united states is always on africa's future with eyes on china, joe biden tells african leaders the u. s. is invested in the continence grows with millions of dollars in trade and investments for people have died after a boat carrying asylum. seekers sinks in the freezing waters of the english channel and a court in turkey has sent. this is the mayor of istanbul, a major opposition figure to more than 2 years in prison. i always thought where the fif katara 2022 well cup where morocco's historic run of the tournament has come to an end in the semi finals. they were beaten by france who will now play argentina in sundays. final, i hope that rounds up the action in our world cup studio. it was hop bray for morocco fans as their walcott drain, came to an end from the 3 to the final and the still in the running to defend their

world cup title. morocco came into the $75.00 without conceiving go from an opponents in the whole tournament. but france quickly made a breakthrough with their how that is putting them ahead just for a minute. seen the earliest walcott semi fargo goal since 1958 as a dean. now he's had had a chance to level things out for morocco, but he's already was up to the task in the 2nd half and just off the coming on as a substitute randall colo more army, put frogs to go up with his 1st international strike. gillian and baptize run the creating a chance to make the game say that's the way it stayed. france now get the chance to become the 3rd nation. do successfully defend that article. that is brazil. back in 1962 was huge support for the morocco team at the our bytes stadium that you were interested in. that was watching their match there for us. well, morocco spawns in play is made sure that this night belong to them really,

regardless of the result, only twice before with the pain from outside of europe or south american made it to the semi finals that a will cut. that was the us back in 1930 in south korea when they co hosted in 2002 in the rocker really lend since the idea of this being a home will cover everything they can. so make that team feel at home and they've got a ready made support based here in capsule. if the little details are making sure the play is parents and families around them as much as possible surrounding them with familial culture, language, familial food, just giving them a rich around this tournament. the countries also invested massively in football. here is a happy accident. they've invested in their national center of excellence in data analysis at all levels in the women's game as well. the countries have multiple bits, the host, the world cup in the past, been successful. so problem team has done it. this will come with surely put in goods. that's the one they take. the will come back to africa, asked a friends, well, no amount,

whistling and jeering from the morocco fans could quite put them off match dry. our guys were very, very lucky today, which was very proud of our team. it's, we wanted to beat them because we wanted to take to take it to england, but we couldn't to try the best one at the end of the day with right off the play. and we wish good luck wasn't enough of that anymore. tonight, we are really proud of the moral cold did the fest in this game, but no, no problem. how do they laugh? we are really, really, really happy for all of the much of, of this miracle with the best for us. how do they live? it's heartbreaking for us. what morocco you the best we very happy with the regret

champions are the richest, let's find out that kid is upon it. well, let's get the reaction from phones back home. nicholas hart who was watching with but rocket supported in casablanca, but 1st, in the past, butler with all the happy french facts. i haven't had anything i can take with will help find on him with me is lady how do you see him tonight? a are you going to win the world? need we do with

i think one with the fun thing they can be done in today. the gore is not what people had expected were in the downtown lives that blind come. and the old medina in a place where people had gathered moroccans, but also my grandmother from africa had gathered together to watch the game and she said no. 6 no problem did. lemme go off of a big problem. got the fact that they have gone to that is about the bar. it feels like they've shattered the glass ceiling and that now anything is possible. this team, the moroccan team has made people dream. it's the 1st time that we seen
2:08 am
a muslim team going so far and arab team and african team going as far in the world cup. now it feels like anything is possible. next up is on saturday, the game against croatia, and then our heroes. welcome back in morocco, let's bring a laughable analyst, osha, coma geisha and one on our go. usher, sorry she got it wrong against us. kashi disappointed not only for morocco, but for the entire african continent, but i've got to say morocco had their chances. yes, absolutely. i mean, they come into this fixture knowing that there were 90 minutes away from creating history and perhaps playing, you know, the well kept fine of but they did not really, you know, use the opportunities in front of god and they're playing against, you know, they're defending wild champions, france, who yes, have not been as clinical as if seen as in tina, you know, ride to the final, but they got the result. and that's what matters at this point. and really just talking about morocco,
2:09 am
they'll be proud. they'll be proud that finally they broke that ceiling and became the 1st african team to make it to the semi finals. and now they spend a chance to actually finish that which would be a great achievement. of course one morocco actually had more possession in the metal lug possession fats can be twisted a little bit. i mean, did it surprise you that france took so long to add to that very early leader, they had no with the it doesn't because france is a team that's very methodical in what they do. they're very pragmatic. they, they understand and collectively they know how to read the situations very well, and they saw fine. we'll let them wear themselves out. we'll let them get frustrated. we'll let them make the mistake that we can go and pounce on. and that's exactly what they did. if, if you see france and how they were able to manage themselves in 2018, it's very similar. the style hasn't changed. maybe some of the protagonists have but the overall philosophy of what france is able to execute from the 2018 to now it's still intact, was it froze, doing rope a dope,
2:10 am
then kind of all they can will. the thing is laser that while they can do that and can also sting like, you know, state to be burst, brick even better. thanks very much guardstock for all your efforts this evening. well, 32 teams. i started this, told them and to just to fill have the child to lift the trophy thursday, the rest i for all of us to prepare for the laugh. back to the all 2022. i will have all the build up to the wall cup final cupboard right here on out to sara with. ah, i u. s. president joe biden has promised to be a reliable partner committed to the future of african countries. he's hosting dozens of leaders in washington at a 3 day summit. china has outpace washington in investments and engagement in the region and russia is also seen as expanding its influence. his, she, hypertension,
2:11 am
the white house has been stressing that respects the sovereignty of jews, strategic priorities of african nations. and that it wouldn't use the liter summit to lecture nations about doing business with us rivals, china, and russia. the u. s. does want to expand its footprint in africa and joe biden. hughes is address of the summit to make the argument that the us and corporations will be a great business partner with african nations to ensure mutual success in the united states is committed to supporting every aspect. every aspect of africa is inclusive growth in creating the best possible environment for sustain commercial engagement between africa. companies and american companies. united states is all in an africa suture. the 2nd day of the summits, or several hours of panel discussion about the potential of us african traded investments. but everyone here is aware that china has passed us by
2:12 am
a long way in business and strategic partnerships, and that the u. s. is not thrilled with those investments. what the nations here have been making clear is that they will not be beholden to any power as they look to the future. the president of the democratic republic of congo using a photo opportunity to quietly criticize the u. s. after receiving condolences for the flooding and the country was killed at least a 100, for example, you've just given us now sincere condolences for the tragedy and construction. thank you for your condolences. this is the very example of what we have regretted when some time the support from countries who pollute and which unfortunately leads to negative consequences in our countries that cannot protect themselves from this job button isn't having any bilateral meetings with the african leaders here. the responsibility of secretary of state as you blink, and instead of the white house said bite and would have informal little moments with leaders at the forum and at the white house dinner. it is fascinating watching us officials trying hard not to talk about what they feel malign intentions of
2:13 am
china and russia, but they know that to do so. if the suggests of african nations are somehow naive and unaware of the consequences of their own strategic priorities. shambrika and see al jazeera washington. well, let's talk about this now. more with noah haines. she is a professor at georgetown university school of foreign service. she also says on the international security advisory board of the us state department joins us live now from washington. thanks. so much for the minutes. so what do you make of these meetings and the, the investments that the us is making in, in the african continent and why now? well, 1st of all, thank you so much for having me on this evening. and i am speaking in my personal capacity, i'm not speaking on behalf of the united states government this evening. but i want to say personally, i'm actually very excited about what's happening as someone who has been invested in pan african ism for quite some time. i am very happy that the buy in harris
2:14 am
administration is definitely making a substantive investment in the continent across all sectors. but most importantly, as a beginning president, our president beale said yesterday was really important about these new commitments and string of foreign policies. is that this isn't about exploiting the continent. this is about making real investments and developing real partnerships. and i think that's a key take away from all of this and why now? well, i mean, you know, it's the elephant in the room. i mean, everyone knows that china has been investing very heavily on the continent. and in my personal view, listen, it's like, you know, you want, you want the thing that everyone else has in, in china isn't, has, in any way played a role. and the u. s. strengthening it's ties with us, africa relations. i'm all for it. well, you mentioned china the united states has got a lot of catching up to do. and in that regard,
2:15 am
hasn't it in the china has been heavily invested in many countries in africa for much of the last 20 years. and now russia has begin getting in there as well. so. so a lot of competition, basically what is the united states offer that those countries don't? well, i think there are 2 things aside from the major, 55000000000 dollar investment over the next 3 years. but it's the diaspora aspect. and i want to really stress yesterday that was the key message from the opening day of the africa summit. it really was about strengthening diaspora ties. and as a person who's part of the diaspora. i think that ended of itself has something separate and apart from china and russia in a real substantive way. so that's really one of the strongest, you know, one of the strongest components about why this relationship is so important. and, you know, let, let's be honest here. yes, it is. a lot of competition as it should be on the continent has a lot to offer in terms of resources,
2:16 am
in terms of human capacity and capability. you know, it's the continent that will have the youngest population of, you know, of, of, of all the continents combine. so there's a lot of things to look forward to on the continent. but the strongest, the strongest thing that those countries do not have is the diaspora in the relationship there. and what that means for us africa partnership. and what about the did the relationship going forward and, and the level of commitment. i mean, how vital is it for the united states to convince africa that it's not going to forget the continent, you know, years down the line. you know, i think this is the, by the harris administration is a very unique administration in terms of transparency. and in terms of it really, you know, keeping its commitments and in that regard, you know, think about ukraine, russia, you know, it is a situation where not only was the buy inherited ministration,
2:17 am
transparent about intelligence, but it's also been, it's, it's kept its word in terms of not abandoning ukraine and such a vulnerable moment. now to be clear, these are 2 completely different situations. but i bring that up as an example because it really is about, you know, what, what do we have to rely on? what can we point to? and i think we can point to the fact that we have not abandon ukraine. and then also, i think that, you know, if there is some level of rejection in terms of the financial commitment to the continent, in terms of, you know, all the other types of commitments. i think that it would be a very bad look for the united states to do that. you know, 1st of all, because of our history with the continent and the large diaspora community that is here in the united states in the fact that, you know, the incoming party to, to, to, the congress does not have a strong track record. you know, we're, we're talking about race relations and that's definitely something that a lot of people like me are keeping a very strong i on and i think is beneficial for the us to keep its commitments. i
2:18 am
think he would be folly not, not to go ahead and, you know, go ahead with keeping the commitment of the $55000000000.00, the $100000000.00 commitment to the young african leaders initiative in all other types of policies that the u. s. has agreed to, we're going to have to leave it good to talk to you know, lines thanks for much will be with you. thank you. all i still had on edge is it at russia says there will be no christmas cease by as it launches more. john attacks on you, frank. ah, with welcome to look at the international forecast the starting in north america. you can see this massive swirl of cloud rolling across

ah ha again, you're watching. i just did a reminder of our top stories this out raining well. champions france have grown morocco's spectacular run to the tournament to an end. they defeated the atlas lions to new france were now face argentina and the welcome final. on sunday us president joe biden has announced billions of dollars in investments. and partnerships with african countries is hosting leaders for a 3 day summit. united states is trying to counter growing chinese and russian influence on the continent. at least 4 people have died and doesn't have been rescued after a boat carrying asylum seekers capsized in freezing waters between france and england. agency se the deaths were avoidable and blamed the u. k government for making safe routes, unavailable for migrants trying to cross the english channel. andrew simmons

reports from the search control center in dover. not for the 1st time refugees and migrants dying at sea. but more lives will save them lost as fishermen pulled people to safety from the icy waters of the english channel. richard inflatable boat with people on board migrants i was crossing and was sinking very, very near to where he was fishing. so amazingly, got right in next to the, the sinking boat and managed to come alongside and safely get 31 people on board. this latest tragedy is once again down to people, traffickers, they're not deterred by freezing whether neither. it seems other migrants, general crossings is ongoing, humanitarian crisis and people traffickers have never been busier. at the same time,

politicians are running short of ideas on how to stop them. it is not cruel or unkind to want to break, strangle hold of the criminal gang who trade in human misery and who exploit our system and ours. i'm sure the whole house will show my sorrow at the cap sizing of a small boat in the channel in the early hours of this morning. and the tragic loss of human life hearts go out to all those effects in less than 24 hours before these death, u. k. prime minister richie soon, i have been talking about new measures to curb the channel crossings. but so far, every measure the u. k. government introduces, has failed. the need to be from the rates. that's the biggest issue that we've got the maintenance is that people are making the journey from can i? because there is no other way of doing it. you have to be on british coil on the island in order to seek asylum as no center and tell i want you to find this item. so people have a choice, but to make this journey, i'm not the single biggest thing that the government could do in order to prevent

people having to risk their life here, dover, lightfoot, station, they've seen it all before. people trafficking across the channel is a record levels 40000 this year and the weekend alone, 500 risk their lives. tragedy is all too frequent. this time more lives will save the loss, but that isn't always the case. most november 27 lives were lost in the channel. the highest number ever recorded. a diplomatic spat followed between france and the u. k. with the british saying the french should do more to stop the small boats from leaving their shore line. as the life boat crews will tell you, the crossings are ever more frequent and dangerous. andrew simmons al jazeera dover, russia says no christmas sci fi is on the cards after nearly 10 months of a devastating war in ukraine is continued to launch more attacks. claims government

2:29 am
and for africa, i think it has got a lot more than a sports in a chief member or a football team. i think it's open doors to people to just, you know, have the right to dream, have the right to have a mission. and to think better of themselves, even though the means are there, maybe dr. bickley city on the capacity isn't there, but it just shows that this, it just showed that if you leave off and if you work it out for the chief in your dreams, you might just to wears. and just from a cultural perspective as well, this, this team has really captured the public's imagination has now when we saw those images of players celebrating with their mothers in that on the page. and it did that really sort of want a lot of people's hearts and, and showed what,
2:30 am
what, what a family dynamic there is on that t exactly. i, as in my, i've been receiving messages from people who are not really interested in football . and those images touched them and god made them read the emotional i think it just showed out more kind of a concept is not really about the sort of where you were born or were due to the country you group of but rather it's about family values and how be in, you know, the more to be all for 11 for all good to talk. you appreciate your time and commiseration again and now hopefully a better work up in, in for your time. man. i mean, ill, emily, thanks so much. me was ah.
