3 and still no speaker for a 10th time republican hard line was block kevin mccarthy's bid to leave the us house. ah, i'm carry don't miss out. is there a life and do also coming. rushes president orders a 36 hour cease fire in ukraine to celebrate orthodox christmas. a move rejected by keith do not just show up at the border. stay where you are and apply legally from the u. s. at to turn away cuban stations, nicaraguans and venezuelans who try to cross the border illegally but offers and legal path to 30000 people a month and violence in north western mexico off the son of jail. drug lot al chopper is arrested. aah.

kevin mccarthy is bid to become yours. how speaker has become the longest? in 164 years of the 3 days and 10 rounds, republican continues to fail to get enough of his party support. mccarthy can't convince a group of 20 hard liners to vote for him in the house cannot begin sitting until the speaker is elected for the rest. how speaker is one of the most powerful political positions in washington d. c. a speaker is 2nd in line to the presidency and we'll take over if something happened to both the president and vice president for the jobs most important role is political as head of the majority party, the speaker has a near total control. but what gets debated and voted on by the full house. the speaker can be a key ally of the president provided that from the same party the when they're rivals. the speaker becomes one of the presence of top opponents. where at sir

chrysler now to john hanjin, who's at her capitol hill. so john, we any nearer to a breakthrough? not at all, not even a little bit. the votes have not changed it over the course of the day. we have 20201 votes for kevin mccarthy. and at the moment it's 200. in the 10th round, the democrat gets 212. that's how keen jeffries but that's not enough to cross over to the majority. and then there are a couple of minor republican candidates. we're getting 20 votes. there's one member who's voting present, which is a kind of protest vote. this is either the definition of insanity doing the same thing and expecting a different result, or perhaps eventually an example of how practice makes perfect. but so far what we have seen today has been all deja vu after 3 days and 10 votes each of them with
2:04 am
a humiliating result for kevin mccarthy who has dreamt of this moment for years. so as the votes go forward tonight, it looks like mccarthy would probably like to call a pause in the voting because it just proves one humiliation after the other. but they might not have the $218.00 votes that they would need to adjourn for the day. so the votes just keep rolling forward and it looks like we might be headed for vote 11. search on the big question, what's likely to happen now? this is become a battle of attrition. you've got this block of 20 mostly freedom caucus ultra conservative republicans who just don't like kevin mccarthy. he has given them every concession they have asked for. they wanted a weaker speaker. they, they agreed with mccarthy to have 5 members be all it took in order to call a vote to remove the speaker. well,
2:05 am
overnight they changed that to one and mccarthy agreed to that and he didn't win a single vote over the course of the day. so nobody is moving at this point, what it will take is either for that group of, of $20.00 to $21.00, to break down. and it doesn't look like they're doing that. or mccarthy is going to have to lose votes in someone else is going to have to emerge as a consensus candidate. and nobody is ready to do that yet. but there do seem to be enough of those. never kevin voters in the house lose a republican voters that he probably at this point looks unlikely to, to get past the number that he can afford to lose. he can only afford to lose 4 of those votes because the party is, is so narrowly. ready in control of that chamber. so this could go on for days. i talked to him. mccarthy, supporter from utah, who said he is willing to go through the weekend so it could take days before there's breaks down. but so far, neither side is giving in. so hands and with that update. thank you. well,
2:06 am
joining us from washington dc. is jeff, how's that? he's the executive director of the revolving door project at the center for economic and the policy was such welcome to the program. well 1st they what do you make of this extraordinary political saga? kevin mccarthy is an incompetent leader, but i don't think this is primarily about kevin mccarthy. i think this is about a republican caucus in congress, which is a fundamentally and serious political party. there have been republican parties in the past with whom i had enormous personal differences on e r g. but i recognize that the party in congress had in the ology they were in government because they wanted to change government. right now you have a lot of people on the republican side or in congress to become celebrities, to become famous,
2:07 am
and to turn their aim into future cash. and that is what's going on here. this is about the egos of the 20 people who are objecting to mccarthy and versus the ego of kevin mccarthy. neither kevin mccarthy nor the 20 of his most steadfast opponents have any sort of serious ideas about how to address the problems in the united states for the world. how long can this go on then before it becomes a serious issue in terms of governance of the country? it can go on for quite a while before it becomes an enormous problem. i mean, it's a problem in the day to day because there are technically no members of the house of representatives. everyone, even long standing members are at this point in time, merely member, alas, the 1st thing the congress, the have to be supposed to do is to organize itself and then members get sworn in. so constituents don't have
2:08 am
a representative to speak on their behalf with the federal government. so that's a bad thing, but it will get much worse when the death stealing for the united states comes up at some point in the summer and then spending to keep the u. s. government going spending it's only authorized through the end of september. so if we hit october, you can imagine the government shutting down or large chunks to the government, shutting down, even if there is a speaker of the house, because it's not clear that there is the republican speaker of the house. you can make the house a functioning institution of government. could then be internationally precautions in terms of, for example, funding for ukraine looking ahead. absolutely. there's a reason why it was such a priority for the lensky and the ukrainians to get the u. s. government to authorize more money in december, while nancy posed he was still speaker of that house and that tons of money is out
2:09 am
. and that will cover efforts for, you know, the next 9 months or so. but funding for ukraine robust funding for climate change related programs and the us international obligations all of that vending is in question for this fall and the ability of the 9 states to be seen as a serious ally, that other countries can rely upon is once again called into questions so fundamentally then, what does this hard line group actually want? what's their n game here? i really think they want to be seen as powerful. the more powerful that they, these 20 people are seen. the more frequently they will appear on rupert murdoch spots, news, and other conservative media was the more social media followers they will attract . and the more they will be able to generate attention in the future,
2:10 am
even if they agree, mccarthy. speaker, or some compromise figure. they have shown the ability to turn that house of representatives into nothingness. i want you demonstrate that ability. you are, your notoriety, goes up, your pain goes up, and you just become a celebrity. and i think that's really the goal. these are couple, you know, 20 people. i just think they want to be famous. ok, really, but they're just pounds that we appreciate your insights. thank you. thank you. ukraine's president, going to miss lensky has dismissed the proposal by russian president vladimir putin for 36 hour truce, put in order to temper cease for starting on friday to correspond with the orthodox christmas holiday. so and sky says russia is attempting to stop a ukrainian advance, and don bass region keep insists,
2:11 am
there will be no truce or peace talks until all russian troops leave ukrainian territory shall strapped for this foreign development from keith. this initially comes from a suggestion made by the, the moscow patriarch, carol, russia, patriarch. carol, they're looking for they study success these 5 from about, well, from mid day, which effectively would be own or that i was christmas christmas eve, right. the way through the next day, christmas day until 12 midnight. and it was a response to the patriarch carol's suggestion that we heard from an adviser in the president's office mikhail portfolio. and he just call this a cynical trap. let me just give you a little bit of background here. there's a very create a very interesting sort of change of atmosphere in ukraine that is gathering place in as far as a move away from fundamentally unorthodox christmas here because many
2:12 am
ukrainians associate orthodoxy with russia and by default russian aggression. so for example, christmas that is just gone by the office for the, for the julian calendar that now is being gradually pushed for by many people and you're going to be celebrated on the 24th and the 25th. there's also the issue that in 2019 the ukrainian church basically was set up a stablish that has no affiliation whatsoever with the moscow patriarch not had states and germany are both sending more than more than combat equipment to ukraine. u. s. is sending about 50 bradley armoured fighting vehicles, while germany's providing their mother infantry vehicles. both are considered powerful infantry almost vehicles able to take on russian armor. gemini is also ensuring the u. s. in sending a patriot missile defense system thousands of migrants escaping poverty, violence,

and political depression and central america. i mean, given a new legal pathway to the u. s. president joe biden has unveiled a plan to allow people from haiti, cuban and venezuela to work in the us. but he warned those trying to enter illegally will be turned away. thousands of people hoping to join the program to that border authority offices in mexico. my messages this if you're trying to leave cuban nicaragua or a haiti, you have and we are have agreed to begin a journey to america. do not do not just show up at the border, stay where you are and apply illegally from there. starting today, if you don't apply to the legal process, you will not be eligible for this new parole program. i want to ask correspondence, kimberly how can, has more the u. s. president, in a nutshell, is trying to achieve some semblance of order at the u. s. border with mexico,
2:14 am
given the fact that since he took office, the number of illegal crossings into the united states has surged up at least 37 percent. and there really has been some wood described chaos at the border. and this has have been a tremendous strain on not only the border security at the border, but also the various facilities, whether be the hospitals in the local regions, the schools, the police forces. and so it has been an enormous task in trying to get this under control. so that's the 1st part of this. there is another piece of this, and that is, is that the u. s. president is trying to encourage the u. s. congress to act. it has been 20 years since the immigration has been reformed in the united states. and so this is the u. s. president saying look at, i need you to do something. i've been asking you to do something in the absence of
2:15 am
that i am taking action. and the other big piece and all of this is, this is the u. s. president responding to the u. s. voter because it was very clear in the mid term congressional elections that both democrats and republicans were not happy with what they were seeing played out of their t. v. screens. night after night after night, they're seeing images of people crossing into the united states, taking up a pathway and, and many cases feeling very desperate, trying to get to the united states and doing it in a manner that is not orderly. and this is of concern to most americans who feel that many people are risking their lives. and in many cases are dying. trying to get into the u. s. to the bell has more from miami in the state of florida. remember, hey, there is a strong link to cuba, a lot of people here with cuban heritage. and so the fact is that now there is this narrow pathway that enables people to at least seek an entry via sponsorship i. e,
2:16 am
via family. it might stem not proverbial tide. i mean, we all are a long way from not land border. i'm the numbers all a very different. it's a very different story that those are the pictures that we see all the time from the air. there's people being i smuggled across the numbers there are absolutely. as astronomy, we're talking $2700000.00 apprehensions or at least encounters at the 2022 fiscal year on the land border of one point. now it's a quote from 1900000 the year before here at the maritime buddha. it's much lower, but it appears to be growing in terms of, you know, in the last fiscal year, in october and november there were $14000.00 lakes where, where they met people or they apprehended people compare that to the year before where there were 35000 for the whole year, so there is obviously a growing number and this is an increasing problem for the biden administration. also, you gotta remember that the journey is very different because i, there is no diplomatic relationship between the united states and cuba. those who
2:17 am
do make it across, they have a better chance of staying because there's no formal way of setting them back home . but it's coming from haiti. it's a slightly different story because there are still relations the still ahead on al jazeera, the un security council has met to discuss the latest publication on is very minister and the accountant and of royal bust up britain's prince. harry make startling revelations in a memoir release next week. ah hello there, let's look to north america and we're going to focus on a temperature change to start the show. we have seen some unusual warmth along the east coast of the us. the things are going to change, you've got cooler air blowing in that's going to knock the temperature down to places like new york city and washington dc. if we have
2:18 am
a look at the 3 day for new york, we'll be touching the average on sunday, but still there will be some sunshine. now that's not the case with the west coast who got a bond cycle, and that's bringing torrential rain and hurricane force winds to the likes of california. as well as southern parts of oregon, we are likely to see some mudslides and further flooding from that storm system. and behind it, there is yet more wet weather to work its way in. i've been a lot quieter across more southern areas, but you can see the rational storm starting to pop off on saturday ahead of that. from clear conditions that extends to much of central america and the caribbean, we all seem to bursts of heavy rain. however, for the likes of puerto rico and the dominican republic, mexico as well as seen some brisk wins across more central areas, the rain picking up friday into fact today, around coastal areas in the south and pulling into the likes of believe, some wet weather as well in costa rica, and panama mexico city at 21 degrees celsius. ah

had heard things like maximum restrict needs to come. we need to refrain from an inflammatory actions. those sort of comments came from all the security council members, but not i don't think a great deal of appetite for strong criticism of israel. in fact, the strongest criticism came from a new council member that happens to be the current president of the security council. and that is japan. at least 2 people have been killed out of violence throughout did northwestern mexico of the rest of the son of a mexican drug, lord l. chapa, local media, se, or video guzman lopez was taken into custody in the city of korea can on wednesday night, mexican security forces previously arrested him in 2019, but he was released after violent retaliation from drug gangs is thought to be a high ranking member of that sinaloa cartel, which is one of the largest drug trafficking organizations in the world, i know rapidly, has more from mexico city. all of this, of course,

began in the early hours of thursday, january 5th, where the order was given to make this arrest security forces. then launch operation in the sinaloa and capital, the city of julio can. since then, we have been hearing ongoing reports of violence, shooting, confrontations, violent confrontations. we would argue that this is probably the most significant confrontation between mexican security forces and elements of this in a lower cartel here in recent years, there been reports of cars being being stolen and used to create road blocks across the city. by all accounts, this does appear to be widespread. it does not appear to be isolated only in the city of of cool you can, but in other cities and towns across the state of seen the lower. again, we can confirm that a video guzman has been captured. he is known as one of the more high ranking officials within this organization. within the last few hours, there is also we should note a video that's been circulating on social media of passengers aboard

a commercial airline board, an air mexico of the flight that was about to take off from the city of cooley, a con when it was impacted by a bullet, the airline idol may he go, has confirmed this incident, very sort of troubling images of the passengers aboard that plain as seeking cover . again, this is pretty widespread. there's a lot of concern over what happens next. at this point. they say that we're paying particularly close attention to what happens next, because this is a scenario that has played out before in 2019 mexican authorities were going after the same target against a video was mine. they were able to capture him. but what happened in response from members of the sinaloa cartel was essentially an armed elements of the cartel, dispersing throughout the city of cool. you can terrorizing the city similar to what we're seeing play out now. so that's the concern. moving forward. tens of thousands of people have attended a special funeral mass,
