well off the 5th after 5 days and 15 rounds of voting u. s. republican leader kevin mccarthy has been elected speaker of the house of representatives. victory brings it in the longest stalemate in the lower chamber of congress than a 164 years. mccarthy had faced a rebellion by ultraconservative party members who repeatedly voted against his bid for the speaker's jail. alan fisher is life for us in the capitol hill, allan so a huge sigh of relief for kevin mccarthy. it took 15 rounds of boating, took us through the high dramas of the night and what changed in the n. but slowly he was able to pull away all those detractors a. they looked after d to that his speakership bit might be at risk. but early on friday he said he believed he had. the numbers in the house went into recess until 10 o'clock on friday night to allow 2 members to return back to washington, one coming from the premier church,
9:03 am
beth of his son on monday sons an intensive care unit. but he came back for the vote. and as the vote progressed, we had 2 members who voted at present and that raised the threshold that mccarthy would have to meet at to, to get at the speakership. and he fail by just one vote. what happened then? what incredible scenes at with the 2 members being confronted, there were raised voices. there were pointed fingers and at 1 point one congressman had to be pulled back from physically confronting mat gates the congressman at from florida who had voted present at then there was a move to a john the house until monday to do it all again to wait until then, but there were notes being passed and conversations being had. and then suddenly kevin mccarthy said to his republican colleagues who hadn't voted not to vote for the adjustment, waved his hand in the and said, let's do this one more time somewhere. something had changed the dynamic we will find out in the coming hours. what exactly it was we went in into the 15 foot,
9:04 am
2 people still if 5 people voted present, there was no alternative to either exit kevin mccarthy or hacking jeffries, who is the democratic nominee for the post the speaker. it was just the 2 of them. and it was enough to get kevin mccarthy finally over the line to become the speaker of the 100 and 18th congress. it took him 5 days, it took him 15 at 15 efforts. but finally he's got the job that he always wanted. and alan, some people would say that despite the political drama that you've just taken us through there, this was democracy at work. but the last few days of laid bare the deep divisions and the acrimony at the heart of the republican party. it was chaotic. there's no doubt about it, and certainly it was democratic in that it, some people wanted something and the negotiated for it, and they had something to give and return their votes. and no, that is the suggestion that there will be much more accountability for this house
9:05 am
of representatives that the republicans will change the rules of how everything operates, including the ability to displace the speaker no. an until this point of, for the republicans, it has always been a majority of the party, have to vote to say, we want the speaker to be removed. no one member can start that process. and as long as they get the majority of votes, they might be able to remove the speaker. there's going to be a change in the way the committee positions are, are handled in and handed out and how bills are brought to, to the house floor and who can give amendments the details of that still have to be worked out. but there's some concern that what kevin mccarthy has done is essentially give power to a small group, many of them people who would election deniers back in 2018 when, when joe biden became so in depth in 2020. when joe biden became president. and so that is a concern that a small knob of ultra conservatives will dictate how the republican party operates
9:06 am
in congress. and there's a concern that if, if kevin mccarthy wants to get his agenda pushed through and he's got a big agenda that he wants to, to accomplish in the next 2 years. that his biggest problem might not be the democrats, but will be the people who are sitting behind them in the chamber of the house of representatives. an allen, just a final thought you and just take a through. now what we're expecting to happen in the next hour or so, i believe that hocking jeffries, who will become at the house minority leader, is speaking at the moment. we're just seeing pictures of him now. next to you on screen. just talk us through what he's talking about and then the swearing in for kevin mccarthy and then the mass swearing in a bowl. the representatives elect for work. but he will, i make this statement to introduce kevin mccarthy essentially. and then kevin mccarthy will make this ordinance because you see and then he will make his remarks at the rules committee and the rules vote. that won't happen. no until monday. the
9:07 am
house is decided that tonight has been a long enough night of drama and they will move often on monday and they have a vote on their own. the house rules. and at that point, we might get some indication of exactly what kevin mccarthy has conceded has given a way to get the votes to get him over the line in this for what is interesting that just in the last 15 minutes or so, joe biden has sent a message out sent to put out a statement congratulating kevin mccarthy on his election and says he hopes that they can work together for the benefit of the american people a. but one of the 1st things that kevin mccarthy is kinda underway as an investigation into joe biden, his presidency, his actions at the border at his handling of the inflation crisis and his handling of the energy sector in the united states. this is not going to be people working hand in glove. this could well be
9:08 am
a battle for the next 2 years of with of course the presidential election in 2024, creeping ever closer. all right, alan fish alive for us there on capitol hill. allen. thanks very much and to bring us all the twists and turns of cabin kathy's up point as speaking or at least sir, listening now to hacking jeffries, incoming house minority leader, a he speaking lesser say what he has to say many we are one. that's what makes america a great car. no matter what. not mine. think of mine. we're not gonna let anyone take that away from us. not now, not our this is the united states of america. a land of opportunity. the fact that i'm able to stand up here today is another data point in that
9:09 am
narrative was born in brooklyn hospital were raised in a working class neighborhood in crown heights grew up in the cornerstone baptist church, started off in the cradle roll department, somehow survived the violence of the crack, cocaine epidemic, and wound up here in the united states congress as the highest ranking, democrat in the house of representatives. america. truly elaine of opportunity. government of the people by the people and for the people. so on this 1st day, let us commit to the american dream, a dream that promises that if you work hard and play by the rules, you should be able to provide a comfortable living for yourself and for your family. educate your children,
9:10 am
purchase a home, and one day retire with grace and dignity. let us commit on this 1st day to lift up the american dream for every single person in this nation. ah, i recognize that this is a moment of transition. as we transition from one congress to the dense from one majority to the next from a year, oh i hear about half within a year. right. so you're watching like which is the, from the floor of the us house or incoming house minority leader hacking jeffrey is going to bring his speech before kevin mccarthy, the new speaker, the house will be sworn in. he'll be handed that famous gab. all the speakers
9:11 am
gabble, and he will then re sworn in. but for now let's bring in peter matthews, his professor of political science at cyprus college and the author of dollar democracy on steroids. a joint us live from los angeles, peter, could you happy with us? so look, i mean, we saw a night of chaos and drama on the floor of the house leading to mccarthy finally, winning that 15th round of votes. how did he manage to finally flick the rebels? and does this mean that dissenters like map gates of compromise, their ultra conservative principles, just to get my coffee across the line for this year? oh, thanks. i think they've actually gotten him to compromise solar panels. you know, the pollution they took initially. for example, the, the way the rules were set up under him for old rules was that it would take 5 members of buyers. she getting her then to put for the motion of no confidence or to motivate kate to see that speaker. and that bad guy doesn't want to come down to peter parker's poke, so we're pushing for this. they want to come down to one person, one member of congress in a, ty, at any time, asked for a vote of no cause miss a motion to vacate with me the speaker is always gonna be at the mercy of the whole
9:12 am
of other members in the house you want to get rid of him and it's going to be a very weakened speaker. so mccarthy gave up a. busy lot, a lot of things you also they want term limits that's going to be on the agenda that without in it or 2 seats on the rules committee, very powerful committee, which dr. right, how legislation be disgusted and introduced the freedom caucus, the mad gets. people want a 2 seeds out of 9 on their side for that and that's a tremendous amount of power. so i think that mccarthy gave it a lot more than that. yes. in order to get his final vote, which was barely there. yeah, that's an interesting point. you may care, peter, because mccarthy as his say, off a day, you know these concessions of the rebels. some analysts say, as you, i think i just highlighted there ill, significantly weaken mccarthy's leadership. what is this telling us about the deep divisions within the republican party? do you think or by this and it began with president trumpet, it is really marketable that today's january, the 6th day of the insurrection 2 years ago, which many of these folks actually supported either tacitly or is outwardly the
9:13 am
folks in congress. some of these big pockets is not pushing for more radicalism and what's happening on this day. we have a divided republican party, which is a very detrimental united states is detrimental because you would have to have a unified party on both sides in order to have real debates and a real resolution of issues and sometimes compromise to run the government forward . instead, you got one party in power in the house, so divided the count even good its own speaker to be elected on the 1st or 2nd or 3rd ballot. 15 is very dangerous that things have to be looked at carefully now and to try to get people to unite on issues and both parties to come together. but especially with the republican party, peter said in order then to pass key build like budget bills or raising the ceiling . mccarthy, we will have to borrow some democratic votes. is mccarthy strong enough? politically? do you think to ask for the dems help and what is talking jeffries? what's his incentive to help mcafee is to make sure the u. s. government will say. so the bible, especially with the debt ceiling rates,
9:14 am
have to be raise because if you don't that's going next to august or september, then your budget will be more, but it wouldn't be able to. you cannot make it payments to the people that borrow money from foreign governments while the individuals and there's going to be a market collapse, ill effect the economy, got to stay around the world. that feeling is not really crease. and so these more right wing republicans in congress still want to raise the ceiling. so once you do really only want to cut the programs correspond who's going to be the economy as well? so there's a big, tough decision that they have to make the democratic william and support this, and whether or not my policy will work with them to actually get to that. so increase, you keep the economy viable starting in september and august the coming year. congress. i'm just a, just a final thoughts you, i mean, given all the political infighting we've had. all right, if i'm gonna, i'm gonna leave you there for a 2nd pizza because hakim jeffries is handing over the gabble now to kevin mccarthy, to swear amended. we're looking at pictures now of mccarthy with the famous speakers gobble. let us listen to what he has to say.
9:15 am
9:16 am
or somebody else. i want to thank the general lady who served as our presiding officer this week. our clerk, charl johnson. i know my father always told me not how you start. it's how you finish and now we need to finish strong with american people. no, the son of a fireman and a grandchild of immigrants can rise to the highest position in the most important

9:18 am

9:20 am
need and deserve. our system is built on checks and balances. it's time for us to be a check and provide some balance. the president's policy there is nothing more important, making it possible for american families to live and enjoy the lives they deserve. that is why we commit to stop wasteful washington spending to lower the price of groceries, gas cars, housing, and stop the rising national debt. ah . we

9:22 am
to pass bills to fix the nations ernst challenges from wide open southern borders to american last energy policies. to woke, indoctrination in our schools. ah. also address americans, long term challenges, the debt, the rise of the chinese communist party congress must speak with one voice on both of these issues. this is why we will and wasteful washington spending. from now on. the federal bureaucrat wants to spend it. they will come before us to defend ah,
9:23 am
as for the chinese communist party, we will create a bi partisan select committee on china to investigate how to bring back the hundreds of thousands of jobs that went to china. and then we will win this economic competition. now speaking of committee, we will hold the swamp accountable from the withdrawal of afghanistan to the origins of coven into the weapon ization of the f. b. i
9:24 am
let me be very clear. we will use the power of the purse and the power of the subpoena to get the job done. this is something we should all agree upon. we will stand up and speak out for the backbone of our economy, the hard working taxpayer it's night time. here in washington, but in some ways, it's also like a new beginning, a fresh start. my friends, this chamber is now fully open for all americans.
9:25 am
i want to give all americans a personal invitation. you are welcome to see this body at work. no longer will, the door's be closed, but the debates will be open for you to witness what happens in the people's house . from the committee rooms to this floor, we commit to pursue the truth passionately and embraced debate.
9:26 am
no more one sided inquiries. competing ideas. we put to the test and public so that the best ideas when ah, but we also pledge to bring congress to the people because answers have not and will not always be found in washington. that's why one of our very 1st hearings be held on the southern border. oh no more ignoring a crisis, a safety and sovereignty. we must secure our border.
9:27 am
9:28 am
not also like to thank my constituents in california, central valley and then especially my hometown a baker shill. i don't know if you're familiar with music but as buck owens sings, how many of you that sit and judge me? i've ever walked the streets of bakersfield. ah, well, i'm off those streets my entire life. i know it's people there hard working and relentless, optimistic about our future am. i'm very honored to have the opportunity to represent i am a son of a firefighter. i saw 1st hand what it means to have hard work,
9:29 am
leadership and service to others can change people's lives. and that is exactly why we are here to day to serve you the people. we come here with the support of our families and the faith of our neighbors to be their voice in washington for all the wives and husbands, children of parents who are watching a loved one to be sworn in a new. it took a couple extra days. i'll be honest, is not how i had it plant. ah, i want you to remember this moment. take it in your loved ones, are about to make history. my colleagues and i thank you for your understanding and your sacrifice. and we will work every day to make you proud. my most favorite spot in this building is not in this chamber
9:30 am
fin the chamber they met before in statuary hall. it's my favorite place to take people on a tour. see where abraham lincoln served. just a one term congressman sat in the back. i'd like to go that spot and i like to stand where he stood. i like to do it at night when people are around. like to look over and look at the clock. because at the same clock, in same view that abraham lincoln saw i've watched lincoln serve in the greatest challenge to our constitution, the civil war. i watched him take peoples who were arrivals and put him together. i watched at a time that he did not know if a nation could sustain itself,
9:31 am
but he dreamt of a future and built a railroad across the nation. i want us to all take a moment, one time that you are here. i want you to stand there. i want you to look. i want you to think if america could do it, then we can do it now. one more time. you know, abraham lincoln gave his life and service to this country. one is most important observations about america applies to day. as much as it did
9:32 am
a 160 years ago. he said, we are striving to maintain the government and institutions of our fathers and to transmit them to our children. and our children's children's for ever. a fellow americans, that is still our mission today. this moment calls for restoring trust within our country. and with each other, in that spirit, i will work with anyone and everyone who shares our passion to deliver a better future for the nation. i hope you'll join me as a congress. we can only operate if we cooperate my door will be open. i'd like you to come by. i want you to
9:33 am
see as you walked down the hall, a large portrait of lincoln. want you to go in to that conference room. i want you to see another portrait. my members know of this. this of washington crossing the delaware. you all know the story. it happened on christmas, $1776.00. there was no. i phoned to take a picture. people wonder. busy was painting. it wasn't painted by someone who was there was pain in an 1850, in 1851. he was an immigrant who lived in america a manual lance. you know why he painted it? cuz he knew america was more than a country. america was an idea. he went home to germany and he wanted
9:34 am
germany to have a revolution based upon the values and freedoms that we defend every day. his talent was our. so he believed if he painted his painting, he could inspire his countryman to rise up. for the idea of freedom. oh, many historians will tell you he didn't get it correct. the tell you, washington crossed on a durham boat. what he paints it with washington. in a rowboat. you see 13 people but only 12 faces. he see washington standing up in a rowboat in the middle of winter, wearing a ceremonial uniform with his hand on his chest. he looked so stoic he would look at that man. you'd say i follow him anywhere. you probably believe that he never lost the battle. what history would tell us at that moment,
9:35 am
at that time, he had only lost. we had never one. he see that was the night of our 1st victory as a nation. when we surprised the hessians. but when you look at that painting, don't look at washington. i want you to look at who's in the boat. he see the 2nd row or in the bray. he scottish, the person directly across from him, the green rowing and the exact same cadence as an african american. he come down right to the middle in the read, the person who's rowing, the strongest, is a woman. and in the very back is a native american i don't know from a historic fact if they were in the boat that night with this young immigrant who had lived in america, that's who he believed would be in the boat. the 2nd to last person is
9:36 am
a farmer. he could be from bakersfield, not sure. his hand goes across his face. people debate this part. but what i see is a hand of the 13th person nobody sees. see what i believe a manual saying is here we are battling for the creation of the idea of freedom that every individual is equal. not a perfect nation. striving to be a more perfect union. having lost every battle against the greatest challenge, with the strongest nation. having lost them all but willing to do it on our holiest of knights with a hand reached out and asking if you would join us at as true today as it was. then if we let everybody in the boat,
9:37 am
9:38 am
i make this promise. i'll never give up for you the american people. and i will never give up on keeping our commitment to america. our nation is worth fighting for our rights are worth fighting for our dreams are worth fighting for our future is worth fighting for. ah therefore, love for this country and charity for each other. let us now take our oath
9:39 am
and be worthy of the office on which we are about to enter. god bless everybody in this chamber and god bless america. with the house of representatives on capitol hill, the new speaker, the house kevin mccarthy. finally, one another face after 15 rounds of voting fit to be the new speaker. he said it's not how you start, but how you detect, you're referring to obviously the difficult task of getting the boat. i want to to be speaker. he said there will be times of agreement and disagreement with the democrats. good sir. the leader of the democratic hawkish, akim jeffrey, shouldn't take it personally. he said, now is the time that all the hard work will begin. he said, he said american dreams can still come true, where americans get answers delivered by a government that recognizes checks and balance as he talked about. congress must speak with one voice on waste of spending in washington, and on one issue of foreign policy, he talked about china. he said,
9:40 am
one of his priorities will be to create a bipartisan select committee in order to bring back the thousands of jobs that have gone to china. and he says, as a congress, it can only operate if it cooperates. alright. or we saw that peter matthews are our guest from los angeles. also joining us is renisha, former republican strategist and senior aide to republican members of congress. rena, thanks for joining us. a rather lofty speech from kevin mccarthy. the next speaker . what do you think of the main challenges for him going forward him he talked about getting america back on track. well, my main take away from these 5 days of voting essentially and 15 ballots is that we are a representative democracy that is under so much stressed, there was so much bitterness and frustration that played out, especially in these final moments of getting to the speakership for mccarthy that i think he is tasked with this monumental task of leading us towards responsible
9:41 am
governance. and he's got to find a way to good night. his own people thought is the biggest take away from me to night and that i really believe he is a man who is not sure how he is going to do it despite giving such a strong speech, saying he's up to the task. yeah, that's an important point. you know, you migrated because we saw a night, as you say, of chaos. not comedy on the floor leading to a coffee, obviously, winning that 15th round, the votes. how the amount is do you think to flip the rebels in? i mean, does this mean but g o p dissenters like mike gates, for instance, of compromise, their ultra conservative principles. i mean, just to get my coffee across the line, there's no other way to put it than saying that kevin mccarthy begged, borrowed, and stole to get where he got to night. he has wanted the speakership for so many years. and i remember on capitol hill watching him ascend in house leadership in the ranks of republicans and really thinking that he is a political animal. he isn't
9:42 am
a person that is known for his policy chops. when he was a right hand man to speaker paul ryan, the republican speaker who's best known for his love of policy making, kevin mccarthy was thought to be a man who could do the job of dirty political games and do it right. what we saw this entire past week is that he doesn't have much of his fine. he gave up a great many things and in these concessions, it's important to note we don't fully know what all of them were. many of these were leach, but officially we will come to know in the weeks ahead what exactly was promised because some of these promises were made with the handshake. and as we saw on display in the final day of voting and in these last few ballots, trust in his own caucus has been eroded. there are, there were 6 final holdouts that essentially voted present to give him the speaker shift lowering the threshold for him. so to speak as well, and those people really do not trust him and he really had to do anything possible to get their vote up. let me,
9:43 am
let me just put that point then to pizza over nelson is my pita. as rina was saying that my coffee has offered a number of concessions to the rebels. some analysts say that, look, this will significantly weaken his leadership to think his come to regret those deal that he's made by i think when i really, i think describe quite well what the process of what took place. but he will be hobbled in a sense with what he offer. we don't even know what a lot of what we don't know what the whisper math mat gates at the end to get mad to vote, present and put it help to promote the top. so we don't know any of us yet. and rina's correct. we know was that really came down in terms of the agreement that he made. and i didn't think it was very seemly to see, you know, the america, which is our country, our wonderful country, democracy. it democratic republican world, at the same time, the bargaining going on worldwide television of the speaker begging for votes and then making deals. we know that we're dealing with intelligence means that having
9:44 am
the bullet points given away, as it doesn't seem to me like a democracy process, mark based on ideas and on the cohesion, coming together with a set of ideas with people other ideas. the problem there, i think in the n b a we can speaker every week speaker that those people that wish them well we want to be yeah, i mean, you know, getting forward pizza and some of the business in order to pass key build like budget bills are raising the feeling, mccarthy will have to borrow some democratic boats. that's an interesting point. is mccarthy strong enough? do you think politically to asked for the demo help he asked for their help. some of them provided or the problem is that's going to turn off some of his right wing and even the middle of the road republican support is on his side. and they might start making bargains with more time than i can support them on other issues. at the moment since he agreed apparently, to the motions of a kate regarding one person, one member of congress putting it forward, entire congress, i guess,
9:45 am
to vote on to make him leave the office like emotional competence since he gave it on that he could be up to challenger motion to mccain every week, but other than the last holiday stand on. so it doesn't matter if you get through democrats or support them or not, you can try and should try. and it'll also put him in the middle of attention to different ideological perspective. that we see the congress exhibiting all the way through within the party volume party allison between the 2 party rena. let me get a final thought from you. i mean, given all this political infighting that you just talked about, we've seen it lay bare over the past few days. do you think this is an omen for the next 2 years as republican conservatives try and block president biden's legislative agenda going forward? i would hope that mccarthy would take a page out of former president lincoln's book who he referred to, to agnes speech. now the person that really so many of us republicans over the years have idolized, i think, you look at lincoln or reagan and they're legacies. and if they were alive today, i think they have a hard time recognizing this party. mccarthy has gone and is just speakership
9:46 am
saying that he wants to do investigation and he hasn't talked much about what legislation he wants to pass. so i think he would be good to read the room. it would be helpful for him in his speakership, it would maybe turn things around for the republicans who are not looking good on the world stage, much less to our entire american electorate. and i think he should focus on 3 key policy areas being economy, immigration, and energy. if he chooses to focus on solutions and give alternatives to what the democrats did in the previous congress. and what biden is doing from his administration, there could be a hope for expanding their votes with the electric. but right now, republicans are looking like a party that had trouble governing itself. so how can they govern the nation from the people's house? that is what is most concerning from tonight. all right, we have to leave it there. rina shaw there in washington, dc. and peter matthews, joining us from los angeles. a thank you both. are this cross now back to capitol
9:47 am
hill towards allen fisher. his life was the allen. well, what a nice hued cyber li for kevin mccarthy could see it on his face. they gave us for a speech as a speak of the house. what did you make of it? and certainly he's laid out the battle lines with the, the bite and white house and not very clear. he says that they're going to investigate the origins of covert. of course, there are some in the republican party who believe that it wasn't something that developed at a wet market in china, but came from a lab that has been a consistent theory that some people on the right of pushed, they're going to talk about the power of the fbi, i in just how much investigation they did into donald trump. and he also said that they're going to investigate the withdrawal of afghanistan. he said that we know more one sided enquiries. that was a, certainly a dig at the january 6th and quality. essentially, january 6th committee is done, there will be no more investigations on that front. and that is interesting, of course, because kevin mccarthy on the night air when they decided to come here 2 years ago

to confirm the election of joe biden. and he voted against the confirmation of that and is no taken the oath of office as speaker. ah, he told people that he wants to it the, it wants them to come to the house to see them actually do their work after there has been so many restrictions in place because of what happened at 2 years. and one day ago, and he said he will also hold up a hearing on the southern border. clearly to discuss the immigration crisis. he says that the house, his job is to be checks and balances on the government. and now it's time for the house to be a check on jewel biden's white house. so as much as he talks about working together to try and benefit the american people, it is clear that they are laying out the battle lines. not just for the next 2 years, but clearly leading up to the presidential election and 2024. this is what the republicans wanted. they wanted to take control of the house and the senate. they didn't get the senate, they have the house. kevin mccarthy becomes the most powerful republican in

washington, and of course a speaker of the house healed is no 2nd in line to the presidency. should anything happen to joe biden? after i come, le harris, the vice president allen, just a, just a fun home from you before you go. i mean, look, i mean, some people will say that despite all the political dramas we witnessed in the house to night, this was democracy at work. sometimes it's hard to believe, but the last few days have laid bare these deep divisions is acrimony at the heart of the republican party. how do you then see all of this playing out in the run up to 20? $24.00. you touched on it briefly there, but how do you see it unfolding in the one up to the presidential election? he kevin mccarthy has got to try and keep. this is the republican caucus together. he's got to try and keep the whole conference moving in the same direction. and as someone who is a big supporter of kevin mccarthy has said, well, sometimes when there is this division, it leads to a much stronger house, which is not really what history tells us. if you look at the really strong or houses and what they've been able to achieve, they've done so under someone who is

a very strong speaker. if you go back to to put neil who was a democratic speaker here in the eighty's during bill clinton's time. if you think about newt gingrich, who was such a challenge to the, the clinton white house when he became a speaker, i, as the republican leader here in washington dc. and then very recently nancy pelosi as well. when you the likes of john benner and paul ryan who were leading divided republican parties, it didn't work out very well. so kevin mccarthy wants to lay out an agenda that he believes the republican party can take him to the 2024 election with whoever it becomes the eventual nominee. and he hopes to leave the foundation for that. no. but to do that, he's got to have a very strong, a very united republican party. and let's face it over the last few days over the last few hours. that is not the republican party that will seen. all right, alan fish alive was there. on capitol hill allen? thank you. all right, let's catch up with some other news now because israel has announced sanctions on
