ah, jump into this tree, 10 percent of the population globally is responsible for about 15 percent of carbon emission joined the debate. people have already lost their life. people. how close to that culture of the people, how close out traditions have your say. want to broaden this conversation by bringing more voices into it live on you to people commenting. i want the whole world to know that jackie are not headed directly. she's always treated with the powers that be how this stream on al jazeera. there is no channel that covers world news like we do, we revisit places, mistake, i'll deserve really invest in that. and that's a privilege. as a journalist. ah ah.
9:01 pm
you're watching the news, our life from a headquarters in del, how i'm getting you navigates are coming up. in the next 60 minutes, al jazeera exposes a money laundering scheme in southern africa, and it implicates some of the continents most powerful people. so today i'd like to reflect on the enduring strength of the connections between ireland and the united states. a partnership for the age, joe biden, and dublin, the u. s. president addresses the iris parliament, often talks would be prime minister chaos on the streets of paris, protest or is rally against the bill to raise frances retirement age, which could be days away from being signed into law on gonna becomes the 1st country in the world to approve what's being called a break through vaccine for malaria. and i'm son homeless now have the latest schools use english. premier league has banned that clubs from allowing gambling firms to sponsor the front of them much day is
9:02 pm
ah, hello, we begin this news hour with an al jazeera investigation which has uncovered a mass of money laundering operation involving gold smuggling and southern africa. under cover journalists of the investigative unit have exposed the extent of the operation in zimbabwe, which has implicated some of the nation's most powerful people, including the 1st lady. alexander james reports al jazeera is under cover, reporters, want to launch a $1200000000.00 of criminal funds by building a fictitious casino resort overlooking victoria falls for we're going to do hotel a single and vertical market. and so that goes out of it. that's one of the big thing you can call on that pitching to ambassador you. but angel,
9:03 pm
symbolic way, senior diplomatic, this isn't in with going green. angel says that president emerson monongahela owns land for the proposed development in the town re to roses. so if a lot of late that is on divide because you get a get into thing that then is easy to dispose of it just color listed. let's put it this way, this, but he's with figures then when i say that, ah, so, because the does, he cash for the projects needs to be smuggled into zimbabwe undetected. the ambassador makes a call to the 1st lady what an old celia man and gaga. remember those people had one more kiss they would want to know why we providing the plays will like
9:04 pm
to play with them about father refers to the president of my daughter blown in essex. and if you do agree, bill, am i presented to your nita? so i'll send it to you, ben. you discussed which blends he uses. he's old, they are on. but, but i don't want to learn about a day. they discussed flying the cash into zimbabwe on the presidential plane, mom, the redoubtable running, whether it be sometimes you with that we spoke about. so i'm just going to present 90 day notice or else. right. okay. we're gonna do that audi a little bit, but just let you guys are these people as im, when is olga olga olga. okay, well thank you so much mcclendon. let me pull my locals available that you brought to this. he says the plan will succeed because it has the president's
9:05 pm
approval. i say to you, what you want to know is happening here. what if anything new with you but angel? first lady, auxiliary and presidents. emerson. but on gaga did not respond to our requests for comment. alexander james al jazeera while al jazeera the investigative report, alexander james is joining the now on sat hi alexander. so tell us more about the meetings that lead to this call. to the 1st lady of them, by the way, or the contents of the call of explosive and the, the meetings that lead up to it happened over the space of several hours over the course of a week. and to give some context we, we really went in there looking for a waiter born to money laundering money through gold. and i'm buster angel suggests that the way that that will happen is with the president sign off on
9:06 pm
a meeting with the president himself. now the meetings are happening on the fringes of the cop $26.00 climate summits. and this is the, the 1st time really when world leaders are getting together in a large scale summit since the start of the co, the pandemic, and president man and gag. or is that drumming up business for him both way? and the ambassador says, that's the way to really get the president's attention is to come up with a legacy project, something which he can put his name to, particularly as you go into an election year. and so we proposed a casino overlooking victoria falls and this needed to be built with the, the money, the money which needed to be laundered. and if a lot of money at $1200000000.00 a say that presents a particular problem. how to get that cash into in bob way, without the authorities knowing about it. and that's where this cool comes in. we start to explore the option of using private planes and planes used by the president himself, right?
9:07 pm
so tell us more about the call the house. so the cool is with the 1st lady, auxiliary man guy, who's he's a powerful figure in her room, right. just this last week, there's been some controversy around the meetings that she's had in bella. ruth, with the bellows from president, she doesn't have a government role in that sense that us and the questions around that. and for us, she's a real conduit to the president himself. bastard, a has a relationship with her akin to a son, what he says. and so having her seal of approval is essential really to, to getting the president approval to alexandra, this is a 4 part series. the final episode airing on al jazeera tomorrow. what can we expect there? but i think angel says, is typical of what the evidence that we've uncovered in this final episode of the series, which really speaks to a captured state state where those empower,
9:08 pm
make decisions based on the per that personal gain and gain of the gold mafia rather than the benefit of the people and that's exactly what angel saying, but it's also what other members of the gold matthew say to they are able to learn for money and gold with the blessing of the president himself. we have human mcclellan campbell and pat me all talking about their links to number one. ok, thank you so much. alexandra james from the investigative unit and you can watch that 4th part of the 4 part series in the algebra investigation. gold mafia. have the king with you on friday, a 1200 hours gmc we're going live to the pentagon. that's where the spokesman patrick writer is taking questions and speaking right now on the origins of leak documents that have been made public. a significant amount of top secret information, including information on ukraine's military capabilities. let's listen and what we can say about any of the documents themselves. and while we certainly understand
9:09 pm
the media is interest and asking questions about the contents of these documents, i will highlight that as a matter of long standing policy, just because classified information may be posted online or elsewhere, does not mean it has been declassified by a classification authority, and those of you who have been covering the pentagon for a long time know that we're just not going to discuss or confirm classified information due to the potential impact on national security, as well as the safety and security of our personnel. and those of our allies and our partners for that reason, we will continue to encourage those of you who are reporting the story to take these latter factors into account. and consider the potential consequences of posting potentially sensitive documents or information online or elsewhere. separately, secretary austin hosted light b as minister of defense in r m are nice today at the pentagon, the leaders discuss the strength of the u. s. lot via defense relationship and
9:10 pm
ongoing efforts to support ukraine. they also discuss shared security interests in europe, including nato's deterrence, in defense, posture ahead of the july nato summit and vilnius read out will be available later today. staying on europe for a moment. next week secretary austin will travel to sweden to meet with his counterpart, to discuss security related topics shared by our 2 nations, from their hill travel to germany where he and chairman of the joint chiefs of staff. general milly will host in, in person meeting on april 21 of the ukraine defense contact group at ramstein air base. it will be the 11th meeting of the you. d. c. g sense this vital form was established by secretary austin one year ago. the secretary and general milly will join ministers of defense and senior military officials from nearly 50 nations around the world to discuss the ongoing crisis in ukraine and to continue our close coordination of providing the ukrainian people with the means necessary to protect themselves against rushes unprovoked and illegal aggression,
9:11 pm
and as we've highlighted before, the contact group has been instrumental and identifying synchronizing and ensuring delivery of the military capabilities the ukrainians need to defend their homeland . and i'm a semi related note at the end of this month, the arkansas army national guard, 39th infantry brigade, combat team or placed the new york army national guards, 27th infantry brigade, combat team, and assume command of the joint multinational training group. ukraine and graphing beer training area in germany. the 27th infantry brigade combat team took charge of the j. m t g u during a transfer authority ceremony in august of 2022, becoming the 1st and only unit in the j m t g. use 8 year history to assume the unit mission for a 2nd time. we look forward to the arrival of the 39th and the continuation of the important work to provide ukraine, what it needs in terms of training to defend itself. and with that, we'll be happy to go to your questions. we'll go ahead and start with a p t r cut. thank you,
9:12 pm
general rider. so can you confirm that erin airman 1st class jack to share a member of the massachusetts air? national guard is a person of interest in this leaked documents case. i have several other questions . sure. um. so 1st of all, as i mentioned, there is an ongoing criminal investigation. and so anything related to that, i'm going to need to refer you to the d o j or the can you speak at all to, if anyone in the department fence has reached out to this aramon, do you know where he is? there are reports that law enforcement is closing in on this aaron's location. so has anyone been able to reach out to him again, tara, appreciate the question. but again, given that this is an ongoing investigation, i'm not going to be able to talk about the investigation or any potential d o j actions. so i'd refer you to them. okay, in the days after the leaks came to light, what steps has deity taken to reduce the number of people who have access to not only these classified briefings, but the classified material in general?
9:13 pm
sure, so we continue to review a variety of factors as it relates to safeguarding classified materials. this includes examining and updating distribution lists, assessing how and where intelligence products are shared on a variety of other steps. i would say though that it is, it is important to understand that we do have stringent guidelines in place for safeguarding classified and sensitive information. this was a deliberate criminal act, a violation of those guidelines. and so again, i think that's important. understand now we will continue to do everything we can to ensure that the people who have a need to know when it comes to this kind of information have access to that. we're always going to learn from every situation. but again, this is something that will continue to look at, but you are taking steps to that. so that as the pentagon spokesman patrick rider, he's taking questions from reporters on the regions of documents that made public
9:14 pm
a significant amount of top secret information, including information on ukraine's military capabilities. they were classified documents from the department of defense that were found online lettering and she returned c. he's joining us from washington d. c. so she had to tell us more of what the spokesman just have to say. and i suppose pentagon officials are working round the clock to really understand the scope and scale of these leaks. why think the press reports that he was, he was referring to that he said he was aware of the press report, but he wasn't going to be drawn on them. and he referred the questions to the department of justice because it's the f, b i and the d j who are now investigating the source of these leagues. but now, but now it's been widely reported in the new york times, washington post wall street journal. that be the main suspect is a 21 year old member of the intelligence wing of massachusetts national guard. in fact, just in the last few minutes, the new york times is reporting f. b. i. agents have now searching his home in
9:15 pm
massachusetts. we have been told to expect an arrest perhaps on thursday, off of this, of the suspects. it appears from, from all the reporting that's been done that he began posting all this information online in a chat room popular with video gamers over the course of several months. and there's been much speculation about the motivation as you know, from political intent is, is about whistle blowing from all the reporting that we're seeing. it appears. and this is simply about impressing the others in the chat room of his importance and trying to, trying to get them back. he was, he was rather disappointed at 1st because they weren't really the other members of the chat room who just start young gamers and ends national group of young gamers, what really paying enough attention. and that's initially he was a party transcribing these these, these secret reports all these types of reports but,
9:16 pm
but in order to get more have more of an impact. he started failure. graphing these documents at least apparently. and as far as we can see from the photographs and you know the folds in them and so on. you know, he would, he would fold these documents out and then he would, he take photographs, take photographs off these documents to try and make more of an impact to simply to impress. it's about his fellow gamers. i think there isn't that much surprise, but a suspect was buried down because they're identifying features and the photographs . we know who the trap, the chat room, where the chat room is and who and who was the leader of that group. so i don't think i much surprised that actually the, the f b, i apparently has, have decided that have a suspect. so she how, how was the u. s. though trying to can sort of contain the fallout from, from what's come out in these weeks. it was interesting and president bygone was all about this island whether he was concerned and he was really dumb playing and saying that he doesn't feel that it wasn't too concerned about leaks. having said
9:17 pm
that, on wednesday we were told that the secretary of state lincoln and different secretary austin were making calls to various eyes to try and reassure them. because not only do these leaks show that the u. s. is spying, as you might expect on russia and iran, possibly china, you know, and so on. but also on a lot of allies, egypt, israel, south korea, and ukraine itself to be able to identify does that surprise of the u. s. is spying and all these countries we knew that anyway, from the wiki leaks, or documents that we got from edward snowden, you know, 10 years ago with 13 years ago, which showed a wide scale surveillance of world leaders, you know, bugging angular, michael's phone. and so i don't think there's that much surprise, but i think there isn't that there will be that embarrassment on it. it shows ukrainian say, well, you know, we don't really share that much information with the americans anyway because we don't trust them to keep a secret. ok,
9:18 pm
thank you. she have her town see forwarding from washington, d. c. so joe biden has been in ireland and that's where he is. address the iris parliament. he is the 4th american leader to do so. it comes after meetings with the irish prime minister leo via car and the president michael de higgins. on day 2 of his visit to the republic, he congratulated the irish and the european union for their aid to ukraine. and the number of european new orleans working together, the united states and other partners, the whole russia accountable for its action, including 3 significant sanctions and export control. i've no potent for over 25 years who thought the world would look the other way? was confident. he would break nato and the european union. the unity of western nation would fracture and fall at the moment of testing. that's what he thought. but he was wrong. he was wrong at every point and every from today we're more
9:19 pm
united a more determined never to defend the values and make us strong. yes, here's paul brandon with more from dublin. the real diplomatic and politic old waits. all this visit falls to day. we had, you know, the deadlines dominated by very personal and nostalgic visits to don door can calling food on wednesday, but make no mistake. serious issues and mutual concerns of interest to both the united states and the island on not far from the political agenda and joe biden has brought a very heavy weight entourage with him. here to the republic of ollander got secretary state antony, blinky, we've got the u. s. secretary of secretary for agriculture as well. i'm, you know, there are economic ties. there is the ongoing situation with the lack of, of functioning devolved government in northern ireland. and of course, you got the war in ukraine and behind the you know that the scenes of joviality,
9:20 pm
very serious politics on serious diplomacy that is being conducted. joe biden has a real sort of man of the people persona and never more. so when he is emphasizing his irish connections, his ancestry from this country, it's going down very well with the public. i'm the media here. he's dominating all the headlines for all the right reasons. that hasn't been this hotly when factors, no criticism that i've been able to distinguish from any of the coverage. i think the idea that joe biden is irish and has links with both the east and the west of the island, means that people are very fond of him. well, donald trump was back in court in new york on thursday, he appeared in front of the states attorney general for a deposition in a legal battle over his company's business practices. the $250000000.00 civil fraud lawsuit claims that trump and his family misled banks and businesses by giving them fulls information about his net worth and the value of assets like hotels and golf
9:21 pm
courses in his social media post. trump has called the suit ridiculous natural set to begin in october on to moorehead on the al jazeera news hour, including digging itself out of oh, wide china. a spent billions bailing out countries involved in its belts and road initiative. coming up in florida was a dramatic night for the chicago bulls and all of their fans. we have nbc action coming up a little later than ah, but 1st the international monetary fund and world bank had been discussing the impact of global instability on the world's poorest the warren ukraine. and the global grange shortages that resulted from it were among issues covered at the i, m f, and world banks annual spring meeting. my cana joining us now from the i am of talks
9:22 pm
in washington. so what were the take away points might what we do know knowledge incontrovertibly is that there is in fact a widening gap up income between which countries and poor ones. now the i m f in recent years has been attempting to address this particular issue. it has established social spending flaws in terms of which borrowing countries much reach a certain amount on public spending. the i'm believing that social spending is a key to economic development. but, and here's the debt. but it's also imposed austerity measures on lenders to try and explain this in some way. for every $1.00 that a borrowing country gets from that social spending that it has to impose. it gets loses another $4.00 because of the stare with the measures. now, if all of this sounds a bit confusing, it is indeed and to explain it to us, i'm joined by now. bill upto the oxfam senior policy advisor. now the myths
9:23 pm
measures to address the wealth gap to address what's happening in poor countries. quite simply don't appear to work. yeah. they're not working. just because, like you said, i mean for every $1.00 they're asking countries to spend more on for suspending like cars. but it's also production indication. they are telling consists of got 4 or 4 times more. and this is not because asperity is about cutting, spending vital spending just for countries to be able to pay credit, those who are living outside the countries. so what they're doing as prototyping, last thursday, because over so suspending and, and what you found in our, in our reporting is although there are called floors these, these semester are more of ceiling. we have half of the countries that don't even need those started. and the content will meet the start of this only, just barely so. so that is that this target also limits in countries ambitions,
9:24 pm
in terms of giving sustainable development goals, which is not working because like i said, it is the main point to framework for everything dine up does. and this is simply not enough stereotype appears to be the default position, but earlier this week, the ins itself said, battle stereotype measures do not work yet to continues to enforce them. so it says one thing and does another. yeah. so this is a real problem for the i m f. we have this course says one thing, but when the rubber hits the road and loan programs in countries, they're doing completely different thing. and what we need from the math is we have very simple hours. we are, we are asking for 3 very simple things. one is this kind of this floor and be able to support contribute to it's there to spend their sustainable development both 2nd, in order for them to act abusive measure the other than the band band, the 8th, 400 for us. and 3rd, we still have
9:25 pm
a discussion about this last saturday. they're all like progressive taxation like what sexes and all of that. and what we think that through these measures, the math that maybe they have a very good intention. but this measures what, what they are doing. ready acting as a way to deflect the attention from any substantial discussion on floss services. and that's what i feel that though. thank you very much indeed. well, there you have it. and the issues involved in terms of producing that wealth gap. remembering to one bleak statistic which has emerged in the discussions that 60 percent of low income countries are in debt or very near it. thank you so much. my kind of from washington d. c. china has spent more than $200000000000.00 bailing out struggling countries, as part of president you jumping signature belt and wrote initiatives that's according to a new study into chinese lunging programs that highlights risks for debtors.

richard kimber reports from hong kong and ambitious proposal to link asia to europe and the rest of the world through a network of infrastructure development. since launching in 2013 china is built and road initiative has expanded into africa, latin america, and beyond, and significantly broadened beijing's reach. this being clearly and openly a job. because i mentioned in the project quiz, that very, very, very simple is to increase the china inference is a global self and to enhance and deepen. global south country is dependent upon china to turn those country into chinese friends and chinese allies. a study by the world bank, harvard 8 data, and the keel institute suggests many participants have been struggling to repay their loans. and the aging is now lending some of them even more money to bail them

out between 282021. trying to extend the loans were $240000000000.00 as part of the belt road initiative. more than $100000000.00 of that came between 2019 and the end of 2021. beneficiaries included argentina focused on kenya and turkey. 8th, the global economic fool out of the code is 1900 pandemic m, the war in ukraine. combined with rising interest rates has intensified recipient countries, debt struggles. the study shows the boring money from china. it doesn't come cheap research, just say the average interest rate for a chinese rust, you loan is 5 percent compared with 2 percent for a bailout and the international monetary fund. despite that, some analysts say aging funding model is more attractive for developing nations target sol. the way for the developing countries to grow is the infrastructure, and it is a much more direct and much more was so as a result oriented ways to help this country. china has pitched the bells and wrote

we're gonna has become the 1st country to approve a new vaccine for malaria that researchers are calling a world changer. the vaccine known as are a $21.00 is to be used on children age between 5 and 36 months. lena block live reports researchers are calling get a turning point and the struggle against malaria in a global 1st garner has approved a vaccine against the mosquito borne disease. the united nation says more than $600000.00 people die from the disease each year. on average one child dies every minute and its children who faced the highest risk of death. scientists at oxford university in the u. k. say they've spent decades researching the vaccine. and gone out is the 1st african country where it will be used and on young children between 5 months and 3 years old. the world health organization is also considering
9:40 pm
whether to approve the vaccine. $200000000.00 doses are to be produced annually signed to say it's a game changer in the battle against a virus that is one of the leading killers of children in africa. lena, barclays and jazz eda, let's me to prudence hamas, who's the senior technical advisor for the malaria consortium. she's joining us from cardiff whales. welcome to the news our so how big a game changer is this vaccine? thank you to for inviting me to talk about this exciting development vaccination is one of the most effective tools in life saving tools that with being developed against infectious diseases. and so having a vaccine against malaria that is very effective is very exciting. but the problem with vaccines is that this vaccine is such it,
9:41 pm
it is given to children between 5 and 36 months. it requires 4 doses. and those 4 doses, so far, we've proved to give about 77 percent effectiveness against infection and severe malaria, which would save very many lives. but it's only one of the tools that we need to use for driving towards malaria emanation, right. and the other 2 is really doing well, would be what? well, the other tools are a mosquito impregnated with insecticide mosquito nets and other chemo prevention interventions like seasonal malaria, came up prevention or perennial malaria chemo prevention using drugs to prevent, prevent children becoming infected with malaria. ok, let me just ask you though, let me just jump in there. if you don't mind. i mean gone has drug regulators of assess the final trial data for this vaccine via we have to say they haven't made
9:42 pm
that, that data public yet. but what sort of points need to be considered before this vaccine is rolled out for, for wider use? well, the, the main thing that w h l will be considering before it gives it its agreement to deploying this vaccine. widely. one is the supply of the vaccine. we know that the same institute of india can't supply 200000000 doses, but each child requires 4 doses. to be effective and we know from phase 3 trials that the, that the coverage, the protection loss for about 2 years. we don't know if the child will require further doses off to the age of 36 months in order to be protected or blind. fixed . not like the measles vaccine, for example, if after 2 doses you are protected for life, we don't know that yet. okay,
9:43 pm
so the supply is a problem. we also need to know the, what the uptake will be, what the cost is and who will support the cost for developing countries. we know that gabby will support very, very low income countries with the cost of the vaccine. but we don't know how middle income countries like on a will, it will afford to supply the vaccine for all its children. okay. yeah. one thing and equitable access, important points. we'll have to leave it there that we've run out of time. thank you so much for speaking to us from wells the military and sir don has sent reinforcements of the northern city faraway as tensions mounds between the army and a paramilitary force. the army says the rapids or forces on group is mobilizing in the capitol, heart tomb and other cities. but the r, as in our assess, says the deployments are part of its normal duties. 2 sides are in a dispute over proposals to integrate the group into the military shotzel
