puerto rico houses. businesses washed away, landslides are continuing, and more than 1300000 people are without electricity and will likely stay that way for days or weeks. many also don't have access to clean water. at my age, i've never seen anything like this before. i have no words to describe this order. it destroyed everything, everything has been effected. it all has to be built. all this more than 1000 people had to be rescued. and now fiona has moved on to the dominican republic, the damage there, also widespread as fiona brought winds of more than 140 kilometers per hour. why not? well, i'll tell you the truth. i didn't sleep. i was sitting behind that door because the wind was strong enough. they would have taken me with everything i woke up for i am because the house was one large pool. fiona is expected to strengthen in the coming

days as it next bears down on the bahamas and turks and keiko's unlikely. bermuda as well. patty gl haine. al jazeera al jazeera meteorologist everson fox is tracking fiona. he's with us now. it was the latest. well, the latest is on place to say that it has now cleared away from puerto rico and also from the dominican republic. i'm afraid there is more to come though. take a look at the satellite pitch. you can see the position of the storm. they're just making its way further northwards, notting up towards or towards the east, the side of the turks and caicos. we did have an eye on the storm because it's interacted with the lab. we've lost that i but it as it, me hearing there, it will strengthen further as we go through the next couple of days. so this is the position of fiona at present and you can see the track that it's made through just pushing into the, the lesser antilles. just pushing up a little further northwards. those winds $185.00 columns prayer as we were hearing, winds in excess of 220 kilometers per hour on the gusts. the other hazards to watch

out for a course at very heavy rain, $500.00 millimeters of rain falling in around the 24 hours to someplace is maybe $48.00 for for others. the storm serves. that's always a big concern. why spread flooding? life threatening floods? certainly likely not just around their parts of the dominican republic, pushing up towards that eastern side of the turks and caicos as well. so through as we go through the range of tuesday, that's what we're expecting. the storm continues to make its way further northward, and then we go on 3 way to stay and that's when, as we heard there it is going to intensify further. so we are looking at the system, grassy, picking up. we just zoom in a little bit closer to water, turks and caicos. those grand turret just making its way just to the west side of her turks and k cost pushing further north, which as we go on through wednesday. and that's where it goes from a category 3 storm to a category for storm. so we are looking at major disruptions. the system pushes out into the warm waters,

the open waters of that southwestern corner of the atlantic and drives its way further northward. we go on through or thursday, push on into friday, and that's what is going to make his way towards bermuda, still as a may to hurricane, so that will, big, big giving some may to cause a concern for a good part of muta, as we head towards the end of the week, avian everton, many facts. at least 2 people died as typhoon, amador battered western japan with strong winds and reco rainfall. the time soon made landfall on the southern island of que shoe. on sunday. it's since been downgraded to a tropical storm. that has cut electricity for tens of thousands of people. none at all is now moving north bringing rainfall to the main line of han shoe. millions of people have been urged to leave their homes. a new complaint has been filed with the international criminal court regarding the killing of al jazeera journalist showing up our claim by israeli forces. the complaint is on behalf of sharon's family. the palestinian american journalist was shot in the head by israeli forces
12:07 pm
one on assignment to the occupied west bank in may. sharon was with al jazeera for 25 years, covering the story of the israeli occupation. this is the least we can do for shaheen, or we have to pursue justice for her in the hague. and i see, see, in other chords, whatever we have to do, we would do it to ensure accountability for city for her to the like. who said before and like other reports said previously there were more than 1617 shots fired that she didn't hours sitting on the media and had colleagues who were standing in that early targeting her. they even targeted the person who was trying to put her into safety after she was done. and they still targeted in shot at him. or we know that there's that a, the soldiers were able to identify, she didn't, she was when full gear wearing, press on both sides. and she was clearly noted as a press. so any person shooting at the press is intentionally trying to

take you what live now to the hague, where one of the lawyers, who so far this complaint is giving a briefing for the press. let's briefly assuming of journalists is an attempt to cover up and prevent their, their work in documenting human rights abuse and foster penalty for the injustices that they are seeking to cover. we cannot understand what's happening on the ground in conflict without an independent account from journalist lecturing. that's why it's so important that the prosecutor take seriously are complaint and opens an investigation. specifically on the targeting of journalists, we have to end the impunity. there's been no independent investigations, and this investigation and the prosecution of those, those responsible for sharing barclay's death will provide deterrents for the targeting of journalist in the future. we must protect their important function. my colleagues said, i will explain a little bit more in detail about our complaint,
12:09 pm
so we'll hand over to them now. thank you very much. jim benton, mom to audrey present. give me think and if you just use yourself and hold the microphone. hi, my name is antonio wall clay and done machines of all clear brothers for the past 4 months, my femina and i have been pursuing justice and accountability for our dues should in my sis, serve an incredible on to my children, a best friends on the heart of respected under the cape, the journalist should in was killed by an israeli soldier. what she was doing. her job reporting on, on his riley army, encouraged intervening, wearing a clearly marked safety vests on tenement, with the wordpress on both sides should in was also the u. s citizen,
12:10 pm
which is why from the beginning we've called on the u. s. government to do what they would if any other citizen were kinda brought launch. i saw on transparent investigation that leads to the kiddos being held accountable. that is the bare minimum, the government, as politician, powerful and influential as that of the us should strive for on behalf of their own citizens. however, the by then administration. so fraud has failed to launch an investigation. despite corps from over 80 members of the u. s. congress to do so along with inanimate of an actors. through all the international community. accountability requires action . now addition to being a us citizen, shaheen was also a pound, but a senior and who was killed in cold blood by an israeli soldier. it seems that the reason her case has not been a priority for the u. s. government is because, well,
12:11 pm
who is sheet of who she was and who she was kid by there is no miss city to gardening, what's happened to city, except for the actual name and identity of her killer investigations conducted by cnn that so she had to press the new york times and jazz, utah hoc bit salem, they, united nations and others have old concluded that she was targeted and killed by an israeli soldier. but we need the u. s. and an i c. c. investigation to hold is that an accountable? it has been over 4 months since shooting was could our family shouldn't have to wait another day for justice. that's why in addition to kong, continuing, i was calling for the u. s. investigation. we are also recording on the international criminal court court to begin the process for holding the killers accountable is that i cannot investigate that own crimes. and it's time
12:12 pm
for it's time for the international community to take a stand and hold those responsible accountable. damon, there must be consequences when emily dickens with impunity. if not the thieves adored open for his reds, minutes, city, or any other community to do this again. nor that, but as seen an american or journalist feminine should have to endure what i was, has read, pursuing, accountability, to make sure that this is the case may, should in sold rest in peace. thank you can stand in the middle that yeah. okay. good morning. i am, my name is jim bella, and i am here as former president of the national federation of journalists. and

months now the attention of dozens of institutions. politicians, celebrities, may be hundreds of 1000 of people. the list is endless and will not just make sure that she will always be remembered. but her death shall be inscribed in the thought of most jealous. and we also protest day in day out, relentlessly, and who never stoke exposing the shameful failure of the government's concern to properly investigate and prosecute her careless. so today the submission is another stage in this fight for justice. and for us, the crucial question is not just how to comprehend this extraordinary outpouring of emotion that her killing has triggered it,
12:15 pm
is that she became the emblem of the targeting of all palestinian journalist by israeli forces, which has been going on for decades and has gone and punish for far too long and all this murderous and hundreds of attacks are well documented. the long list of the circumstances surrounding their cases are available in my new detail. and it every one of them. the so dear police officer for the gra, oh, poor bow to god that pulled the trigger their superiors. who gave the orders politician that make up the excuses. they all managed to escape scrutiny and the force of flow and re scrutinize every case in the list of kill journalist. a list put together by the organization, the journalist, the policy, and john syndicate, who are here represented by the president. you will find that nobody has been held
12:16 pm
to account not a day, but is by without, by the senior journalist fishing. the prospect of being intentionally hit by a robot bullet or being not the receiving end of a soda is right rifle but, or in the west. so now you been shot that and you can imagine the amount of courage and dedication to report into truth. that journalist, photographers and camera crew need every day to stand in front of these ready guns to do their jobs, as journalists, and for decades who have been preston, israel to abide by international standard and also to recognise palestinian gentleness. and this call theater and mason heard successive israeli government managed for years to show that as possibilities. now we could have easily

submitted score of complaint. but you have so far put in tooth submission to the court that it's brought by counsel. and we know pretty well there is now going to be a straightforward de taken, and we will continue to campaign, relentlessly, anti or dis, cases are put in front of the international court. i don't need to tell you that, that plenty of cynical voices telling us we shouldn't put face on such institution . we don't agree with that. we believe in the rule of law and refine day in day out . use every international institution to try and enforce rights and freedom. it's time to bring the perpetrators of this crime to justice. and i said i will catch up with the possibility of palestinian journalist and

morning everyone. my name is touch on rate. well, i'm a barrister from darcy st. chambers in london, and together with jennifer robinson, i represent the family of sharina broccoli, alyssa moody, shafter, her nature, and the families of other palestinian jonas. i'm unlawfully killed or targeted by israel. a radio authorities was working in palestine. this case is not a one of the circumstances in which serene angela clay was killed. and allison moody was shot and seriously injured, are emblematic of a white issue of the systematic targeting of journalists in palestine by israeli forces. and the failure on the part of the israeli authorities to properly investigate these matters to ensure justice accountability and reparation to victims. that has led to a culture of impunity within these radian forces. the consequences of impunity are profound. impunity not only results in a lack of accountability in each case. it is contributed to an environment in which
12:24 pm
acts of violence and intimidation directed at palestinian journalists. has become the accepted norm. this communication follows an earlier communication submitted on the 16th of april this year. that urged the prosecutor to include in his investigation of the situation in palestine. the systematic targeting of journalists in palestine by israeli forces following detailed analysis of the evidence. we have concluded that there are reasonable grounds to collude to conclude that the circumstances which serene was killed and alyssa moody was seriously injured. give rise to reasonable grounds, believed that the shots were intentionally directed at them from a position of the israeli occupation forces that they and their group would have been clearly identified an identifiable as members of the press and as civilians. and in that knowledge,
12:25 pm
the shooter directly targeted them with their with was a marksman who directly target him. moreover, that crimes under the room statute have been committed in all the cases considered in the april communication and today's communication. those responsible enjoy impunity. and as one it's port and aspects of this case that differs from those considered in the early communication. and of the $47.00 plus journalists who been killed in palestine since 2000 sharina barclays case has been the subject of significance scrutiny from the media and civil society in israel, palestine, and internationally. this scrutiny has shown a light on the damaging consequences that the lack of cooperation and trust between the palestinian authority and israel has on victim's prospects for sake of securing a full and thorough independent and impartial investigation. and ultimately justice

and accountability. the israeli defense forces, internal inquiry was not and should not be accepted as a thorough criminal investigation into these matters. it was limited in scope, only taking statements from members of the israeli forces present and not either i other eye witnesses to the attack, including our clients, shafter, and ali. moreover, we have serious concerns regarding the independence and impartiality of the internal inquiry. public statements made by senior rady officials before the conclusion of the inquiry suggest that its purpose was not to discover the truth of what in fact happened, but confirm a narrative designed to deflect blame away from this radio forces. indeed, the idea of internal inquiry has raised more questions that it has answered.
12:27 pm
the israeli authorities have not provided any detailed reasons for their findings or why their conclusions contradict those of the office of the un high commissioner for human rights following its inquiry. that the shots fired were deliberate and not to indiscriminate originating from the israeli forces position. and that there is no evidence that any shots were fired immediately before or at the time or at the place where sharing was shot. other than the shots directed at her and her group those conclusions of the office of the high commissioner are supported by the evidence. we urged the prosecutor to investigate this case as part of a wider investigation into the systematic targeting of journalists in palestine by members of this ready forces. this case. and the other cases of journalist, killed or maimed by israeli forces fall squarely within the court's jurisdiction.
12:28 pm
and warrant investigation by the international criminal court. at present, there is little to no prospect of any criminal investigation into these matters by the domestic authorities. israel has announced that it will not refer the matter for criminal investigation. the palestinian authority is unable to fully investigate the case due to the lack of cooperation and trust between them in israel to fully investigate would require access to the members of the israeli forces involved and the weapons used. there is no other authority 30 with jurisdiction over the crimes alleged that is investigating or has investigated these cases and submitted those allegedly responsible for prosecution. it is precisely these circumstances whether did smith's domestic authorities are either unwilling or unable to investigate that full within the icy seas mandate and for which the i c. c was established. the targeting and killing of journalists working
12:29 pm
on the front line is an issue that we should all as members of the international community take seriously. as we have seen with this case, it is through the work of journalists that we bear witness to human rights violations, war crimes, and other atrocity crimes committed by state and non state actors around the world . jonas work is central to the investigation of human rights violations. and war crimes is for this recent reason that they are at particular risk when working conflict situations from those that seek to silence them. victims and their families should not be left in the position where they rely on civil society on the media to investigate their cases. these cases must be taken seriously. they must be properly investigated by investigating authorities of states with jurisdiction or failing that. the i c. c. that has jurisdiction in this

case, failure to do so, to accept the status quo, to accept impunity bring shame on us all. and we have the following statement from all hoc human rights organization and forensic architecture. and good morning everyone. forensic architecture and all hoc are unable to be present at this press conference. we've asked our colleagues at the i c, j. p to read a statement on our behalf to outline our findings from our joint investigation with all hocks forensic architecture investigative unit into the extra judicial killing of serene abbey locklear. we're here to support the work of palestinian organizations at the i see, see their ongoing and just demands to hold israel accountable and to support sharina family and her colleagues in their complaint. forensic architecture is a research agency based at goldsmiths, university of london. our mandate at forensic architecture is to pioneer and disseminate new.
