work as digging through piles of deputy in sets of providers. scenes of destruction spread across at least 10 cities in south eastern anatolia, thousands of homes have been leveled. the death tom keeps pricing and harsh with the with it is making rescue efforts more difficult to use the s 4 level disasters by the turkish disaster. also the t means and it's international disaster information level disaster is calling for international health rescue operations have already started and we are in contact with every concerned party in disregard. we have also received information of so many countries that are ready to help. we have requested medical supplies and medical equipment need, but inferior has also been hit hard the regions of lippo hammer and le takia among

the worst affected abuse because you can come in, civilian buildings have completely been destroyed due to an earthquake that hit the northwest of syria, around 4 30 in the morning. the situation is dire and catastrophic. tens of buildings have fallen in the city of sel. kin. it's complete electrical blackout. it's really catastrophic. everyone is on the streets. the buildings are either destroyed or barely holding here. 30 seats on top of major seismic fault life and is frequently shaken by earthquakes. about 18000 people were killed in quakes that hit the north west in 1999. with a history of such natural disasters. many are asking why the country hasn't been propelled turkey and syria while the hardest hit. but the quake was also thumped for wild, eastern mediterranean, including lebanon, fibrous palestine, israel,

and the far away of egypt had one or $20.00. this is the moment a building collapsed in the turkish city of my latter. it's one of several cities that felt after shocks. there have been more than a 100 calls. the extensive damage of wallace clay come join us in casino correspondent, monitoring development forth from turkeys, is stumble, city that's just begin with this 2nd huge quake. it comes in the wake, obviously of the 1st one earlier in the morning. yes, it's nearly the same magnitude in a different district though the same, so call her mom or as apparently the full lines on the car. her mom are are still very active. and there had been after shocks following the 1st earthquake, but the 2nd one is a separate one at different earthquake that the turkish people were able to witness when turkish broadcasters were streaming from the area alive. so at 1st everybody
4:06 pm
thought it was an after shop, but then as the disaster management agency, and now it was a different one. and we are, is form to the earthquake says the expert said there, it's an intersection of 4 major cracks. 4 major full mines which have been triggered during the mornings, a shake and everybody's scared right now. some people and experts are afraid of any further new earthquakes, a little side, the aftershocks, that's why people are outside and the situation is through these authors shocks and earthquakes. the situation is getting dire and more tragic right now. so consider thanks very much for the update. now
4:07 pm
he took his present address, the nation. he told people the government is doing all it can to provide help to seal all the good news that billy did it in the turkish armed forces and emergency and disaster authority have been called to the effect of areas. our priority is to rescue those needs about 9000 people working now in the rescue with it's who said in regards to international help and we had contact with other countries in addition to nicer and that there are $45.00 countries that have offered their home the 2 pictures of turkey's justice minister having arrived in part of one of the disaster areas. of course, he's obviously looking at the damage that's being caused in the cities and 10 provinces or 10 governments as they call them and how the emergency services are trying to cope with not only a rescue operation, but also aid operation. that same time as much of the infrastructure in this
4:08 pm
southeastern part of turkey has been demolished while at the white house, the national security advisor drake sullivan said the yours is profoundly concerned . i think that washington stands ready to provide assistance. he said the president biden had directed usaid and other federal government partners to assess response options to help those effected and the u. s. will continue to monitor the situation and coordination with the government of turkey or the ear is also sending rescue teams. european commission present live on the land of the blocks members stop by and are in full solidarity with the people who are kia and syria will continue helping in any way that they can whistles that joins me now. from his stumble, russell, you be monitoring events across the country. your in istanbul does tell us where you are right now. what's going on behind you while lamb at an exhibition center in a unique up district, an estimate. so this exhibition center was built 2 horse day seminars,
4:09 pm
conference and conferences, and political a gatherings i've ever today. it has been turned into an aide gathering center so early today. the one span or 2 of his stumble, has called on people to gather all the essentials that are most needed in the affected areas in the cities that have been hit by the earthquake. and now people have respond that, that call, and now we can see that people are gathering that heaters claude's cause diapers, foods and all of the other essentials that are really desperately needed in their cities in particularly southeast, in those cities. in, in, in turkey. this stuff i've been packed and done by the they are being loaded to the trucks to be sent to the cities such as the ard, about good mallets. yeah. would for guys, the aunt of and are done are so that the corner that have just talked to the
4:10 pm
coordinator or does it when he said that now people are more and more together in that. and then once the pallet in a stumble, harris published several other that 8 gathered incentives across is stumble. so these are quite important and particularly considered in the extreme weather conditions. now in turkey, people really nice warm clothes, the heaters, the food to diapers. and so what and this people are here to house that people that are in a very much dire need. of course, the public response. i oversee a gaining traction after the president obviously took to the airwaves early re day . and of course, is all happening with the pressure of an upcoming election, where politicians from across the spectrum will under be under the spotlight now in terms of the type of help and aid and advice they can give to the quick victims. absolutely though it so did this,
4:11 pm
this earthquake has came in and is coming in very delicate time, particularly for the government and for the opposition. so this is the 2nd largest earthquake in the last 100 year in the company. the, the largest one happened in 1929 in the province or as engine that killed thousands . and now the numbers are almost getting to the equal level. we're not talking about hands. hundreds, they're now talking about hot towels. and so, more than 1000 people that more than 5000 people injured and almost around 2000 buildings, complete the cold laps and the numbers are, the figures are going higher and higher. so in to the mom's turkey is going to hold a general election, which is going to decide about who will, which party is going to form the majority into parliament. and also who's going to be the next president of the country. all the experts here are seeing that these earthquake is ramping up. a huge pressure for prisoner one and he's government, and most probably he's going to face the most difficult election throughout his
4:12 pm
political carrier. and the pools are showing that almost his a $5050.00 winning, and losing. so for the 1st stifle prisoner to go on the chance of losing his real. however, the government, seeing that the have deployed or to mobilize all the means and the capacity incapability of the state now, and not only the governmental organizations, but also they have court on the civil society on different foundations that agrees did that, did that, that, that, that that the rescue teams and also the medical games to, to be present in that cities. however, there are also some of the criticism that they are seeing that the government did not abide by the rules by the laws. and the bills that passed in the turkish parliament after the da da da major not quick in 1999 that killed thousands of people. and they said that the buildings were collapsed to day. a did not pass the earthquake test. however, somehow the government was not quick enough to to just demolish them onto the
4:13 pm
console. so it is quite difficult for the government because we're talking about tan cities, and many of them are the major cities are then has more than 2000000 people. and also garcia aren't there would far more than $2000000.00 population. and one of our, the important aspect of this earthquake is that don't think is happening in many, in some major kurdish cities. and during dizzy election, the current is waters are going to be a key player in terms of the tournament and who is going to win and lose. so president ad one and he's gotten with his definitely be careful here to deliver properly. but on the other hand, any shortcoming, any failure could cost him and his garment dearly. so dot position also is trying to seize this opportunity and opposition leaders to they have. they have released a joint statement saying that today is that they are solidarity and unity. so as i said, just in less than 2 months took you going to hold one of the most critical election
4:14 pm
according to many. it is the most important elections globally that that's going to take place in 2023, wrestles other and it's tumble forest. thank you. our producer and without kitty jones, me now on the phone from garcia into her am and good, happy with you. good. have you with us all on the phone. just tell her exactly where you are in gaussian tap and what you're seeing right now. i'm right now in guys i'm one of the main streets in and district areas cold. shaheen bay it's, it's kind the, was damaged by this era quick and since the weekend. so now that you see like hundreds and thousands of cars just only in and out the streets, people don't know where they are going actually. but we just moved to buy some breads for the kids. and we spend over than one hour just standing in the line to get 5 pieces of bread that's mean like people spanish. like what did they want to do where they want to go? they don't know. now the street that i'm standing in there is
4:15 pm
a dozen of call is just waiting in the line in front of a gas station. they want to fill up the cause and they really don't know where they want to go. but what, what they should do, nobody knows we are based right now in one of the mosques, me and family, my mother, my father, and my kids on the after shocks as may cause, at least like we just like crazy. like we phillips, we try to run and it's, and we feel like we try to run and it's, and, but the 2nd law just both quick, i won't call it off the trucks because it's coming like 7.8. it's similar to the 1st one. it's make us all crazy, like we start running like crazy and you can see hundreds of people inside the mouth. they just want to survive by their life. so in terms of the emergency services and the authorities, what sort of state aid or help you seeing at all is the military. there
4:16 pm
are a sol, society agencies that are age groups there. do you see anybody there to help you? i mean, so far we couldn't see any, much of aid tells, coming toward our areas as we don't have much destroyed, done damage is building, but we've seen many heading around us, especially the electricity and the gas company, which they are just running to turn off some of the fires with 3 stop after the 2nd earth, which i'm from our side, like you can see many people just need more food, more blankets, more people start online and standing outside the street. they don't feel safe, even inside a mosque or whatever. it's been like a government building, they don't feel safe, they just standing outside in the snow and it's now under the 0. it's too cold, like i'm talking to you and i'm shaking. it's really too cold outside. you talked
4:17 pm
about your children just a few moments ago. i mean, what have you been telling them about what's going on and perhaps, or even asking questions about why they can't leave? i mean, they've been asking these questions since they woke up at 4.12 at the beginning of that quick, what's happening? why is this happening and i'm trying to explain to them in a way that they don't make them feel that's not make them feel panic when the 2nd one is coming. because we all know that. 2 that the 1st week we will have done this is off after shots and they start to feel it like really feel it and scared out there's like they called me like daddy, it's coming. do we run the we stay? what should we do? is it like just fits? it's not coming as the biggest one that's come on like that only it's come like the 2nd one was to lot like it's make us really like i just handed both of them with each time and i start running over the stairs. i forget my mom,
4:18 pm
i forget my wife. i don't know what to do. i forget myself. i just hold the 2 kids i'm putting outside and all we can get you to stay safe for the moment. obviously, very difficult for you and the rest of the community in ghazi and watching pictures of the rescue efforts. and we will, of course, continue to keep in touch with you. thanks so much. well, this is what's left of the syrian village of this near in italy, syria, like we mentioned, more than 800 people have died in the country. the 8 operations incredibly different across the earthquake zone. it's hit not only dear, but kia and se turkey, but in syria areas like hummer. lab, kia, aleppo, thomas tartarus, have also been effected. damascus is issued also states emergency and parts of those areas. but also these are rebel held areas. the civil war continues in syria,
4:19 pm
and the government itself has kept quiet in damascus as to exactly how they are going to approach the aid effort. the search and rescue effort in the quake zone. most of the a that comes into northern syria into those rebel held areas come through turkey, the calls take you will be looking for its own people. so people, it, we've been talking to in syria and northern syria, earlier in the algae is there a day? i've been questioning what sort of a will come through those particular checkpoints and how much of it because they obviously need it straight away. the international community is offered aid to us, the e u various islamic countries, but it's getting the aide into these areas that will be the biggest task, not only just for turkey, but for the agencies that are trying to how we do know from the syrian a civil defense teams at the disaster zone that has actually covered killed hundreds. the exact number is still very fluid. as you can imagine,
4:20 pm
the death toll will increase as rubble. and de barry is removed from these areas where rescue is can actually try and get to the quake zone. we know that rescue teams with search dogs or flying into turkey unless they get there. obviously they will start work. 72 are gold and our period is what is described as the period of time require to try and find people alive. it is intensely cold in northern syria and southern turkey right now, as you saw in those pictures. not just those, but when you speak to emmett snow is covering the floor, the temperatures at night reach minus numbers. so of the something that we're keeping a very close on considering we've had a 2nd quake which has been nearly as big as the 1st one earlier on monday morning and has affected a large area of the 10 governance. so really dramatic pictures are that you can see
4:21 pm
here on out there. let's bring in nevada correspondent in level talks to me from beirut say, now obviously we can see the pictures. we can see the devastation you reported force from northern syria and the impact that just civil war has had on the rebel held areas such. i mean, what are your context telling you about the impact of the quake where they are? well this was already a vulnerable region before the latest disaster struck millions of people are displaced, many of them live intense. a lot of them are homeless. as you mentioned, there is called freezing temperatures. rescue teams are struggling or struggling to find survivors. underneath the rubble, buildings have collapsed across cities and towns and a number of, of provinces in the north of syria, not just in rebel controlled areas, but in government controlled areas as well as the death toll isn't as close to 800
4:22 pm
and many fear it will only rise in the coming hours and days ahead because rescue teams are saying without the proper machinery without the proper international help . it's not going to be easy for us to sift through that the rubble. and even though many of these volunteers have been trained after years of war, airstrikes, artillery shelling, we've seen the images of collapse buildings in the past. but nothing like this and nothing on this scale. and this area as well, lacks hospitals health care facilities. because during the war they were targeted by the syrian government and their allies. so there are appeals for medicine, for doctors, for food emergency assistance. and there's also appeals to open roots so that aid can actually read, reaches the people in need. and throughout the year, as the syrian government has used aid as a weapon of war. right now, it's going to be very difficult to bring in aid from turkey out because of the
4:23 pm
disaster there. because the roots leading to syria, you know, as, as are also a disaster zone. so they're going to have to rely on which from government controlled areas. so a very desperate situation on the ground and people are really fearing the worst is yet to come and approach. as you say, the politics of trying to get aiden has always been very difficult to me. just talk us through where a does come in to that region and how difficult it's going to be considering not just the logistics, the politics, but also the weather at this time of the year. yes, a severe storm heading, the whole region, snow rainfall. what agency, international agencies are calling for an hour to open those routes so that aid can be delivered not just from government control territory, like i mentioned, they've used it as a weapon of war every 6 months. the united nations security council has to vote to renew a mandate for this cross border aid delivery. and every 6 months of russia and ally
4:24 pm
of the syrian government threatens to prevent aid from reaching opposition, controlled areas from outside government controlled areas. so people are really struggling, this is a nation already on its knees. are poverty, 80 percent, if not 90 percent of people live below the poverty line. and i'm not just talking about areas under the control of the opposition. even an regime controlled area as this is a cash strapped, a state that lacks the resources in order to deal with an emergency like this to deal with a disaster like this and recent weeks, we have seen that local currency collapse. so an all time low and we've heard international organizations say that they're short of donor funding, they need more money in order to feed the syrian people. so already the majority of the people of this country were struggling to find food on the table. now we're talking about many people who are left homeless, many people who are unable to be treated in hospitals because of the lack of
4:25 pm
equipment, the lack of doctors. and the lack of medicine said a whole to for us in beirut, thanks very much for the update. it's mila. is a volunteer with the white helmet since or is it live province? he says hospitals are struggling to cope with large numbers of wounded people. the medical sector already in west or north where it's project, it's hosted by the bomb being by that of station by the g. many hospitals, many doctors were killed by the palm, big, and the best time that we were suffering from the pandemic covey and after and after. now the medical sector cannot handle. all of those ensure cannot receive all those injured. we need shelter for those who lost their houses. we need like maybe food gets for those who will be sleeping now. our doors maybe, and we need even drink water for those who are now the,
4:26 pm
the bright from the private, from their houses by the earth, with those people who are under the robot who are beneath our level of course, northwest in each city, each village they need a cubit and actually we need our a cube and our rule an hour. it's not enough to handle this gets us trophy. it's not enough. we calling we and we calling and we seeing that northwest syria is just her. it needs help from everyone. we need like a cube met and everything that we can support us to help our people and save our people. while i'm a foster is the spokesman for the norwegian refugee council surrey office josefina from the syrian capital masters kentucky with us on the program. ms. foster, we just begin with your assessment so far, the situation and what your teams are telling you. sure why that already. and then mentioned the situation in syria as extremely dire. and search and rescue
4:27 pm
mission is ongoing, but what we know so far there are a 100000 and injured and many are still missing and people are under a collapse buildings we're hearing the medical and system is entirely overwhelmed. they're trying to send people to different hospitals, but there is no capacity. and people are out in the street. they're afraid to go back into their homes because they're afraid that buildings are going to collapse. and even in around the capital following the aftershock, people have been evacuated from their offices and or to get to return. ok. i also back those. okay. i just expand on this because obviously you're talking to your teams on the ground. what are they able to do in terms of helping those that have survived all those that are injured? if the actual health infrastructure in those quake areas has been, you might say, demolished or is it in purple?
4:28 pm
so before the started the practice already the health system was entirely overwhelmed due to the damage that happened during the, during the crisis. so already homeless or didn't have the capacity to meet the needs of the population. anyway, i think about 40 percent of health. they're not functional until they do not have the, the tools and their qualified staff to be able to provide assistance before this earthquake. let's go and after so and are currently is on the ground trying to assess the needs and is responding in any way that we can immediately before the rest of the humanitarian architecture kind of is able to coordinate. so we are trying to provide immediate, lifesaving assistance that includes food and water and winter clothing, as has already been mentioned. the weather is extremely dire in syria just now, and it's currently very wet and rainy and is likely to get colder in the coming days. how is an organization to communicate the needs and the assistance that you want to provide to your aid partners outside of the quake zone and to national
4:29 pm
governments? because obviously help is being offered, but it has to be coordinated and, and for the viewer. i'll be wondering how when the government in the west says yes, we got to send so much aid. how does it get to you and how quickly does it get to you? i mean, it depends on depends on the, on the situation, but it does come to us very quickly and how we coordinate is that the humanitarian instructor is obviously built to, to respond to emergencies and all around the world all the time. so we have the systems set up and in place to coordinate and to scale up extremely quickly. so already within a couple of hours of the emergency, we're already able to coordinate with other actors and start being able to arrange like how we can affect the needs and ensure that we don't duplicate effort and foster from the norwegian refugee council. thanks so much for joining us from damascus. thank you. well, i me, toll is yes, rob mckelly join us here in the studio because of the weather is the big issue,
4:30 pm
isn't it about this rescue operation. it is wrong time. the for the cause i've got a sensitive good. do you think the worst of the storm is just the north of the major rescue area? these are current conditions. we've got snow falling in ankara, but from being goal gaussian definitely if it's rain shows better than snow, it's just not quite is called b. c. the temperatures right there. they are cold mainly a little bit further. no, i think they may end up being the worst of it though. it's conditions typically on the ground. we've got these shots from yesterday. this is justin norman, syria. there are other snowy or wes already so the conditions are pretty for to start with. now the rest of the day we see these, the storm, santi wants the wind, they wind around somewhere in the, in the middle of east and turkeys range, the soft snow. the north of the whole lot is wandering up and disappearing in that direction. so the weather wise point of view of rain and snow is slowly improving position. but even during tonight you're going to find snow lost over much of the area and temperatures dropped down below freezing. that's of course the dangerous
4:31 pm
bit touches down below freezing during tomorrow. as the snow slowly moves away, the subtle be rather more evidence, most and temperatures will come up and the window become lighter, which in itself is something of a problem. because light winds tend to use cold nights for the care. tuesday, wednesday intensity, slower improvement. it starts very tomorrow, but look at the temperatures overnight the low by day, this might be high, but the sun is in the sky. and i think that's probably positive news once we get to that position. and the attempt has on tuesday night, once we get beyond that before classes, generally a fine one by day, but still a cold one by night. so where may be halfway through it. so, and the worst is probably a policy by now, but a bit further north tempt, though, the thing to worry back over night. rob, thanks so much for the update. well still head here on al jazeera is ready false is re to refugee camp in the occupied west bank killing at least 5 palestinians. we report from jericho and tens of thousands free the home to the democratic republic of congo. following an escalation in attacks by the end $23.00 armed group and
