mean that people can come and claim asylum. well, that program is being expanded, so the by the white house is likely to receive a lot of criticism for this, particularly because it was the by the white house criticizing this program initially when it was put in place under the former president, donald trump. now itself expanding this program, but indeed that is exactly what it's doing. it is now forcing people to apply for asylum in their home countries offering just a narrow pathway for coming into the united states. okay, for now can be how could in washington dc? thank you. over to lavelle now, who's in miami, florida, fill a miami oversee a city that already has a sizable cuban community, a population. how have people been responding to the news there?

particularly they look at this and they are horrified. they say there is an explosion of people coming to this country, but when you look at it in the context, this is not an explosion. this is just what is happening at the moment. but of course, there are lots of magazines, but we me, this is a country that was founded on migration, as i say. so from many people here, this is just another process in this country's history. of course, this part of the world rich with it, with heritage from migration, particularly from cuban. a lot of people have family in those countries who will now at least be able to be they'll have some kind of pathway to helping their relatives come across under these new proposals. but of course, i say the political side of this is, of course the governor who makes it nice to make sure that he is be seats, have a real hold on the migration issue here. or i sell lavelle many thanks a lot. now it appears that u. s. republican kevin mccarthy has lost his beard to become a speaker of the house of representatives for 7th time. voting is still under way,

but mccarthy has already fail to get enough support as a group of conservative republicans continue to block him from becoming speaker. the voting is now into it's 3rd day was the 1st time in a century that the speaker hasn't been elected in the 1st ballot. while the role of the u. s. house speaker is one of the most powerful political positions in washington d. c. the speaker is 2nd in line to the presidency and will take over the leadership if something happened to both the president and vice president with the jobs most important role is political as head of the majority party, the speaker has near total control over what gets debated and voted on by the full house when they come from the same party. the speaker can be one of the president's most important allies, but when they're rivals, the speaker becomes one of the president's most difficult opponents or john henderson is live for us, a car on capitol hill and a john. what does this of course been for mr. mccarthy going forward now?

well, mccarthy and his allies had hope to gain perhaps as many as 10 votes on this 7 round after 6 humiliating rounds of boats over 2 days. and he was hoping to show some kind of progress so that there would be momentum in his direction. well, so far he hasn't shown any 18 people have voted against him on the republican side yesterday that total number was 21. we may still reach that number, so if he's made any progress, it hasn't been much and that's a bad time for his candidacy. i just talked to a congressman from utah, who said he was a mccarthy supporter and was prepared to stick it out through the weekend. but not everyone feels that way. there are other members of congress who suggested that if by the end of the day, mccarthy doesn't reach some kind of improvement in those numbers, they are going to consider putting out the names of real contenders. people who are

already in the leadership who might garner enough support to gain a consensus vote of the majority of republicans right now with just short of that level. it was 21 yesterday last i look at 18 at the moment and there are more boats to be counted. so on vote 7 mccarthy does not appear to be close to when until a lack of momentum there. the house obviously has real world implications as well. as the committees can be formed, laws can be made that's right, effectively there is no functioning house of representatives. in fact, different no representatives. they are elected every 2 years, and they haven't been sworn in yet because it can't be sworn in until there is a speaker. so people refer to them as members elect. you've got members who have not been part of congress before, who've never been sworn in. and eventually,

they won't be able to pay their own staff if this continues. so there is some urgency to getting this done. the winner in the vote so far has been hakim jeffries, the democratic leader, but he to is not reaching the majority necessary for this to happen. ultimately, what needs to happen for mccarthy is he needs to break into that, that 21 members or so. and try to get, try to persuade them. he's offered every possible inducement overnight he offered to allow just one member of congress to be necessary to call a vote to remove the speaker. that's one of the thing that these members of the freedom caucus had been asking for. there's nothing really left for him to give up . the problem is that there are some people who are members of the never kevin caucus, it's just not clear whether that's over the 4 threshold which he can afford to lose . and if it is over that for well, he may never be able to be elected speaker, not have to move on to someone else. right. the saga continues john henry live on
