talking to anyone at this point. he wants the current parliament to be dissolved and new elections to be held. of course, the iraqi population went to the polls last october, and that is when the federal southern party gains the most votes, most seats and parliament with $73.00 out of $329.00 seats within the iraqi parliament. but still he failed to manage to form coalitions that would allow him to elect a new prime minister and form a government. this is where things are now. and since last saturday, southern supporters have stormed with a storm into the green zone and took over the iraqi parliament. and they've been occupying it ever since. they say they don't want parliament to hold any sessions to with their worry that they will possibly nominate a candidate for the position of the prime minister, which they say they don't want to see anybody filled that position without their

revive the 2015 iran nuclear agreement are set to resume in vienna. us special envoy, robert malley is on his way to the austrian capital for the discussions they set to begin on thursday to her on the washington had been holding in direct negotiations until now. the agreement broke down in 2018 after the u. s. on the president, donald trump pulled out. iran says it's ready to reach a deal that guarantees its rights. i'll just here as of dollars shami has more from vienna. this round o, so called discussions that suddenly a you know, that every and no one actually knew this was coming. it was such a short notice for all parties. but deb, this is actually based on what the policy chief of the european union has a stated on the 20th of july when he wrote an op ed in the financial time saying that this is the only chance and the last chance to actually revive this deal. on the a, his, his deputy who actually lead. so these are discussions and these negotiations and
9:07 pm
rekey mora is already in vienna. and all the parties are also on route to vienna. the meeting would be a, mostly a discussion on this text. the text that is been labeled as 20 july texts, and they, they seems to be some kind of agreement or understanding from all parties on this next. and not really much is known on what exactly they were peons as being the immediate. as for this m a, you know, this a deal that was established in 2015 has in, but that the only fact we know for now is that at all, the parties are coming to town to vienna here. and that they seems to be a possibility that the opinion and see is the last chance to revive this deal, especially that there is no actually much left of the or the period that was established for this deal. it was supposed to end up in about 2 years from now, but the way the robbins have seen it is that there's been so much exhaustion from all parties and everyone needs to see a result. the year the,
9:08 pm
the iranians need to see sanctions imposed by the u. s. letter. you know, i've been lifted to see actually benefits of this deal. and at the same time, the other side, the united states, needs to see an implementation or regarding the nuclear program by the iranians. ahem. and miranda is an advisor to the iranian delegation in vienna. he says the energy crisis is left western pals in a week and negotiating position. there are a number of issues. one is the crisis in europe and the high energy prices that the world is facing, the americans and europeans, desperately need more fuel and lower prices. there's also the fact that the russians and chinese have been improving their relations with iran, and iran has been improving its relations with both the europe, europe, and the united states on the relative decline. whereas non western countries, such as iran, china, russia on the rise. and if the europeans and americans waste more time,
9:09 pm
it's not going to be to their benefit, especially with the fries coming this winter. so the iranians, as they negotiated in good faith in 2015 and also a few months ago, they are willing to have a deal. they're willing to restart the nuclear deal, but the americans have to accept that day because of the violations that they committed in the past that they have to give you run the necessary assurances so that the iranians are not fooled again by the americans that the romance are not harmed again by some mac, some southern policy change in washington. a treat. the policy is the executive vice president of quincy institute. he joins us by skype from washington. d. c. good to have you with us. what is made of this round of talks possible? what prompted it? well, i think both sides at the end of the day are need of some form of agreement. but
9:10 pm
there's also a different game that has been paid right now. both sides need to get a strong impression that they're trying very hard. because if it fails, then there's going to be very intense and rather decisive playing games. and now the result, they both need to at least give the appearance of doing their most right. now having said that, i do believe that there is a genuine desire on both sides to get into a deal the. busy question is the deal that one side wants and it's ok to approve. is it sufficiently good for the other side? so there's still divisions between them on whether this can be accept about but need this. i was to be blame if there is a say. so given what you said is an agreement likely, do you think, can these folks in vienna there are some very, very top issues remaining as we heard from your package. the iranians do require some form of assurance that they're not going to be in their view trick to get by
9:11 pm
having the united states pull out again because of the political instability. that seems to be the new new norman wash. there are ways to address and i don't think that's sufficient. measures have been taken on the west side to address. let me jump if i could change it, because when i presented that question to me, how much not on the who is advising the reading delegation, he said there's never been a pre condition. what they are asking for is simply that the, the price puts in that if the americans do withdraw again, they're going to have to pay a price. yes. so i never said that it was a precondition, but the price of the wrong is, are asking for that's $1.00 way of looking at it. the way it seems to be right now is that the text will essentially say that the var withdraw if the us pulls out again, i don't know really what christ at risk necessarily. that's more stating the obvious . so i'm not really sure that that is going to be sufficient unless you've gone,
9:12 pm
we just want something that they can be clear victory or. but if we're serious about the substance of it, then i think there is an important opportunity. if the deal is struck that afterwards expand on the deal and make sure that there's some changes made a deal that makes the deal slightly bigger. because if it's bigger, it will also justify primary sanction being lifted, meaning american companies can enter the bond market. if american companies are in the market, that is probably the strongest guarantee you can have that that will be a strong constituency in the united states that will resist any future to allow either by trump or anyone's. all right, thank you so much for your analysis and thoughts on that for the policy of the 1st grain cargo ship to leave ukraine. since the russian invasion had sailed through, took his boss, was straight on its way to lebanon earlier, a team of inspectors boarded the ship to check its congo and documents. the ship is being monitored by the new joint coordination center and assemble focus russian,

ukrainian and u. n. staff taking part 100 deal signed last month. earlier i spoke to stefan do generic, the spokesman for the un secretary general. he says he expects more ships to be allowed to leave the ports in east new crane soon. i think it is very good news to have seen the pictures of a cargo ship carrying more than 26000 tons of corn make its way from odessa to the boss 1st and now on its way to lebanon. whereas we know it's a country so dependent on food imports, we are very realistic. i think we need to take things one day at a time, one step at a time. they are more than 25 ships in ukrainian harbors that need to make their way out. this of course, this deal will cover is intended to cover all ships going in and out of those of those harbors. but things are working and they're working well today. and i think
9:14 pm
we can only be, be moved by the images that we've seen coming out of, of his stumble today. the, the people who run odessa and the 2 other ports will need to let us know when they can take in bound traffic. obviously we're going to have to see some outbound traffic 1st, but we hope things will start moving at a quicker pace soon. and, of course, all sent off this report from a stumble. the final inspection for the sierra leon flagship carrying ukrainian grain. it sat into lebanon, where there has been full shortages and high prices for months. rush and ukrainian, turkish and un officials check the cargo while the ship stocks and assemble. they're part of the joint coordination center that was set up here after a deal to resume ukrainian grain exports last month. the most headman,

our nation state with respect to the graham's topic. the short, a shortage is 1181 percent off grains depending on the ukrainian grains, carrying nearly $27000.00 tons of corn, the ship to 4 to the ukrainian port for best on monday, an estimated 20000000 tons of grain husband stock in ukraine since the start of war . this ship behind me is not the 1st commercial vessel to transfer you queens trapped grains to want the 5 month war. but it's also find the un brokerage green deal sign last month is working. hundreds of ships will now follow the same route and method to export ukrainian grain and fertilizer for he is global foot shortage . u. n. a turkish officials hope the agreements can lead to a cease fire between russia and ukraine. the vessels journey along the newly

established maritime home and tearing corridor in the black sea has been a complex but historical achievement for the joint coordination center. but for you, prince president vollmer zelinski. it's more complicated is as they should done, thanks to the you and partnership with turkey. we've had the 1st ship delivery of grant left, but it's still nothing. we hope it's a tendency that will continue. the consequences of this were, are horrible. not only for ukraine, but for the warned me. now it's good to go for the ship carrying critical foot supplies. it cross turkeys boss for straight and heading towards the mediterranean 3 ports. and ukraine are due to resume the export of millions more towards a wheat corn and other crops. sam castle al jazeera is stumble. hammons warring parties have agreed to extend a 4 month truce for 2 more months just hours before it was due to expire. the you

come to help those in need of kristen silly me joins us now from the united nations and kristin, i think he was speaking and, and briefing about the situation is that think chic getting any better, at least when it comes to food, given the resumption of shipments from ukraine. yes, is the short answer. and he was speaking a, in a briefing of the global response crisis group that he formed in response to the war and ukraine, which has sent both food and fuel prices. skyrocketing, the good news is, commodity prices are starting to stabilize a bit, but they're still way higher than they were. back in january of 2020. before the pandemic in well, before the war started, food prices are up 50 percent compared to where they were in january 2020, and a crude oil prices are up 33 percent. but as i said,
9:20 pm
those prices are beginning to stabilize even as they remain an issue for many families around the world in many governments who are having budget issues because of the rising strength of the u. s. dollar and rising interest rates are many developing low income countries and even some middle income countries are starting to have problems paying their debt in this of course is trickling down and affecting the poorest people most of all. so the good news is that the united nations has some recommendations on how to deal with this. and the one thing that the secretary general pointed out is that oil and gas companies are making record profits. despite all of these issues, he called it immoral. he said that they are guilty of grotesque greed have a listen. it's use immoral for oil and gas companies to be

this executive order safeguards the access of women's health care, the woods of the us president joe biden, as he sign an executive order that would seem to expand aid for women who are trying to get out of state abortions. we also have come along harris saying we trust the women of america to make those decisions. let's bring in mike how he's life for us in washington. d. c. cruise would say the executive order is a little vague. a lot of goals outlined by the us president. what practical impacts do we know that this will have on the issue? well, it is more of a directive than an order, and that is to the health secretary to investigate ways in which to ensure the safety of women crossing state borders for medical care. it is building on the previous executive order that president biden made last month,
9:44 pm
which is also dealing with protecting the security of women seeking health care or seeking to cross state board is full health care, including an abortion, but perhaps of most significant then the executive order itself is the task force which assembles here today for the 1st time. now it's a multi agency task force, and its prime intention is to rebuild all that was lost when the supreme court struck down the road be weighed. now that is going to be under discussion in the course of this afternoon to find ways in which the executive or the administration can full the gap left by the removal of roe v wade. having said that, president biden has been very clear on a number of occasions that to reinstate that protection, supported by ro the way in its entirety. that requires legislation in congress. and that is something that president biden continues to urge. he can issue these
9:45 pm
executive orders. he can get his health secretary to find ways in which to increase protection for women, but he cannot bring back roe the wade and the protections that it's in force in its entirety, on a federal level that he is looking to congress to do. and just to add very quickly semi he said as well that he would support a for the buster to ensure that such legislation is passed. now this would remove as a need for a greater than simple majority deposit legislation. it's been described before as a nuclear option, particularly within the senate. so it shows the length to which president biden is prepared to go to get roe v wade reinstated re in trained in federal law. i thanks so much, mike. hello, there. my terry mcgovern joins us live from johannesburg, south africa. she is a professor and chair of the department of population and family health at columbia

university. good to have you with us. first of all, let's start with the latest executive order. how effective are these executive orders given that the congressional there are congressional amendment amendments in place that prevent state funding like medicaid being used towards abortions? yeah, i mean, 1st of all, this executive order is of course a positive sign, but it directs the, the secretary of health and human services to look into these issues. already we have a severe restriction on medicaid coverage for the poorest women. for abortion, it's only available in cases of rape in says, or when the pregnant person's life is endangered. so we're talking about very limited coverage. this executive order. after the secretary of helping human services to look into making that coverage, expandable beyond state lines. but that is
9:47 pm
a very small percentage of protection overall. so these executive orders can be quite meaningful and, or they can be quite meaning less. this decision has unleashed such incredible chaos that maybe the more important parts of this executive order is directing. h h s to provide technical assistance, there is math to confusion around what is legal, what is criminalized. what meant, what is legal in terms of medication abortion. and it is really harming women and girls, pregnant people in the 14 states that now ban abortion since this since row was overturn. so i think the task force, i think that the idea of technical assistance, the executive order also creates a whole
9:48 pm
a directive around researching impacts on maternal health, which is a very, very important aspect. we know all 14 states that now ban abortion also lead the country and having the worst maternal health outcomes, the worst infant mortality rates. so actually studying the health consequences of the overturning of bro and these abortion bands is very important. so again, we soon to tell, but positive how i mean basically what's evolving has since june is the white house, the president against the supreme court decision, trying to find ways to undermine that. right? how sustainable is that kind of situation? well, i mean, what's really important about the can this vote is that it was the 1st major referendum test, then throw it was done in an off in an off month in august. yet,
9:49 pm
in a state that is more republican and democratic, 59 percent of voters wanted to maintain abortion protection. so i think this bolsters president biden's, you know, compet in, in, in the electoral process in this arena. i think, you know, i think that the supreme court in overturning row has unleashed such undeniable harm on the health of women girls, pregnant people that president biden is seeing what is happening and, and probably is gaining confidence in the electoral process. thank you so much for your thoughts on that. hi guys. let's catch our phone all the sports news with peter. sammy, thank you very much. we'll start with some controversy coming out of italy. the
