a re balancing act in terms of the powers between the courts and the connected. is it they're calling it a rebalancing act, but if they want to return to some earlier stage before the court was increasingly active over the years and exercising judicial review, frankly, there was very little by way of a check or balance on executive power. and this is something important to understand israeli israeli executive the coalition and the government essentially control the legislature because they have a majority of parliamentary feet. so there's not a clear separation of those 2 branches of government. and the court has always played a role of upholding the kinds of basic human and civil rights that are not written in any formal constitutional document. with the exception of 2 laws that were past only 992, the court has taken upon itself from the early stages to play that role. and of

course, increasingly doing so after and had the legislative basis in the 1990. to review the legislation or government actions that threaten the rights of individuals or minorities. and i think it's a mistake also to look at the supreme court as only an institution that defend palestinians. because of course, 1st of all, it doesn't always defend palestinians, but secondly, any israeli citizens need that balance of power where there is some sort of restraint on the executive on the legislature. so it's not a re balancing of powers, it's frankly, stripping any checks and balances on the government, which is supposed to represent a majority, which means no more minority, right. but in general, it's not just a matter of majority minority, it's the principle of civil and human rights and balance of a balance of powers and dispersal of powers. in a democracy, we have to all right, from the point on that point. if these proposals go through, which i assume they,

they will. does that mean really? there is no check. there is no power above this current government as long as they hold the support of the connected right? structurally there is very little by way of or check or balance the way the system is formally defined and israeli law. there is only one chamber of parliament, the coalition control, the legislature and the executive controls, the coalition and the head of the party that leads the coalition, which is one person now who controls that. so there are no structural checks really . i think the only thing that the defenders of these reformers will say is that the people of israel are the check and balance because they go to election. but as we know, there is no such thing as an electoral democracy in a sense of a strict down democracy based only on elections every few years. democracy is participatory, it is ongoing, it is multiple layers of power and text balances with that gone,

especially because as i mentioned before, there are so few of those structurally defined in israeli law. i think that we won't see a transformation overnight because there is something to be said for a long term culture and of democratic practice when it comes to these checks and balances. but we will see the frankly the complete erosion and cracking of the foundations that could allow these kinds of normal checks and balances. that would protect citizens from over overly power and overly powerful state. all right, now, is this likely to escalate into a campaign of civil disobedience if you listen to some of the calls being made? well, there have been protests and i'll make one correction last night was not the 1st protest against the government. the very 1st protest against the government was the very moment it was sworn in there was protest in the front of the wall that was happening. it wasn't quite as big as this one. but it seems that when the government released plan, when the justice minister published his plans for,

you know, crushing the judiciary, i think it's a mistake to call it a reform. that's when we saw the bigger and much more angry crowd if you know kind of flooding the center of, of these. i would, it seems like if these plans move forward every time one of the bills is proposed or debated or voted upon, there will be protest. will it come to civil disobedience? that's a different question because the protest is not civil disobedience. the question is whether there are figures who will actively try to disobey these was and i think that's billing gets further. it's hard to predict what the israeli public will do. now i think that there is a big portion of the very public that is against this and a big portion of them who are active. but those again are 2 different things. one thing to say, a survey shows that the majority of really prefer to retain judicial review, which is the case. but only a portion of them will act as the, let's say, come out and demonstrate. and i would say only a smaller portion of those would be expected to exercise anything like civil

if the severity is like we've seen in the tier one cities in china, there will be deaths. ah, but the vast majority of people will not experienced ah, 2 severe symptoms with a toll put a strain, particularly in rural areas, where to put a strain on some of the health services what we really have to see. so china's health care system is very different from, say, the united states. in that typically when people are sick, they go to the hospital versus a primary care physician. so one of the health challenges is if you come down with coven, even if it's relatively mild, you have a fever, you have a cough. if everyone goes to the hospital, the emergency ward at once, that of course, can overwhelm the system. so a part of this is communications. a part of it is making sure that our
