the listening post your guy to the media on al jazeera, we understand the differences and the similarities of cultures across the world. so no matter what winter been use and kind of for that matter to you, ah, a price cap on russian crude oil comes into effect as western powers increased pressure on moscow for invading ukraine. ah, play you're watching al jazeera alive from door. how with me, fully back table, also ahead. a portrait of a president, vandalized and government building storms rising prices trigger post heads in southwestern syria,
12:01 pm
south africa's governing body is discussing president syria. wonderful, says political future after he's a king of misconduct. and in walk up use england and france off to the quarter finals with some high school. ah, thank you very much for joining us. so a price cap on russian oil has come into effect. the g 7, e u, and australia have set the price paid for russian crude shipped by c at $60.00 a barrel. it fame that light limiting moscow's ability to finance it's war in ukraine while avoiding disruption to the global market. the kremlin has rejected the cap while ukraine says it's too low and should be at $30.00 a barrel. at that price cap comes into effect at the same time as european union why bands on russian fossil fuels the u. g 7 and australia, where we used to ensure shipping funds that transport russian oil and above the
12:02 pm
$60.00 a barrel cap. a g 7 provides insurance for 90 percent of the wealth congo n e. u is a major player in c freight russia to well 2nd largest crude exporter oil is currently selling for about $80.00 about well, let's speak to thomas a donald about all this is an energy analysts and lecturer at haiti school of governance. and he's joining us from been in thank you very much for being with us on al jazeera. so this price cap at $60.00 about is meant to put more pressure on moscow over its invasion of ukraine. first of all, what impact you see it having on rush as income rush as economy in the short and long term? well, a thanks for having me this morning. oh, there is this question as you ask on the impact on russia, but it's also the question of the market, what it, what were the americans doing when they came up with this idea? but on russia, in the media, it won't have a big impact on what they receive for bureau because they're already receiving
12:03 pm
about this are a little bit below this. ok. now the thing is, um they have to ship their oil farther from little a shipment from the baltic, the baltic sea port to can't go to europe, now has to go all the way around to india or china. and that's $34.00 times as far as going to cost a lot more money. take a lot more ships and the ships are going to countries that are under the price care . then they can't be assured in the european union, which means it'll be fairly complicated for them. so there's a lot of extra cost. but this is a big headache for russia in the short term about the same amount of oil. we'll get to india, china, maybe turkey as well, but then going forward, this is something, this is a tool and instrument that the west will be able to use to really squeeze brush as time goes on. but what are the possible unintended consequences? a knock on effect on the global energy sector. well, okay,
12:04 pm
as you know, well from the report, there's a lot of so many factors right now. there's china being down, there's recession coming. there's these cap, so it's a fairly chaotic situation. and i think for example, opec realizes that, and they're willing to sit back right now and not change their quarters. and let's see how things develop. i mean, there's quite likely, recessional continue in developing in the you maybe united states. so you know what could have gone wrong from the american point of view from biden's point of view, and janet yelman's, especially at the treasury department when they were freight is when this came into effect. all that russian oil not going to european union would not be on the global market because they wouldn't be able to get insurance for ships to go elsewhere. almost all the insurance comes from the country is companies there and they were afraid. this would have been a tremendous shock, taking so much oil off the market, the price could have spike regardless of a recession, regardless of china,
12:05 pm
demand being down. so this has been successful so far. it looks like what the americans are trying to do, how much it's going to squeeze russia farther down the line that depends on how this is used now by the european union and the g 7. how they change the price in the future. right? and so, and thomas, what about europe, how much progress is, is europe making to find a long term solution to replace ration, energy, devil? well, okay. oh, it's a, let me just say as i've been saying for a long time, long term, there's no question. this can all be replace your job ahead. the world is swimming in oil, whether it's from franky united states, whether it's in the middle east, you know, there's, we honor there, serena pumpkin, come on line. there's huge amounts of oil. they just need strong signals that the price is going to be reasonably high for some years. and all that gets develop. so in the short term, however, which is more what we're talking about here, you know, really 90 something percent of all this had already taken place in europe. a week
12:06 pm
or more ago all the traders knew that this oil traders knew this was coming and were already buying oil from other places. so yes, they kind of quickly at the end, some countries stocked up on russian oil. they got around the ship in time and it'll take a month or so to get there. but really, this had all been pretty well priced in. contracts going forward had already been made to replace the soil. so in the short term, i don't see the shock in europe. thank you so much for talking to us about this. it was very good. he thought thomas and donald joining us. they live from berlin to be here. thank you. a socks in asia have raised in following the relaxation of china is strict cove. at 19 roles the move suggest a jane is taking a more pragmatic approach to the virus up to widespread anti lockdown protests. restrictions imposed under the 0 covey strategy have been laid for a shot downturn in economic growth this year. in other world news,

12:09 pm
a months long. political stand off the agreement will pave the way for the establishment of civilian vol and elections. sudan has been without a functioning government since october last year when the military ceased power. where let's take a look at some of the key elements of this agreement of the transitional government will be led by civilians, not the military political group such signed. the deal will show as a prime minister. the transitional period ends 2 years after the prime minister is appointed, as special council will manage the office of the presidency, ministers and lawmakers will be appointed to serve during the 2 year period. and the agreement calls for a view of the 2020 piece deal signed by sedans, government and rebels. let's bring in our correspondent hip morgan in khartoum. he was so how is this agreement for his being received on the ground? well there are different sides who are looking into this agreement and not all of them are on the same page. you have the forces of freedom and change coalition,
12:10 pm
which has described this agreement as it break through and that it bears away for a civilian government, which has been the demand of millions of sudanese. and then you have other political parties to coalition, specifically those lamps coalitions. and then you have the forces of freedom in change, democratic coalition. now those are political parties that have called for the military to take over power in the 1st place and resolve. the previous transitional government been described does deal as being exclusive, and that it does not include many political parties and many other sides. then you have the resistance committees, these are neighborhood committees around the country who have been organizing protest since the military took over power and have been calling on political parties not to negotiate. so they've described this agreement as something against what they've been demanding. but here in this hallway, the signing will take place. you have the uh, political group of the force of freedom and change coalition would say that this will allow for further negotiations between them. and those were rejecting the deal
12:11 pm
to pave way for a complete civilian rule. and so how likely is it that this agreement will be implemented, given that, that the previous one wasn't really respected? well, this is something that we have asked political figures here. how sure are they that the military will abide by the agreement this time. and they say that because this time before the freedom of change coalition, i'm of the only ones on board. so there's sure that it will be stronger than the ones as before. then there's also the other international and regional actors who are trying to get this deal in place. you have the african union, you have the regional i guide and the united nations as well as other countries, such as the troika, the e u, the united in the united states, and the u. k. all of them trying to make sure that so down returns back to its civilian transition. this is what political parties say is a guarantee that the military, this time will not take over power and is often of the transitional government. but then this is what concerns the people on the streets. the protesters who have been
12:12 pm
taking to the streets for months. now they say that they're not sure that the military will not take over power. so they say any guarantees, whether it's from the regional or international. claire's is a weak one, considering the fact that the military has taken over par before. and that if they do wish to do so, they could do so again, thank you for that update. even morgan live there in carto. ah. the family of brazilian football star police says he is not in end of life care. the legendary player was hospitalized on saturday with a lung infection. the 82 year old has been receiving chemotherapy as he battles, colon cancer. his family says he has been well enough to watch, woke up games, and he'll be released when his condition improves. meanwhile, is day 3 of the knockout stages. here at the woke up in japan, phase corporation. the 1st game of the day that match will be played at alj, a new stadium at 1500 hours g m t later at 90 g m t 5 time champions. brazil take
