10:05 pm
thank you very much for having me here. and it has been indeed a very challenging situation. but one should not forget that things could have been worse or put it differently, they could get worse even yet. and for instance, if we were to see higher energy prices or escalation and a war that would have a negative impact on growth, or if we were to see inflation pressures being of a longer lasting, that would be another damper on growth in 2023. do you see this impacting everyone at every level? so even people who wouldn't normally pay attention to macroeconomics a realizing when they go to the food store, that it's hard to feed their families. absolutely. it is really a cost of living crisis across the world. the high inflation, which is a phenomenon that pretty much every country sees, is something that is taking away from the ability of households of people to,
10:06 pm
to buy goods. and so it, indeed, yes, everybody is feeling the pain unfortunately. so what can the international monetary fund do to make things easier for, for everyone? we have, i think, very strong policy advice on this, of what central banks and governments can do, which is really to tackle the inflation problem. and also, or monetary policy for fiscal for fiscal policies to support what monetary policy is trying to do, which is to combat inflation. now on our part, what we, what we have been doing is also making sure that our members realize that we are here to help. we're here to help with advice and with financial assistance, and we provided a lot of emergency lending during that cobit crisis. now we've opened a food foods of security window in our emergency lending. and we also here 4 countries that need support on a precautionary basis. if things were to get worse,
10:07 pm
are you sure this system is geared to deal with the crisis on the way people are feeling at the moment? is capitalism still the answer to the world's financial goal? i think we do have the tools needed to tackle the current situation and there are a lot of things that again, central banks can do. governments can do in order to make the situation better. and for instance, when it comes to the cost of living crisis, the way to go is to provide targeted support to the most vulnerable households and firms. rather than a very general support, which would just make things even more difficult in order to fight inflation. did you think, after covert that things would get better and we wouldn't be in this situation where we are not look, it has been really one shock after the other. i don't think anybody could have imagined a couple of years ago that we would be in this situation yet. here we are. and i
10:08 pm
think our job is to think about how to fix the problems that we have at the moment . and i think as i said, we do have the tools to do that and it's just a matter of doing it very briefly. do you think there needs to be a systemic change that maybe we need to look at a different way of doing things? well, i think the cold crisis is also told us, it is shown as that there are perhaps new ways to work. there are new ways to interact with each other to, to do business. so i think it is in some ways the silver lining in this. and even though it's great that we can see each other in person, we also know that a lot of business can now be done remotely and such. i think it is an opportunity to, to think about the future of work in that context. pitcher who have nukes, thank you very much for joining us. we appreciate you taking the time and what has been a very busy day for you. and so the people who are gathering here have

a week full of meetings and as a see the 1st time in 3 years are met face to face. but there's also the realization, as you've heard, that it can't be business as normal with the results of that the global economy is looking at at the moment. well, as the world's 2nd largest economy, what ever happens in china impacts people and supply chains across the quote. at patrick folk in beijing has more on what the i m f says is in store for asian economies. will as the saying goes, when china sneezes the world catches a cold, that's certainly the case for emerging and developing asia where the i m f has so forecasted a decline and growth from 7.2 percent and 2021 to 4.4 percent in 2022, that's a downgrade of 0.2 percent. since july, it large reflects the downgrade to growth in china to 3.2 percent for this year to the countries slowest to growth rate in more than 4 decades. if you exclude the initial outbreak of the coven, 19 crisis in 2020, and the i m f,

routing to account for the recent russian massage attacks, energy ministers, army thing in prague to find ways to tackle sky hi gas prices. 15 members of the european union want the price paid for buying wholesale gas to be kept across the blog. it a want richer countries in europe to be able to buy gas at are prices. while the signatories argue the cap would help car prices before expensive gas applies into the market, which power plants and drive up electricity bills. the price cap proposal is based on 3 ideas. setting a limit on the cost of russian gas imports. negotiating a lower gas price with other suppliers and establishing a ceiling on the price of gas used to generate electricity. but some e u members is disagree with the price gap plan pushing for alternative options, including a limit on gas consumption and subsidy packages for businesses and consumers will sit vast and reports of from that meeting improv. katerina novak of,

i could not believe her energy bill from 160 dollars to one month. it went up to $700.00. the next she manager changed provider, but still has to pay nearly half her salary to the power company or, but of just the buddha's not is cosima. i will try to go to the welfare office and see if i can get some housing allowance. maybe they can help me out. we have to power phone bowls and food is so expensive to. this is all taken me by surprise. i don't know what to do with temperatures dropping anger is growing. jack trade unions won't lead us to find solutions. i think the leader of europe must looking for some common approaches because sir, it's for us are not supposed to have 2 european union. a one for her, for the wars countries on form riches countries. i think that if we want to have future for european union, you must looking for some common approach for all but agreement has yet to be

reached on how to reduce the price of gas at last week's use summit. and proc the 27 liter 3 maint divided one of the matches to you manage to agree on is to cut energy consumption by 15 percent. like other european cities. brock has decided to stop illuminating some of its famous monuments, but everyone agrees more far reaching measures are needed. and especially in the east and the south of europe, there's a real push for a price gap on gas. the countries are discussing the forms of price cap, could take some want a maximum price to be set for all gas. but a compromise could be in the works. we definitely need to at least a d. couple of the price of gas from the pros, electrical energy produced from gas, or that is something that can be done pretty quickly. we have this experience from spain and portugal the to have done so are so with little fine tuning. i think we can do that quickly enough that are still countries like germany who don't agree with this. of course it is an expensive thing to do,
10:22 pm
but at the same time emma dal discussion is well, it should be fine as this the coupling. or should rekey 5 and seeing the energy cost for people and for small, medium sized companies for evers, whatever the answers to you comes up with or katerina novak of our ones is lower power bills as soon as possible. steadfast on al jazeera brock, the u. s. president says he's re evaluating his country's relationship with saudi arabia after the opec plus group, which it leads decided to stick leacock production, he organisation of oil producing countries and as this decision last week, despite us opposition, the white house as president joe biden, is willing to work with congress after a senator called for fries on cooperation, saudi arabia, or kimberly. how could joins us live from the white house. hi there. kimberly this relationships been a worry for some time, hasn't it? so why are they saying it now? well, you're right. this has been a concern of not only our members of congress,
10:23 pm
of the president's own democratic party, but also of republican members of congress as well. and they have been concerned for a variety of issues because not only has there been concern about the human rights record of the saudi kingdom, particularly when it comes to the 2018 murder of journalist jim belk has showed you, but also the saudi lead war in yemen and also human rights abuses inside of saudi arabia. and so for some time there has been a push, not just for the biden administration, but also the previous donald trump administration to reevaluate this as saudi us relationship, whether it's still. 2 in us interest to continue, for example, sending the money, sending the weapons, and so once again this has been challenged and is now be reevaluated. given the fact that the a white house is not happy,
10:24 pm
i really felt it was blindsided by this decision by opec to cut production seen as a real slap in the face to the bike and administration. given the fact that the president was just there in july and saudi arabia in riyadh, met with the saudi crown prince of the king. i had done just the opposite of what has just occurred. in other words, urged the kingdom to increase production to bring down energy prices. but now what the president is facing is a rise in energy cost right before a pivotal congressional election. this will benefit the presidents of political rivals domestically. that's the republicans here in the united states, and also had seen as aligning with the president of foreign adversaries. of course, that would be russia, of course, given the fact that the president is right now, very much backing ukraine and supporting his strongly in that russian invasion of
10:25 pm
ukraine. so kimberly, all that said what, what happens next? well, what we're told, and according to the national security spokesperson, john kirby is that this is really just the beginning of the discussion. in other words, the white house is planning to work with congress. i work with the of for relations cutie. for example. this isn't the beginning of a working group or a report that will be put out, but that this is a re evaluation if you will. now, the bottom line is, is the big question is why is this saudi us relationship being reevaluated? given the fact that this is a cut and production by opec made up of many countries. and the answer from the white house is, is that they view saudi arabia as being the head of the cartel. we should point out quickly that are coming from the head of opec, or rather the saudi foreign minister. they are defending their actions saying that
10:26 pm
they have acted responsibly. still the white house, not pleased with the actions in the cotton production, can be how could they live from the white house? kimberly, thank you, israel and levin and have reached a historic agreement to resolve a long running maritime board, a dispute following months of negotiations. it has yet to be formally ratified that both sides of expressed their satisfaction with the terms of the deal. the development of the carriage field had res, tensions between israel and lebanon. but the breakthrough will enable both countries to develop the offshore gas fields in their waters. agreement also resolves a territorial dispute in an area where lebanon aims to explore for natural gas and near waters where israel has already farmed gas deposits. lebanon hasn't managed to begin production yet, but if exploration results in a substantial gas discovery, the revenue could help improve the country's dar financial situation. could also be vital for europe at
10:27 pm
a time when it's desperately seeking new sources. or nesbit has more now from west jerusalem. israel government says this is an historic deal with 11 on. it says it'll strengthen israel security people, billions of dollars into israel economy, and ensure the stability of israel border with lebanon. engineers are already testing the pipe that will eventually extract the gas from its kurdish oil field to israel, mainland. and i hope that in about 3 weeks time, once those tests are completed, they can begin to pump gas. the deal have to go before israel security cabinet. it'll meet on wednesday, and then there are a couple of potential legal and parliamentary hurdles to jump once they've been cleared. and they hope to be able to sign the deal with the lebanese for elections here in israel. on november, the 1st, whether they managed to be that deadline or not, it's still a significant diplomatic victory for israel's prime minister yacht pete. he is signing a deal with what is still considered an enemy country. the 1st time that israel
10:28 pm
signed any sort of agreement with lebanon, and he'll be hoping to exploit that in the run up to the elections. it also for israel significant and important lab on able is able to start exploiting or looking for its own gas and oil reserves in its own territorial waters. because potentially if i find anything, then that will reduce lebanon's red lines on iran for few will. yes, president joe biden has told his lebanese, come to part, he hope the agreement will mark you chapter for the lebanese people. then holder in they will have more on the deal. lebanon's president michelle ounce, as the draft of the u. s. mediator deal on a maritime border with israel is satisfactory and that lebanon's demands have been met some officials or even calling it a historic agreement. and that the most powerful political and military actor in this country has the law is behind the deal. because the secretary general of the
10:29 pm
group has repeatedly said that it will support the position of leopard on top leadership. now, no doubt this deal will bring economic benefits to a country in financial ruin. if this country is in dire need of hard currency, international companies will now begin the drilling and exploration process in the past. they refused to do so without security guarantees, without the maritime borders deal really in place. this morning, a delegation from the french energy giant throttle. they were in beirut that they met the caretaker prime minister and as you may 80, and they're expected to begin work as soon as this deal is signed. but israel get security guarantees, lebanon has economic benefits, but there's also a 3rd party here. and that is, europe. europe is in desperate need for gas after losing supplies from russia over the war in ukraine. no doubt gas from israel is not going to fill the gap, but it will help help with europe's energy crisis. and it's really one of the reasons why it is believe the united states was really pushing for this major

diplomatic breakthrough. nasa says it successfully deflected the path of an asteroid. us space agency says it's the 1st time humans have altered the orbit of a celestial body. the dart spacecraft deliberately crashed into space walk known as di, morphis last month and telescope bob's ovation show it shifted the course of a 160 meter asteroid. we conducted humanities 1st planetary defense touched. and we showed the world that nasa is serious as a defender of this planet. and we captured the attention of millions of people around the world in this test. and that's because dart, as we call it, it felt like a movie plot. but this was not holly.
