us household a 14 photon, kevin mccarthy is bid to become speaker. he's not got the backing of some public on the hard liners. ah, hello, i'm darned, jordan, this is al jazeera alive from dub, also coming up acts of heroism on it as events i held to monica storming of capitol hill. 2 years ago. israel security cabinet on bales tough sanctions against the palestinian authority of the un talk court is asked to rule on the galaxy of occupation plus i'm rob reynolds at sea. yes. in las vegas, the world's biggest and most exciting consumer electronics show. some of the products on his way here might be the next big thing. ah,
7:02 am
a 14th round of voting to elect a new speaker to the us. house of representatives is now underway. republican kevin mccarthy has been entering it closer to the 218 votes needed for the job. one of the most important in us politics over the past 24 hours is managed to flip 14 and 20 hardliners who had refused to back him. the house can't begin official business or swearing. your members until a speaker is chosen. will alan fish as live for us watching events on capitol allan at the drama is unfolding and kevin mccarthy inching ever closer to the speakers chair? they're still counting. the numbers is going to be raise a female allen, isn't it? it, it is. but i think you might just have done it, not least because matt gates who was a whole dope when they went through the rule cole. first of all, he didn't vote and they have just come back. he was a key ah vote at that point. what we're seeing now is kevin mccarthy, speaking to perhaps the one last hold out. he needs to ensure that he becomes
7:03 am
speaker, cause it by my reckoning. he needed to get at least 216 votes and companies on 215. so that's why you see him speaking it to the group of the whole dose. i have been very much anti kevin at the moment. mike gates was one of them. long bobo voted present. so did matt gates when asked that or for people who voted for jim jordan, that is what it comes down to it. it is this moment on the floor at one point that one of the people who've been akin support of kevin mccarthy. in fact, the person who, who nominated m a for this the 14 throne, the voting was almost done in his knees talking to mac gates, asking him either to vote for mccarthy or vote for present. but the whole idea of voting present is important because it's, you've got to get a majority of those who vote those who say present, don't count towards that total. and with people having to fly in from colorado and
7:04 am
also from texas. a people have been watching a couple of people is asked me on twitter. why did one of the republicans get a round of applause from both sides of the house when he voted for kevin mccarthy? that's because his wife gave birth in the last few hours. his baby son is actually an intensive kick as the baby was born prematurely. and so people acknowledged his public service by coming to vote here. you can hear my phone going with, with messages as well. people trying to inform what's going on. so i can't hear what's going on at the house at the moment, but it's clear that kevin mccarthy himself is whipping for votes, whipping for that important vote. that would carry him over the threshold and make him the next speaker of the house of representatives. alan, as you watch the drama unfolding on the floor and mccarthy, you were telling us only that mccarthy had offered a number of concessions to the rebels. but some analysts say that, look, this'll significantly weaken his leadership. tell us about those concessions and what are they for? well,
7:05 am
it's all about her. the rules of the house are conducted. i'm still watching the house at the moment. it's hard to find out exactly what's going on when i can't hear was what say a but clearly mart gates. i met gates and some of the people have been around him for the last few days at the center of this a i and so this drama, which we thought we could be pretty clear cut. kevin mccarthy told as he had the votes because of those concessions. it appears that he may not have a that exact code that he thought. no, we are told that the group of full dose and that be more than just mike gates and, and the people around 10. they were looking for concessions, 1st of all and, and in how they can replace the speaker. at the moment you have to have a majority of your conference. so the majority of republicans have to agree to replace the speaker. if it is a republican speaker and vice versa, with the democrats, that rule is likely to be changed. they will vote or not. if they get through this vote to night and vote will change,
7:06 am
which means only one member of the republican caucus can call for the replacement of the speaker. obviously, then there would have to be a vote, but it takes don't that they did that. the margins there is also going to be an important committee positions given to those who had been hold out, hold outs to this point as well. and then there will be other issues like a can the proposed amendments to bills? will there be strict whipping? which means will they be told directly, how to vote on some votes, will they have more free will essentially? and will they be able to table amendments and talk about the cost of things a and also there was apparently i'm being told by a couple of people have been talking to a key, a concession in that they want to set up a committee to look at the fbi i in social media and whether or not they were, they were influenced in the way they have carried out inquiries over the last 4 years, including into the presidency of donald trump. and they want
7:07 am
a budget the same as the january 6th committee got. so it gets into the minutia of how this place runs at the the whole doubts, the rebels. those who went voting for kevin mccarthy say this will improve democracy for others. they think that this could lead to a degree of chaos. as kevin mccarthy tries to keep all of these competing factions together and try to push through his agenda over the next couple of years before we get the next vote in the house. which of course, will be at the same time as the 2024 presidential election. so you can see why this is so important. but if you look on the camera right now, there is someone right in the face of mike gates, who of course, is a congressman from florida. he's been a big donald trump supporter by voting present and keeping that group together at the have stopped kevin mccarthy from becoming ah, it getting the votes to become the next speaker of the house. so you can see that there's a lot of pressure going on to these people at the moment to try to make sure that
7:08 am
they can nudge kevin mccarthy over the threshold. and finally, make sure that he is the speaker, or if this doesn't work tonight, we're back here in a couple of hours to morrow to see all start again. and it will be for mccarthy. he'll be hoping that it's 15 kind of lucky. yeah, eleanor. as you, as you've been talking, we been watching those scenes all full of tension on the floor of the house as kevin mccarthy, a. matt gates and our other tense exchange on the floor. and as you say, various people are going up to matt gates em and talking to him. what is all of this telling us, allen, about the deep divisions within the republican party itself? well, if you speak to any republican at the moment, they constantly been telling me, look at, there isn't divisions, this is what democracy looks like. it's up to people to put forward their point of view to get what they want for their constituents. it involves negotiation. it involves reaching a deal, it sometimes it involves concessions,
7:09 am
and that's what they think they are doing here. but it shows that the republican party don't have the party discipline that the democrats had. if you go back just 2 years ago, there was what was considered a radical faction of the democrats who won the house. and they were looking for concessions as well. they were going to challenge nancy pelosi and the house leadership. but whatever nancy pelosi did behind the scenes, not on the floor of the houses we're seeing here. it was enough to make sure that she became the speaker and the control of the chamber for 2 years at this shows that, that, that perhaps the republicans lack a bit of discipline. what is interesting is that a lot of the holdouts have been sending out fundraising notes over the last 1472 hours seeing send your money to help us pick the next speaker of the house. and so they're not above doing that. but it shows that then it,
7:10 am
the republican party might be of a broad church, but it's hard to get them all pointing in the same direction at the same time that they've certainly made clear what the objectives are, which are to investigate joe biden. to do something about the border to try and address the, the inflation crisis in the country at the moment. but of course all of that stoles, because nothing happens on capitol hill until we get a speaker. once the speakers in place on the rules that are agreed, then you can start assigning committees and start doing the job that these people were elected to do, which is to help run the country as one of the branches of government. allen, just and just remind our viewers again how, how the the, the vote count threshold now works because we seem to miss stalled at 216. we think from mccarthy, what is the threshold in from a coffee to actually win the vote and beat us mika, geno i'm just someone's just texting me and said, did you see the moment there with matt gates,
7:11 am
when someone at the fell as if there was a lunch by another congressman and had to be held back. i got it now, i didn't see that if it happened. but if that is the case, these are quite incredible scenes. we're seeing. this has been an historic process at never before. has it taken this long to elect a speaker in the house of representatives? and no were seeing these scenes on the floor, which shows the tensions because of course, many people thought that coming back at 10 o'clock on a friday night, this would be a coronation for kevin mccarthy. and so that is, it is a, is a sign of just how one tired every one as how exhausted every one as and how tense every one has a give you just give me one second. i'm just yeah, i was wondering what the, the threshold. busy was for kevin mccarthy. someone is just confirm to me that it is 217 votes. he's at 215. so he's too short. know when some of the votes were
7:12 am
announced. kevin mccarthy, big smile on his face. sitting back very relaxed. clearly believe that he done his summons right. he'd spoken to enough people. he chicken nuff hands and importantly enough, given enough concessions. and no you can see that he's in hurry conversations with some of those closest to him. there are conversations around matt gates and other people in the chamber. i a lot of the congress people sitting very stony faced. ah, and so he needs to 17, his son currently sitting at to 16, not 215. so he is one vote away from getting that and that that would be one of those who is voted present and that is a loan book. and mike gates, a, if the flipped their vote and said they know, vote for mccarthy,
7:13 am
that would be enough to push them over. that is why not gates lorn bober are sitting together and why there is so much activity concentrated around those 2 members of congress who have said that they will not vote for kevin mccarthy to become the next speaker of the house of representatives. this really is historic and incredibly dramatic, yet incredibly dramatic. allen, as we're watching those pictures are on the floor of the us house. so if we, if we then need to 17 and we are one vote short currently. does that now mean that we come back and do this all over again? tomorrow it's they can convince either lawn bober or mac gates to flip their vote to turn round and say, instead of present, i would like you to mark me down as kevin mccarthy. they're not going to go through this to night. the have to go away and work on the for congress, a members of congress who voted for others and,
7:14 am
and trying to get them to vote for kevin mccarthy. and they have to work on that gates and lauren bober, but i was reading at lee of this evening that donald trump has apparently been making some calls to some of those holdouts trying to convince them to vote for kevin mccarthy. but trump's team was essentially saying, look what is a waste of time speaking to mack gates, mon bober. we're not going to flip their votes, they are not going to change. that is simply no point in the former president, making the calls to them. and if that is their reading of it, and those 2 are the whole doubts at the moment. and you can see mike gates raising his voice, they are whoever he's speaking to now clearly very animated, it seems unlikely that those 2 are going to change their votes. and that this could be concluded to night. so after 14 rounds of voting. and this is historic and dramatic, not just for political, now's late like me in that, i'll let you down. this is that this is quite incredible. these scenes that we're
7:15 am
seeing here, and people will talk about this for years to come get it is, it is pretty incredible. and so, so it looks now as though we could be heading then, perhaps to a 15th round of voting. if it's not, if it's not sorted out to night, let me get a final thought from you. ellen as, as m as the various representatives are milling around on the floor. so given all this political infighting we've had over the last few days and, and, and on the floor of the house the night. and is this an omen? do think for the next 2 years as republican, conservative strand blot biden's legislative agenda going forward. i'm just listening no to to the clark or in the host making the declaration. and i think in this in this mormon, i think she is of both to call it and see that it's not enough. so he's put a smile on his face trying to put a brave face on this, but 216 means he falls. one short of the vote. he needs to become the next speaker
7:16 am
of the house of representative. as for long term damage. this will be forgotten in 3 months. that's the way politics happens. and america, remember when we thought there were the things that happened, that january 6th committee uncovered, we're going to have huge lasting impact. and they had some impact on, on the midterm elections. but a lot of the stuff was forgotten and people voted a book on bread and butter issues with such as, why would the grocery bills much higher? why was petrol much more expensive? what was happening at the border? what was happening with infrastructure? joe biden made a case that democracy was a threat and that seemed to be successful as well as that certainly reduced the damage. so while this is embarrassing for the republicans, even despite the fact they see it's not this is an undoubtedly embarrassing for the republicans in 3 months time. if kevin mccarthy can get the republican party, if he becomes speaker, if he can get the republican party moving in the same direction and doing what they
7:17 am
need to do, delivering on the agenda that they promised and those midterm elections than this will be quickly forgotten. but for a long time, people will remember what has happened to you this evening. and the fact that kevin mccarthy looks as if he's fallen one vote shorter, becoming speaker after a whipping operation. trying to get people to vote for him an all day. and eventually, it looks as if mach gates and lawn robert by voting present, have done enough to stop him becoming the next speaker of the us house of representatives. here. alan, as, as we've been talking to you or we're seeing that confirmation drop are on the wires from, from, from the agencies at mccarthy fails in his bid for you as how speaker are in the 40 bell at the path forward. unclear what happens next. then ellen, it just makes things a incredibly difficult if he, if he said it doesn't matter how you start it,
7:18 am
it's how you finish. and he believed that tonight he had the votes that he was able, i to get over that threshold. and when and clearly a with those 6 hold outs, the for that voted for other people and the to that voted present. he's not going to change their vote. he's not going to get over 219. so there's no or 270 does that needed to be this evening? so here's what's gonna happen next. a he could possibly go ahead and try and, and put pressure on the 4 holdouts at the voted for some one else and get them to vote for him. i think it's clear mike gates and laura bober are lost causes, as far as he's concerned. they are not going to vote for him, no matter what happens. then there is the possibility that a compromise candidate could be found within the republican at the republican party . steve sca lease, who is the chief wip would and number 2 in the operation would seem to be favorite it for that to happen. would he be able to get over the threshold very quickly?
7:19 am
that's not entirely clear. here's a 3rd option that could well happen. a moderate republican is appointed as speaker and gets votes from the democrats as well. but clearly, if that were to happen and the democrats aren't overly keen on this idea, but if that were to happen, they would want some concessions as well. they would want, perhaps a couple of key committees and important seats on that. they would want to make sure that they had v to over some of the ideas that the republicans have been pushing. and what elected on that would be a much larger conversation. so it's not entirely clear that that could be sorted out in a couple of days because those conversations, i'm sure, haven't even begun to happen. no. so at what they're voting or no, if i'm just in just put my glasses on because the screws are we, i think it's whether or not to adjourn year. that is that the democrats will again vote no on the idea of adjourning. they want to make this difficult for the,
7:20 am
the republicans, but the republicans will have enough votes. so we will adjust this evening and i will, they will come back to morrow and try and get it done. but kevin mccarthy has a big decision to make to night. there is no doubt about that. his no try 14 times to become speaker. 6 hours ago he was telling everyone he had the votes. he hasn't been able to deliver. the question, is it? it's kevin mccall say no so damaged that he can't be elected as the next republican speaker of the house of representatives. so does he stand down to, to make sure that the republicans can push through the agenda? i do have to look for help from the democrats to try and get a speaker in place. alright. or alan fisher, they live for sir. a capitol hill, allan, whatever happens, whatever is the path forward. it's been a fairly acrimonious night on the floor of the us house, alan fish alive for their own capital. allen,
