bye for now. ah . running out of food and fuel as gangs control the streets, the un warms haiti's post a breaking point government appealing for international health. will a foreign force intervene then? can it restore order? this is insightful. ah hello and welcome to the show. i'm sammy's, a dan, or haiti was seen as
3:34 am
a trailblazer as the world's 1st black lead republic, in 18 o 4 shaking off it's french colonizers, but france forced it to pay reparations, and the u. s. occupied the country for 2 decades then endured autocratic rule and more american military interventions. this painful history has been invoked by many in haiti who. ringback opposed the governments call for a foreign force to come and secure the streets where country still reeling from a series of shocks over the past 12 years. they include earthquakes, harlequins, choleric gang violence, and the political vacuum left by the assassination of president. jovan em weighs last year. we'll get to our panelists shortly, but 1st this report by on will consume sharif. ah, another day. another road block protest has have been out on the streets and
3:35 am
haiti since acting prime minister audio andre, and did fuel subsidies in september. and it's most powerful, gang has blocked access to its largest fuel terminal, the so called g 9 is wanting, its members will stay there until the prime minister. resigns petro pumps are closed while banks and supermarkets have cut their ours. i know if we can sell anything, there's no gas. we can sell to the motorcycle drivers and taxi drivers speakers. they can find gas to work and they are my customers. the government has a bill for an international force to combat the gangs, and we still order a call echoed by the un secretary general and the united states. we live in a absolutely dramatic situation. we have the arbor blocks by the gangs not allowing full and other needed materials to
3:36 am
move or we have because of that, no full in the city. every, no full, that is no water. but rush and china who both wheel veto power, have voice reservations. and within haiti, any extern force is a reminder of multiple american military interventions, including the ouster of preston shaw bertrand aristide in 2004. no can no, no, no, to the canadians, no, to the americans, you're monsters. you don't have solutions, your chaos. you're behind against their zation of crime. you're given arms for brothers. and those were in under privileged neighborhoods. haiti is also grappling with the resurgence of cholera. dozens have died and only outbreak that followed the earthquake in 2010 kill thousands of people. we receive around 40 patients every day since the beginning of the colors are resurgence.
3:37 am
and in total we might have received a $200.00 patients. with the fuel crisis has force hospitals to limit services and clean water is hard to find. the un secretary general is wanting of a nightmarish situation, but it has to contend with a long history of failed international efforts. that's left many here, very of external intervention. who may consume sharif al jazeera, the are, let's bring in our guest into the show. we have in miami lot on them all. he was prime minister of hey t between 20122014. in puerto prints we have, joseph, are all pierre. he's an academic and consultant on latin america and haiti. and in new york, daniel foot for my american diplomat, and for me, us special envoy to have a warm welcome to or if i could start with mr. laurel. so what sort of challenges?
3:38 am
first of all, to put this all into context, what kind of challenges do people in haiti now face on a regular basis? just to get through the day the, the media challenge. security challenge for the security situation is dire. we are experiencing sort of a urban guerrilla warfare happening with the gangs just taking over control of the capital. 75 percent of the capital is controlled by gangs, and many 8 main warlords are, are the ones creating chaos and have a canadian today the police is very weak under equipped, understaffed, and not very motivated. and basically the situation is that the, that the gangs are ruling the field, they're calling the shots,
3:39 am
hospitals are closed, are closing. it's very difficult to get fuel across. and then the fuel that does get is being sold out, you know, between $25.00 to $35.00 us for a gallup. this is creating a perfect storm and, and on top of that, the president joe, who was booley assassinated last year. there is still no answers about his assassination, and we still don't know who finance and who was behind. yes, estimation laura, hoof arms and funds these gang. i think it's a multiple stream of funding. one of it is, is simply kidnappings. haiti has experience over 1500 kidnappings, in the past 18 months, approximately. and, and basically this activity has got them over at $31000000.00 to the gang at
3:40 am
simply an average of $20.00 per in some per victim. but if you calculate it that makes you $31000000.00 and in a country like he's $31000000.00, is a huge sum. so that's, that's certainly one they have, you know, funders outside of 80, they have fund is also in haiti. and interestingly enough, there was a church that was involved. ready in weapons smuggling and that some of the head up that church are currently in the church. right. and on top of that, you have a few contraband that the games are doing. that is, you know, earning them a whole lot of revenue. so you have a, you have a host of different revenues, genes, and this is why it's important to have to support the police within an international task force and international m bagging for it to come in and rest. you and i would
3:41 am
say liberate the people from the, from the to all right, let's bring in daniel foot. there's been a lot of focus on the issue of gangs in haiti. international diplomacy is focused on it. the media is focused on it. is it though? the cause of the problems or one of the symptoms of the problems of haiti. at this point, i would say the gangs are one of the symptoms, but they're, it's become that chief key since the gang spun out of recent governments in haiti. they've been around since the days of air stayed in late age, early ninety's, but in the past 5 or 6 years, they were politicized by the palace under president ways. and so they operated with much more impunity and no oversight and the police,
3:42 am
when they went to cold aberrate against the gangs, the gang infiltration, the police always told the gangs that they were common to sounds like you're saying, railey weak governance corruption. these are some of the, the root causes of the, the problems in hate that's, that's the cause. it comes from or government and i posit from international meddling throughout the years at this point, after the assassination by press release. the international community, annoying to dr arial unreal defect, or prime minister. the current protest going on the streets in haiti are because dr. ariel re res, fuel subsidies, and is illegitimate. and i fear that an intervention and international intervention that seem by the haitian people is backing this dictator, arial,
3:43 am
and really who is not in goshen, but still side of the position there. and if that's the case, the international force may be conflict with the very people that it's being sent. we're going to get into the question of international intervention before we get there. i want to bring in joseph pierre into the discussion and asked this question . you concede, saw these gang members position themselves more as politicians. to what degree do they have any public support? as, as dana was, was pointing out as the authority, the legitimacy of authority. crumbles in the eyes of many haitians. are they looking to other forms of authority like some of these gangs? i don't think that they shouldn't be. are considering or the gangs members are their leaders obviously are some gang members have some, some broad population, especially where they are based. i think us or we have no stadium,
3:44 am
the gallantry and those gangs. members, again, let's say food out of stock will go to the community. as a result, they have some somewhat from them, but most important ease are it said using we read these agreement with her on the statement of law, nissan. i'm old. ah, who are their finances refund isn't the gang, the funders of the you mostly of what additions. and this thought since 2010 mostly . and this is elaine to mostly to elections. these are what additions, who funded to gains, and now we have some people and also from the whiteman sector who will support them mostly as quote for conviction. and it's clear that the against is the result of the non existence of haitian state because we don't have no one leader. we don't have nobody to class, nor that no elite in the country. and the only way to explain that again,
3:45 am
doesn't do not have a huge support from the mission, but most importantly, how to get out of them. how cool a. so the only problem as far as i'm concerned, the only way right now too. so now the insecurity pull them in, he is in done for you, no mention. wow. because in have the the body still not? how did put into a rep, excuse me. they have been thinking about the, they were not how the financial means and we don't have any political will in, i know from the government and the end of the form that the position so, and deem that i cannot come in if you do not have the one, they have been taking and defining what it means. that's why i think the ends of that is done as well. not just, just to set out the insecurity bother,
3:46 am
daniel wants to come and let's give daniel chance here to get involved in this. so the idea that really into international convention is the only hope and only solution daniel, right or wrong. i don't believe that's the case. what happens after the international intervention, when the gangs are taking care of rules haiti, then aria already. what do we do? i don't disagree that there's been no political world. there has been a huge, huge movement over the past almost 2 years and have to be civil society in opposition. political parties to come up with a new dynamics or haiti and they did that. but because the united states backs and requires arial unread to be part of any agreement move forward, that has been the only obstacle to a political consensus, and it has unraveled over the past 6. why is that, daniel?
3:47 am
he's there guy. he was anointed by them in a bizarre press release, and they'd have to admit that they were wrong, and i think they're afraid of the unknown. the u. s. has completely ignored since i resigned a year ago, and now it was suspended in international course with no real goal. and without understanding in the right there's a lot to unpack there. let me bring back in law into the discussion. would it be a sensible idea to send in an international intervention force before there is a government that has some legitimacy in the eyes of the haitians. the current administration in the prime minister, he wasn't elected. he's delayed elections, disbanded. the electoral council aren't a lot of haitians going to see his coal for an international force to come into the country that invitation itself not to be legitimate. well, this is, this is the situation right now. and that's why it's
3:48 am
a very complicated situation because because they're carrying prime minister is not legitimate, and he was basically extended his men, they demanded that he had well, basically where it was pretty clear and he had 4 months to do it. and right now we are 15 so, so that company gave the situation even more. so the magic one of sending an international insight getting for it isn't alone is not going to solve the problem is going to have to be long term approached. certainly, humanity and a package you know, to ask, just to ask is when the meet with the media social crisis that, that's going to and so from this on the side of an international force, does it go in that? where does it, and what's the scope? is it simply to disarm the gangs, or does it turn into really administering and running haiti? the number one priority will be to disarm the gang and to bring back security
3:49 am
because without security, nothing else works. people i cannot get out of there, how people cannot work. can i call part is leaving is leaving after workers because they cannot open, there is no fuel in the country, so no country is granted to her health. so everything is stopped. so the number one priority is going to be to restore security and to, to allow people to get back to their lives. now, parallel to this, you need to fix the political situation through the election. once the secuity is restored because this government is a provisional government out there and it hasn't really done much to, to organize elections as you mentioned before. so the country is, is, is basically ada at a standstill politically as well as socially. so it's not an easy situation to start, but let me start and security. you said somebody interesting things that you know,
3:50 am
the countries at a standstill, politically and socially. joseph all pierre, the 2021, for example, transparency, corruption, index, put haiti. what surprise you with 100 and 64th physician out of $180.00 countries so you know, towards the bottom. so we talk about an intervention force going in to try and reboot the country politically and socially. that's a very big challenge, right? you're talking about restarting half. most of parlance empty, isn't it? there's got to be elections, you've got to reform the dissolved electoral council when you got the problem of corruption. this is not a quick fix solution. the idea that foreign forces go in sorted out and they'll be out soon. but i think now i'm going to follow the main hall and whatnot in security . so we need the time of insurance. we have our book,
3:51 am
we can not have these mission. who did they, how governs who did they hand out to? who did they hand power to? joseph, who they were know once they, once they, once they disarm the gangs, who, who does the international force hand power to do they hand it back to all, do they just go there to support ariel on re all? who did they hand power over to? who's empowered, but i think what, what they will do for what we cannot do it with the current government, what they will do all we need from one of the government. so hang on. if they don't remove the current government, they're not going to be very popular in the eyes of many haitians, right? they're going to be as here comes the evil foreigners, once again, improper dictator is not how most patients are going to see this. not he's not local to the government because government is not and what it is in the
3:52 am
hands of the community when i think we need your government, which can't or yes, we can guide the engine because we these government, we had a failure. we had in 2004. so we need a new government for both. i think the government will not trust what they need to solve the problem. and then it will have to be on the go on tree, we expense on the and then i for community. all right, let me bring in daniel foot if i could, because that will probably take some time. in the meantime, daniel does such a force enter into conflict as soon as it hits the ground. it's got to the purpose of the worse, right? 8, and i'm concerned that the best buy knows the haitian security guys and the
3:53 am
international camp, sir. oh, good intelligence. and so they're going to be faced with trying to differentiate them from protesting haitians just looking for a voice to be heard for a better life. and i think we're seeing the whole problem with intervention in this conversation. the wrong kind made mention of it, an intervention to speak, security is not a magic pill because at the end of the day, nobody thought of what are we going to do afterwards, just like in iraq, or if we can send these guys in and kill a bunch asians and clear the streets and restore security, but then watch. so if you're going to send in the national wars, you better think about the band. what after that forces on the ground. so i can bring back in laura why go ahead joseph. they want these now i think after solving the security that we need the industrial committee to get the new
3:54 am
government. these one i think because of the government, it's not going to appear magical, you know, where and every time the venture be when the internet to pose the wrong leaders. daniel, finish the full daniel. then we'll come back to very briefly joseph, but very briefly guys, go ahead daniel. each time the international community comes in and, and solve this new magical government for you. it doesn't work. and right, get cool. and we wind up where we are. now. entry is a 1000 times worse than it was the last. all right, very briefly. this is i want to give laurel a chance very briefly, joseph, come back on that. but i'm not going to be so be going.
3:55 am
if we, why now we have it, let's say in, you know, when the government between the month and our goal and the government and those people will guide the mission to really pull them. okay. and let them all right, we can keep going. this, i want to give laura a chance to come in here. at the beginning, you said, you supported the idea of foreign intervention. there is a question there. how much confidence do you have in the design of the interest of some of the international powers that are talking about intervening, that they are actually interested in some of the bigger picture things you were mentioning? because at the end of the day, we're talking about international community or, or powers in the international community that have been criticized for looking the other way while arial andrey dismissed. a chief prosecutor in september after the prosecutor sought to charge him in connection with the assassination of job and
3:56 am
annoys. replaced the countries justice minister dissolved the council organizing elections. do you really have a lot of confidence that a foreign force is going to be really concerned with restoring all of these issues? well, that's why it's important not to repeat the mistakes of the past. haiti has been a senior share of international intervention of multinational forces of un forces several forms of un forces. and that's why this time around, it's important to get it right and haiti for security wise. i've never been at such a situation. i mean, for the past few years, he has worked actively at this army, this equip thing and the equip thing, the police and, and the gangs have been, you know, i mean themselves. and as i said, border brand, city and haiti in general as the highest per capita kidnapping ratio in the world.
3:57 am
so this is a perfect storm and you know, where do you start? are you start member one by restoring some sense of security for people to go about, you know, their lives. so that's, that's the number one step, right? that's the number one step. so now, politically, politically, the current government that's there. we all know that it's, it's a legitimate government and cannot and doesn't how i would see a lot of that. you know, it's too much future. right? right, right, for sure. so, and that's why that's why all of this has to go live to giving the people or voice . why don't security is the story. then the people should have their course to elect their leader or, i mean, i should not be less. and on that point, that's icons it giving people the voice to elect their own leader. gentleman this could go on for a lot longer. it's been a really good discussion time as far as that we didn't have enough time. i don't
3:58 am
think to get into everything we would want to, but there's always tomorrow. for now, let's thank our guest very much, not on the mot. joseph r o pierre and daniel foot, and thank you to for watching. you can see the show again, any time by visiting our website al jazeera dot com for further discussion head over to our facebook page. that's facebook dot com, forward slash a j inside story, and also join the conversation on twitter handle. there is a j inside story. from me, sam is a than and the whole team here for now is go by ah
