a deeply personal segments of president finds agenda today. he crossed the border from northern ireland, 1st going to dublin for some diplomatic niceties. meeting embassy staff there, and being greeted by the t shirt. that's the irish prime minister leo, veronica. and after that he came straight up in poor and grey and i've got to say up here to county love, which is kind of halfway between dublin on belfast because the vitamin family line goes back to the finnegan's upon the cooley peninsula. that's why he went to calling for castle visiting there with the to master list deputy prime minister. me whole martin, and i understand that he's somewhere behind me of my shoulder when i am done, dork, which is this town just on the border. you can see the police out riders over my shoulder, and this all part of a very personal kind of vehicle was called a pilgrimage for joe biden, here because of the family connections that he has with this part of our. so

9:05 pm
his catholicism in this most catholic of countries. i can hit chairs over my shoulder. i believe the president is somewhere over the old line of cars over there. you've obviously got live pictures that i can't see what we're seeing. and right now he's writing the ground level to say the security has been super tight here. yeah, he's greeting at some of the people in the crowd, stare in, don dac, i he, we can see him. i think by tag. quite a few people out there to see the u. s. president. yeah, i mean, they're about a diva. let. let's have a quick job if we're going to stick with me. let's have a quick chat. next to me is the erotic family garrett come in here and i've been standing next to each other for a few hours now, largely and presently. how excited is it your vibe and comes to this part of the world? oh it's you know, it's great. i mean it's great for ireland skit for duck. it's not every day that
9:06 pm
got the irish person come on, you know, to retain. so, scripts and rural delights despite the rain and everything has been a great day so far. it's been looking forward to seeing it's been cold and wet, but it's worth it. absolutely. yeah, i sense of the other side. jenny. jenny duffy, you're a veteran of these visits. you hear when clinton was here in 22000. sorry what? yes, it was and was just to the left of us here in market square and john dorcas square here and, and okay, you're not put off by the cold on the way you're so nose cuz it's not every day that the president comes siren. so we have to take as good weather about it. yeah, yeah, this is the 1st i was, i mean the crowd, sierra 789 deep. i would say there are people over there who are standing on some of the st furniture in order to try and get a better view. they umbrellas have lots of come down. it has been raining pretty some of the old day. it's come to a light drizzle, now which in these part of the world is pretty good. and a large billboard on fluorescent global with welcome joe on the far side over to my
9:07 pm
right hand side. so they're really pulling out all the stops despite the weather. here to welcome the u. s. presidents to the hot. all right. okay, i will keep this going for a bit until we see the u. s. president. just remind us of what he's doing on this 1st day in island. how he's that going to a bar a popped me a by, i understand. yeah, i believe. but one of the things, the, the secret services that keep that the licensees, the intimacies of the agenda are pretty much on the rapture. have a broad idea what the time table is. but some of the visits, aw, inserted, and sometimes taken out at the last minute decimal because of weather for example. i mean for example, to you as president was supposed to be taking a helicopter from dublin that. busy up to calling for the castle instead, because the helicopter wasn't able to fly because of weather conditions. he ended up having to use his motorcade. as a result, they've had to change some of the, some of the agenda around. but he did have a make a point of stopping out of local restaurants and we understand he met some of his
9:08 pm
distant relatives there, either the finnegan's or the key. and he's not sure we haven't been given those details just yet. but because of a network of distance and some even closer relatives, there is plenty of people that president pardon, could meet, who traced their lineage, all the way back to this, this part of the world. people were going to need the day for now and come back to you in those and more happening there behind your present bite in touring island. earlier he was in belfast where he said he wanted to see northern islands, governments restored as soon as possible. take a listen and effective devolve government reflects the people of northern ireland and is accountable to them. a government that works to find ways to hard problems together. kind of draw even greater opportunities in this region. so i hope the assembly in the executive will soon be restored. that's
9:09 pm
a judgment for you to make, not me. but i hope that happens along with the institution to facilitate north south and east west relations, all of which are vital pieces of the good friday agreement. andrew simmons has more on joe biden speech from belfast. there is a lot of sympathy if what he says here. uh, but the bottom line is that it doesn't move anything on it. we've seen, he also said, we know how fragile democracy can be. every generation needs to fight to preserve democracy, now strong words, and they're aimed at the politicians who should be sharing power but aren't. and that is primarily the union is the democratic union. this party pulled out of the devolved government more than a year ago in protest. that trading rules imposed because it breaks it, wrecks, it is at the center of all of this bricks. it meant that the european union had to have some sort of border har border was proposed at one point which horrified
9:10 pm
a lot of people because it would have to stabilize the situation. a particularly in relation to the good friday agreement. and of course, what we have now is a different attitude, a different approach to everything, with the winds or framework, which gets a bit more freedom to the trade rules in terms of the they're putting problems in the way of business. people are but know the unit party still disagrees with that as a solution. so there is an impasse. it doesn't seem to be going anywhere, whether it be anything done behind doors is unlikely, but possible of their off 5 move them. island parties bite and spoke with them that was more greet the meat, he had some work with them. and then i'll see university here he received. we referred to this university saying in 2011, he was in this quarter,
9:11 pm
the cathedral puerto, there was divisiveness, there was violence, there, lot of security obviously. and of course the situation here now is very different. he now the world news, serious foreign minister is visiting saudi arabia for the 1st. i'm since the civil war began in 2011 in what's seen as a major step towards ending the syrian governments regional isolation. they saw my dad was graded by saudis. foreign minister prince face are been fine in jetta. the saudi foreign ministry says they'll discuss a political solution to the syrian crisis. rianne had supported the syrian opposition at the side of the war, but ties with the government have fought in recent months. i have been a busy week for saudi diplomacy, and iranian delegation has also arrived in riyadh to discuss reopening its embassy and consulate general. the 2 countries are renewing ties after they were severed 7 years ago. this comes just days after a saudi delegation visited iran's capital. the us national security advisor jake

sullivan has spoken on the phone with sandra, his grand prince, mom had been summon where they discuss a steps at aimed at ending the war in yemen. saudi officials have visited the capital for now with omani invoice to engage in talks with, with the rebels. a prisoner swamp that was expected on wednesday, between the rebels and the internationally recognized government has been delayed. asia alarming khalilah god willing visible of saudi on omani delegations will result on the signing of a comprehensive peace agreement for yemen through which yemen will achieve stability. and both the country on its people will resume a normal life. so get to the door alert, recommend turner's efforts that of move was pregnant. what was it because jimmy citizens have reached the spirit of dispute due to the orland off was salam check alarm at them and not as human citizens. we hope that the situation was returned to its peaceful form and various fields will be normal life permanently have shaken, and it's often called the u. n's, dead years peacekeeping operation. and now the future of the mission in molly is
9:13 pm
being discussed. that is security council meeting at the united nations, germany and britain as well as neighboring ivory coast, or among several nations to announce withdraw plans, but with violence getting worse. molly's military government is in singly turning to russia's wagner group. nicholas hunk has our report. strong together in haste, this makeshift camp lies on the outskirts of molly's capital by miko has been billed by people who have recently fled violence, sweeping the country among them fed to matter. gwinnett. she says, when 1000000 soldiers marched into her village, thought she would be safe, but instead they killed her husband. and then she then describes a wave of attacks carried out by fighters linked to al qaeda and government back militias. she says, a un peacekeeping force base not far away, but has never come to protect the people in her village. i came here because it's no longer safe in my village. there is so much uncertainty and the un soldiers,
9:14 pm
they just come after the battle. look at what has happened and then leave again. 14000 un peacekeeping troops, mostly from african nations or station to molly. after french troops intervened to stop armed groups from invading the country. in 2013, costing nearly $1000000000.00 a year. and with more than 180 soldiers killed, it's the most expensive peacekeeping operation carried out by the u. n. in terms of money and allies of its personnel. un peacekeeping mission, also known as the newsman, says, it has the mandate to protect the population, ensure the peace agreement is respected and assist molly and authorities in building reconciliation. in an interview with algebra, or molly's prime minister says, the mission is not delivering on its mandate. to protect the population in a new shadow, i think it is, you know, to pip we want to make people say to the international community intervened in molly, following the adoption of the un security council resolution in 2013 molly ins understood it was to end the war as soon as a lease agreement was signed,
9:15 pm
they said they were here to bring pace, but there is no peace to bring soldiers dying. we want to stop the mass killings of our soldiers and of our citizens. but when you get forces from several european countries have left the un mission, after molly's june to hired russian mercenaries from the wagner group to support its own troops. un independent human rights experts accuse fighters from factor of carrying out extra digital killings and torturing people in molly they are meant to protect. and so the un security council is meeting to discuss the future of the mission. at stake is the fate of a people seemingly alone and vulnerable in the face of mounting violence. nicholas hawk al jazeera, and this, i'm bringing our diplomatic editor, james phase at the united nations. so james, i understand the meeting on the future of the peacekeeping mission in molly has ended. what's come out of it? well, no agreement. at this stage,
9:16 pm
the security council meeting ended after in the public session of the meeting, everyone saying how worried they were about the situation and the situation, including the humanitarian situation, remains pretty dire. remember the un mission in molly? it's always almost coming up to its 10th anniversary that it's been there on the ground, but it's really been struggling in recent years. or we had an expansion to central marley in 2019 and the you and now pretty much admits it didn't have enough troops to do that expansion and as an accident is report there. you've had a key countries that are pulled out of the un peacekeeping mission. you had the french, you weren't in the mission, but supplied overall security in the country. canada was helping them with that. they've pulled out and then you've got sweden, the u. k. and jordan, they've all pulled out of the peacekeeping mission in the last year. now, there are lots of other countries involved, but those are western countries with pretty sophisticated intelligence, pretty sophisticated,
9:17 pm
an aircraft and the like. and they're not being replaced. meaning the un mission is really struggling, and all i think on the security council, even though they don't agree or looking what to do next and, and to what's next, then what are the possible scenarios here? the snow has been laid out by the un seconds general. in this report. he's prepared for the security council. the security council now must discuss those options. by the end of june. they need to come up with something, a new resolution. one of the options, which i think is what you and wanted all along is for more troops to bolster the mission to get the forces they really need the talking potentially as many as 3600 more troops to go or to molly. the 2nd option coming from the secretary general is to actually close some of the bases and reduce the footprint of the mission using the existing number of troops, but using them in a more concentrated area. and then the 3rd option,
9:18 pm
this is really the most dramatic option of all the sex general said, well, if the security council can agree to either of those, then perhaps they should pull all the peacekeepers out of molly. and the un would then just retain a small political office and around the security council table. i don't think there's an agreement of which of those options to go for the certainly our divisions on some issues, particularly in the public session of the meeting. the issue of human rights came out several times. us several western nations condemning the government to marley condemning the wagner group. and yet the russians, and the chinese saying this isn't about human rights is about trying to bring stability to the country change. thank you very much. for that jane space is our diplomatic editor. lie there at the united nations. plenty more head on his al jazeera news hour, including man mars military says it carried out. you see there strikes and a village more than a 100 people were killed in the attack. we take

a closer look at bag of fans economy as high inflation and the cost of living takes its toll on millions and lebron james leaves the lakers into the n b a playoffs will show you how they did it and ah aah ukraine. state security services have launched an investigation after a video emerged, allegedly showing the beheading of a captured ukrainian soldier by russian troops present, brought me zalinski, says the art will not be forgotten nor forgiven. the kremlin says the footage needs to be verified. the un and european union have denounced the video and pledge to hold war criminals to account. john hall has more from keith. this footage appears to be children. a mobile phone appeared overnight. it is extremely gruesome to watch. in no way fit for broadcast. i must ad we cannot independently

verify it, although he's getting an enormous amount of traction on social media. here in ukraine and ukrainian government is certainly treating it as though it is genuine to videos. the point of fact, the 1st appears to show the corpses of 2 ukranian soldiers lying on the ground beheaded beside a destroyed military vehicle. the 2nd video, much more graphic than that appears to show russian soldiers torturing a ukrainian prisoner of war and then beheading him. and at the moment that the beheading begins using a knife is there are signs that this soldier may, in fact have been alive at that point. as i say, no independent means of verifying this video nor its context, nor the units involved, nor where or when it was shocked. although the lush green foliage, particularly the 2nd video,
9:21 pm
indicates that it probably took place well before the beginning of winter. last year. ukrainian reaction, as you can probably imagine, has been swift and angry. ukrainian politicians suggested that russia be stripped of its presidency of the un security council, another the foreign minister dmitri coo labor likening russia to the stomach state . and of course, president landscape has made a video statement which he called on every world leader to react that he said, don't expect this to be forgotten. we are not going to forget, here's what he had to say. is something that no one in the world can ignore how easily these beasts killed this video. the execution of the ukrainian captive, the world must see it. there are no people for them. a son, a brother, a husband, someone's child. this is video of russia trying to make this a new norm such a habit of destroying life. there's also been international reaction here in
9:22 pm
ukraine. the un mission says it's a polled by the video. and the european union says, if confirmed this, these images are yet another brutal reminder about the inhumane nature of russian aggression. you reiterating its commitment to holding all perpetrators and accomplices of war crimes to account here. dorothy berry with the reaction from moscow. well, according to the kremlin spokesperson dmitri prescott, that is what it does need to be verified, but he did call it appalling and very disturbing. this is the only reaction we've had so far from any of the officials here in moscow. but of course this is not the 1st time that the russian military has been accused of carrying out the legit war crimes during this conflicts at the main one being that the events that took place in the town of boucher last march. there was a lot of evidence the ukrainian government claimed that the russian military
9:23 pm
carried out what they believed to be war crimes. and the russians, for their part said that the footage was altered and edited to create the illusion that those crimes were committed by the russian military. but for the time being, during, for this latest video that surfaced, the officials are waiting to see when it can be verified before they comment any further. man, mars gender has admitted that he carried out the air attacks had killed more than a 100 people on tuesday. he says those killed in the village of parsi g were fighters from the people's defense force and a legitimate military target. that is al jazeera is tony chang, reports evidence from the scene suggests most of those scales where civilians. many of them children are wanting, is report, contains disturbing images to people, shelter in a ditch. the sound of heavy caliber gunfire can be heard in the distance. the sound

attack, al jazeera asked the exiled unity government. whether this is likely to stop our groups fighting against the gentle dental route. we started our revolution with basic hunting rifle, and so this is an unfair fight in many ways. but the military weakness is that they don't have the manpower and there's no support from the people. targeted sanctions from the u. s. u k, to try and cut off supplies of fuel from memos. air force seems to be having little effect on the military government affairs, sir. i'm a scorched earth policy. tony chang al jazeera bank of the international monetary fund says, public debt is higher and growing faster than projected before the cobra. 19 pandemic. the i m. f held a briefing on its fiscal monitor that gives an overview of public finance development. let's go live to algiers. heidi's. jo castro was covering the i'm if spring meetings for us in washington dc. so id right now, rushes war on ukraine is

a big part of the agenda. i understand with a mini serial round table. what exactly are they addressing? right, that is a spotlight this afternoon. in fact, creating president follow mayor zalinski just gave his remarks via video to this gathering, in which he asked for a minute of silence for the ukrainian prisoner of war who appear to have been killed by russian soldiers in that video. an zalinski talked about his country's dire economic problems and the need for even more funding more help from the international community. the i m f says that ukraine will have a deficit of at least $11000000000.00 and the funding gap for this year alone. this is a country whose economy has contrasted by 30 percent just this past year due to the invasion from russia. it has devastated infrastructure. a 3rd of its population has been displaced. but 2 weeks ago the i m f did announce the 1st of its kind

a loan program in which it will be getting ukraine 15600000000 dollars over the next 4 years to assist with propping up its economy as it withstands the. the invasion and with the i into the future that after act as combat ceases recovery for re either for you frame this is part of a wider international package of a $115000000000.00. again, over this next 4 years. this program is aimed at at focusing on helping honeys facing exceptional lee high on 20 of course, which is what ukraine is in. it is the 1st country that is in the middle of a major war to receive this sort of help. but the amount of the funding is really a number that's dependent on when bankers and when experts believe that the conflict will and, and of course no one knows the true answer,
9:28 pm
right. that numbers that are being used now are predicting a good scenario of the conflict ending sometime mid this year. but if the war progresses into 2025, a further course that would dramatically elevate the financial need. okay. righty. we're going to leave it there. thank you. very much for that, heidi, is your castro life force in washington dc. and the i m f. i slashed its economic growth forecasts for pakistan to just 0.5 percent this year. and his warning that unemployment will continue to rise. pakistan is struggling to avoid defaulting on its dead fan. its in talks with the i. m. f had bake reports and drugs desperately scramble for free flour is being handed out by the government from the struggling with the solar and cost of basic food. the demand has been overwhelming and people have chewed for hours since the beginning of the muslim holy month of ramadan $23.00 people have been killed to stun pizza distribution centers across pakistan.

we still, it doesn't mean we're going to have great run off at this point on top of the fact . the drought has been such a long standing drought over the last 5 years to a decade, plus that it's going to take a number of years to overcome this deeper drought that we have. western states are allocated water under the terms of a 100 year old treaty, but despite protracted negotiations, the states have been unable to agree to changes and cuts needed to address the shrinking water supply by the ministration proposes equal across the board cuts for each of the 7 states in the compact up to 25 percent. if approved, that would certainly cause some pain. perhaps, especially for farmers who use 75 percent of the water pipe from reservoirs. but also for city dwellers certainly move to transition or adapt to anything less water based. sure cuts more additional

here in the western united states, we've seen extreme rainfall over the past several months. but scientists say one wet winter is not enough to make up for 23 years of severe drought. so it seems that one way or another, the people of the west are going to have to get used to using water more sparingly . rob reynolds al jazeera los angeles. well, joining us out on the news our is mario lopez perez, who's a senior water resources consultant, and he's live from mexico city. thank you very much for being with us. on al jazeera, the colorado river serves over 35000000 americans before reaching mexico. how are the pressures on the river affecting water supplies in northwest and mexico? well, let me, let me tell you that this is no news. we saw that called means in 2010 or even a couple years before it's clear that the impact on the us side is 5. great.
