[000:00:00;00] a, the american people have spoken, but what exactly did they say? is the world looking for a whole new order with less america in it? is the woke agenda on the decline in america. how much the social media companies know about you, and how easy is it to manipulate the quizzical look us politics, the bottom line, talk to al jazeera. we also do you believe that it was somehow abandoned by the international community? we listen, we have a huge price for the rural. i'm gonna turn us going on some money we meet with global news makers. i'm talk about the stories that matter. one out, you see

a this is al jazeera ah hello, i'm near barker. this is the news, our life and dough coming up in the next 60 minutes. the u. s. house is voting for a 12th time in 4 days to choose a speaker will be live from capitol hill. russia and ukraine accuse each other of ongoing attacks after 36 hour ceasefire announced by the kremlin punishing measures . these railey government says it will take action against the palestinian authority. outward. approached the un over the occupation class here at one of the biggest hospitals. invading the warranty, so overflowing with people, and many have had to wait hours to see doctor hospitals in china,

vote comes on january the 6, 2 years since supporters of them president donald trump storm the chain by trying to stop the certification of jo biden's presidential victory for me. speaker nancy pelosi had her off it's ransacked in the insurrection. on friday she paid tribute to members of law enforcement who kept them safe. the january 6 insurrection shook our republic to the corps for many in the congress and across our country, the physical, psychological, and emotional scars are still wrong. yet from the unspeakable horror sprang, extraordinary heroism, law enforcement heroes confronted the insurrection is to protect the capital, the congress and our constitution, and is with great respect and admiration, that we are joined by the families this morning. thank you to the families for considering us worthy to share your grief,
9:04 pm
to honor your loss. oh my can i join is be live now on capitol hill, mike. we appear to be seeing some movement, but it is it. is it enough to bring this whole process to a natural conclusion? well, the short answer to that is know what we have seen in the boat that is carrying on at present to the 12th around the voting. is that so far? 7 of the republican whole dance has cost a vote for kevin mccarthy. so there has been a shift of sort meaning that the challenge of 21 who will repose to because the selection has now split to a degree. the real arithmetic though is that 6 have already voted against kevin mccarthy. this means very simply, that he needs to lose only 4 votes among his republican party in order to become speaker. with those 6 boats against him, that's not going to happen, but there is
9:05 pm
a caviar to this is one of the members still to vote decides to vote, present and doesn't make a choice. then the number needed by mccarthy will drop to 217 rather than 218. it's a, it's a complex process, but it's quite simple. at present is that he is not going to win the 12th round of voting. it will go into a 13 throne. but the good news from a coffee is the fact that there has been a split so far. 7 have switch their votes or we just see now 8 have now switch the votes to kevin mccarthy. so this is movement as far as the would be speak up, the house is concerned, or i for now my kind of many things where it will jennifer. victor is a professor of political science, the george mason university, shaw school of policy and government. she joins the fly via skype from fairfax, virginia. welcome to the news our, the longer this goes on, it seems the more entrenched those on the rights of the republican party become.
9:06 pm
can you explain who they are and what they want? yeah, so as factional politics are, of course nothing new political parties in the us have had strong factions in them . parties themselves are factions, but this particular cohort in the republican party is been called extremists. they've been called a number of things. they do appear to be weakening to some extent. so when this latest 12th round a voting, mccarthy appears to have one over some of them, but not number that is yet sufficient to secure his place as speaker and those that like mat gates and more and bober who have nominated alternatives. they appear to be pretty well done again, it seems fairly unlikely that he will eventually win them over. but the fact that he that mccarthy has made quite a big, decent dent in the coalition of 20 that was creating obstruction yesterday suggests
9:07 pm
that maybe with further negotiation they will eventually went over enough votes. but i would be surprised if it was all of them. i mean, for, from outside the united states is all pretty puzzling, but i think one of the big questions internationally, people are asking is stuff the to policy political system over there continue to serve america and americans. yeah, it's a pretty dysfunctional system at this point. you know, historically the problem is that when the, when the founders of the country who drafted the constitution did so they did so under the understanding that parties wouldn't form and that parties wouldn't need to form. and they created a very fractured system with separation of powers and federalism and all of the stuff in order to, to break power up into these different sources and to prevent parties from forming . but of course, parties are inevitable and they formed anyway. and now we have a system with very strong partisanship and the somewhat the functional parties
9:08 pm
trying to operate in a system that isn't designed for them. and so we have reached a point in our history where these 2 things come together quite incongruously and talk about history. it's 2 years since the capitol hill, riots, the cost, obviously a very dark shadow over american democracy thing. what we're seeing now play out in the house of representatives. how do you evaluate the health of american political system? i think it's fairly precarious. still, at this point. you know, after the insurrection in 2021. i think that was a massive inflection point that showed some huge weaknesses and a large and growing faction of folks who are not only very dissatisfied, but are driven by misinformation and political leaders that do not act in good faith and that are willing to use violence and we've, we've seen more evidence of that over the last number of years and of that faction growing. one of you know, just to put a couple of bright sides on this,
9:09 pm
is that in the 2020 to mid term elections? many of the candidates who were most closely associated with that faction lost their elections or we did not advance in what they were trying to achieve. so we had a bit of a resurgence of some democratic values in 2022. and the other thing is, even though in this very public rebuke of kevin mccarthy is going on in the majority party in the house of representatives right now. and it looks fairly chaotic. another way to look at this is that this faction that has been a part of, you know, it is associated with the violent faction that occurred on january 6, 2021. at least today, the insurrection is fairly legal and non violent and kind of appropriate as a form of expressing political objection. and so as, as if we can maintain that type of decorum and continue to try to persuade folks to come back to the principles of democracy and to agree on the rules of the
9:10 pm
game, which is the real hard part here. then i suggest when we're maybe making some progress, professor jennifer think so many. thanks for sharing your expertise. thank you. we'll sing with a story. our white house correspondent, kimberly how could joins us now live form as you'd expect outside the white house. i'm kimberly, we've seen lawmakers bit earlier on hold a mill moment of silence reflection on the steps of the capitol. but how is the president himself milking 2 years since the assault on american democracy? well, he will be commemorating the day when there was the threat to that peaceful transfer of power when supporters of for president donald trump attempted to overturn the outcome of the u. s. election. and as a result, i, he is going to present metals of honor to those who are, he says stood up for american democracy. and as a result,
9:11 pm
we're able to prevent this from moving forward. so the president is going to a, in his words honor those say it's not only those who like the capitol police officer that lost his life, but also as secretary of state for michigan who resisted political pressure to not overturn the election results. so this is going to be happening in the upcoming hours. the u. s. president is going to make his statement and say that the future of democracy is very precarious and that it needs to be upheld. and he is going to make a statement by honoring views. individuals that upheld the future of american democracy when he thought was complete, can be how could lot of the white house another use president, bloody amend putin's unilateral cease fire has come into effect in ukraine. but both sides accused each other of ongoing attacks. ukraine's leader dismissed the 36

we have no way of independently verifying this information, but it would be consistent with what we know was a rejection of this sci fi by the ukrainians presence of these gate. calling this a cynical ploy, giving the unity to rush and potentially to move men and equipment closer to the front lines. and this comes in the context of renewed phase actually escalating phase amongst the ukrainian military crane and government. they convinced that there is going to be a renewed offensive by the russians in the coming weeks and months as the temperatures get colder, as according to some military, unless the ground gets farther, enabling them to do so. so yeah, just say we have no way of independently confirming this kind of information coming out of russia. what it would be consistent seeing as if this was unilateral is

on the legality of the occupation american house more from occupied east jerusalem . the meat on thursday, the national security cabinet met for the 1st time this year and they swung into action, implementing a number of sanctions against the palestinians, or just going to run you through them. the 1st 2. ready are about money or now they're going to stop transferring money to the palestinian authority. and instead that money will be used to compensate. what they call in victims of terrorism is really victims of terrorism. and then what they're going to do is any money that the palestinian authority is giving to palestine is itself is result of compensations. or when it comes to the actions during the occupation, they going to offset that cash. and then we're going to give it to the palestinian authorities. those are the 2 financial ones that are also placed a moratorium on construction in area see in the occupied west point, which is effectively hollister encouraging what they say to the palestinians is
9:16 pm
your structures. anything that you construct now will be a legal dis, what 5 is actually p a territory. then other going to deny benefits or to v i piece or who are leading the political and legal war against israel? what does that mean? was they just going to make it much more difficult for them to have to leave the occupied westbank to go to international meetings to go and travel abroad? they're just going to make it as difficult as possible. then finally, and this is alarming humanitarian aid organizations, they say that action will be taken against organizations and. ready judea and samaria was these ready them for the occupied, where spiked either promote terrorist attack activity or any hostile activity. and that includes anybody working in the guise of humanitarian aid. so these are very tough sanctions and there's been reaction from the secretary general of the past in liberation organization. hussein ow shake wrote on twitter that the measures equate to piracy of palestinians money and that they will not discourage them from
9:17 pm
pursuing international institutions to expose israel's policies against palestinians. or let's bring in al jazeera senior, political analyst, moe, and per shower. he joins us now live from london via skype or my one me, let's call it what it is. this is tantamount to retaliation for palestinian attempts to see israel's occupation before the well caught. absolutely, but i would also add that it's a pretext because we already know whether the person is new or do not go to the united nations and international criminal court of justice. and that is really government was about to attack in its grip on the palestinian territories, but it's manifesto. ringback is already considering palestine historic palestine to be an exclusive right of the jewish people or the jewish state. and that they were going to be taking all sorts of measures against the authority and against the palestinian society in general. so we've been seeing that coming. and now they had
9:18 pm
an a pretext to do it, and their problem will find more pretext to come. now whether it is a good week or so, not, of course it is, it is totally criminal or for any party to be a punishing another for seeking justice. notice that the united nations, you know, is there, i wouldn't have existed without a vote at the united nations. or would you now go into the do to do an international, a court of justice, of sort to get some sort of a ring. so i think the idea that israel will retaliate in your words or that it will take him to greg over the senior territories is certainly gonna lead to a major escalation. what do we understand? the circle punitive measures to mean emron cotton and his se report a bit earlier suggested that of palestinian officials perhaps might not be allowed to leave the country to attend diplomatic events. well, what do you understand to be israel's move the punitive move against?
9:19 pm
but in it, oh, look, the downside is that they want to humiliate to proceed in the funds they want to humiliate the palestinian people. they wanna humiliate the person in civil society and they want to type in the occupational order to pave the way for. busy more jewish settlements and more is there any control of the occupied territory? and certainly they consider anything less than surrender on the part of the policy leadership would be unacceptable. i would even say humiliating surrender. because once the policy know 30 surrenders they're gonna ask them to do their bidding, end occupied territories, meaning become their policeman in order to catch all sorts of people of israel considered to be enemy, or it's interest. on the upside. there's a twist of us,
9:20 pm
which is the following. in my view, i would say analytically speaking, it's a good fit that the palestinian authority and leaders ministers, a lease or will be, are facing the same punitive measures that the palestinian people at large faced every day. you know was privileges, i'm not fair. and some people who just thing to drive their cars up to jerusalem and enter jordan and travel overseas and have vacations while the rest of the continuance live under horrific circumstances. natural n, a note is or is ending it. so it's good for to financing a lease to feel how it is, did it actually live like a normal palestinian under occupation. the other thing is that the policy you're already now will probably get closer and closer to its limits. is ham us and other menacing infections war in the acquisition because it would feel how would they feel to be under punitive measures? and i think again,
9:21 pm
the upside is that perhaps this might push the palestinian factions to unite because if israel is going to treat them all the same, whether they are kind of the israel servants interest, protect it security or not. that is all going to humiliate them all equally. then this might push them to unite against occupation, a mo and before you go, we are, of course, seeing the 1st moves of the most right wing israeli government in history there. what he think things are going to go next. we of course have seen his mom been given, intrude upon the alex a compound was the natural development he think in this governments forward plan. look, this does not bode well. first for israelis liberal progressive, secular israelis, and certainly does not work well for the palestinians. and i would say for them at least because i think at the heart of this government is
9:22 pm
a fanatical approach. that once basically to wage a holy war against pastime, against the muslim or holy sites. and i think that will create major react she sooner or later in palestine in the middle east. in the muslim world, i think these bible maniacs are sitting the area on fire by their holy war. and i think it really does not bode well for security and stability. and that's why their eyes who are continue to be silent like the widen and restoration like western governments, will continue to say that they will not judge the according to personality, but on their policies. they are not looking clearly at what is coming and what is coming is apocalyptic, or what is coming is very dangerous, and it might actually be too religious war in the region because the fanatics are
9:23 pm
not minority in the government. i'd like to remind our viewers around the world, the prime minister. latino is no longer the st. anthony of 2009 who then embraced, albeit theoretically the principle of 2 state solution or that of any of 1996 that withdrew from parts of the west bank. this noon at the now is just as extreme just as fanatic. i will even say just as fascist as the rest of his ministers and they are becoming or their became that way because of impunity because the united states, europe and others continue to give them green light to do what they want to do whenever they want to do it in palestine, impurities leaving the extremism and extremism. well said palestine and alicia on fire. yes, ma, am many thanks for your insights. al jazeera senior, political analyst, bowman, bashar them. another use protests of being held in opposition areas in northwestern

the long term impact for the sinaloa cartel itself is negligible to say. so what was done with the rest of this court leader leaves the criminal practicing duct. these goes beyond the cartel, because the corporal has accomplishing companies, banks, the government, and the military, and all of that remains intact. the capture of a video whose mind in sinaloa, comes just days before a scheduled visit to mexico by u. s. president joe biden, and canadian prime minister just and trudeau for a summit of north american leaders where they plan to discuss among other topics multilateral security strategy. manuel did apollo al jazeera mexico city. and john holman, joins us live now from mexico city for more and their center. and john, things have moved on obviously, quite significantly since the drama of thursday, the president and his cabinet,

as of now talks about the operation of the situation and clock on was the latest they've given the death toll, which is 29 people dead. 10 of those were soldiers or from military forces. one of them was a colonel. that is quite a desktop for something that was obviously a plan to peroration, i think, gives a sense of the scale of this and how difficult it was to get to the video guzman. and also like how much the cost told us in a lower cost. ho, controls clearly can controls area and what a presence they have there. the president, under his manual up, his daughter also said that things were calm now in the state of sin, a lower and especially in clear can we just check that independently speaking to a good friend, the journalist there that said yes, things do appear more calm people are still reluctant perhaps to get out on the streets, but there are cars circulating there. there's not the sort of plumes of smoke that we're seeing on thursday when this operation happened in the retaliation was taking place. and it is
9:36 pm
a different outcome to when the mexican government tried this the 3rd time around, back in 2019, they went to the same man or video guzman. the son of the, the new tour is probably the most famous drug trafficker from mexico ever chapel, whose man, what king goes man. and they tried getting that time around. they actually had them in hidden in the grass. and then they had to let him go because the city was just turned into a battle ground by the forces of this in a lower cartel is a big humiliation for president and his man all of his of the door at this time round. as they announced in the press conference, they managed to get him out on an army plane within hours. they obviously didn't want the same thing to happen. and they got him into ministry city on thursday as well. but yeah, with a big, still a big toll in terms of their forces. and in terms of people they say from the lower cartel that they manage to kill, the government did say that no civilians were killed during this process. and john,
9:37 pm
why did all of this happen? why was this arrest time does it was, what difference will it will make i think we can say anything concretely but money there, and he's report. so to talk about the fact that monday, there's going to be a summit here between president bite and of the united states prime minister just in through though, the mexican president under his man, all of his of the door. the 1st time in 9 years that us president has visited mexico and a video guzman with some of the united states really wanted, because it's alleged that he was really bo, with trafficking fence a new towards the united states. now that's a drug that president biden has described as a flat killer, and it is the leading cause of death between people for people between the ages of $1845.00, and the united states is about 50 times stronger than harowick. so it's something that the united states is really trying to get to grips with,
9:38 pm
and that's why they would've wanted a video guzman. obviously, it's going to be a big factor in the cap of president andres manual office of rhetoric when those to me each of them on monday to say, well, we did it in the end, we got him, it might have not the 1st time around, 2019, but we did it in the end. one interesting detail is that it's just come out and met can media that a federal judge has suspended the extradition over video guzman to the united states. they obviously want him that to pump him for details about the networks that he has in the smuggling that he has. so that's not happening just yet. and it seems to be interesting. see if that gets discussed between them. and if that then leads to the press during summit. so i think the mexican authorities are saying no, it's good, nothing to do with that. some this has been time for 6 months. it's just full to it's just that it happened at this moment. well, we've been covering this country for quite some time. and when leaders of the u. s
