hello, i'm laura kyle, this is the news our live from doha. coming up in the next 60 minutes. he's very proud to stay strong. emotional border spades free. you as president joe biden speaks to a crowd of thousands in warsaw, rallying support for ukraine. leukemia, like even at each autumn, it follows that a map hooton's state of the union address where he announced in suspension of a treaty with washington, but limits nuclear arsenals. also ahead, many traumatized after another quake and off to shop rattles southern to ikea. and least 6 people are killed. and across the border, syrians experienced the horror of the tremors. more than a 130 people injured fur. i'm joanna roscoe with sports

a huge game in the european champions league later with liverpool up against holds rail madrid and repeat of loss seems final he is present. joe biden says, vladimir putin was wrong about you. crane wrong about nato, and wrong about the iron will of america. he addressed a massive crowd in the polish capital war school just under an hour ago. gardener would fracture and why? instead very there was more united and more unified than ever, than ever before. he thought autograph like himself were dull leaders of democracy resort. and then he met the i, rural america, the nations everywhere. the refuse except the world governed by fear and force. he found himself at war with a nation led by a man whose courage would be forge and fire and still presidents zalinski

or alan fisher joins us now live from warsaw and alum present by the repeated many of the same themes that we've heard before. in this speech, but with a bit more passion. how is it received? certainly a good reaction from live that people who attended didn't at the mayor of war. so estimates that are in $30000.00 people, gathered not just at the the, the royal palace itself. but watching on big screens and there's been a steady stream of people. and since the speech ended what the just under an hour ago. yeah, we had a lot of what joe biden has said in the past, but he has extra passion. and there's reasons for that. there's resonance because he can no talk about being in ukraine. his travel to keep on monday. the fact that he met president zalinski as the presidential palace and was able to go to the memorial for people who have died in the war. he talked about the resilience of the
9:04 pm
nato alliance of the coalition that the americans have put together, lead by joe biden. and how they've stood up to vladimir putin and how important he felt that that was, and of course the resonance as well as he calls for continued support. because he's aware that there are voices of dissent growing in europe and back at home in the united states. about at the cost of the war, the last that it's inflicting of course, the number of lives that it is claiming. but he said that this is very much a battle of between those who support democracy and a future where people can be free or those who want to give in to an a talker say a like russia. the resonance comes from the fact that a year ago he was seeing to allies look. russian troops are gathering on the border of ukraine. he is planning an invasion. the russians themselves said, no, they weren't going to invade. and many of the allies couldn't quite believe that it
9:05 pm
flooded me put in would begin at the largest grown defense of that europe has seen since the 2nd world war. but joe biden was right about that. and he believes he's right about having that democracy stand up against vladimir putin and what he's trying to do in ukraine. and alan, he also addressed the point of russia directly. what was his message to them? of course, he speaking just a couple of hours after vladimir putin addressed at the people of russia and the white house didn't want this to become a competition of ideas. although they did point out that flight a me, a potent had moved up the date of his speech to coincide with the time that joe biden would be in poland. but he is said to the russian people, look, you are not the enemy. this is not about america or european countries wanting to conquer you and rule over you. he understands that many of them want to live in peace and they don't want to be at war. but we've seen these appeals before from
9:06 pm
the white house. the difficulty, of course, is that message will not be wide spread in russia. it is unlikely to be reported in those terms in the russian media. so this was joe biden, really addressing the larger audience outside of russia, hoping that somehow the message will get through it. many people believed that the war could be over quite quickly. joe biden made reference to that. the fact that many people thought ukraine and keith would fall. busy within 3 days, that was certainly the russian plan, that within 72 hours, they would have control of the capital and they would have installed their own government. yet, here we are. one year owen and joe biden is aware that this war critique another year, at least, unless that is movement to bring about some sort of peace settlement. but he was making it very clear to the ukrainian people and also to his colleagues, to his friends, to his allies that they are in this for the long haul. and america isn't going to
9:07 pm
walk away from this fight, and fish and johnny as that from warsaw. thanks very much. alan. on this allen, just note and bind and speech came just hours after vladimir putin gave his state of the nation address. the russian president announced moscow will suspend its role in the new start treaty that limits stockpiles of nuclear weapons. that arms control agreements is the last remaining between russia and the u. s. from moscow or some have been dr. aid reports. but easy dealing receive if you do not see below the mirror image or 2 years since his last address to the nation. and his 1st since the start of what russia calls, it was special military operation in ukraine. president vladimir wooten said the country will do whatever it takes to when you go. it is rumor. he said moscow's attempt at dialogue have only been met by hypocrisy and nato expansion. at the disney miller going toward what was the fault of the rested cheese that i knew was
9:08 pm
easily weighing. it was the western started, the war, and russia is using force. we stop it. the goal of the west is unlimited power. the special operation was launched and to protect the russian federation and eliminate the nazi threat. he said he just, human unity was beefed up in moscow with hundreds of members of russia's political elite. an armed forces attended his state of the nation speech, put an announce benefits to help people away and said russia had maintained its economic strength of best and sanction. no, but fight critics challenge the russian president narrative. this whole decision was based on miscalculations by russia. he overestimated the power of the russian military. he underestimated the power of the ukrainian military. he underestimated his all of the western countries to stand up against russia. was more accused the rest of plotting to send nuclear weapons to ukraine before the invasion. his wide ranging address was meant to assure the audience at home and one will perish by
9:09 pm
announcing the suspension of rushes, butter station in the start, free tv with the united day of good i hear. yes, somehow lewis. russia is suspending participation and start with the nuclear arsenals of the u. k. france, as well as the u. s. are directed against the russian federation. moscow will take this into account. it is unacceptable that the u. s. has started to reshape the world order only to suit itself in the last year that parisha nuclear plant in ukraine, which is the largest in europe, has come close to nuclear disaster. and the possibility of nuclear weapons being used, if the war escalates, has been widely reported. immune is, there's no steady quote change and acknowledging the body of poor. all those gathered conference center intention. moscow stood in silence to commemorate russian service people who died put in announced a special fund to assist the family, the soldiers and veterans rush. i will do whatever it takes to win the message from a defiant president put in was to assure his people what you're hearing from the
9:10 pm
rest is true. according to him, the rest has been unable to isolate russia. if he gets military or brick, it's economy. but as of all drugs past the one year mark, there is no denying that the people are beginning to feel the impact from a job without the 0 moscow. the last person was delivering that speech. china's talk diplomat was holding meetings in moscow. one g e said relations between bay jan. moscow. rock solid visit comes off. the u. s. secretary of state and sampling can warned that china may be selling weapons to russia. theresa fallon is director of center full russia europe asia studies and joins us now via skype from brussels . good to have you with us. what is the nature of china's relationship with russia? what we saw was the february 4th document described as a no limits partnership. this was published just 3 weeks before the russian invasion of ukraine. so many analysts have seen that as kind of
9:11 pm
a flag that they had tasted support from beijing for the invasion. and also russia could move the soldiers from their far east towards ukraine. so it has been very close throughout all of this, but i'm, i think beijing needs to rebrand themselves or they're trying to re brand themselves yet one. he's visit to bosco at the sensitive time. shows that russia and china are still together. their official position is that they are neutral in this war with russia's war and ukraine. but that they lean towards rasa. and we know that beijing has never taken any phone calls from the leader of ukraine. so it doesn't seem that they're very neutral. but i should point out that china is not currently selling weapons to russia, but what is the chances that it may do so in the future as the u. s. phase there has been some evidence that a chinese state owned enterprises help in breaking the the,
9:12 pm
the sanctions jamming devices, equipment for plains. this was document in wall street journal article and also by c for a d as a think tank based in washington d. c. that carefully looked and documented the trades data between china and russia . so i think the fact that secretary of state lincoln stated publicly a warning to beijing and one sense letting them say faith. because they're not saying you have done this even though the document shown that they are calling them out saying that do not break the sanctions do not support russia with lethal weapons. and now beijing has been talking about their 10 point piece plan. they're trying to generate a lot of interest by not revealing what's in it, but some analysts fear that in the piece plan, beijing might suggest that they need to support russia because russia is so weak at this point. and this remains to be seen. so we're all waiting to see what's in this piece. plan are so called peace plan. how much interest have they managed to,
9:13 pm
to gather in this piece plan who is interested in and doing it and following it? well, we don't know. it's in it yet. they are key pitching it to get interest and we've seen at the meeting security conference when you brought that up in his comments. and the whole idea is to try to drive a wedge between the your, between europe in the united states. because beijing wasn't counting on a strengthen transatlantic alliance. so this kind of undermines what they want to do. and because u. s also has these sanctions on china in regard to high technology. they need a charm offensive towards europe in order to be able to buy the high tech that the u. s. will not sell to them. so they're trying to do a charm offensive. it's a very difficult diplomatic walk that they are trying to do, trying to support russia, trying to keep it. so the europeans that they're neutral and that they're trying to create peace, maybe a best. all they can do is maybe create some sort of dialogue or discussions, but that doesn't really. i think many people and especially in central eastern
9:14 pm
europe have seen they've determined that russia and chinese interests are aligned and they really are very anti china right now. so i think beijing is trying to call back, they're influenced by it's, it remains to be seen. i mean, it does seem as if there were, even though the trying to drive a wedge between the u. s. and e u, all that really doing is, is deepening a divide between the u. s. and the west view s in europe. and as you say, russia and china in a separate alliance, well, we're starting to see the contours of this right now. it's really galvanized the war has kind of galvanized the difference between the west and certain approaches to global governance and russia and china's interest. if we look at the statement from february 4th, they made it quite clear that they wanted to change global governance. and i imagined that she expected the war to last just a few days, as putin might have told him. so i don't think they expected it to last for a, for a year now. and this actually takes beijing's reputation. very interesting shifting
9:15 pm
global dynamics. thanks very much. theresa fallon, for joining us about. thank you. now, nato saxon general has averaged at last skate her. we consider its decision to suspend its role in nuclear arms treaty from brussels are damascus, sir james bayes has more. there's real concern here at nato headquarters about president putin's decision on new start ever since the 70s. there have been limits on strategic nuclear weapons from the u. s. and russia, and in fact, after the cold war, both sides reduced their nuclear stock piles. this though, is the last treaty left and the nato sec general young stilton berg raised his alarm during a news conference. i asked him if it made the world a more dangerous place, more nuclear weapons and ha, and less arms control makes the world more dangerous. and that's the reason why in need to we are rosul hard or to engage russia on issues related to on
9:16 pm
control and wanted while i so supported the new start. and also why i'm calling on russia on today to reconsider. it's a decision to suspend its participation. the new, the start agreement. mr. stoughton burgers, meeting here with the ukrainian foreign minister, demitra caliber and the you foreign policy chief, joseph burrell. the focus of their meeting was the ammunition that is going to ukraine in particular artillery shells. it's believed that there are more being used by ukraine than can be manufactured. and mr. burrell revealed that he has sent a letter to all e u defense chief saying for now, while those factories speed up their production, please give your stocks to ukraine in the meantime. same as rather as life rest. now in the ukrainian capital t, there's a lot been happening in the last few hours, was the reaction there been to both biden and pete and speeches?
9:17 pm
well, the reaction to put in speeches is as expected. really, people here in ukraine see it as more of what they've been hearing all year long. and really everything that russia has said and done in the last year has just forced ukrainians. further west. they've been pivoting west politically, socially, economically, into the arms of the united states, nato, and the e u. and as far as biden speech, unsurprisingly very positive response from ukraine. and why wouldn't there be what's not to love you as president really painted russia and all the same colors that ukraine has been painting their war time enemies for the past year. biden waxing lyrical about ukrainians on the front line, the ukrainian leadership, the political leadership throughout this conflict. so very, very positive response from ukrainians here on the ground and really on the front line in the east of the country in other parts of the country where there are
9:18 pm
russian troops. amassing things are very intense and things are very worrisome for the ukrainians and all the battles are not necessarily going in the direction that you would like. but in terms of the parallel information war, it has been a very good 2 days. there's no doubt that the craniums will be counting the last 2 days as victories in the information war. biden's speech arousing speech made in poland, usually ukraine's closest european allies, a very high production value, talking about the war and ukraine and, and the support by a huge number of allies for the ukranian effort. these are no doubt, very, very positive developments for the government here. and the president biden's very, very positive visit just a day earlier to keep really showing that this war time capital is a normal place to visit. we have another diplomatic visit happening right now. the italian prime minister meeting with ballade, amir zalinski, they're discussing what everyone wants to talk about right now. more weapons for ukraine. but we do know that the italian prime minister has said no jets, no fighter jets, will be provided by the italian government,
9:19 pm
something the ukrainian government says that europe in the united states desperately need to provide them so that they can continue to hold off the russian advance on the eastern front. what, what is the news that we're hearing from the front line? same well, really, everybody is talking about the besieged city of back loot. very close attention being paid to that is this one year anniversary. busy is about to come upon us the situation, but who continues to be very intense. we've just heard reports again this morning. the villages to the north of the city continue to lose terrain to the incremental russian advance. and even though president biden has promised another $500000000000.00 in direct military aid on his recent visit just yesterday for many of those on the front line that help can't come soon enough. and for many, it's already too late. the wounded keep coming this, leaving the front line on their backs into the care of metrics with the lucky ones
9:20 pm
stabilized and moved to hospitals where the hope is they will leave on their feet. so they're not good news. some of the most difficult thing for us right now is losing our sites is losing our people. those who are fighting for ukraine when they bring in a person who is wounded and has deadly injuries you watch on them. and you can't help with anything you, what is the worst thing you can imagine at aid station like this one in that in that region close to the fighting. there is very little space between life and death. doctor se saving a russian soldier can be just as important to you, forgot those sure that i took the hippocratic oath, and i am obliged to treat old patient regardless of nationality. and secondly, the saved life of a captive is an opportunity to exchange for our captive their camp. so that way we can save the lives of our soldiers once

possibility of january the training is happening here because there is exist a chance of possible attack from belarus, which we already had some time ago. so we are training at this exact location to be sure we are ready to meet the enemy, me engaged in battle, or waiting to get into the fight. ukrainian soldiers say they'd been forced into the kind of conflict that was until a year ago, a thing of the past. they say they want russians to leave their land and peace to return z basra, the ulta 0, the chernobyl exclusion. so can you create ah, 2 people in takia and syria are again feeling scared and shaken. at least 6 people confirmed dead after another earthquake hit

the region late on monday. it struck 2 weeks after devastating quakes killed more than 47000 people. survivors don't know when or if they'll be able to go home again . rob mcbride census this report from the city of an takia turning up at what used to be their former home to witness. now it's complete destruction in these latest earthquakes. in the 1st 2 weeks ago, use of earth took, says he was rescued from this building after an hour and decided to come back a week ago to retrieve valuables in spite of the danger or it was her, yes, she was risky, but these were things we couldn't leave behind valuables like identity cards and documents longs. although he didn't know that 3 people had been killed here the night before, while also retrieving their possessions. this is what his building and the one surrounding it looked like after the 1st quakes. the video was taken by another resident who was also planning on coming back to retrieve possessions,
9:24 pm
but says he knew with the strength of monday's quakes, that the building wouldn't survive. evelyn authorization, i don't think anyone can ever plan anything wrong after things like this happen. soldiers who've been stationed here for the past week have been describing to us how these latest quakes have completely transformed this one street. yet again, some buildings that had already been damaged have been further pushed over to one side. others that were close to collapse. now, just piles of rubble for cities like an takia. these quakes have added to the suffering and the misery people are already enduring. bill al and his family now share this one tent with another family. when the quakes came, he said they had to comfort their terrified children, then is this. it was like we were out at sea. we were being hit by waves coming from one side to the other. the most. the people in this corner of southeastern took here,

having to re live the nightmare that began for them 2 weeks ago. rob mcbride al jazeera and takia are correspondent. i said, bag joins us now. live from gassy and tap as it. how is the region their coping the night are fast additional quake and aftershock by rub, just mention reliving that. right man, that's very much what's been happening now. last night we saw people on the streets unwilling to go back into their homes because of the earthquake and those after shock. so we saw a picture stations, very busy people sitting up because because of the crate and saying that they would be spending the night that night in the vehicles not today has calm down a bit. many people have actually left. and the reason is because people are scared, there was a state of panic yesterday. people are fearful because they don't know what will happen next. they don't know whether they buildings or secure,
9:26 pm
even though that they have been sued 93 creeks. this didn't order is that risk that, that building they've been living in is damaged and it could come down anytime that's in the back of everybody minds when you speak to them, they say, well, we don't know, we'll say that we live in. it's a tool for those of the i, intensities or temporary accommodation, then reliving that trauma every time that there is an off the shock every time this is trema, they re live that trauma is re effected this i call the g and reading still that 5th and many people want to go home, but they don't have any homes to go back to. and many people are not prepared to go back even to the cities because because of the crate and the impact that it has had their lives. i've seen devastating situation. okay. i said, well, let you get out of the cold thanks very much for joining us from government. now the latest quake also cause panic across the border in syria, in a region already devastated by gears of civil war. survivors who have lost their

homes have know where to go from jim russell's feder reports here the destruction is absolute. such epoch, elliptical scenes are so much white spread across the whole town of generous in this town. 1150 buildings have been either completely collapse or now they are heavily damaged. they are not habitable at all. this rubble was once ham off many families, but now that are only remaining the memories of a life that was was here. the can see there that the carpets, the blankets, pillows, the clothes, chairs, and the toys that once happy children were playing with. but now it is just this that is left behind. the moment that you entered the town of gin dress that

9:32 pm
ah, again you're watching out, is there a his reminder of our top stories this hour us president joe biden has stressed that the west and nato remains united behind ukraine. he told a huge crowd in warsaw that us sanctions imposed on russia over the war will be maintained and expanded. russia's prestone vladimir putin has announced moscow will suspend its role in the new start treaty, that limit stockpiles of nuclear weapons. the arms control agreements is the last left between russia and the us. let's take a closer look at that treaty now. it puts limits on both russia and the u. s. is austin all of deployed nuclear weapons without renewal,
9:33 pm
it'll lapse in 2026 leading to phase of a revived nuclear arms race high force. it reports the strategic arms reduction treaty 1st signed by president bush and gorbachev in 1990. 1 has been part of a nuclear weapons framework in some form, ever since barack obama and dmitri met with inaugurated successor new start in 2010 . under its terms, russia and united states owners of 90 percent of the world's nuclear weapons would limit their deployed strategic warheads to $1550.00. and the long range missiles and bombers to $700.00 each side could inspect the other sites to ensure compliance up to $800.00 times a year. but inspections were hosting 1st by coded 19, and then by deteriorating relations since russia's invasion of ukraine. on tuesday in moscow, vladimir putin announced russia was suspending its membership. he said in response to hostile us action, marla, europe, you were to bid and you get. and now they want to inspect our defense objects in
9:34 pm
the current condition of confrontation that takes place today. it sounds like nonsense us russia relations on nuclear weapons have been strained for years. the united states pulled out of the anti ballistic missile treaty in 2002 and let the intermediate range nuclear forces treaty in 2019 accusing rusher of developing a cruise missile that reached its terms. experts fear a breakdown of the architecture that the decades has rained in nuclear arsenals. we seem to be losing the last bilateral relationship governing nuclear weapons. so we could have an arms race after this, and that price is not existed because of this agreement because of the inspections that back up the intelligence both states. and so you have one of those pillows being taken away. joe biden agreed a 5 year extension to new start when he took office in 2021. started me to to emphasize his action was a suspension, not withdrawal,
9:35 pm
but has raised the prospect to the treaty, lapsing in 2026. he also said he had put new nuclear systems on combat duty and pledge to resume nuclear testing if the united states did the same. hurry faucet, al jazeera, the head of the military organization, the wagner group has accused the russian defense minister of destroying his organization. he says his fighters are not receiving enough munitions. let's take a closer look at the group. the private power military forces established in 2014 after moscow annex crime. ma'am. it was founded by russian business bunny of guinea, privileged and who's close to president vladimir putin. the group recently recruited russian prisons to fight in ukraine promising them freedom if they survived, as well. so active and parts of the middle east and west africa, including countries such as molly and became faso and see more of, of is a russia specialist and associate professor of national security and to teach at studies. cousin university and perth,

australia. he says the wagner group is trying to monopolize military contracts in ukraine that the on the group and the fact that the leader of the group is sort of complaining about. so he's effectively accusing the russian minister of defense of not providing. there are artillery elements of the walking group with much need them. you need to. and so we're talking about heavy artillery here and that comes up the week. so you pretty much pick your age and that it was the walk in a group that was responsible for a lot of success. a. busy you're in rushes, offensive, been done by that. it was the wagner group that took on and major in, in, in, in curtailing the aberrations of ukrainian or weeks. a break origin was criticized in the russian ministry of defense for legal issues, for lack of effectiveness and praise. and he is, he is wanting to grow clearly. it's also happening in the time when, when,
9:37 pm
when the gramlin is readjusting the strategy in ukraine and 3 boys and obviously wants a major slice of the skate effectively. he wants to some extent, and it may sound a bit absurd on one hand to almost minute monopolize rushes operations in your brain by simply saying, i want that all my forces proved to be more effective than russian regulus. as a result, give me what i need versus invasion, has devastated agriculture and frontline areas of ukraine. many farmers believe russian forces deliberately set out to destroy their livelihoods. such a butler has more from lucas shift in north and ukraine. hickory, his own pace, farm in north and ukraine for decades, but he still comp believe what happens weight loss here. russian soldiers occupied the property for 3 weeks. in march, they destroyed buildings, ransacked, produce, and killed more than a 150 carols, pointless destruction that hey,
