a nuclear disaster. gabriel elizondo has this report. the head of the united nations international atomic energy agency has arrived to vienna, follow his visit to ukraine's besieged zap region nuclear power plant and had this to say. and i was able to see myself and i, my team impact whole markings on, on buildings, all of them. so we need that the physical of the policy has been violated, not once, but federal federal. raphael grosse flatly denied that russia who occupy the power plant, denied him the right to move freely, saying he was given full access by the russians to the site, and was able to inspect everything he requested to see. he also confirmed his agency would keep 2 staff members at the plant permanently and that the i e a. but

that would issue a full report in the next week on their findings is not earlier on friday. moscow again accused ukraine of showing the power plan to deposit, but reserved judgment on the i 8. yay! mission. good. we positively view the fact that despite all problems and difficulties caused by the ukrainian sides productive actions, permission has reached the site and started work. you're aware, but the team will stay at the site and continue working. that's why it's still too early to assess ok. but what's most important is that the mission is that the mission is expected to assess plants condition a nuclear security. ukraine contended to visit was staged, managed by russia. key accused russia of intimidating ukrainian nuclear plant workers. i, a inspectors were accompanied by a man in a suit later identified as a russian advisor to roster tom the russian nuclear agency. that's further evidence

for ukrainians. inspectors were not able to work freely at the plant without russian interference, as gross. he suggested in his press conference or cleaners on bill of said le dollars shall demilitarization of the territory of the station is the god. and it is bad that we have not yet heard the appropriate messages from the i. e. a, despite the fact that we talked about it was mr. grossi during our meeting, and yet it was the key security point of our agreements. it was outlined clearly, demilitarization and full control by our nuclear workers. when it's clear ukraine, once the nuclear power plant to be demilitarized and russian troops to leave immediately. but the i. e a doesn't even have the means to enforce that. it also doesn't have the mandate to determine who's responsible for the showing. it's a complicated situation. and very volatile and changing, seemingly not day by day, but our by our gabriel's ando,

such as it was then this, this kind of setting that the, the scene as a, as it were, is set for the work up for the future work of the i a the deja grossey himself said that he was not surprised by anything in particular at the plan that the mission has not yet yielded the kind of new or shocking insights that we might have not known before. but the important thing is that now this information is coming from an independent team of nuclear experts that has enormous international credibility . and those you can are experts of course color coded in different colors. what they saw as being critical of what they saw as being reasonably ok, even though they were color coded, either red or all green. but the actual structural integrity of the plant was clearly shown as red is not a big concern in your eyes. it is

a bit concerned these were the southern pillars outlined earlier by the in, due to growth, as you know, the main precondition for a safe and secure operation of any civilian nuclear facility around the world. and what deja grassy has, has, has demonstrated on his chart during the press conference is the state of each one of these pillars. and of course, amid a war zone, amid pervasive shelling which was observed 1st hand or the damage from which was observed. a person by the emission of this safe operation of a nuclear facility is simply not possible, nor is it possible when they, the staff of the this nuclear facility is operating under dress. right. exactly. it's a highly unusual situation, isn't it? where you have ukrainian plant workers,
12:11 am
having their work overseen essentially by an occupying russian force. what safety mechanisms do you believe are likely to be in place to make sure the situation that doesn't spiral out of control? well, it's not clear that anything will change in a major way. we know that the mission brought some technical assistance with them that might be able to provide additional additional technical assistance, perhaps parts or assess the, the capability of the state of the backup electricity generators. the diesel generators, whether there's enough diesel fuel for those and things like that. but i just want to impress that the presence of these people themselves. the very fact that they will be staying on that it's not the kind of mission that just arrived and then left in 3 days and left those people, those ukrainian personnel to, to operate this, this plan to without, you know, without international observers,
12:12 am
dots in and of itself will be as sort of safety precaution, or at least one hope said well, why they put the i a though in an extremely difficult position acting as opposed as an intermediary between the ukrainians and the russian occupies. i mean, i mean, this was be hugely challenging for those 2 remaining inspectors. indeed, i'm not sure whether those people will be rotated or not. i mean, due to grossi did say that there's this modus vivendi. it's uneasy, there is a lot of tension, but somehow, in these really difficult circumstances, the cranium stuff, and whatever the russian experts that have arrived, even in the presence of the military, have been able to operate this plant now for, for 6 months. it's not a good situation at all, but somehow with, with the efforts of the, of the people on the ground, it has worked. what those 2 people from the idea that will remain on the ground.

kremlin says western sanctions are making it hard to carry out routine maintenance . but the e u has previously accused moscow using gas as an economic weapon. french president manuel macaroni has ordered all nuclear power plants in the country to be restarted before winter. they will be used to reduce pressure on their electricity grid and help tackle rising energy prices. natasha bottler has more for paris. for several months, more than half of france is 50 sakes, nuclear reactors have been shot for maintenance work, but they will be restarted in the coming weeks. in time for winter, said frances energy minister, after a special cabinet meeting to discuss the energy crisis condo, hector, from that $32.00, react, desert holt, including some because of corrosion under restrictions, and others for usual maintenance. india has committed to raced out all reactors by this winter. we're following this situation very closely with weekly briefings on

we're careful that this timeline is fulfilled. france is one of europe's top energy exporters and relies on nuclear power for 70 percent of its energy needs. but the shut reactors of pushed up french power prices and fueled concern that france would not produce enough power for itself or it's european neighbors, as they wind themselves off. russian gas. but pioneer russia says that in addition to restarting the reactors, frances made other contingency plans, louisiana monte ship. the government has been anticipating the situation for several months. we have secured our gus dogs. they are currently at 92 percent. and so we can now say that we have almost achieved our goal. 2 months in advance. the french president emanuel michael, i had called the emergency cabinet meeting. michael has repeatedly said that people in france must be prepared to face a difficult winter. miss asher butler,

12:33 am
is one of the hottest places in the world, recorded the earth's highest temperature in 1913. reco break in temperatures have been a feature of this summary of the year. some parts of the country are enduring, another heat wave, or the $45000000.00 people are under heat alerts and 7 states where temperatures are expected to range from $37.00 to $40.00. 3 degrees celsius wildfires, a raging in southern california, which is bracing for its longest to most intense heat wave of the year because of a heat dome that's a high pressure system in the sky. the traps heat below it, like keeping a lid on a pot. this heat wave is especially dangerous because it's expected to linger over much of california into next week, and temperatures won't drop much at night. and that of course can be deadly data from the national weather service suggest. excessive heat has killed more people than any other extreme weather event in the us. heat deaths have now outpaced
12:34 am
hurricane dest, by more than 15 to one over the last decade. meanwhile, the years ahead are going to be even hotter research from the 1st st foundation says that by 2053, 107000000 people in the u. s. would experienced temperatures above 51 degrees celsius. as an increase of 13 times over 30 years. ok, well christina, dumb is the principal climate scientists at the union of concerned scientists, a non profit organization, the campaigns for action on the environment. she joins me now from san francisco via skype. it all makes for a very, very depressing picture. doesn't it, christina? it does any time, there is a big extreme heat event like this that affects millions of people anywhere in the world. you know, we as climate scientists worry because the impacts of extreme heat can be so severe, causing anything from heat strokes and deaths due to increases in criminal activity
12:35 am
to an increased risk of vile fire, which we certainly see out here in the western united states. this type of event that lasts many days is particularly dangerous because our bodies tend to accumulate heat during the day. and if it doesn't cool off at night, it's hard for our bodies to shed that extra heat. so these multi day heat events where it stays hot even at night are really dangerous for human health. and we made an attempt to explain it some brief detail at what this he does magically is. but can you go into further detail for us? what's behind this for phenomena and all these events becoming more common? sure, so he, joe is an area of high pressure in the atmosphere. what that means is that you have air masses sinking downwards towards the land. as they do that, they compress under pressure and heat up even more so you get this kind of enforcing fact with a heat dome where you have the air pressing down and heating and then that that
12:36 am
dries up, things like soil and the plants and then that further allows the air and the land to heat up. so these tend to happen, you know, in relatively flatter parts of the united states. so there's some question about why these tend to be happening in more mountainous areas, like hello for new oregon and washington over the last few years. but we also know that weather patterns are tending to become stuck more often in this era of climate change. so normally we have a pattern of weather that's brought to us by an air current called the jet stream that travels from west to east and sort of has these natural waves cut off areas north and south. but in recent years, we've seen that jet stream becoming kind of way easier or more relaxed. and that's causing weather patterns, get tracked within those ways. so we start to see things like these heat terms.
12:37 am
last thing, you know, a week or 10 days and becoming more and more dangerous in terms of whether there is a connection to climate change. we certainly know that he ways are getting more frequent. they're getting more severe, they're lasting longer. they cover a longer period of the year. so whether or not he don't like this are becoming more common with climate change is still a question that's open and the scientific literature. but we do know that he waves in general are becoming more severe worldwide. right. and i want to physically house massive implications on how people live their lives on, on school, on workers, on agricultural and infrastructure. is the united states ready for this? you know, i think what we've increasingly seen in recent years is that we're not ready for this. for example, when there is a heat wave on the east coast of the united states, just recently schools had just closed early,
12:38 am
and kids had to go home from school early because a lot of our schools aren't air conditioned. they simply haven't had to have air conditioning in the past, but our climate is now warm enough that the warm period is intersecting with the school year. and so we need to make infrastructural upgrades. we also see, as you mentioned in your intro, that heat kills more people on average than any other type of climate related disaster in the united states in any given year. and that's particularly troublesome because most heat deaths are preventable. if you get people, the water, the shade, the rest, the cooling that they need to stay healthy, we can prevent those deaths. so we are seeing a very clear ways that we can improve our resilience to heat across the us and hopefully also across the world. christina principal, climate scientists at the union of concerned scientists. thanks for joining us. all
