the u. s. has condemned the detention of wall street journal reporter, evan. gosh, greevich by russia's fs. be security service. cosca virtue is, are you not states citizen was stopped in the city of your veteran burg, on suspicion of espionage. according to russian state media, a criminal case has been opened against him. he appeared in court in moscow with his lawyer present. us officials say they're in touch with gastric says family, as well as the wall street journal, and that the state department had contacted russia dosage. barry has more from outside the court in moscow. 31 year old evan girl cove, which made us 1st court appearance here in this building behind me at leftover court house on thursday in the russian capital. the charges that are being brought against him are that of espionage against the russian federation. the courts told the reporter that he will be held in custody for the next 2 months until may 29th,
12:03 am
where the investigation will continue. now, if he's found guilty, you could face anywhere from 10 to 20 years in prison. these charges stem from allegedly, him carrying out activities in a central region of russia where the f s b services alleged that he was gathering information about the russian security apparatuses in that region. now these are allegations that the kremlin is aware of, according to the mitre pest called the spokesperson for the kremlin, the journalist was caught red handed at carrying out espionage in russia. we also heard from the russian foreign ministry spokesperson, who said that this is not the 1st time something like this has happened that the accusing western people of using the cover of journalism to carry out various activities against the russian states. of course, the arrest comes at
12:04 am
a very sensitive time between the united states and russia, and it is certainly going to escalate tensions further. the wall street journal released a statement saying vehemently denies the allegations from the f s b and seeks the immediate release of our trusted and dedicated reporter, evan gosh, of which we stand in solidarity with evan and his family. the white house has called the targeting of american citizens, while the criminal, unacceptable, and advised all us citizens to leave russia. we don't have any specific indication that journalists who would be targeted as we know this is incredibly sadly common for russia to detain americans. and that's why we've been very clear about about americans not going to russia. it is not safe for americans right now in russia. it is a level for my colleague at the state department, spoke to this just moments ago. again, we're going to continue the state department,
12:05 am
going to continue to reiterate that it is not safe at this time to be in russia or to travel in russia. what's going on and has more from the state department in washington dc on the us government action plan? well, the 1st priority, according to the principal deputy spokes person to the damp hotel, is for the usaa embassy in moscow to gain consular access to mister garcia elvish. this is something that is guaranteed by international treaty. but as we have seen in the recent case of the w, n. b, a player, brittany griner, it was very difficult for consular officials to get to see miss griner while she was being held in prison for the better part of a year. it's also been very difficult for us officials to meet with paul whelan, the former marine who had been convicted of espionage and is being held for 16 years in a russian prison. so that is the 1st priority. it is worth pointing out that girl

clevic was detained while he was on a reporting trip to your counter and berg, about $600.00 of 1600 kilometers east of moscow. and the consulate there was not informed that he had been detained until he turned up in russia on thursday. now, it's also a question and officials at the state department and at the white house don't want to answer this question. will evan garage greevich be considered wrongfully detained? that's an added layer of urgency to an american's case when that person is being held by a foreign government for whatever reason. and certainly being charged with espionage is perhaps a much more serious charge in terms of diplomatic relations than in the case of brittany grinder being found with a small amount of vog hashish in her travelling luggage. in the karen is executive director for the national press club. he joins us live from washington,

d. c. thank you very much for being with us. i'm one of you can guess initially your reaction neck to this arrest. yeah, we were shocked and surprised to hear this because you know, there, even with all the differences between the countries, there has been a cooling off period in terms of you know, attacking us journalists. that last journalist that was held was in the cold war period in 1986. so it's been quite a while and, and was disturbing. and we're calling on on state to take good look at this and say that it's non just attention having should be released and we expect that to happen. can you just a bit more about him and his work as a journalist? sure, well, he's been working in russia since 2017. and i think he's families, he's based in london. so. but she's, you know, he's american,
12:08 am
he grew up in princeton, new jersey, which is a sort of suburban community community. yes. or the all american, you know, upbringing, fluid rush and speaker, and went to college. well educated and a good, a good, solid journalist. and you know, the russians know who have been is they know what he's been doing since 2017 is fully credential to be operating there. he knows the rules. if he was doing anything wrong, you know, he would have been in trouble with authorities long ago. so this is just coming up all of a sudden, and we find it to be very, very troubling and very disturbing, an escalation party, russian government, and what has edge all us citizens to, to leave russia. is it your impression that u. s. journalist will now have to do that. i think it's going to be on a case by case basis. some journalists are often operating as you know,
12:09 am
in places that are not recommended for citizens. it's, unfortunately, is part of the, the nature of the job done in the journals that are in russia. we'll have to, you know, redouble their efforts to be safe and, and, and be prudent. not that evan wasn't doing that already. but we do think it's causing conversations in every news room about, you know, how do we re examined this and are the there ways we can do this at that are safer for our, for our employees. but i think, you know, this just feels like a hostage thinking it doesn't feel like a judicial proceeding. so it's really hard to give advice for safety. in those circumstances. i mean, just, just for it remains how, how difficult it is to operations and genesis at the moment in russia, particularly since they were ukraine started. sure, well, under russian law, you are not allowed to refer to the conflict between russia and ukraine as
12:10 am
a war. so that would be a standard part of any western journalists approached the story. and, and you're also not allowed to say anything that would be critical of, of the russian prosecution of the war tactics. that sort of strategy, that sort of thing. and so on those cases, just on those cases under, under russian law, as a journalist would be, you know, violating those all that he's not russian. so you shouldn't, he shouldn't have to follow the rules. there's very little independent journalism going on in russia right now. the crackdown is as extreme as we've ever seen and those that are are, are publishing are not only are few but are under constant scrutiny and stipulation and can't do,

prove much needed comfort to those most and meet lena barclay and jose zapeda the u. k is laid out a plan to boost energy security by investing in cleaner and more affordable power sources. it includes a raft of previously announced schemes such as funding for offshore wind, carbon capture, and green hydrogen production projects that involve a hassle. it was going to the, the prime minister's green day in the end, it was rebranded energy security day wishes to knock. and his net 0 minister was shown around a nuclear laboratory as they launched their plan. we're going to create jobs across the country. we're going to increase our energy security, reduce people's bills, and reduce our call the emissions. the government plan includes a wide range of measures they're launching and insulation scheme to make $300000.00 homes more energy efficient. there's a plan to invest around $300000000.00 in developing green hydrogen as

a few. it's claim to be more environmentally friendly. and as the formal establishment of great british nuclear, to promote the building of new power plants. critics point out many proposals are simply reheated versions of old announcements, and in many cases there's no new funding. for example, the government's pushing an existing $25000000000.00 investment in carbon capture and storage, removing carbon dioxide, produced by burning fossil fuels and storing it under the north sea. many in the energy sector, a calling for the government to use subsidies to encourage investments and clean energy, like those president biden's announced for us firms or lose out on jobs and revenue . we were there without thinking many years ahead of the rest of the world. but this got most is just didn't and delayed and those business opportunities that investment will gone to the us. it will have gone to the e u because they've also woken up to the fact that hydrogen offers is huge

12:27 am
global temperatures by about 1.2 degrees celsius to date. santa say this next o nino, which will take several months to take effect is likely to push temperatures over the one and a half degrees celsius mark. but target world leaders agreed to limit global warming. in the paris agreement, professor tim palmer was assigned to a research professor in climate physics and a former lead offer for the intergovernmental panel on climate change. you join us now from oxford. thanks very much indeed for being with us. so what's your full cost for when it will actually kick in and what the impact will be? well, as you say, you know, we've been the last few years in what's called a lanier state, where the tropical pacific ocean is being cold. and the consequence of that is that the ocean is actually been soaking up a lot of the excess heat to, to the due to climate change. but we're now moving, we seem to be moving towards an el nino state so where the pacific gets warm,
12:28 am
it'll, it'll develop over the next few months according to our full cost models. so by, by the summer, by the end of the summer, it should start to be coming become a kind of starts, we get full blown. and basically what's happening then is that the heat that the ocean soaked up in the last few years is going to be given back to the atmosphere again. so the global temperatures are going to rise and we're going to see hotter than usual conditions, even though it's been hotter already, but hotter still due to this whole nino event. and what does that mean for countries that already vulnerable to some of those changes you've described? well, you know, i mean, we understand reasonably well the weather patterns, how the weather patterns change to, to the el nino lanita. so for example, you know, we saw last year, some very severe floods in pakistan which were linked to the landing near
12:29 am
event. with el nino, the south asian monsoon is likely to be weaker than normal, so we're likely to get drought. now the thing about climate change is that it kind of adds extra power to these anomalies. so when you get floods, you get extra floods. when you get drought, you get more severe drought. so places like india, pakistan might well be vulnerable to is very severe drought this coming summer, eyes in the places like central america, the caribbean, parts of sub tropical south america. so they're going to get the lot of the el nino types of weather. but, you know, sort of on steroids due to climate change and weather on steroids where we, we, as you say these, these things are kind of full or forecast a we prepared for it or countries professors well, i mean, fortunately, you know, the science of, of prediction on these months to seasonal timescales has improved enormously. so,
12:30 am
governments around the world should be aware of what is likely to happen in the coming months and seasons. of course, it's up to them how they deal with it. i mean, a simple example is, you know, farmers should be aware of what types of crops they should be planting in light of the amounts of rainfall that, that particular region is likely to get. similarly, governments should be, you know, starting to think about, if they're going to be floods extreme floods, you know, getting flood preparedness measures in place. now this is the time to start, you know, making the plans so that when the el nino really does arrive, when we're ready, as best we can to deal with it. thank you very much indeed to professor tim palmer for joining. thank you. still have one out here that he's out. uganda sends trips to the democratic republic of congo as fighting with on groups

uganda has become the 3rd country to deploy troops to the eastern democratic republic of congo. the troops will join the east african community forces which include burgundy and kenya in the border town of buena ghana. a fighting between the army and rebels has forced more than 800000 people from their homes. gunner was the 1st significant town to fall under the control of m. 23 fighters. since the arm groups resurgence in 2021. and $23.00 is widely understood to be backed by neighboring rwanda. a claim denied by the government in kigali. crisis stands as a progressive international studies at simon fraser university, joins us now. live by a skype from vancouver. thank you so much for being with us. so what impact do you think is uganda troops will have on the, on the situation there with them $23.00. well, i don't think much in the moments initially, the plan was to use this intervention, forced to get the m 23 to withdraw to the original positions were very small area
12:36 am
that plan has now seem to been abandoned and these forces of the region are more there to be a buffer between the m $23.00 and the kong these government, in other words, to freeze the military situation where it is. and so that me allow for political negotiations to start. but in terms of the military situation on the ground, i don't think much will change and then did you not there need rebel group in, in the area. so why do you think there's been such a proliferation of these groups that and, and continuing violence? well, the war started in the congo in 1996, but over the past decade or so, our groups have proliferated those roughly a 120 different our groups in these 2 condo in part. that's because of the weakness of the commonly state. it's because violence has become a means of survival, but it also become a means of profiteering for so many in the congolese business and political elite. and so i think as long as there is not a strong state in a state, it's invested instability,
12:37 am
rather than instability. that situation is not radically going to change. so at the moment the, the intervention of the, you know, uganda or any other. and so who knows ation, they have east african community for so or whatever it is g m, inherent given that the situation you described in that and that so persistent kind of violence will, how do you think they can make a difference? what i think the, the broader structural questions are congolese problems to solve. but in order for the comedies to solve these questions, creating a stronger state, creating a new demobilization program, addressing some of the local drivers of conflict that have to do with communal tensions in order to have that space, the underneath the d escalation of violence and the one country that has the ability to do that is rhonda rhonda has been a massive backer of the m 23. in fact, the u. s. government considers it to be iran and troops that are doing much of the fighting on the ground in the eastern congo. and i think that rhonda has enormous power to do so. unfortunately,
12:38 am
rhonda has not been acting in that sense and refuses rejects those allegations. and that's quite a bit of sympathy from the international community. the u. k. government, for example, has refused to denounce their on and government because it has, has ties with thrown in governments, the french government, in a similar situation. and so the iranian government feels emboldens and feels very little pressure to change course doesn't stand. thank you very much indeed. donors . thank you. own england metropolitan police officer has been referred to prosecutors to consider a potential murder charge for the fatal shooting of an unarmed black man. 24 year old chris cover was killed by a single gunshot, followed by an armed officer in south london in september last year. a fall of evidence has now been passed to the crown prosecution service by the police watchdog. following the conclusion of a homicide investigation covers family has welcomed the move and called for the offices prosecution. the national association for business economics is wrapping up
