hello. well, i'm emily, and when this is the news our lives from doha coming up in the next 60 minutes. fed up south africa's main opposition holds rallies across the country by the power cuts that are crippling. it's economy fighting food insecurity, ladies from across africa strategize on how to boost to agricultural production calls for the bangladesh prime minister to resign as the cost of electricity and basic goods sorts reinforcements from the us. the bad and administration looks to approve sending battle tanks to ukraine. and i'm far as small. have all the latest action from the australian open. the dream run continues for magdalene ads. the unseated whole stands, former world number one carolina escobar to reach her 1st ever grand slam, semi fine ah,
1:02 pm
ah, we begin the program in south africa where the main opposition party is holding rallies nationwide against rolling power cuts in an increase in the price of electricity demonstrate has have been picketing outside the ruling amc parties. headquarters enjoy. most households go without power for at least 6 hours a day and the state owned power utility has been in financial crisis cd's and dependent on government violence. let's bring in for me to mila, who joins us alive now of from johannesburg. and he's a monk protest is hello, they sent me to the pal cuts have been going on now since 2008. so why is it all coming to a head now? ah, because it's just become increasingly worse for millions of south africans back in 2008, it appeared to be managed better. at least there were some acceptable excuses from the power utilities for africans. but since then,
1:03 pm
and especially in the last 18 months, those power cuts have increased. but last year, more than $200.00 days of the year, they were power cuts. and since the beginning of this year they've been power cuts every single day. now the reason a storm has what it called load shitting is to try and reduce it. outputs reduce the demand to avoid an all out crisis to avoid a complete blackout. and it usually does this in stages. and one of the worst of them being stage 8, south africa has now moved between stages for 5 or $6.00 and $7.00 over $6.00, and $6.00 over the last several months. the ask them had said that they will indeed be permanent power cuts for at least the next 2 years at a reduced level. but certainly a reality for south africans going forward and due to a number of reasons. the infrastructure is all they can't keep up with the demand. it hasn't been maintains adequately, some power stations have been closed. those that were meant to have been open to
1:04 pm
haven't been opened yet, and people at martyrs like, does the democratic alliance opposition? parties have gone further to criticize the african national congress as the governing want, in particular saying that is responsible for the corruption that plague the power utility is from and led to the some national power crisis. and the, the goals are worse than did by deploying members of the party to keep positions, but they aren't actually capable of doing that job as these are some of the reasons that many sold africans would say that this is ongoing, over crisis. for me to give us a sense of just how disruptive this is for south african businesses and homes and no doubt this is worsening inequality. oh, it is devastating for many, many south africans with a in the hospitals where they, in schools with their, in their homes. it's something that plagues also africans every single day where they can't, to some extent they can't plan their days. or the lander days it has to be around
1:05 pm
the load steering schedule, knowing that simple things, they can't prepare lunch at home because i have dinner at home. and this is costing them a lot of money because often people have to order out windows. that service is available of so africa's just completed the end of your exams for school leavers. those metric metric results have just come out. and when that was done, those metric students were congratulated, popular, securing during a very difficult time studying and competing those of them when there's no electricity. we do know that criticism also includes just how badly affected the public safety is. hospitals and schools, as i mentioned, that people have great difficulty in getting through their everyday task and not to make matters worse. the national energy regulator has also said that the price of electricity will go up by 18.6 percent from april. and this is also one of the reasons people here are protesting. no president obama plaza has said that he's spoken to is from to not to implement that a price hike,
1:06 pm
a bike to it's not certain if that will happen or not. but if you need a very difficult situation for south africa, didn't sell africans, especially people in business, small businesses, large businesses. but small businesses certainly can't keep up with having to these challenges because they don't have the energy generation capacity. they don't have the money for back up generates as full the diesel that's needed. and so this is an ongoing problem where many will say that a protest like this is a long time coming natal. i thank you very much for the update for me to me, my life reisinger and his big so let's take a closer look now at the impact these blackouts are having on everyday. south africans, dairy farm is saying they're having to regularly dump the dice production of milk fast food outlet kind of say, says around 70 it's stores now close. as it's chicken suppliers struggle with constant outages and some smaller business and say they're unable to trade because they can't afford generators. let's bringing chris yellow and from johannesburg now
1:07 pm
he's in energy analyst and managing director of a business intelligence. chris, thanks so much for being on this news. our. the government was warned about this 15 years or so ago, back in 2007. so why have african still having to navigate power cuts in 2023 there. thank you. i'm well, you know, in 2007 in 2008, a major new build of power stations was announced some 9600 megawatts from 2 massive coal fired power stations. and these were intended to be completed 520142015 respectively. the reality, however, has been very different. these 2 power stations have been running very light and the one power station is essentially complete. except one of its generators has exploded in the hydrogen explosion and taking off about one 6th of that power
1:08 pm
station. the 2nd to power station is only one out of the 6 generators is operating . so if you look at these 2 pass stations, they are delivering only half of the intended $9600.00 megawatts output. and they are running something like yours light from the expected completion date. so we are missing a just from that project alone. $4800.00 megawatts, which is equivalent to about 5 stages of loan. shitty. and so had those things come on time. the situation would have been considerably less and they have been other delays with other new projects, new generation capacity, and also a very, very poorly performing fleet of old and middle aged coal fired power stations. adding to the i was of south africa from 70 farms like a multi faceted problem. what's the solution then chris?
1:09 pm
what needs to happen to the countries? energy grid? yeah. the course so he's got to really analyze the whole range of options available and categorize them. i think into short and medium and long term options as and certainly in the short term. and by that i mean in the next 2 years, the only solutions will come from the customers of electricity. that means domestic and commercial and agricultural customers in smallish a solar p, v, and battery energy storage installations which can be delivered and connected to the massive scale. and you know, throughout the country in viet nam, alone, they delivered something like a 1000 megawatts in one year. and this is what could be achieved if this was incentivized, allowed, and encouraged. of course, there's
1:10 pm
a lot of red tape in the medium term and you know that. busy large renewable energy, wind, and summer, battery storage projects, utility scale, and then the longer term gas to power projects. government is also looking at a new co, 5 power problems which will probably never happen, as well as nuclear power plants, which will probably take 10 to 15 years to come to fruition and therefore not really on the horizon. even though the some talk about these things show an increase as we had from our correspondent. it's not only the power cuts that i'm making people angry, but also the provider has approached the regulator for an almost 19 percent price hike. how can the company justify that given the current situation? yeah, it's, it's for the customer, it's a very bad news. they talking about a hall 18 and a half percent price increase on the 1st of april this year. the further 12 percent increase of the 1st of april next year. that means
1:11 pm
a 33 percent increase over 2 years. now they ask him, is proposing this at the same time when we are experiencing something like 8 hours of low jetting per day? so while the utility wants to put the price up by 33 percent for 33 percent of the time, we're not even receiving any power. so this is causing a lot of anger and frustration, financial hardship, damage to the economy, and it's reflecting itself in a political tension increase billing attention, especially as we head up to the state of the nation address. sure. be the budget speed shortly of the general elections next year. so we seeing a lot of civil unrest, civil protests, and a whole range of levels in civil society. and i surprised that people are angry. thank you very much for your thoughts. chris e. l and and energy analyst speaking to us from johanna spec,

plenty more head on the news alley, including britain's prime minister to face parliament as more strikes by health workers lou. the u. s. justice department and i states is so in google accusing 8th of abusing its dominance in advertising and coming up a little later in sport mar tanya's football is celebrate a historic when the african nations championship mm. for winks, ukraine has been pleading with its western allies for tanks. it says it desperately needs to defend itself against russia. and now it appeased. it's set to receive advanced combat vehicles from the u. s. and germany sources have told out to 0, the bonding administration will approve the delivery of m one ab rooms tanks and soon as wednesday reachable the wooded. there is a lot of talk about tanks,
1:13 pm
about modern tanks that we need and about the way this shortfall can be filled. this is a lot of effort promises, but it is important not to lose sight of reality. but it is not about 5 or 10 or 15 tax need as large as michigan out of session that have heated discussions must be concluded with decision was decisions on real strengthening of our defense against terrorists. let's bring in natasha butler, who joins us live now from cave. and he's following this story. natasha, why it had been taking so long for the us in germany to reach a decision on sending these tang what germany? sony been hesitating for a number of weeks. i've whether or not to send it, sir, leopard tanks to ukraine will allow other countries that have those tanks to be able to send them to ukraine. you know,
1:14 pm
berlin is very concerned about the sort of message that sending those tanks would send to moscow. it is worried about escalating this conflict, but it does seem that there could be a change. in fact, we do, i expect to hear from the german chancellor, olaf sholtes in a few hours. he will be addressing parliament and he's expected to field some questions. so we might hear more from him directly about germany's decision on tanks. but what berlin has been saying until now is that it really, if it is the syntax it wants to do so as part of a white, a coalition including the united states. and we're now hearing that the u. s. could be considering sending some of it's abrams tanks a to ukraine. previously, it had been reluctant to do so, because it said that these abrams tanks are necessarily well suited to ukraine, but it does seem varies, momentum from berlin, from washington to send tanks to keith. and that will be of course,
1:15 pm
good news for ukraine. yes, good news invade or has there been any reaction from cave to these reports? it could receive those tanks soon. one olva ukrainian president of law to misled skis top aid sir reacted a bit earlier saying 30. the possibility of these tanks would be like a punching fist for a democracy. now, zalinski raw, the more cautious in his nightly da address, said he still waiting for a decision. he still waiting for the call to weighty decisions to come from western powers. oh, zalinski has said, look, we are expecting a new russian offensive. we need all the help we can get lensky, st. 1015 tags. certainly not enough. we know the keys. keith wants many more, at least 300 tanks. they say. what military? unless say though, is that they're likely to get a few dozen tanks possibly up to a 100 altogether, including german tanks, possibly these
1:16 pm
u. s. tanks and others. that will necessarily be a game changer in this war, but it will certainly help bolster ukrainian or forces as they continue to try to defend the country. or we really appreciate that update. natasha butler live for us there in cave and had to africa now and benign is keeping inflation lower than most west african countries. true, a combination of subsidies, tax reliefs, relief and price controls. the government's measures are being criticized. people say hi, food prices are forcing families to skip males and businesses are going under ahmed interests, reports from continent business because the industry is close to collapse. coverage 19, and the war in ukraine have pushed up costs and shrunk. profits and they blame government price control. so making business harder. the price or better is fish. ok. we cannot trend if on the big prize off off it that's important we are using is
1:17 pm
our growing every day. so his way are difficult for us to continue to survive. but businesses of received relief to wilma ed bill is under of industries received a lot of support from government to back them up after the economic fall out of coven, $19.00. in fact, the rising cost of living since in 2021 came down last year, especially towards the end of 2022. for others, government subsidies are helping to keep the price of goods down. the government is largely able to control prices of many items, especially important food that has helped to keep hold price inflation here lower than in most west africa countries. but officials are unable to come prizes of locally grown food. but the high cost of local produce and transportation remain a source of worry for many i went by the argument, look whether yeah,
1:18 pm
your money is running now and you feel like it's been stolen from you the thinks an expensive in the market. we wonder how to survive, traitors like solving your fiance to bring down inflation. the government needs to help small businesses say like price control measures only benefit to wholesalers. sometimes we don't make profit at all. for now, beneath has been able to avoid the social and economic unrest seen in some african countries due to rising cost of living. but many say keeping it that way will depend on how long and how far the government is willing to go on, subsidizing import and local produce degrees. i'll just say, well, in an attempt to help combat that african late is a meeting in synagogue to discuss ways to increase the continents production of food. that's bringing that mama to go to who is an independent food systems expert
1:19 pm
and joined us from banner co. thanks so much for being in the program manager says the describe what it means when we're talking about food insecurity, because there is enough food in the world isn't there, but it's about access and also affordability the sure for this is related to some, some really many structural w need to read. people are just trying to care about what is the body of the production system and what are the for, for the service content in many different countries. let's you today been on the, in the just yet, but also related to the kind of market that we got from watching the solution
1:20 pm
that people would you actually are emitted analyzing. and most of the solution, what you quoted for solution because not related to a deep causes over for the committee that we are having is what we talk about food insecurity in africa. we're talking about a large continent with 54 nations. so does this issue need a more country specific response that africa should bring to this problem? first, the 1st is what kind of investment should we have got to talk to you about control and talking about capital and fishing and all the things that can provide food 1st that we've been investing on what are working on told because of the most of the different countries we have what we call small farmers who are just working on a very simple way on the phone. but here the solution that's being proposed is just
1:21 pm
promote for the investment. you know, you can drop it bought the grub. it's also brought some of the investment in technologies that have been polar coming smart agriculture, that's been the company or the potential is the production for from that side. we kind of market that is what you so we need really to market from which to, to, to our market that are providing more than 50 percent, 70 percent of the food that is going to come in the country. second, we just want to send one more dollars lighting on to $100.00 and then also walk on reserve because what's africa for after that is going to be and we all know that to prevent prices, you need to have some specific tools that can not allow just to control market prices in terms of food from a provision on the market, but also to see what is the relationship between production system because social
1:22 pm
system and the market system that we are providing. so these are the things that need to be done on investment for production system that you need to change and also use things on, on approaches that are related to a political perspective in this country. how do you came to this specific issue on the top of the gender of the international media agendas on top of the international media as a gender? i guess how do you keep this? i mean, this is an issue that's been going on for decades. how do you make, how do you make a difference here? how do you get people to listen? can get a busy guess. how do you get this issue? how do you get this issue to, to how to drive home is issue i guess, to people it's been an issue that's been ongoing now for years. if not decades. how do you make people listen and how do you actually affect change?
1:23 pm
you look at what is just for me because there are many, many different even that's what i think it on the software solutions. and then how people are reacting to so many movement actually operating in the continent. the was you wouldn't in africa budget and the like, well try just to, to bring the discourse of $100.00 farmers themselves on top of what is going on to the national level. because it just really is not well known by many, many countries are using enough, but the wind up in production is organized in the continent, is pretty much the way that companies are organizing themselves to know the kind of investment don't seem to keep the food and where we are investing, we've been investing on some cross manager. we might just leave a day because we've got
1:24 pm
a connection issue manager going to an independent food systems expert. thank you for your time. moving on now and the british prime minister is expected to face a grilling in parliament over one of his ministers tax affairs. where she sooner has ordered an independent inquiry after it emerged conservative party chair. now to him as to how we had to pay millions of dollars in back taxes and penalties and re simmons is following the story from for us from london. hello the andrew. just how uncomfortable will it be for tonight when he faces prime minister questions in a couple of hours time will is certainly going to be uncomfortable for soon africa. he has a problem in that. so a week ago he was pushing this to one side as something that wasn't really important. but since then, the have been additional facts as a downing street spokesperson says that have been revealed. and now they're not
1:25 pm
necessarily supporting him and he is the conservative party chair. that's an important position. yet. his personal tax affairs, apparently a reportedly involve a penalty to the tax. all thoughts? is that something like, well over a $1000000.00. so the problem now is whether or not he would stand down and wait for an independent inquiry, which the prime minister has ordered many within the party feel he should do that. so the skids might be under him. is up the sooner. like to face a questions of from the label lead a kiss, darma, and one of them is bound to be why don't you act now on this rather than let an independent inquiry a bumble away for, for weeks on end, a trying to get a solution. when this man is the chairman of your party and angela,
1:26 pm
this is turning into yet another crisis for the british prime minister. yes, it's certainly a problem whether it's gonna be a crisis or not it remains to be seen, but that the really there is a lot welling up for soon. it is very different. the bars johnson, her period in office, the chaotic that scandals have been going on. c next, under pressure with issues like the economy, a latest figures showed as a slow down. that's got concern going and also this record borrowing. well, there's also another thing dating back to the boris johnson, a years of chaos when in actual fact, johnson took out a personal loan in excess of something like $10000.02 pay off a booty. just keep himself going in the lifestyle he was accustomed to and that was fixed up by a man call. richard shop. he is the chair of the b, b. c,
1:27 pm
the public broadcaster. and he fixed this. he arranged this at a time when he will actually, and the consideration to get the job. so allegations going on there that doesn't involve rich, you soon act, but it is up potentially destabilizing the, his government. furthermore, what are the public make of this? well, they've got their own things to worry about. his businesses going bust, people finding it hard to stay warm in their own homes and a real situation of descent with strikes all over the u. k. so right now, this adds to it all. it's an unsavory aspect to this government. certainly shaving out to be very interesting. prime minister question. thanks any updates andrew simmons latter i stay in london. meanwhile, an inch as staff demanding pay rises as the cost of living souls as we heard from andrew. but they're also drawing attention to the poor state of the national health

service. the president of the royal college of emergency medicine has warned as many as 500 people awake and dying because of the delays in emergency care. 35 percent of patients needing urgent care. we're not saying within 4 hours. that's the service is worse performance on record. patients are also struggling to get appointments with a local doctors. one survey found more than one in 4 adults have been unable to get an in person appointment in the past year. and the waiting list to start routine. and i just treatment in england alone stands at 7200000 people. the day bob looks at a debate on the future of free health care in the united kingdom. 55, with strike spreading and talk of a system on its knees is britain's reverence for its national health service. looking much needed reform, such a job,
1:29 pm
it certainly think so. the conservative for my health secretary and finance minister wrote recently the 75 year old model of the n a chest is unsustainable. jeff, it's suggested people could pay for consulting a family doctor and praise island system where patients must pay around $81.00 to access the equivalent of the cage accident and emergency departments a and e, unless referred by that doctor. now that sort of idea, most british politicians run away from because it means scrapping the doctrine that health care should be free at the point of need. the prime minister has distanced himself from the comments which you did before taking office. talk about issuing fines to and it says patients who missed appointments, he then backtracked the opposition labor parties also stepped into the debate shadow. health secretary west street in has suggested the growing waiting lists could be tackled by the n h s sending more patients to private hospitals. louise irving, a retired family doctor, an anti privatization campaign. i think that's
1:30 pm
a bad idea. there isn't an infinite pool of doctors, nurses, and a lot of doctors, nurses go to the private sector because they get paid more. and furthermore, when something goes wrong in the private sector, the patient is then, you know, red light of straight into a and then it us, andy. now, if we what we need is we need to build up on it. jessica and louis says she did the real improvements in patients experience in the 2 thousands on the labor when annual increases in n. h s funding well higher than they are now. since it was created spending on the n h. s is increased by an average 3.7 percent per year in real terms, but from 2010 to 2018. when the conservatives governing coalition and then on their own annual n h s funding growth slow to 1.4 percent. it's rising more quickly now, but an aging population, an increasing debug for expensive treatments means nobody's noticing. if we look at the antitrust compared to other o e c d countries, we have fewer doctors and nurses per header population. we have few hospital beds
1:31 pm
per header population. we have low levels of investment in things like diagnostic equipment and all those things are not about the way in which the system the, the nitrous is organized and funded. that's about the, the fundamental decisions we made about the level that we want to spend on health in this country. oh, so the challenge to the politicians. is this dealing with the crises hitting the health services right now? planning for the long term and avoiding or to to assist in the d baba al jazeera london still head down the al jazeera ah predicted in peru. i'm not backing down despite the president calling for truth, and you later in new zealand after the shock resignation of just into and in a record breaking day for this double olympic champion. please help coming up a little later.
