tv   NEWSHOUR  Al Jazeera  October 11, 2022 9:00pm-10:01pm AST

9:00 pm
[000:00:00;00] a with challenge back for patients and cultural tradition. hollywood thing i was just, you know, the latest news as it breaks. it's not just personal property, but also infrastructure that now the big thing from power lines to water main detailed coverage is up available. i think a very good thing from around the world at the big public season is 1461000 records on for today.
9:01 pm
ah, this is al jazeera ah, i'm carry johnston. this is a nice our lot from that. coming up in the next 60 minutes phase of a global recession, gro was the i m f that paints a gloomy future for the world economy. the u. s. president looks to reevaluate relations with long term ally, saudi arabia, off to ria, led opec toss. all the critiques is to cut production, lebanon, and israel are set to sign a maritime order. the last 2 years i'm getting she had i'm thought a higher for the latest sport. manchester city are off again. fit in the champions league. all have action from that group match with copenhagen.
9:02 pm
ah, ah. the international monetary fund is predicting a bleak future for the global economy as one ukraine, sky high consumer prices and rising interest rates take their top. but in the moment we're here from our corresponding unofficial. he's been reporting from i m f headquarters, but 1st his, the chief economist of the international monetary fund, assert of the global economy, expected the contract this year, or next, the 3 largest economies, the united states, china, and the your area will continue to stall in short the worst is yet to come, and for many people, 2023 will feel like a recession. and fisher has more on this now from washington, dc. for the whole picture from the i, m. f is deeply troubling. there have been problems over the last 1520 years. you remember the great financial crisis about 15 years ago, 2 years of covered, that course,
9:03 pm
significant problems as well. and here we have them saying that things are even worse and could get feel bad in 2023 as well. whole reason for what's actually going on. there is the war in ukraine, which is causing energy problems and foot problems. there's a climate crisis as well. there are difficulties to with a political instability, if you'd think about places like lebanon, where the political instability is led to banking crisis and also shall anchor where the political instability there comes at the same time as the country is struggling under massive debt. so all of those bill den, and i think people are realizing that it doesn't matter how often these things come together to come together, all at once. pose is major challenges for everyone that comes here to the international monetary fund that they've been looking at. things like growth and inflation. let's just take a look at growth in 2021. there was 6 percent growth across the world. no growth is needed to stimulate economies to create jobs, to give people good paying it
9:04 pm
a good paying wages and 2022. the growth what globally will go down to 3.2 percent and if you look at next year, it is only 2.7 percent. no inflation is an issue too, and that's where everyone seems to be feeling the pinch. everything seems to be more expensive. it's a struggle for ordinary people to do ordinary things like feed their family are also just perpetual in their car. and the inflation figures are quite frightening for 7 percent and 2021. 8.8 percent in 20. 22. things get better in 2023, dropping down to 6.5 percent, but they're going the inflation figure is going to be higher for longer. meaning that people will feel the pin well and to 2023, which is why the international monetary fund is saying that 2023 for many countries will feel like a recession. in fact, a 3rd of the countries in the world will experience 2 quarters of negative growth.
9:05 pm
that means recession. this is the 4th in person gathering in 3 years. but there's an acceptance here, but it can't be business as usual. a staying with this set to boss asian is a director of the monitoring capital markets department at the international monetary fund. he joins us from washington, d. c. welcome to the program. but let me ask you 1st, then how concerned should the world be about the i m s report and focused well, i will distinguish what is our baseline forecast. ringback what are the downside risks relative to the space line? so the baseline forecast paints a picture where about the still out of countries in the world, i'm the session. but the tightening of monetary policy and the tightening of financial conditions that as a result of the tightening of monetary policy is fairly orderly. however, there's downside risk relative to that baseline. and that could mean that more countries i'm recession,
9:06 pm
and that could mean that financial stability risks are realizing. so we could see this orderly tied to name or market this function in certain segments. well, given what you say then, that many countries appear to be on the verge of recession. what is the way out of all this? inflation is well above targets in the majority of countries around the world. in many countries and face runs at a 910 percent, sometimes even higher. central banks have to get in station back to the target for many center banks. that's a 2 percent target for us. it's a 3 or 4 percent target, depending on where you are in the world. so to get information back down, he cannot get tibits. he has to know to some extent so that they have less demand to meet the supply that is currently in the world. and inflation will come down,
9:07 pm
so the low down, they cannot get timothy. and the potential for recession is an outcome of the fight against depression. but is raising interest rates, for example, in order to try and control that information too much of a blunt too because it can harm greg saw the intended effect of the tides. a monetary policy is to get angry demand and hence growth slightly lower. so that, that isn't intended outcome. now this works better if monetary policy intend was fits the policy. so we recommend the countries also run the fiscal policy. that is non expansionary or even slightly contracting. so as to complement the type of
9:08 pm
monetary policy. let's widely out then what about concerns over china's economy? restricted as it's been with it's a strict coven policies. how does that play into the world economy? well, the growth rate than china has been declining for a number of years. and it is certainly much lower than it used to be in the past. the coolant policies. but there's also a more longer declined in the growth frame. there is a play. and of course then the disturbance, improper, the markets that has been very visible. the property invest in property consumption has been very high in china, and it has come to a fairly abrupt home. how much is the war in ukraine impacting the world economy outlook the voice ukraine has
9:09 pm
been one negative shock after a series of negative shops. the corporate crisis, of course, happening in 2020 and then the inflation increased towards the end of 2021. and then russia invade the ukraine. and the more they are status that has led chose significant increases in food prices and in commodity prices, including all prices for many countries around the world. that is a tremendous burden. many countries i'm putting food, i'm calling from other teeth and they have to pay higher prices. and with that tremendous burden, as you say, will more government have to turn to the i m f for help in the coming months and years. we have certainly seen an uptake in requests for
9:10 pm
programs. so in the program, we are lending to countries. we're providing financing to countries and we're working with the country to get them back on track to high growth, high employment and low inflation. let me ask you, you have qualification from a number of economic institutions. you a former vice president of the federal reserve bank here at the heart of the i m f . tell us all. should we be optimistic or pessimistic about our financial features? and it is, it is hard to be optimistic at the moment. we will certainly see the tightening of financial conditions going forward is interest rates continue to be raised. we will also see a slow down and they cannot activity. so it will feel either like a recession or something close to recession,
9:11 pm
and that could be marketed mile in the future more broadly than what we've seen so far. so there's certainly many risks on the horizons. and even in the baseline, when those risks don't realize there is a slowdown of economic activity that we expect to buy, sanctioning director of the monetary on capital markets department at the international monetary fund. thank you very much indeed for joining us here on out of here. i'll just errors fully bought. the bo explains how much influence the i m . f. has the international monetary fund, an institution that promotes global economic stability, and perhaps a lender of last resort, or a some say, an outdated organization whose policies damage the social and cultural fabric of a country. let's take a closer look. the i m. f was founded in 1944 at bretton woods in the united states . since then, its membership has grown from 44 countries to
9:12 pm
a 190. the i m f says it monitors economic health of member countries and provides loans for governments in economic distress. 2 years ago at the height of the cove 19 pandemic. more than a 100 nations requested bailouts on the i m f. now this is the i m f. map of where money was distributed among those helped $2700000000.00 to egypt. 411000000 to ethiopia. 361000000 to bosnia herzegovina. more recently, sri lanka received $2900000000.00 after his economy faced collapse. it run out of money for food medicine, cooking gas and fuel. but critics of the, i may say it is outdated and ineffective of the 89 developing countries that received i m f. loans between 19651995 more than half where no better off afterwards. in fact,
9:13 pm
32 were poor. other critics question whether many nations which borrow money from the i m f have the ability to repay so additional math. and so you have long term. and when program is likely going to have to step in health interested at the i m f is downgrading is forecast of 2.9 percent global growth in 2023. it says that because of the increasing risk of recession and financial instability, far from being transitory as we thought inflation is much more persistent, high energy, and foot prices tight to financial conditions, lingering supply, disruptions, decelerate, growth. all of the world's largest economy economy is, are now slowing down for better or for worse. many more governments may need to
9:14 pm
turn to the i m f in the coming months and years. us says it's re evaluating its relationship with react off the side that the opec plus group decided to steeply cut production. you're going to zation of oil producing countries announced its decision last week despite us or position. the want to house says present joe biden is willing to work with congress after sen, cool fries on corporation with saudi arabia. kimberly, how could, has more from the white house? well, this is something that has really been concern for many on capitol hill for some time this you a saudi relationship. and there has been a concern about particularly the issue of human rights. and so this is something that many members of congress, not just from the opposition republican party, but also from the president's own democratic party, have been urging the white house to do not just the biden administration, but also the trumpet administration for many years to re evaluate this relationship
9:15 pm
and so this is something that, as we've been reporting the national security spokesperson, john kirby says, is now something that the white house is willing to look at. a given the fact that the president did travel to saudi arabia in recent months, did feel that he had a good conversation with the saudi current principal, haven't been solomon, but they are not happy with the fact that now there has this been decision, this decision by opec to, in fact cut production and so there's a number of reasons why the white house is not happy about this decision. and one of the big reasons is that there is a congressional election that is coming up in just a matter of weeks. in fact, in november, and this is really seem to benefit the president's political adversaries. here in the united states. high energy prices really are not good for the president politically. and so that's one reason that this white house is not happy about this
9:16 pm
. but the other reason that the white house is not happy about this is that the but this is really seen as aligning with russia 20 more head on the news ally, including will tell you what g 7 leaders disgust to june an urgent virtual summit. pressure is mounting on e u energy ministers to make a decision on gas price caps as winter, fast approaches and in sport, we speak to the colombian team competing at the st. child world. compare and contrast this coming up this ah, russian foreign minister. so if you love rob, it says he's country will not turn down a meeting between president vladimir putin and joe biden. he comes ahead of this year's g 20 summit on the indonesian honored bar the next month. the 2 leaders held their last at face to face meeting at the summit in geneva. last year. i am at val
9:17 pm
is in moscow with more on ross comments. he basically said, russia well, comes any suggestion or invitation for a meeting between president of law to me to put in and president joe biden. but he also said that he doesn't know where that will lead. and this is in the context of russia, you know, recently talking about the ghost ations, but you know, has its conditions because president, lot of you put in on september 13th when he's find the decree of annexation of the 4 regions of eastman southern ukraine. he said we also invite ukrainians for for negotiations, but they have to know that they should forget about any negotiations on the territories that we have just next. so russia might be ok for talks, but it has its tough conditions. and the west, i understand, would not be willing to, to not negotiate those next regions, because it doesn't recognize that annexation. we understand that the president of
9:18 pm
love to me to put in in the next couple of days we'll meet with his turkish counterpart of played l one in cut off time. and we know the turkish leaders have always been trying to create an atmosphere of dialogue, or for dialogue between russia and the west. and russia, of course, considers that this, this fight and this struggle is not due to russia and ukraine. it is between russia and the west. so any negotiations, any negotiations between russia and the western leaders, is welcome for the russians because they don't even recognize the importance or the utility of talking directly to the ukrainian leadership. g 7 leaders met in a virtual meeting to discuss their unwavering commitments to ukraine. ukrainian president vladimir lensky has asked the group to supply kids with air defense weapons, something he described, that is number one priority. the meeting comes, as russia continues to target several ukrainian cities with missiles and speaking ahead of a meet with that later, defense ministers,
9:19 pm
the western alliances secretary general said nato will standard keith for as long as it takes ukraine, has the momentum and continues to make significant gains while russia is increasingly resorting to horrific and in this can that attacks on civilians are that critical infrastructure. president putin is failing in ukraine. his attempted annexations partial mobilization and reckless nuclear rhetoric represents the most significant escalation since the start of the war. and they show that this war is not going as planned. there been more russian air strikes in ukraine a day after a massive wave of attacks across the country, kill 19 people. the capital key was among the cities targeted for the 1st time in

months while people and kiva nervous life is getting back to normal. where we challenge reports gives residents are jumpy. and now, the day after the worst russian air strikes since the beginning of the war, many taking the air raid warnings more seriously. last week, most would have ignored the sirens. on tuesday morning, the metro was filled with people taking shelter. i got scared because we didn't think it will happen again in the downtown. it is terrorism. you understand that you are not safe at home even if there are no interest jack shall object nearby to us and basement will not failure. but what the people and key of to, as soon as the all clear is given, easy coffee in the sunshine, anton runs 1900 coffee and central cave for him opening as soon as he can is a duty to his employees, his customers and his country. option which of us little why is this important question when we are responsible for those work for us in the business must keep
9:21 pm
working our regular guest keep coming to us even during the last 2 days or daughter of what the but also we continue to pay taxes and contribute apart to the countries budget a year. if we all close, it seems to me we will no longer be able to sign on contract and help me to liberate the country. later, when there's more than 4 ukraine's governments getting back to normal as quickly as possible, is a vital part of the war effort. electricity must be restored, glass cleared, and miss l craters filled. everything that has been destroyed will be rebuilt. the president lensky says, well, look at this intersection where several people were killed on monday. the repair work is already went on the way. resilience is defiance and defiance ukrainians believe. well, when the war will reach helen's out era, here you energy ministers are meeting and trying to find ways to tackle high gas prices. the bulk is considering emergency measures like a possible price cap,
9:22 pm
$15.00 members of the european union, one gas prices caps, but others disagree, including germany and the netherlands. one proposal calls for us to call corey the prices for gas in port. so no way on the us, it fits upper and lower price than it's for the current rates, put into belgium, italy, and greece want what they're quoting, the dynamic corridor would apply to all whole. so guess just those agree to the main suppliers. another proposal is a price cap only on gas used for generating electricity. spain and portugal have been trying that since june. earlier, germany announced a subsidy package with nearly $200000000000.00 to help businesses and consumers. so often reports from the energy minutes. a meeting in proc katerina novak of, i could not believe her energy bill from 160 dollars one month it went up to $700.00. the next she managed to change provider, but still has to pay nearly half her salary to the power company,

but of just my school. so i will try to go to the welfare office and see if i can get some housing allowance. maybe they can help me out. we have to pass phone bills and food is so expensive to. this is all taken me by surprise. i don't know what to do with temperatures dropping angle is growing. check, trade unions won't lead us to find solutions. i think the leader of europe must looking for some come on approaches because it's for us i'm accepted to have to europe, ian union. my a one for the wars countries for region countries. i think that if we want to have future for european union, you must looking for some come on the approach for all but agreement as you have to be reach on how to reduce the price of gas at last week's use summit improper. the 27 lead us remain divided. one of the matches to you managed to agree on is to cut energy consumption by 15 percent, like other european cities. brock has decided to stop illuminating some of its
9:24 pm
famous monuments. but everyone agrees more far reaching measures are needed, and especially in the east and the south of europe, there's a real push for a price cap on gas. the countries are discussing the forms of price cap, could take some want a maximum price to be set for all gas. but a compromise could be in the works. we definitely need to at least her di, couple of the price of gas from the gross electrical energy produced from gas. or that is something that can be done pretty quickly. we have this experience from spain and portugal that have done so. ah, so with the liberal fine tuna inc, i think we can do that quickly enough that there are still countries like germany who don't agree with this. of course, it is an expensive thing to do, but at the same time, oh, now discussion is well, it should be fine as this the coupling. or should rekey financing the energy cost for people and for a small, medium sized companies for evers, whatever the answers, the e. u, comes up with all katerina novak of our ones is lower power bills,

as soon as possible. steadfast an al jazeera, proc, lebanon, and israel appear to have reached an historic agreement on a disputed maritime bullet. he was present, joe biden has spoken to both is variant lebanese prime ministers, congratulating them on the deal. when at smith as the details now from western mason, israel government says this is an historic deal with 11 on. it says it'll strengthen israel security people, billions of dollars into israel economy, and ensure the stability of israel border with lebanon. engineers are already testing the pipe that will eventually extract the gaffe from its kurdish oil field to israel, mainland. and i hope that in about 3 weeks time, once those tests are completed, they can begin to pump gas. the deal have to go before israel security cabinet. it'll meet on wednesday, and then there are a couple of potential legal and parliamentary hurdles to jump once they've been
9:26 pm
cleared. and they hope to be able to sign the deal with the lebanese for elections here in israel. on november, the 1st, whether they managed to be that deadline or not, it's still a significant diplomatic victory for israel's prime minister yacht pete. he is signing a deal with what is still considered an enemy country. the 1st time that israel signed any sort of agreement with lebanon, and he'll be hoping to exploit that in the run up to the elections. and also for israel, significant and important lab on able is able to start exploiting or looking for its own gas and oil reserves in its own territorial waters. because potentially, if i find anything, then that will reduce lebanon's red lines on iran for a few. with evidence that lead negotiator says the final draft border deal with israel satisfies on its requirements. the country did have a number of concerns about the board of the 1st related to a borderline marked by boys in the water that was created by israel as its forces withdrew from them and in 2000 barre to asked for language in the drop to be
9:27 pm
changed so this wouldn't become an international maritime border. or secondly, it objected to having the con gas field extend into israeli waters right now. it struggles the disputed area. lebanon's 3rd concern, once the french oil john total energy to work with it independently of any projects with israel. they know harder, isn't buried with more lebanon's president michel ounce as the draft of the u. s. mediator deal on a maritime border with israel is satisfactory. and that lebanon's demands have been met. some officials are even calling it a historic agreement. and that the most powerful political and military actor in this country has milan, is behind the deal. because the secretary general of the group has repeatedly said that it will support the position of leopard on top leadership. now, no doubt this deal will bring economic benefits to a country in financial ruin. if this country is in dire need of hard currency,
9:28 pm
international companies will now begin the drilling and exploration process in the past. they refused to do so without security guarantees, without the maritime borders deal really in place. this morning, a delegation from the french energy giant tottle, they were in beirut. they met the caretaker prime minister and as you may 80, and they're expected to begin work as soon as this deal is signed. but israel get security guarantees. lebanon has economic benefits, but there's also a 3rd party here. and that is, europe. europe is in desperate need for gas after losing supplies from russia over the war in ukraine. no doubt gas from israel is not going to fill the gap, but it will help help with europe's energy crisis. and it's really one of the reasons why it is believe the united states was really pushing for this major diplomatic breakthrough. so the head on al jazeera, ah fury on the streets of puerto prince,

this internal division that has been going on for at least 16 years now, has been compounded by many on demands and many disagreements between both hamis and that they do not see that they're not optimistic about the ending of, of these disagreements by just our efforts of talks. and they believe that more efforts are to be made for these disagreements to be sol, especially when we look at our hamis demands. which is a front that the, uh, which is, which are in the presidential law elections, new presidential elections, new legislative elections. and the us top thing or cru, see, is a security coordination with israel on either. abraham has more from ramallah in the occupied westbank. people here feel like the 2 parties have

are in the liberation process. there's no disagreement on the political program, both agree on a states in the west bank and gaza. and that was the core difference before to expand on the issue of the political a program after him asked, has changed. it's chartered charter a few years ago saying that the to will accept having a palestinian state on the 967 borders with a long truth. many say that at the end both want the same thing, which is the same political program. so what really is the division or they're the main point of contention is that both parties want to still and maintain that power and control, even though it is limited, we see that tension on the ground. we see that there are at rests based on political affiliation. here and in the besieged guys us through a we've seen 3 fights also in nablus in the past few weeks because the palestinian authority at us did her math activists in nablus and the palestinian authorities,

bill nelson. we conducted humanities 1st planetary defense test. and we showed the world that nasa is serious as a defender of this planet. and we captured the attention of millions of people around the world in this test. and that's because dart, as we call it, it felt like a movie plot. but this was not hollywood has rob reynolds report on how the test had unfolded. 11000000 kilometers from earth, the spacecraft hurtled closer and closer to the rocky asteroid. that was its target . and then bull's eye. oh, scientists and engineers at mission control, cheer as the spacecraft smashes into a far off asteroid hold on morpho. so it's a key step toward defending the world from future devastating impacts by massive

space rocks, we are showing that planetary defense is a global endeavor, and it is very possible to save our planet. this is double asteroid re direction test or dart was launched in november last year. it's entire mission was to ram into, to more force at a speed of more than 6 kilometers per 2nd, or 3600 kilometers an hour. the result, it's hoped a gentle nudge pushing the asteroid on a new path over many years. the change in trajectory will grow larger, while di morpho itself is not on a course to collide with earth. space rocks like the one that flashed across the sky in russia 9 years ago, hit the planet all the time. and the big ones can change the course of life on earth. 65000000 years ago, a huge object crashed near the yucatan peninsula,

causing global devastation. scientists believe the impact is directly linked to the extinction of the dinosaurs. getting rid of t rex and their kin was a good thing for us, mammals, but another collision of the same magnitude won't be, it could destroy us all. so the international consortium behind dark hopes to defend the earth from potential catastrophe, by combining careful observations to identify asteroid threats, years or decades ahead of time, along with the ability to knock them off their collision course. yet there are no known astride breadth by when we find one in the future. maybe we'll have the technologies to potentially prevent se, di morphis's, new trajectory will be studied for years to come. the information gleaned from the test will hopefully help prevent humanity from suffering. the same fate as the dinosaurs rob reynolds al jazeera. when yvette sand s is an astronomer at harvard university, she joins us from cambridge, massachusetts. good to have you with us said overall than

a successful mission. yes, it's been wonderfully exciting from the 1st images of dart about to hit the asteroid to seeing these results. now they are better than expected. how much of a threat is there then in reality, from mega asteroids from out of space? well, it's one of those things, it's of there are several asteroids that we follow that cross earth orbit every single year. none of those are at risk of hitting there are so many years in the future that there's a bigger chance that they might hit. but this is also a problem. you have to start at the beginning planning ahead. what if we discover that asteroid that will hit the earth some day? can we do something about it? and this was a big step in that direction. now could a planned crush like the one we saw with dot mistakenly pushed a planetary rock or something even narrow to our path?
9:46 pm
is there any risk of that tool? ah, there's no risk in this case because this was a deliberately chosen target to make sure that this would not happen. in this circumstance. the biggest threat is actually if there satellites orbiting earth and one hit the other that could maybe have a bigger effect on earth. than an asteroid. and how much does this con, the response have to be something cool donated from several countries for it to work more effectively? this is definitely an international problem and it's bit and an international effort to solve it. so for example, there's definitely been on the european space agency and nasa have been involved in this effort and the follow up mission hara, which will launch in 2024 is an essay mission as well. nasa will also be helping and some level with that. oh, interesting, you mentioned that because how important is it, do you think for these kind of tests to continue into the future? well,

this is really just the 1st step. it was always theoretically thought that this is possible for us to do, but it's one thing to do at the theory on paper and actually go into the field and observe it. there's definitely going to be other examples of things that we're going to want to impact in the future. this is just one object of many, many in the universe. and we really need to understand the problem better. so we'll be ready if this threat of materializes and how exciting is this for astronomy? not yourself in general. oh, i thought i was incredible to watch this. like i was sitting in front of the tv and i had dinner like a lot of people and it was really a real time movie watching this. ah prob, hit the asteroid. and i really wasn't expecting the level of detail that we could see for all over earth, with all the data that we were getting from this. so that was really wonderful to watch. is that something you could only have imagined from years ago watching science fiction movie oh,
