1:01 pm
you're watching the news, our life from headquarters and del hi, darian obligates are coming up in the next 60 minutes. donald trump is being investigated for possibly breaching us espionage laws after the f. b, i found classified documents, but his florida home acclaimed author salman rushdie is on a ventilator after he was stabbed on stage at an event in new york state's new me. when we report from eastern afghanistan, where teachers are calling for state funds to be released to health millions of children in poverty. plus, i'm john holly in edinburgh, where from comedy to contemporary dance climate change has become so prominent on festival programs. it's practically a genre all of its own in sport to cleveland, browns, quarterback to show watson publicly apologizes to the women who accused him of sexual misconduct and one of baseball's best. young stars is suspended for 80 games oft assessing performance enhancing drugs.
1:02 pm
ah, welcome to the news our, the former us president donald trump is suspected of violating the espionage top to the f b i. c is classified documents from his florida state. earlier this week. the list of documents reportedly includes material relating to nuclear weapons. heidi to cast her reports from washington, d. c. how do you feel mister job? never before has a former us president been suspected of violating the espionage act? according to the war and authorizing the f. b, i search of trump, the state. trump may have kept documents that could endanger national security and may have destroyed or concealed presidential records. this week, federal agents removed 11 sets of classified documents from mar, logo for sets were labeled top secret,
1:03 pm
and reportedly may contain information about nuclear weapons. many lesser people have gotten prosecuted for doing a small fraction of what it appears that donald trump has done which has taken the single most highly classified documents. united states government has as taking and picking them to his home. others. these documents relate to french president emmanuel micron and to trump pardoning of his close associates. roger stone. trump says he declassified all materials he and aids took from the white house. he and republican supporters called the investigation a political witch hunt president donald trump is job idence, most likely a political opponent in 2024. and this is less than $100.00 days from critical mid term elections. the f. b, i rate of president trump is a complete abuse and overreach of its authority. the department of justice says it and the f. b, i are acting independently. biden has remained silent. and while some democrats say
1:04 pm
this is trump getting his, do others urge caution? i think for the most part, people want to see the process play out. i agree with that. i don't wanna interfere with the law enforcement is doing. but i think it would be wrong to take the position because this person is a former president. no, we should look the other way when there could be violations of a lot. the justice department must now decide whether to charge trump with a crime, which would be a 1st in american history. and the decision would be further complicated. if trump now says he's running for president again, because charging a political candidate could be seen as election interference. heidi jo, castro, al jazeera washington. let's bring in thought lucas. he's a professor for american studies at university of birmingham. he's joining us live by scott from birmingham in the u. k. welcome back to al jazeera, scott lucas. so while it's not really known, what exactly is in the documents themselves, the words does indicate that one of the things that f b i, agents were actually looking into is potential violations of the espionage. or can
1:05 pm
you just provide some context to that? well, the espionage act is quite a long standing act, which of course would cover, for example, spying for a foreign power. but the espionage act also covers the handling of top secret material. you know, the material relating to national security. and one of the provisions of the espionage act is that no one should take classified material for their own private possession, especially if they have no permission from a government agency to have that. so in this specific case where the espionage and what has happened is that a marks for is that the warrant was issued on the suspicion that amongst the material that donald trump had taken without permission from the white house, there was top secret documents. indeed, what the f, b i as founders, those 4 set of documents that are not only more top secret, they're more secure compartment and secure. compartmentalized means that you can
1:06 pm
only look at those documents, including documents on nuclear weapons, in a highly secure a government facility. so yes, truck is vulnerable prosecution under the espionage act. if it transpires that he took those documents, whether or not he did so by mistake, or whether he did so intention to correct me if i'm wrong here about president, do have power to declassify documents. and trump has said in this case, he did indeed declassify the document while he was an office. so does that make a difference? would make a difference if it was true, but it's not. donald trump did not declassified these documents that were found in his possession. and the reason why we know that is because the classification markers had not been removed from the documents, which is something that always happens if they are declassified. so now he did not go through the procedure for declassification. secondly, even if trump said i issue a blanket declassification to that,
1:07 pm
it does not get him off the hook in this case. because the fact is that a president cannot issue a blanket declassification for a top secret document that has to go through certain government procedures and the president cannot bypass those. so you are mentioning a moment ago that he could be prosecuted. how vulnerable do you think is he to the prosecution right now? well, i think he's wrong on 3 different chance. so i need to emphasize this as an option, just one of them. the original count we're trump, is vulnerable for prosecution. is the presidential records act because, and this is not directly that trump insisted on strengthening because he tried to kill hillary clinton, prosecuted. a president cannot take documents from the white house without permission if he or she does. so after leaving office, they face a fine up to 5 years in prison, and disqualification for future federal office. and trump is vulnerable to prosecution for obstruction of the government investigation. because the reason
1:08 pm
this whole affair began is the national archives were trying to collect documents for the house le committee conducting inquiry into the capital tack of january 2021 . 0, do you think this is all playing out politically and not only for trump himself, but for the republican party as a whole? or, you know, you're going to have chatter from every pondered about whether or not trump space will protect him on us and triple exploit the heal screen which aren't deep state hopes. he's done it all the way since the 2016 campaign when he basically was working with the russians and tried to use that to get off the hook. here we are in 2022 and going beyond, you know, the ponder tree on how big is faces. the, what i would watches is the republican party has a serious choice. and that is, is trump to toxic, even for the republicans blue, 2024 campaign. and the most powerful person in washington who has not spoken about this is the senate republican leader, mitch mcconnell,
1:09 pm
my best bet is this. the republicans will work. so for someone who sounds like trump and uses trump is rhetoric, but it's not trump in 2020 for someone like florida government, rhonda santas. all right, we'll leave it there. thank you so much, scott. look us for joining us from birmingham. thank you. a claim done, controversial author, solomon rusty, is on a ventilator and unable to speak after being stabbed that a literary event in new york state dots, according to his agent, who also says the writer suffered a wound to his liver and may lose. and i police have arrested a 24 year old man, victoria gate be reports on the stage where salman rushdie was due to speak, a group of people including an off duty doctor surround the injured author. he just been stabbed multiple times and was lying on the floor. please, family love. rushdie was airlifted to hospital in pennsylvania where he had emergency surgery. the news is not good. his agent says the award winning novelist
1:10 pm
is on a ventilator a may lose an eye. the nerves in his arm have been savage, and his liver is damaged. witnesses say the attack happened quickly and he was a guy who would know accommodate them. the microphone left this guy a start to stop him. who was so fast, so crazy in the moment we ran to the stage and a love guy came to help him and, and get the person what that him police search the home of the alleged assailant in 5, you new jersey. he's been identified as 24 year old. had he matter. authorities think he acted alone. we don't have any indication of a motive at this time, but we are working with the api. i. the sheriffs office and we will determine what the cause of this was or what the motor for this attack was. rusty's lecture was expected to focus on the us being

a home for free expression. local government leaders have condemned the attack. we are undeterred and our commitment to make sure that we call it out. we condemn what happen. we condemn all violence and we want people to feel that freedom to speak and to write truce rusty was forced into hiding in 1989 after his novel. the satanic verses was denounced by the iranian leader, ayatollah hominy. a bounty of $3000000.00 was offered to any one who killed the british author. u. k prime minister boris johnson says he's a pulled by the attack. he's tweeted, salman rushdie has been stabbed while exercising a right. we should never cease to defend. but inter ran some had a different reaction. more follow i heard the news on tv that was so glad because the insult salman rushdie made against our profit. and the fact was issued against him by finally wert, i'm about to ran, hasn't commented on the attack,
1:12 pm
but some say it could further damage relations with the west. a time when tensions remain high over the nuclear deal. victoria, gate and be al jazeera was also to i'm a child raised who's a novelist, poet and literary critic is running us from oxford in the u. k. welcome to al jazeera sir. can you just give us your initial reaction to the stabbing of solomon rusty are right. my apologies. we seem to have our audio issues with our guest out of the u. k. we will try and bring him back in just a moment to discuss the stabbing of son, man, rusty, and we do have him back. let's try once more over to oxford. you are welcome to al jazeera at sir. so i was just asking, if you can give us your initial reaction to the stabbing of said man rusty. deep, deeply, distressing. i mean, distressing in a way that come up, you know, is it,
1:13 pm
it's, it's taken over a my, it to go on my day yesterday. and it has taken over my day to day in the, in the sense that we are trying to find out her every huffinger hobby is rates. and as though we were just hearing in the report just a moment ago, christy's writings did garner several literary prizes. but it was really his 4th novel, the satanic verses that drew scrutiny and condemnation, as you know, amongst a some in the muslim world. so he was viewed as a controversial figure by some how do you think that shaped his career going forward early? well, as you know, his book was banned 1st in india and it's still banned over there. and, and that set into motion a, you know, a kind of unfortunate a series of developments that then led to, you know, the fact was,
1:14 pm
and a, you know, have been with us for, for all these decades leading to what happened yesterday. and that the book was banned on the basis of somebody responding to a review in an indian journal which caught at something from the satanic verses and, and the person then raised an outcry against um, the book without having read it. so i would say it's fair to say that the, the, the kind of a response that took over everything in terms of rush, these work and, and the satanic verses was based on the, on, on, on ignorance of, of a kind of wilful and proud disengagement with actually having anything, any kind of engagement with the work. i thought i saw a lot to him,
1:15 pm
him being under british police protection for almost a decade. but as we can see, i mean over the years i, he's become more comfortable attending public events, hasn't he? he has been, i mean i 1st met him at a book public event. i mean this was in 1998. at that time he was not pre announced. he told me to x is about your eyes, the number of literary festival. sorry i met him, he was extremely he was wonderful and, and relaxed in spite of everything that was happening around him. so i think he's always wanted to behave as if, you know, like himself. right. and you were mentioning a moment ago, the book, the satanic verses still banned in india. but what can you tell us about what he means for the new sort of up and coming literary indian generation?
1:16 pm
so i think he meant a lot to his a to, to the people who followed him and some of them i think a some writers who write. ready novels in english at, in that, that were transformed in the eighty's and became writers because of, of his work. and, and i am not one of them are, i have always had problems with the way his work has been appropriated. or by is that by, by a set of and you know, a tier it's of a particular kind, but i admire his work and i admire him deeply. and, and what is wonderful about rusty is he can make room for a great deal of a diversity as far as what he likes are in, in the arts. in writing is concerned that much, much greater diversity,
1:17 pm
a kind of diversity that marks out at true artist and writer in comparison to his some his admirers. so i would say that he has his, his kind of presence has been transformative for, for india, for fiction, for indian fiction. and for fiction generally or but there are things about his writing and about him which, which are worth acknowledging, which we still haven't fully understood and acknowledge, and part of it what has to do with his true openness and eclecticism. okay, we'll leave it there. thank you. so much and the child's re for speaking to us from oxford in the u. k. u. plenty. morehead on the algebra news our including we have more on the farmers and mexico who are struggling to keep their livestock alive because the land is boon dry. they didn't get what they paid for. we'll talk to property buyers in china as developers, leave them in the lurch and, and for messy excluded from

the mexican government declared a national emergency which allows for federal resources to be allocated toward providing water to the regions of the country that have been most severely impacted by the drought, the city of monterey in riverdale. and is where many people would agree where the crisis is most acute water levels at dams are well below where they should be. when we visited monterey, just a few weeks ago, we were told that the drought is largely related to the weather phenomenon known as linear, which is known to disrupt traditional weather patterns. and in the case of northern mexico, a rainy season that was supposed to come in may never came. experts say the impacts of linea are being exacerbated by climate change. and we should note that the month of july is the hottest recorded in mexico since 1953, meaning that these extreme heat conditions are not doing anything to help alleviate the ongoing crisis from drought to floods. thousands of people in northern sou dawn or waiting for helicopter heavy rains cause flash floods and river now states,
