man mars military rulers in the spotlight has leaders of southeast asian countries gather forest summit. ah, no, i'm fully back. t boyer watching al jazeera ly from our headquarters in doha, also coming up. u. s. president joe biden is said to hold his 1st face to face meeting with china's changing pain. as a tony does try to manage strained relations. clean up is underway. the u. s. state of florida. after hurricane nicole swept through, bringing down homes and call seemed flooding. and it's time to hit the road, which in this case is it meets chi france unveils the frying taxis that could make the daily commute a lot easier. ah
5:02 am
thank you very much for joining us. southeast asian leaders are meeting in cambodia capital non penn. this friday, the future of nan mars piece plan is expected to top discussions. the issue has divided the 10 member block man mars military gender has not been invited to the meeting. let's go live to al jazeera is tony chang, who is in non paying for his tony. tell us about what saw on the agenda for this summit. im not been well, we're we heard from cambodian premiers to hudson bird sir. the focus was going to be regional security and economic prosperity. they much the same as there is. there's the, a deeply addresses at this sir, this kind of summit. but really it is miramar,
5:03 am
which is going to be the focus of attention this time. it's been a problem all year hun sent himself has been very actively engaged in trying to broker some kind of relationship between the ruling general zamiah's mom and s. yeah. and that desperately wants to see some kind of progress on the 5 point. please plan that they tried to introduce last year that has been really very flatly rejected by mere mars ruling generals as a slap in the face both to hon sent and to us. yes. and i think the expectation here was that they would really have to do something about it. however we were hearing yesterday that lead documents show that they're really just going to push this down the line. they're still going to promote the 5 point piece. but even though very little progress has been made honest, and i think the hope is that next year when ashley and her hands over to indonesia, they'll be the chair. they might have a bit more sway their known to belong to her. a block of our sierra and countries that want to be much harder on me and mom wants to push them closer. but there is
5:04 am
also a concern that if mom are as pushed to heart, it could just reject as young as group pull away. and that might threaten the existence of this southeast, asian group of nations, itself, air and tony, with joe biden arriving to morrow and high level delegations from china and russia . also president non ban, is there a concern perhaps that the regional agenda will be overtaken by wider global issues? there is a little bit, i think go, although that might be something of a relief given the am per step that they're facing here. where the decision on man, man, none the less? yes, i think her, we are going to see issues of global security comes to the for when joe biden arrives. first, we've already seen ukraine, sir. foreign minister here holding talks with the cambodians, with other southeast asian nations leaders over the last couple of those. i think
5:05 am
it'll give nations here an opportunity to speak to joe biden or about the global economy. the strengths of the us dollar is a real concern. i think they want to see the sir in the united states. the economy is going to be heading in the right direction. i think you also have to look at this meeting in the context of what's happening this week. we've got the assay and the leaders meeting here over the weekend, then the g, 20 and barley at the beginning of next week. and then next weekend, apec meeting in bangkok. and i think what we're going to see is those are those super pears, really, america, china, and russia having a progression of talks which has started here continuing barley and then conclude possibly in apec whether they can come to any serious conclusions. that's another question. i think there's a concern here that the traditional leaders statement, which is, which is they're released at the end of this summit on sunday, might be very hard to conclude, given the complications of the issues that are going to be on the discussion table
5:06 am
. nonetheless, i think people here came, the joe biden is turning up and came that they'll have a better face time with him. thank you for that. tony chang live there, empty non pen. and patrick frank is also in non pen any as more on china's priorities at the south. east asian leaders summit in cambodia is capital beds. take a lesson which on his relationship with our sienna, is becoming increasingly important. and beijing has been developing a regional charm offensive assaults with vice premier hon jane recently having visits singapore. beijing also hosted sir vietnam's leader young food strong shortly after present sheet pink secured his historic 3rd term as china's leader. remember, he was the 1st foreign leader to come to china following the party congress that was piley's symbolic in many ways. now primly kitchen is in cambodia for a 6 day visit, which includes china's participation in the assay. and plus 3 summit also involving

japan and south korea. an extra time was made them to meet with can boating, leader, hon santander already. just after arriving there, he is signed off on the developments aid package with the country. and the focus of this relationship with china is very much based on trade. se asia has become china's largest trading partner with trade in 2021. valued at nearly $900000000000.00. the 2 sides do have an existing, a trade agreement where 90 percent of goods traded are terror free. it's also particularly important for china because a lot of goods that are manufactured in the southeast asia are exported to china for final assembly and re export to other countries. so china is very keen also to enhance that free trade agreement, a, particularly as it's facing some severe economic headwinds. it wants to keep supply

chains and markets open in particular. it's also a battle grand for influence against the u. s. aware present biden is also launched the indo pacific economic framework, which aims to promote fair trade and sustainable supply chains. that was patrick fock reporting from beaching and not come in. as i mentioned earlier. i mean, while us present joe biden is set to meet china's leader, she jane, paying for their 1st face to face meetings inside and took office. that will happen on the sidelines of next week's g. 20 summit in indonesia, the white house calls it an extremely important meeting. the leaders are expected to discuss efforts to maintain lines of communication and work together and challenges that affect the international community. washington is looking to mend relations with bay jane despite pensions over taiwan. the south china sea and trade, the meeting between president biden and president. she will be an in depth and
5:09 am
substantive opportunity to better understand one another's priorities and intentions to address differences and to identify areas where we can work together . because working together to address common problems is in our interest and because it is what the world expects. responsible powers. i think jordan has more than the upcoming meeting between the 2 leaders. well, the tone is very pragmatic. very matter of fact, very much. one of this is a necessity, not an optional relationship for the united states to have with china. the us messaging that we have seen it, not just from the national security advisor, jake solomon, but also from other white house officials speaking earlier on thursday about the need for these 2 leaders to really work through the future course of the us china relationship. they are very much a concerned by people, by observers who were wondering whether the era of
5:10 am
a new cold war between the us and china is all about to happen or is under way. and so the message from the by an administration is that as long as both leaders are talking, as long as officials from both governments are talking and engaging on issues that we both care about. things will work out for the betterment of both countries, citizens, but they are really trying to tamp down this sense that there's some sort of a looming, a confrontation between the 2 countries. gordon chang is in asia unless he says he, you should spend his time at the g 20 summit building ties with its allies in santa china. we can take the comments that we just heard from the national security adviser from the president from the white house press secretary. and we've heard the same comments in the trumpet ministration in the obama administration in the bush administration and in the court and administration. so obviously we're doing
5:11 am
something wrong and i believe that we should not be talking right now. president biden's time with the g. 20 is really valuable. we should spend it not with endless and fruitless conversation with the chinese. but with our friends and allies and partners, the countries that we will need, that the free world will need in order to contain a very dangerous situation. things have been getting worse and we've been trying to talk, we've been running after the chinese. and i think the united states, in many ways has made the situation worse over a long period of time by trying to continue dialogue. what we need to do is to stop talking about unacceptable chinese behavior as we call it, and start imposing costs. cuz if we do that, the chinese will understand that we are serious ah, with votes still being counted in the us. neither republicans, no democrats, have gained control of congress. republicans need just 9 more seats in the house of
5:12 am
representatives to gain a majority. but the party has performed below expectations in the senate. they currently have $4.00 to $9.00 seats of the democrats. 48. senate votes is still being counted in the state of arizona and nevada vas georgia will hold a run off in december and take a look at how things stand right now. the senate is neck and neck. the democrats had 2 seats short of the number they need to keep control. meanwhile, the republicans have a one seat advantage. those battle ground states of arizona, nevada, and georgia, could tell the power balance either way. and this is how the house of representatives looks like right now. the republican party is in the lead here, but by a small margin, then full cast, a party needs 218 seats to take control. now the mid term elections produced several 1st, including the 1st generation z member of congress, the 1st openly lesbian governor, and the 1st black governor of maryland raw ro. mine also made history. she's
5:13 am
joining us now. live on arch is era. the 29 year old democrat is set to become the 1st muslim woman in the georgia legislature. thank you so much for being with us on al jazeera and congratulations. now, the 1st muslim woman to elect to be liked it to the georgia legislator, 1st palestinian elected an office at any level in the state of georgia. how does it feel 1st, to be making history? it has felt quite surreal to be living this moment. sometimes i don't think it's real at all, but today we went to the gold down for freshman orientation and it finally hit me that this is happening and next year will be my 1st session as a state representative for georgia. now, georgia was a solid republican states. the county where you were elected 15 or 20 years ago was very white, was very conservative. what's changed you thing to make your election possible?
5:14 am
i think a few things have changed. it's not just a demographic shift. i think a lot of people sometimes think, oh, you know, this group, there's more of this group where there's more of this group. the thing that has been the most impactful when it comes to making history is that isn't storage marginalized groups have learned how to become engaged in the political process. they've built infrastructure, they have mobilized, they have voted in record numbers and became involved at the end of the day. i didn't make history by myself. i made history because people volunteered and worked for me. people donated to my campaign and people believed in me enough to vote for me on election day. now more palestinians have one faith in us mid terms in places like, i should say, american palestinians in places like the choice oldest angeles. why do you think this is, is there a growing out of american community or is that a change, perhaps a awareness and attitude towards the israel palestine issue.
5:15 am
their community has been here since the inception of this country. and i think sometimes that is forgotten. the united states histories, intertwined with an arab country, the 1st country organize it was an arab country. and yes, our numbers have grown, but i think again, the difference in the community, the policy and community, the community has really mobilized and built an infrastructure to support congress like myself in a way that didn't happen before. at the same time trying to like myself, have begun to find their voices in a way that transcends just identity in a way that's inner sectional in a way that works with other groups as well. you know, in my district, the majority of us are not joining us or not arab, but the beautiful thing is that these minority groups have built a coalition in a state where unfortunately a lot of leadership view them as a threat and we are standing up and saying no, we're not a threat. we are part of the community and we want to make ga the best that it can
5:16 am
possibly be. and i want to ask you one more question. if i can about the israel palestine issue with netanyahu coming back as by minister of israel, there's a good chance that the israeli palestinian issue will again become very divisive in america. how do you less than those divisions? what would you like the current administration, the federal government to do on the ship? yeah, i mean unfortunately a state legislature, i have very little impact on foreign policy. but i sincerely hope that when people see a palestinian in office that it will make them think twice about considering the palestinian people as simply a new sense or terrorist or whatever the case may be. i remind people that when i was in high school, i had a teacher question me on whether or not my family and i had ties to terrorism. and that is unaccepted. and we need to change the perception that we have about palestinians in this country. and i really hope that i can be a part of that, at least now. ellen omar was the 1st muslim woman elected in minnesota and she uses
5:17 am
state legislator as a stepping stone to congress. do you have your eyes on something bigger? i do not actually intend on running for office this year at all. this happened because my community asked me to, they really pushed me to in a way that i could not say no to you. and so my focus honestly is to recover from a crazy election and learn how to serve my community. i have not that thought that far it truly has been so overwhelming. well, thank you so much for taking the time to speak to us about it throughout roman joining us there from georgia. thank you very much for having me. and phil i had on al jazeera rules in battle to president, gets the support from protests, is despite accusations of corruption. and how do you slam the brakes when you're moving at 25 times the speed of sound will tell you about not as incredible experiment as it were best for

intentions. over taiwan. the south china sea and trades the hurricane nicole has been downgraded to a tropical storm after making landfall in the us. state of florida. strong winds and launch swells have left a trail of damage along part of the states east coast and heavy rain continues causing floods. the call is expected to move north in the coming days, passing through georgia and the caroline is nbc j and b. c. j. grey has more from jensen beach in florida. live conditions. well, they've changed dramatically since the storm made landfall in the early morning hours, about 20 miles north of where we are right now. we've seen some sunshine, some patches of blue sky want to show you the way they continue to be bigger than they normally are, pressing out some above 12 feet, but rolling in we're moving back towards low tide. so that's some good news because these ways the storm surge. when's over a 24 hour period or so?

rain really did a number on some of the rooms that protect the communities along the coast, ripping away several areas. erosion is a major problem right now, and it's allowed water to flood into homes and businesses. it is torn up roadways as well. and so that's something that's being dealt with. these conditions though, have also allowed cruise to get out and start to work on some of the down power lines here at the peak of power loss. we had more than 300000 without electricity. now that number is trending back down and look at the massive system. it's stretch more than 400 mile and wind stretching out from the center really affecting the entire state. it's now though, moving to the north, moving into georgia, it will go to the carolinas and then up the eastern seaboard and the, when the rain is going to stretch as far as new york, before it's all said and done. so this is a storm while it came in as
