statement for further details on the agreement that are needed before one can comment on it with precision. but i think it's a matter between turkey and libya and the others if they want to participate. we can sit at the table and negotiate the difference and agree, find their own agreement without consulting with anybody. and so, so did the turks and delivery and everybody needs to sit down and negotiate around this. matthew rise a, the turkish foreign minister says this is a win win deal for both countries. is it? well, it certainly is. i mean, for libya, libby is going to get assistance from turkey in developing its oil and gas sector offshore and exploring off shore. olivia is already a powerhouse when it comes to oil and gas production. unsure for turkey it's, it's a win as well because it is

a way that turkey is returning to an aggressive foreign policy in the mediterranean or in the eastern mediterranean trying to take advantage of the exclusive economic zone agreement it reached with the government of national a court of libya back in 2019. but in a way that is, i think, from outgrows perspective a little bit less confrontational than in the summer of 2020. when turkey accompanied an oil and gas exploration ship with naval vessels, that ended up getting into a, a minor collision with a greek navy vessel after which the tensions de escalated so. so yeah, i think from opera perspective it's, it's a win as well. george, regardless there, the greek government has already raised its objections to this deal. what, what is that based on whether we do not know that much about the recent agreements, but we know a lot about the agreement of 2019 that these are considered illegal by both greece

and the, you know, ban union because it didn't raise this a bomb, the silver and drives and the interests of other states. and these is our reality that we need to take into account. and even if we are not experts on international law and the laws the see if we are looking at them up, we can see that these libby and therapist agreements deprives great islands a big islands, for example, creeds and roads from their eyes to continental says this is a problem and therefore, because these agreements would be considered nolan, boyd not only from my break, but also from a european perspective. so there is, i mean, i know you touched on this about the objections that greece and egypt and, and cyprus have to this particular deal and something needs to be worked out there . but there is a sense that this, this deal will, will add to the already ongoing tensions in the region, particularly with the fact that there is libya is not

a completely stable country as well, given the situation and in the east to the country. what do you say to that? what with the to that is that you can't, nobody can take the instability of libya or be a tough time that the b as going to know as an excuse to do whatever they want and prevent libya from doing what it needs to do. who's doing whatever they grieve, g, where the griefs andy junctions are doing that in the eastern mediterranean, with the help of the israelis and our cooperating signing agreements. and they're thinking about building pipelines and so on. and they are excluding everybody else . so libya cannot sit and watch and just because the greeks and the european union objected,

and they think it's the legal that doesn't make it so. i mean, we're the europeans and the, and the great complaint about a lot of stuff that's turned out to be a legal and ok. so i, it is, it is what i, what i'm saying, libya is a sovereign country. last time i checked, it's a member of the united nations, and it's a member of the arab lee, and it's a sovereign state. it can do what it needs to do. it has a government that's recognized internationally as circled now by greece is recognized by the european union. so the only thing that greece and the european union and directions can do is to set together when the libyans and the turks, and try to work this thing out. i mean the, the, the, the laws of the high seas and so on. these are not set in stone and there are a lot of interpretations so they can fit together and talk about it. but trying to

take advantage of libby as a problems and impose on it and their views is not correct. george, what do you say to that is there, is there a basis here for some sort of compromise? i ask things are developing, there is no hope for breakthrough for a start of negotiations. and actually the, the continental status is arise that exists deep so hot the end of the missile. and these needs to be taken into account if we are looking at the responses sir, by major european capital solar in the recent agreements. belding today, for example, what we say the 3rd parties are suggesting that these agreement can produce no legal resides for 3rd parties, because again, if our years are looking at them up, then it is a little bit bizarre and the normal lucy, talk about an agreement that does not take into account that the islands have their

eyes to continental set it. obviously we are or hold for, for a dialogue where solution could be found. but taking into account that these agreement completely ignores international law and the law of the sea, then it is impossible even for ho about bringing in the different farkas the negotiation stable. this is the problems that exist right now. matthew prize as a former us ambassador yourself, i'm sure you can see that the united states for its part has an interest in, in seeing all of these parties come to some sort of agreement on this, given that they're on both sides. there are nato allies. so i guess my question is, do you feel that this could add to tensions in the region? yeah, tensions are already quite high between turkey and greece with each side accusing the other of also violations of international law and good neighborly relations. you know, i, i dealt with the cypress question very actively in the cypress question,

is very much kind of at the core of this current dispute. i also was trying to help negotiate agreement between turkey and greece about the questions george, our friend in athens, was talking about continental shelves and islands. and how long should they be, and how wide should they be? how many my and turkey has maintained a position that islands are not entitled to a continental shelf. most other countries believe islands are entitled to a continental shelf. what the united states government had tried to do was try to come up with just as our friend in libya, is saying an agreement based on the law of the sea, which turkey, by the way, has never joined. it's never joined the convention and the law, the same either has the united states. but in the law of the see there is a provision that says when 2 states that are on a coastline, a c coastline. so the total states, if their neighbors inevitably, they're going to have conflicts of view on how far exclusive economic zones and territorial sees extend. and they need to sit down at the negotiating table and come up with an agreement that takes both sides interests vital interest into

account. and that as we're hearing from our friend in libya, that is not happening. that needs to happen. so what happened in this case was turkey, i think, got angry because the united states lifted its arms embargo on the greek cypriots and turkey has taken a counter step now to say, okay, if you want to make a move on cyprus, united states will, we're going to make a move with libya that will block a pipeline that we heard about before. or essentially could block a pipeline from israel to cyprus, to egypt, and onward to crete and mainland greece, a word, a tit for tat situation right now. and the i know the united states would much prefer there to be negotiations. is that how you say it's a lot that this could just continue to develop into a tit for tat situation? as, as, as matthew was saying, well, certainly what matthew is saying here we have a potential for that, an extended conflict and nobody wants to talk to each other. but as a friend from my f as say it, i mean his

a basically suggesting that let's grab the turkish libyan agreement, and then we can that said death said down a peak condition or the middle east monitor reporting. or quoting a greek official saying that no drilling south of crete well, and we south of crete, there is libya attached territorial waters as economic zone to. so i think everybody should, should look into this as an opportunity to sit together and work something out. we all are neighbors in the mediterranean, and we're, we need to take care of our own interest, but also to take into consideration the interest of our neighbors. that's the way to do it. but the conditions and taken advantage of libya's present situation as greece and egypt are trying to do is a non negotiable thing. agrees made the mistake and that 2019 of kicking the

libyan ambassador given him 48 hours to leave the country. well, unfortunately, that ambassador is now the president of libya, so things could go wrong, but i hope her cooler heads will prevail. george, if, if the, if turkey goes ahead with this and, and starts drilling in these areas, how do you expect the, the greek governments will react at it? what, what do you think they will do? well, this depends where they are. we start each drilling corporations. so the real problem right now in the eastern mediterranean is that we do have zones that overlap, they are sick. so east 13th at plans to drill in zones of the greek gypsy and memorandum of understanding of the limitation of my time zones. then there will be a serious problem and greece has so in, in the past that it is prepared to defend its shaw berlin arrives the same happens

in 2020. however, there is always an opportunity for, for a dialogue despite the problems. there are ideas, for example, europe in the unit has proposed an e u lead multilateral dialogue for the future of a submitted or any extra lottery folks between greece and turkey, which are ongoing. greece recognizes the limitation of maritime zones of the continental status of the soul. the difference between the 2 that needs to be settled. the real problem right now is a 30 threat and greets with the use of military force. and that's why i'm not optimistic for dialogue to resume as long as 30 could continue with this behavior, which is great the sized by washington and browsers. then we cannot be optimistic if turkey is prepared to start a serious dialogue with grace about the delivery days of my time zone, then yes, the greatest position, but not a gunpoint. matthew bryce, what do you say to this?

and how does this fit into turkey's broader middle east policy and, and the danger that they did the perception they may be provoking things a little too much. well, sitting here in turkey, i think the perspective is as unusual as it may sound is that turkeys foreign policy establishment, police is playing defense rather than offense. but these tactics of course, are aggressive part of that defense. so. so what do i mean at turkey believes that it de escalated back in the summer of 2020 after that naval collision that i mentioned since then, turkey has not sent any oil or gas exploration ships into the mediterranean. in fact has been focused on the black sea or has had a pretty significant discovery of natural gas. and president air on thought that he and prime minister mitchell techies had reached a gentlemen's agreement whereby when the prime minister went to washington

d. c. a i guess was in may, the greek prime minister would not lobby against a pending agreement for turkey to buy more. u. s. f. 16 fighter jets from, from the united states. and it turns out, while the prime minister was there in washington, he did lobby against the agreement. and so that got arrow on really angry. and he made some belligerent statement saying, prime minister mit so talk is no longer exists for me. well, since then, greece has placed some weapons or military equipment, i should say, not weapons on some islands in e g. and see that under and international agreement are not supposed to have military equipment on them. and so then our arrow on his counter that with these threatening statements about how jerky has such a bigger military. and you know, greece couldn't withstand the turkish military. so we're getting an onto a, a dangerous escalator re latter in term in terms of rhetoric. and i think it really is time for somebody to step in as

a neutral arbiter. it's difficult for the european union to be neutral in this situation because under the european union, there's a, there's a concept of solidarity among all member states. so if greece is feeling threatened by turkey, the rest of the you needs to come to grease his aid. so it's tough for you to broker this one. so maybe an individual you member state, like germany did last time needs to step in. yeah, this is something that george mentioned earlier. i want to put that to select then is there a basis then for some sort of international mediation by, by the you or the you and so to ultimately resolve this, well, i think we're a, you is definitely our dear. why is the un is i as our friend, the former bessler's logistic, the e u is in coach with degree. it cannot debbie air and impartial a facilitator. so and there, do you, did the un now or know of about the,

you and we have bad experience with the un there so far and libya, but i think are probably at a 3rd country maybe, or germany or somebody at the u. s. or somebody since the u. s. as relations and member of nato with their boat, greece and turkey, maybe they can do something about that. but i, i hope they can work it out because in libya we need to explore our for oil and gas and a try to get things moving. our economy is suffering. and the perspective at the prospectors a increasing production is a much needed in libya. we can't afford to get into this tit for tat with the greeks and these options and so on. we need an agreement and there we have enough problems of our own. yeah, talk to so little bit more about that about how the steel,

how you see this deal benefiting the libyan people. will we will we need investments in the oil and gas sector, or the or i guess sector has been neglected for a long time. the air infra structure is there are basically deteriorating the shut down and so on, and they're not spending enough money on it. we also needed to increase our production to support the a government expenditures. right now we are spending here using the deficit spending and the. busy the income is very low compared to the past, and libya is totally dependent on oil and gas. and i think that there are markets for that. and we have to take advantage and we need the investments. and the target investment is certainly welcome either as a, as well as any other investment, a ga, the gop less. how do you see this playing out then? particularly the longer that this, this goes on without any,

any sort of any kind of resolving of it. what is the, you know, being a union, in my opinion, can play a role. and actually solidarity is a key pillar of how these family works. so these needs to be taken into account. occasionally 30 might not be happy, very happy with these. but this is how these families working. this is a modus operandi, and that's why president evelyn will also join the meeting of the european political corporation and greg, i think this is very important to mentioned. he wants to be there. he wants to cooperate. he wants to open new sectors of goals for liberation, despite the program, and this is indicative of how things evolve in the future. but what needs to be taken into account is the 30 needs to change its minds and then i'll get you in order to be part of the family. your been of the year will be on political community again within this context. there's europe in you don't come perhaps was for war with the idea of them. we did it after
