$63.00 in the dobby with earning holland and pho photograph. photo scoring hattrick full counting is underway in brazil and elections widely seen as the most important since the restoration of democracy in the 1980s. around a 156000000 people are eligible to cast their ballots. that's the largest number in brazil's history. while the pole could see the country shift back to a left wing leader, former president lewis in our seal lula. desilva has been polling ahead of encumbered jar bull scenario by double digits, and could win in the 1st strand. if he gets more than 50 percent. 76 year old luna was not able to run or even vote in the last election in 2018 because he was jailed on corruption charges. but his conviction was later thrown out a full use ago. i couldn't wooed because i was a victim of a lie. now,

i'm hugh roaring that the recognition of my full freedom and with the possibility of once again being the president of this country for incumbent president job olson aro, cast his vote in rio de janeiro. he arrived at the pulling station, wearing a yellow and green t shirt with the world wide brazil written on it. no bull scenario, toll journalist, he is confident that he will win his previously signal. he may refuse to accept defeat, claiming the country's electronic voting machines are prone to fraud, rajo romani what method is the voice of the people? what matters is that clean elections and about problems made the best when a will you recognize the result of the election. well, we have correspondence monitoring events in brazilian rio de janeiro and in south paolo but we start with our latin america till you see anyone who's in south palo for as outside lewis, headquarters the see out what was all said we had

a do so far. hi, there were these i started coming in, we have almost 2 percent of the vote tallied, they give the president enjoyable. so now to 48.8 percent against lula. 41.46. now remember, this is only a very tiny fraction just around 2000000 volts of the 100. 63000000 are eligible votes here in brazil. so it, it is really not very significant yet. we also understand that most of the votes counted so far are from traditionally conservative areas where president bus fernando does have a lot of support are joining me to talk a little bit more about the whole significance of this election. here in brazil is claudio paul dole a political scientist from digital. your vital gas foundation, cloudy old, please tell us why this election has been is being considered different from all the rest. after all, we know that president lula had been twice before president pub. jade was for now
12:05 am
to his already he is, they competed against people that are very different. but why is this family on special while it's a special for the full thing is that we have to prior prevalence running against that you all are a form of bread them and then come and present right now. and this is a total novelty. brazil never had something like this. this is the 1st reason. the 2nd one it is that we have a very polarized collection between our far right president and left laying present. and this is also out quite a quite different situation compared to former lessons that had brazil in which we had much more closer counties in terms of political proposals in terms of political ideas. and finally, because in these elections, what is our mistake? is the brazilian democracy, sensible so now himself, his medicine, his threatening prisoner democracy all the time in terms of attacking institutions, contest in the electro results electoral process. and so i thought of his most on
12:06 am
our right now, it means of holes in favor of the market. this is why it's so important. now it's interesting that you say that doula is left wing, but some would consider him center left. and his coalition is actually on his vice presidential candidate is actually center, right. so what, why is that? that's also very different. well, it's really, it's a coalition look and say that is a moral rights left. this is not a radical which never was a radical and now even more since it gerald walkman we as his vice presidential candidate that altamont was the pause or of lula for 2 elections. the 1st one in 2006 and the last one in 2018 when little a couldn't run and so, but under had that replace for him. and so we're talking about a curious coalition, but not a total nor within disregard the vice presidential candidate ruler when he was elected as prison twice before. this was all so conservative, politician from, ironically, the same part from which also not runs from preston to right now. the liberal party,
12:07 am
let me ask you also about foreign policy. what can we expect from either one of the 2 leading candidates should they win while they have totally different perspectives about foreign policy? lula is much more close to the traditional way of making foreign policy. brazil, well, for a special point, there is a priority to south south and international connections. whereas bo sonata is a. he has a kind of banner, a foreign policy that brings brazil to non isolated situation in the world. and besides that, he is consider that's more important to have connections to conservative governments abroad or even far right. wilderness of rodney, exactly with states. and so it's a much more partisan foreign policy then in case of like, i say, well, thank you, louder, go to for sharing your thoughts with us. well, here we are aware that votes keep coming in and this is a bit like a horse race. it starts slowly and that in the last a 100 or 200 yards stretch it that they boats and the results are coming in very,
12:08 am
very quickly. and so it is very exciting, but it'll take still some time yet before we have a clear picture of what's going to happen back to you see in there and you guess like, from the sad palo, with the latest as we have it. so fantasy a thank you, let's go, man, how many were part of his live in the capitol by silly at once than that there man, he asked the counting continues things are quite com outside of the national electoral court here in brazil's capital, brazil, ya. it's quite calm, but we have been seeing a steady stream of ministers who have been arriving outside of the court. again. i don't want to repeat all of these numbers because it's still quite low, but things are starting to move along here in brazil you, for example, about 32 percent of the boat has been counted it. this is a traditionally conservative area that favors bull scenario where it's not surprising that we're seeing 52 percent for boston,
12:09 am
our 36 percent for lula. but again, still very early in this count, nate nationally only about 2 percent of those votes have been counted. but again, right now where we are here outside of the national electoral, the supreme electoral court, this is a really important body. this is the government body that is going to be determining will make the final determination over the vote that's taking place today. and in terms of what we can expect structurally, in terms of rules, i want to, i think it's very important that our viewers understand that this is a 1st round election in order for a candidate here in brazil to become president. they need to win at least 50 percent of the vote, plus one vote if either one of the 2 leading candidates, president charitable sonata or former president lula, the silva are able to break that threshold to night. they become president. if not, there's a 2nd round of voting in which brazil voters are expected to turn out once again at the end of the month on october, on october, the 30th. but at the end of the day, it's going to be this court that makes that dist determination. it's been
12:10 am
a lot of concern even up until the very last minute today. when president shire bull sonata was asked by a reporter about the scenary a scenario in which he would lose the popular vote, would he? except that defeat heap, of course, did not answer that question that continues to fuel. a speculation continues to fuel concerns over what would happen, that's what makes this electoral court behind me. so important because they will make that final determination of whether or not there would be a recount or what would happen next. but right now again, it's still too early, kind of like what our colleague and sal polosa newman had just said. it's kind of like a horse race. we're right now in that final stretch. things are very exciting, but we still have to wait and see what those final results are going to be. the electoral court says that the expect that resulted happen to day so that that's gonna happen before midnight. manny, thank you so much for that. update there and said the all important lecture and co manny. thank you. well, monica, anna camp is live in vienna tend to narrow by copa cabana this at monica. it looks
12:11 am
relatively quiet behind you is, is everybody at home eagerly awaiting those results? oh wow. i don't think everybody is at home awaiting the results. are many people here on the beach, which will, maybe you can't see behind me, but they are playing ah, soccer and volley up close to on the sand. the other people are out having dinner or strolling around with their families. it was a very calm, an electoral day compared to all the dimensions that has been building up during the past weeks. or people thought there would be violence or thought that people would not turn out to vote here the lines were very big. there were, there was like a 3 hour wait to vote and, and that although brazil voting in brazil is compulsory, you have to vote or pay a fine. ah, there are there. in the past years there been like 20 percent abstention. so let
12:12 am
campaign very strongly for people to come out and vote because those that usually do not show up are the ones there, the poorest. and they have ha, it's either because it, there's bad weather or there's a shoot out wherever the lives. and he was saying about how important this is. he also said it was the most important election of his life. and let's remember that this is, ah, he's, he's a, he written, this is a 6 time he's running for president. he was already elected and re elected, and now if you wins, it would be his 3rd term as ah, brazil's president. another important thing to mention is, this is not just a presidential race. congress also, ah, will be elected. and this is very important because the president will always depend on congress to approve whatever initiatives he has and whether

important aspects is the civilian casualties has been reduced over 60 percent. and also they access on the data port. it has been increasing on 4 times before in the country providing the needed for 4 hospitals in small business. if on a, just how import is it that the international community continues to support in some way, the kinds of efforts the organizations like yours make. i'm thinking in terms of this feeling that yemen has sorts of slit the international. if i can call it to do list, it is important for the international community to pay attention again to yemen because we are locking on funding. those 47 percent of the money time response for young has been funded so far. and over 50 percent of that has been just focused on food security is the biggest needing them and right now, but what are some limitations education protection health has been under funded

the children will have their, their life effect wherever they cannot access to education. and so they need me as a tutor going house after school. so having the next generation of yemen, not being afraid, not running, running from the war, and having the right to have their life again, is the most important thing that we can think when we think about the tools advantage of all night. they're joining me. thank you. so much bosnians have been voting for new collective presidents and parliamentarians, mich, growing ethnic tensions in the country where the 3000000 people were eligible to vote in both near hurts giving as general election. the polls as seen as the most important since the end of the war in 1995 election campaigning was often dominated by hate speech. and the nationalist rhetoric for the dayton peace accords ended the both name war in 1995 and established the system of ethnic quarters at many levels of government. the agreement names 3 main ethnic groups, the both snacks cool and serves as the countries constituent people who many other

but we've had one candidate there bosnia, her dentist, becerra, which from the social democratic party declare victory. now that is an upset for bucket is a big of issue. it's from the main part of the sta, who have dominated the politics in here in bosnia for the last 30 years. so that is a win for a dentist, becerra which who isn't a nationalist, he's backed by several opposition groups and that's for the buzz neck or presidency. and in terms of the correct or we are hearing that galico comes such as leading over the separatist. a banana crystal, but now with me, i have yes, min rhianna, which is a political analyst here. and we're a want to ask you, as we've heard of the announcement for the high representative micro christian schmidt's. now how will that be perceived very negatively?
12:27 am
and that's very clear at this juncture already. i mean, it's an extraordinary development in the sense that literally as the votes were being counted, the high representative changed the rules of the game. i mean, in any other country, it were something similar to happen. we would call it a cool or a push attempt, but you know, we're not calling it that because it's a top to mismatch from the international community. but, but it's a huge blow both the credibility of the international community, unfortunately, in bosnia and also to the institution of the office of the high representative itself. and the high representative isn't elected. it's someone from outside and has powers above everybody, yelton's country. that's right. so the, it's the highest ranking, international figure in bosnia herzegovina whose mandate derived from the un security council and part and you know, is embedded into the dayton peace accords. and he has what are referred to as the bon power is which are essentially fee and executive powers. so he has an x very, very wide ability to amend laws. even as in previous years, her former high representatives have done to change the flag to change national symbols, et cetera, et cetera. so this within his wheel house in a sense though,
12:28 am
there was actually some outstanding questions about whether he can change the constitution of the respective entities, which is what he has done tonight. so unfortunately, at this time it seems like rather than resolving a crisis, smith has caused a still greater one at a very, an opportune time. how is he done that? he's made some changes to the action laws and how certain people selected. but what does it actually mean on the ground in terms of the political makeup? specifically, what you've done is that he is changed the corums or rather the sort of the, the numbers of delegates necessary within the upper chamber of the federation entity parliament, the so called house of people's to, to make decisions. and this is important because also the upper chamber has veto powers over over virtually all legislation. and so the decision is going to have the result of essentially giving the main cross nationalist party, which is incidentally backed by both the succession of serv nationalists and also the russian embassy in bosnia, among others. and victor, audubon,
12:29 am
effectively given a monopoly on power, it's very difficult from the numbers that we're looking at right now in this the, the draft of the law that we have. it's very difficult to imagine how any kind of government will be formed without the h d. c, which is extraordinary because bargaining voters have today given a massive mandate to reform an anti nationalist parties. and on that very night, hash met delivers basically, you know, permanent power to the h d. c. it's extraordinary in the up to this election. we've been hearing a lot about the tensions. how will this announcement affect that feeling among inside bus now? it will be hugely stabilizing. and what really, really, fundamentally wars near the end of the day is this will really implode the confidence of a lot of people with in bosnia herzegovina, in the credibility of the west agenda and buzzing her giving, which is something that, you know, we can't afford this country can't afford to both be facing secessionist threats to be under threat by the russian federation to be under threat from serbia. really
12:30 am
likely to be under threat from croatia as well. and then also have the international community and the leading capitals and the political west, undermining stability in the country, which is, which is the effect of this. so it's a, it's a for bosnia herzegovina advising citizens. this is an extremely, extremely sensitive moment. thank you so far. no official results are but we have had one candidate for dennis. the church declare victory. i said think they're live with the very latest from say, eva. i said, thank you. there's lots more still to come to sour. mckinney fossils coolie, their calls for. com a says he's accepting the resignation of his predecessor, demi the u. k. prime minister admits that she should have laid the ground better for her economics class or policy gathers for what promises to be each month. on the london marathon has its youngest women champion details come out with

12:35 am
a result. how would you expect the the results to, to continue to come up. i expect there to be continuous updates over the past, over the next hours of some regions of faster than others. so the center east where both sonata attends, have a stronger support, is currently processing a vote faster than in the north. in the northeast where we're lula, it can be expected to win. so i think we'll have quite some significant change over the next 23 hours by haps, than we should know. the final result. i would guess in about 3 to 4 hours. and i noticed at the moment that both in our was very slightly ahead, but of course, as you say, that field will change enormously. tell us about this campaign that we've been hearing very much all of that. it's been very much divisive, very much right and left and what i'm wondering is whoever wins, how are they going to, to help repair these kind of divisions that have been sold in society?
12:36 am
well, that's exactly the challenge. i think brazil will face in the coming years because of the campaign. both sides have said the victory of the other side will, will be the end of the republic. so mutual demonize ation and really a lack of a campaign of, of actual proposals but mostly mutual attacks. so i think it will be crucial for whoever wins to reach out to the other side and say, i'm the president, not only of my voters, but of the entire population. i would think that lula has done a bit more to reach out to the center. he's actually chosen that conservative vice presidential candidate, but he too, is likely to struggle particular because part of both scenarios, most loyal supporters believe that the only way for both not to lose is if lula steals the election. so i think we certainly have a lot of challenges ahead. how primed have people come to that message that you
12:37 am
just mentioned? they're all over the electoral process if you'd like, isn't secure. well, it's important to point out that brazil's electro boating system is a very modern, insecure, and they haven't been actually, any cases of fraud that could change the elections in, in the, over the past years. but still, both auto had a bit like donald trump, the united states consistently saw to reduce public confidence in the voting system . and actually a lot of his opponents believe that he will win in the 1st round. whereas most polls say that louis clearly in the lead and even say that he could win in the 1st round. so there's a big question mark here of how both matters. supporters will react if they actually see numbers which are very different from what they've been seeing. over the past months, and that explains why experts have been very concerned about the potential of post
12:38 am
