agree with that assessment? how serious do you think authorities and people are taking the threat of climate change?
1:38 pm
the government in australia has just changed and climate change was one of the issues of a lot of people when, when they were called about their voting intentions. they regarded that as one of the most important factors. we are a hot, dry country. but we have this problem, we live with too little water and we've been getting longer and more intense grass . and then now ryan has been coming all at once, which this flooding really demonstrates. and this is exactly what the climate scientists predicted in terms of climate change. it's likely to get caught up. we don't, it's about the same amount of rain, but it tends to come all at once and must also milledge 2021. we had the most extensive bush us after a severe drought. so we sort of have swung straight from drought and bush, far and hot weather into you know,
