colon steps up its military readiness after 2 missiles land in its territory, killing 2 people. ukraine blames russia, but moscow denies a role in the striking nato. ambassadors will hold an emergency meeting on wednesday to discuss the attack. ah, i'm, i'm a jim jones. this is alger alive from door how with special coverage of the war and ukraine also coming up earlier, russia launched missile attacks on several ukrainian cities, including the capital keith, the ukraine conflict is dominating the g. 20 summit in bali where leaders have pressed on moscow to in the war. ah, it's 23 hours g m t and we begin this news hour with a development which threatens to spill the ukraine conflict into other parts of europe. a blast has hit eastern poland,
2:02 am
which ukraine says was caused by russian missiles. 2 people were killed in the explosion in the village of persia about off. it's about 10 kilometers from the ukrainian border. it coincided with a barrage of russian missiles fired on ukraine on tuesday. moscow denies carrying out any strikes near the ukrainian polish border, but ukraine's president has called it a significant escalation beat that i kept him and put that in, hitting me size on need to territory does a russian missile a tech on collective security. so there's a very significant escalation. we must act. and i want to say now to all our polish brothers and sisters, the ukraine will always support you. terror will not break free people. victory is possible when there is no fear. poland government has called an emergency meeting and is raising the readiness of its military units. it's also considering whether to raise the matter with nato, with details still unconfirmed. international reaction has been cautious. many members of voiced alarm and solidarity with poland. the us state department has
2:03 am
been guarded about the development of poland, but says the reports are incredibly concerning. the united states is it certainly not trying to escalate or insight that situation at all? and like i said, we have seen the same reports that you all have, and we are working with the polish government to gather more information. and we're not at a point where we can confirm some of these reports that we're seeing. and that's why i'm telling you that we will come in when exactly is transpired and we want are appropriate next steps as well. and response russians, defense ministry is reported to have said, statements by polish media and officials about the russian missiles hitting polish territory. are a deliberate provocation with the aim of escalating the situation. it went on to say no strikes against targets near the ukrainian polish border had been carried out by russian weapons. we have 4 correspondence monitoring this fast moving

story. our diplomatic editor james bays is at the g. 20 liter summit in bali. natasha butler is in paris with reactions from europe. rosalyn. jordan will bring us the u. s. response from washington, but 1st to join a hole in the ukrainian capital, keith. so jonah in poland, where the incident happened. we've heard some reaction from the polish government. what has that response been thus far? me? well, i suspect that in the next 10 minutes, if reports were getting here correct, we may have a good deal more clarity on how things are going to proceed. because it really is down to poland at this point to decide what sort of action it may wish to initiate . they've been engaged. the government did an emergency security council meeting for a couple of hours now. the president has spoken to president, fight and consulted also with other nato allies, and perhaps
2:05 am
a clue of what is to come comes about. the reuters news agency quoting to european ambassadors unnamed, saying that nato ambassadors adieu to meet on wednesday at the request of poland on the basis of nato's article for they had been talk that the government was considering triggering article for it appears that may have happened. we may be about to hear that, and that's what he's article for. well, it is a provision whereby any member of the 30 member lions can, if they feel that their security, territorial integrity or independence is threatened cole for a full meeting of all the nato allies to sit down together and work out a common response. it calls for formal consultations, there is no obligation to act, they would look at whether that threat exists and how potentially to counter it and they would reach a unanimous conclusion on that basis. and one of those diplomats is quoted to
2:06 am
saying the alliance would act with caution. and it needed time to verify exactly what has occurred in this incident. and of course, that is crucial. the key questions at the, at this point will be who fi these missiles were they in fact fired by russia? and were they in fi fired with intent intent a little in other words, to attack nato terror to those? at this point, remain open questions. and jonah, just bring our viewers up to date with the latest with what we're hearing out of ukraine. will out of ukraine. you pointed out earlier, president followed amir zalinski has been strident in his commentary about all of this, of course, telling nato allies and the world that he's been saying, warning that this sort of thing could happen for months. now that this was never a war that was likely to be contained simply within the borders of ukraine that
2:07 am
every day and every hour risked it, spilling outwards and consuming other countries. notably, of course, nato. his comments followed up more directly by dmitri calais, but the foreign minister, who said that, what ukraine would like to see is a meeting of nato. they may well get that. of course, with ukraine at the table to decide what should happen next. and the in specific terms saying that the time has come from much more advanced air defense systems. and in particular, f 15, an f. 16 fighter jets to be are provided to ukraine, something they've wanted all along so that they can prosecute a proper no fly zone here and carry out more sophisticated attacks deeper into russian lines. i think there's the sense that ukraine spies an opportunity here an opportunity at not just to say, look, we warn you of this, we were right. this is now happening. this war is at risk of spilling over. but at a minimum, to use this as an opportunity to deepen nato commitment to this country with some
2:08 am
allies, potentially within the u. s. congress, for instance, wavering on that blank check. but at a maximum, for happy to use this as an opportunity to get what they've wanted all along at which is nato air assets that they can use in this war the, it was one of the largest mis r barrages, yet to be unleashed hitting targets across ukraine an hour before dark. this was a residential building in central keith. one of 2 struck not far from the presidential administration. i showed i know the strikes disabled, our electrical grid and ministers of our country. we are working with research, everything will good through everything. glory to ukraine. ukrainian government believes more than 90 missiles were launched at targets in 10 regions and up to 12 cities. somewhat, if they are air defense, took out 70 rockets. but unfortunately,
2:09 am
15 rockets hit energy infrastructure as city official after city official reported explosions. it became clear that not for the 1st time, ukraine's ability to produce and distribute electricity was under fire. cities in the north, south center and west reported partial or total blackouts. the national energy company described the situation as critical. these attacks then, a sequel to a wave of weekly strikes in october ahead of what for many will be a crippling winter. when, if the object of this wave of strikes was to hit critical infrastructure and further pressurize the national grid, it's clearly working. look at that, an emergency operation taking place at the sight of one of the strikes here in keeping, with the exception of a spotlight driven by a generator, it's taking place in almost total darkness. petro roman ciocca, described the moment his building was hit, killing a neighbor, he knew, well,
2:10 am
actually, we saw the flame that the exposure happened. clos, shattered and smoke filled apartments, the neighborhood we can see the met her boot and was very neighborly. they say she died. tuesday's attack comes days after rushes humiliating withdrawal from the southern port city of hanson. he also coincides with the g 20 meeting in bali where leader after leader coltrane end to the war, rushes answer with 7000000 ukrainians. now said to be without power is clearly no. alright, roslyn, jordan is joining us live from washington. d. c. raw. do we know any more about the content of the call between president biden and polish president duda? in the past a few moments we've gotten the read out from the white house in which they indicate that joe biden and entre his to the, the polish president talked about tuesdays incident. it's worth pointing out that in the statement, the u. s. is calling this an explosion, not a missile strike,
2:11 am
but the president, according to the white house, extended the american people's condolences to the polish people for the last 2 lives in that town incident. the president also indicated that the u. s. was prepared to assist poland in it's investigation of tuesdays incident. now it's also a worth the pointing out that there wasn't any discussion about invoking any nato authorities, as we have been hearing from a number of people across the region on a tuesday. we also certainly did not see any suggestion that there was any particular country to blame for this incident, but it is worth noting that the president was essentially rousted in the middle of the night to carry out this conversation with his polish counterpart. it was a preceded by
2:12 am
a conversation by the national security advisor james sullivan with his polish counterpart. and there are some reports suggesting that there might be a conversation a coming as well between lloyd austin, the u. s. defense secretary and his polish counterpart. so certainly people here in washington are very much surprised of the situation. they're trying to find out as much information as they can before they recommend publicly. what if any response is merit it? alright, that al jazeera is rosalind jordan, joining us live out of washington. d. c. thanks so much ross. ambassadors of nato member countries will reportedly meet on wednesday following poland request. the defense alliance is chief, yet sultan for accepting a tweet. i spoke with president duda about the explosion and poland. i offered my condolences for the loss of life. nato was monitoring the situation and allies are closely consulting important that all facts are established or at least get some
2:13 am
more nato reaction from natasha butler in paris. natasha, there have been varying degrees of response through europe, and we're hearing nato ambassadors are meeting in the coming hours. what can we expect therefore, no doubt they well have an awful lot to talk about nato and busters, apparently meeting wednesday morning in brussels. this emergency meeting that has been called in response to those events in poland at the request of poland. now what we know is that your story book at the head of nato is apparently chairing that meeting and we will be briefed off the words after the meeting by install to back. so we'll find out more about exactly what was discussed in that meeting. i mean, there is no doubt, but what has happened this evening in european time is certainly not what i wanted to see possible missiles landing in the territory in poland. this is
2:14 am
something that has been talked about over again as a possible risk that this could happen as part of russia's war in ukraine. and now we see that it could possibly have happened. but i was pointed out a little bit earlier. we don't know what the provenance of these missiles are, in fact some european leaders we have heard haven't even called them miss. all they are talking about explosions, taking, being very cautious the, to their approach in how they couch is how they frame this in their messaging. and that's a very similar tact that's being taken by ne. so nato members really urging caution at this stage, saying they're in consultations. they will be this meeting of ambassadors more. of course, many of the european leaders later leaders i should say, are actually in bali pretty much. you have to fight the world for the d. 20. all right, that's all these years. natasha butler, joining us from paris. thanks so much. natasha. at the g. 20 liter summit and
2:15 am
volley, european council president charles michelle said he will propose a meeting with you leaders to discuss the missile. strike our diplomatic editor, james bays. joins us now from the summit in bali. james was likely to happen in the coming hours. well, we've got many of the key players here in barley and they're going to be here for most of the day. president biden, as you know, made that call to president duda. we also have the national security advisor, james sullivan, and the secretary of state antony blinking here in bali when they travel, they carry a mobile secure unit called a skiff, so they can make phone calls already. president biden spoken to president do that. i would expect lots of phone calls in the next couple of hours. i'm sure president biden will speak to the nato secretary general. yet in stilton burg, ahead of that meeting of the north atlantic council, the nato ambassadors that is going to take place later today, likely i would have thought to put in the call to, to his defense secretary lloyd austin washington. and to julian smith,
2:16 am
who is the us representative who will be sitting on the north atlantic council later in the day when he gets to the g. 20. there's business as usual at the g 20, but i suspected the margins nearly all the meetings up between the leaders are going to be talking about this missile strike. because remember who we have here. in addition to g 20, they're invited nations. that means that out of the 30 nato nations, 9 of the leaders are here in bali. president biden already has a meeting class with richie sumac, the british prime minister. i'm sure he's, he's spoken in the last few minutes. a statement came out saying he's offered his support to poland, the british prime minister. so i'm sure that is going to be the top of the agenda for those 2 leaders when they meet. there also, of course, are other players in the world that are here in barley, president, she of china. this is going to be difficult issue for china. how is china going to respond to the in the coming hours and the nato secretary general,
2:17 am
antonio terrace is also here. i've spoken to his people a moment ago. no official response from them yet to the missile strike. but they are watching very closely and monitoring the situation slowly the is later, later on in the day here and body will start to leave about 6 hours from now. president biden will be heading off back to washington. but when he travels on air force, one, he still fully kept a price of the situation with secure communication links. and he'll be back in washington just over 24 hours from now. and james, certainly the flurry of diplomatic activity and the calls that you were describing in your answer that certainly indicates a growing level of concern. can you also give us a sense of the gravity of this current situation? one, it's very, very severe in the sense that it's the 1st time there has been something like this happened with deaths in nato country. and there is on the table in the north
2:18 am
atlantic treaty, the founding treaty of nato. what's called article 5, which is the all for one treat part of the treaty. we says if there's an attack on one, they may, but then it's an attack on all. now that presents the possibility, i think a distant possibility of declaring it a war on nato and nato's then at war with russia. i think we're a long way away from that. at this stage, nato. and the us only calling this an explosion. this stage, all of the statements were saying a saying they need more investigation, they want caution. i think if this was a mistake by russia than i think probably unlikely that will go anywhere near article 5. the only time article 5 has ever been invoked was after 911 in 2001. and even with that very clear cut attack on america, it took a month before they actually invoked article 5 article for which joan was speaking
2:19 am
about earlier on is what the meeting is been called today on that article in brussels. and that's about consultation of the, the nato allies. and what to do if one of the, one of those allies feels that security is under threat already. we've got nato nations that are close to the board with russia have extra forces in them, extra allied forces that have been put there for some time. now initially after the, the annexation of crimea in poland. poland has 122000 troops of its own, but there are 11600 allied troops, nato troops. and it actually is interesting that the lead nation for nato in poland is the us. i think it's quite possible that decide to be for the troops or beef up the anti missile batteries in with these countries. and i think you could see in the coming hours rushing on bass. it is cold in tomato capitals and urged
2:20 am
maybe you capitals as well because there are some you countries are not part of nato and urged to explain themselves. i was telling you lastly, that the russians of course, are a member of the g 20. but foreign minister, last off is not here any more. he came for the 1st full day of the summit and then he left a few hours ago late last night. here in bali, the russian finance minister currently representing his country for the rest of the g. 20. that's al jazeera diplomatic editor james base, keeping us up to date with all the reaction out of the g 20 liter summit. thanks so much. james. james just said the explosion in poland is expected to dominate the 2nd day of the g. 20 summit and bali, the global impact of the ukraine war was a main focus on day one. and an asian president joker would go to warned against geopolitical rivalries, saying the world cannot move forward until the war in ukraine stops. jessica washington reports as rudely to meet in the valley. they were greeted by
2:21 am
a leader who usually shies away from global diplomacy to focus more on issues closer to home. now is the war. ukraine takes its toll on the global economy, including developing countries like indonesia, joker widow took his place on the world stage with a warning for his fellow leaders of the g 20 yang. responsible. he also mean that we must and the war if the war that's not and it will be difficult for the was to move forward. it's the 1st time the group has met since the russian invasion and as many countries around the world struggle with rampant inflation and rising food and energy call, many say the 2 crises can not be separated. they've got chaos in energy markets. we've got issues in food security. you know, clearly, russian aggression in your crime is the source of that,
2:22 am
or most of the source of that, which is ukrainian presidents. the loading zalinski addressed the leaders virtually appealing to them to work towards extending a deal which allows grain and other food commodities blocked at ukrainian ports by russian ships to be exported. the original arrangement is set to expire incoming days. i believe our export grant initiative deserves an indefinite extension. no matter when the war and russian president vladimir putin is not attending the summit, sending his foreign minister in his place. she'll probably, i'm in the hall. it's all problems with the ukranian side, which is categorically refusing negotiations and putting forward conditions that are obviously unrealistic and do not correspond to the situation. the host of the summit, indonesia has repeatedly called the unity routed g 20 presidency in the hope members can focus on the global economic recovery rather than what divides them. and put aside tensions for the sake of the people they represent in

a meeting with the french leader, chinese president sheet and being said, the world has entered an period of turbulence and transformation. it's a message that has been echoed throughout this month of diplomacy in asia. while most leaders can agree the world faces many challenges achieving consensus on how to navigate those difficulties is where the differences lie. jessica washington, odyssey ra, bali. i tony me now is william courtney, an american diplomat and a fellow at the ran thinktank. he joined us now from washington. d. c. william, thanks for joining us. night on al jazeera william, there's still a lot to be on earth here with regard to what happened in poland. is it all clear to you what the timeline might be here for any kind of response from nato? well, 1st the facts have to be developed not clear with the west using the word explosion, for example. well, that suggests it's not clear whether this is a strike or, or something else with factor explosion took place in an agricultural area,
2:24 am
but raises the question whether this is an intentional strike or accidental, russia. precision guided missiles, precision guided munitions, have not been the best. and so it is possible that this is excellent. and william from your vantage point, how much does what happened in poland to have the potential to escalate? thanks eve, this is seem to be an accident that will not be much escalation, but because poland was playing such a critical role in assisting you create yourself with so many arms and supplies going to power to grant the west. the nato allies have been very keen to be responsive to poll and concerns. and so we're shooting a lot of attention that blooming with phone calls about overnight by president barton less suggest how valued the polish relationship is
2:25 am
william ukrainians have warned for a while that this scenario was likely to happen at some point. right? one is surprised at some respects that there have not been an accident taken place . those far that have damaged the poem because or been so many missiles fired by the russians, including in western ukraine. so one shouldn't be surprised. something like this has happened. and from your perspective, do you think that this going forward just strengthens nato support for ukraine? does that certainly strengthens later support for poland? native support for ukraine has been quite strong all the way through. there is no sign of ukraine fatigue in nature. and so i think that this incident will probably be considerably effective pose issues,
2:26 am
but it probably is not going to have an impact overall on native support for your grade because it's been so strong. all right, that william courtney and american diplomat and fellow at the rand thing tank. thanks so much for joining us. do still had on al jazeera former us president is expect from or use present. donald trump is expected to announce is 2024 bit for the white house were live outside his home in florida. my favorite is carrying lindsey my i even my cat and he asked and then we hear from some others young footballers about which players they're runing. ah hallo, long gone now? are they?

ah, if you're watching al jazeera, a reminder of our top stories this, our nato says it's looking into an explosion in eastern poland, which ukraine is blaming on russian missiles. 2 people were killed in the blasts in a village near the ukrainian border. moscow denies carrying out the strikes on the area. international reaction has been cautious. many you members of voiced alarm and solidarity with poland that the windy and estonia saying every inch of nato territory must be defended. became on the same day, russia launched one of its biggest bombardments of ukraine since its invasion in february missiles hit targets across the country, killing at least one person and causing widespread blackouts. alex baird has more scenes that have become all too common in ukraine. and now in neighboring poland to

massage, i believe, to have had farm land around 10 kilometers from the ukrainian border to famines were killed. poland government has been holding an emergency meeting, but across the border and ukraine, president for me as a lift gate was quick to blame the kremlin beat that i kept them at the firing missiles at nato territory as a russian attack on the collective security. this is a very significant escalation act. i want to say now to all the polish brothers and sisters, ukraine will always support you. free people not be broken by tara. russia has denied it, was involved in a statement. it's defense ministry said that statements by polish media and officials about russian muscles hitting polish territory are a deliberate provocation with the aim of escalating the situation. the u. s. department has been careful not to jump to conclusions. we have seen reports out of lend. they of course are incredibly concerning and we're working with our.
