theft of the oil stop with the people who are buying stolen goods sir, i mean, i think, as your report pointed out, there are, you know, a number of different outlets for this, i mean sometimes it's being bought within country and put into the legal oil refineries, which are that product has been sold either within nigeria or outside of the country. i mean, nigeria is a country that well being very rich in oil does not have enough refining capacity. it's refining sector is, is under invested in and it imports many of the gasoline, much of the gasoline and diesel that it needs. so that's one outlet, and then there is also some of it does find its way probably into the global oil market or into refineries and other parts of africa. but i mean it's, it's very, very difficult to trace kind of the various flows of the solicit oil through the economy. no siphoning oil from a pipeline is, is one form of theft,

a relatively straightforward form of theft, but refining crude oil is another thing entirely. i mean, that's a complicated and expensive thing to do. who's putting up the money to refine this oil? well, i mean, as we've seen there, there are any number of very small scale refineries throughout the country. i mean, these are often tied in to, to broader enterprises and this is a very, very complex and also kind of a very well entrenched set of interests. and this money does flow back through the economy. it flows back into political campaigns, it flows back through, you know, through, through various other groups within the country. and so, as i said, i mean, that's a very complicated but also as you pointed out, very, very lucrative. and so, you know, we're, there's quite a bit of mind to be made. there's obviously going to be a lot of interests that are, that are trying to align to grab a piece of that. you alluded to just a minute or 2 ago, how do you think nigeria should put a stop to this?

well, i mean, this is certainly, i guess 1st i would say this is an incredibly important issue. nigeria was losing by our estimates as much as 5000000000 dollars this year with the price of oil at $90.00. now the price of oil is well above $19.00. so this is an incredibly important fiscal issue, but it's also one from, from a standpoint of, of having a working oil industry. you know, as we heard earlier in the report, shell had all kinds of problems with oil theft is actually looking at selling some of its assets in the country because they simply can no longer deal with can no longer kind of tolerate the amount of stuff that's going on, and so how you actually stop this and certainly destroying the physical infrastructure that, that's located with this. but i mean, it also comes down to having an oil industry that's managed in such a way so that, so that, you know, there is a flow of refined products from the country. there is, you know, that things simply do function on

a fiscal basis. so it's an incredibly complicated problem that doesn't simply have one kind of silver bullet answer about russian thinking that is still just oil, which will be about here this, this impacts gas production to well, and that's one thing that i think is really under appreciated. i mean, they mentioned siphoning off of gas to, to help or find the oil, but it's also the natural gas that, that nigeria exports oftentimes comes up with the oil. and so when you shut in oil flows, you also are losing this natural gas production. and this is at a time when we're seeing l n g prices, prices for liquefied natural gas in europe at all time highs. and so, you know, that gas would also have a market and also contributes to this loss of revenue. so incredibly, incredibly important problem, really good to to know, but thanks to you for being with us. know, brenda, that atlanta well, the 2000 people in northern california have been forced from their homes by
