hello. i'm rob matheson, this is the news, our life from doha. coming up in the next 60 minutes. sedans, military launches, air strikes, targeting its rival, powder, military force, as fighting rages on for a 2nd day. 56 civilians are killed in 2 days. the un and the african union called for an immediate de escalation, several regional powers are offering to mediate a prisoner exchange between the demons who the rebels and the saudi u. e. coalition comes to an end. nearly 900 detainees have been released. also g 7 photo medicine made in japan to discuss the world's most pressing issues, including the war in ukraine. on the longest running stage, musical in broadway history, the phantom of the opera is falling silent. in sports, one of the favorites to win this year's n b, a championship to boston, celtics, again their playoff campaign. the when
4:02 pm
ah, it's just pos, 13 g m t hours. we're going to begin in sudan, where there's been more air strikes and jung battle is in and around the capital cartoon. the power struggle between the nation's top military leaders is raising alarm bells across the region. egypt and south sudan have offered to mediate the u . n. and other world powers are asking for immediate de escalation. and the african union has convened an emergency session to discuss the developments. well, this is the state of play in sudan at the moment. fighting has not spread across the country, but the worst of the violence has been centered on the capital of tomb and nibbling on the line. both sides have been vying for control of sedans, state broadcaster, the presidential palace, the airport and various military bases. at least 56 civilians have been killed. the year ends world food program says 3 of its employees were killed and it's stopped operations in the country. the army has ruled out negotiations with the rapid

support forces which it has designated a rebel group. we're going to talk to have a morgan now and how to me, it seems as though there is going to be no laptop and the fighting that's been going on. however. yes, rob, we can still hear the sounds of heavy artillery in various parts of the capital cartoon. we can still see smoke rising in various districts as well. we do know that there has been air strike on our physicians in the northern part of the city of hot tomb. we also know that there is a clashes and compensations going on in the southern part of the capitol. but there is an army statement that was really just a few minutes ago, where the army said that they have cleared the area around the vicinity of the general command of the army from our staff members and personnel. so it looks like the clashes around the vicinity of the army headquarters is over for the time being
4:04 pm
. but that doesn't mean that the fighting is over around the capitol, around the vicinity of the general headquarters near the presidential palace. you can still see smoke rising in other parts of the capital, such as port sedan in eastern sudan. there are clashes between the rapid support forces and the army. the army says it's captured bases of the recess in ga bar, if casella. and course the, these are eastern and southern states here in sudan. so fighting seems to be escalating, reverend d escalating. and it's still not clear who has the upper hand on the 2nd day of these battles here, but i'm just reading here. they're being told that about 450 students and teachers have been stuck inside a school in cartoon. since the class has started on saturday morning between the army and the r s. how is this affecting people in terms of their daily lives? are they able to do anything or these stuck inside? that's the thing route. people walk up saturday morning thinking it's just any
4:05 pm
other day students once that went to school, those who had work went to work. and those who stayed at home stayed at home because they thought it was just another day. now, because this fighting erupted, all of a sudden, students who went to school were trapped inside and were not able to access, especially those into schools within the vicinity of the presidential palace and the general command of the army. so those students are trapped inside their glasses with no access to food for more than a 10 to 4 hours now then, and there are concerns about their health and safety and well being. then there though, those who have been injured as a result of the clash, as many people say that they have injured a relatives or family members in their homes. but because of the security situation outside, they can take them to the hospital and then does the issue of are accessing a besides accessing hospitals? is the issue of personnel, medical personnel go into the hospitals again because of the security situation. so lots of uncertainty here on the streets. people don't want to venture out because of a fear of being hit by a stray bullet because
4:06 pm
a fear of being targeted. but because they also don't know his own control, rob, so many of them don't want to risk their lives and stay indoors, or even if that means are losing out on access to health care here. but thank you very much. and he does have a morgan talking to us from call to or the integration of the rapid support forces into the regular army has been one of the main demands of pro democracy groups for a civilian transition. last month talks between the powder military unit and the army failed to reach an agreement. the unit says it needed 10 years, but the army wants it done in 2. mama vall explains how sedans, most powerful paramilitary force was formed. ah, that up it's support forces are paramilitary fighters, mainly from dot for the. our sif was created by former president omar bashir in 2013, to stabilize the war torn region in western sudan. and more broadly to consolidate his personal grip on power. he was concerned about nice security institution being strong enough to overthrow and challenge him. so he allowed, you know,
4:07 pm
he allowed basically a proliferation of different armed groups and centers of power within the country. but the origin of the false goes back to 2003. that's when president of the ship created an arm of the tribal militia to crush a local rebellion in the west. a force became known as the gentle sedans come through that general object. the data behind was instrumental in creating and training both the gentle wheat and later the us f. he worked in the field for jazz with his now dead zone i from 100100 glue known as hannity, the commander of the outer stuff in 2019 the 2 men joined, fossils to overthrow the amount of the ship bore. hon headed the transitional military council and handed douglas served as his deputy. but the out assess, continued to grow in both sites and by some estimates it now both 100000 test on it . it took on several roles including border security and maintaining law and order
4:08 pm
cross sudan activists accused out of 5th of participating in the killing of $120.00 city pro democracy professors in june 2019. but it's him at his aspirations for unrivalled political leadership in cartoon that led to discourse with his ally, elbow han, and paved the way for the current situation. differences over the terms of integration of the other stuff into the army intensified after the signing of a framework agreement that lay the foundations for the transitional period in december, 2020 to the failure of talks on this. and other issues. finally, led to what observers have been warning about and all our to military confrontation practice group was warning just 10 years ago. you know, while by here was still in power that if you ever left power, one of the big concerns would be that he left behind such a mess in terms of the military insecurity that a huge risk was that these parties would themselves turn on each other as ever,
4:09 pm
it's the civilian population, but the, the price there was an impalpable fear of the current conflict may prove more deadly and more destructive than any sudan has witnessed in the past 100 fun of jesus. i'm john owen sat by mohammed valley largest eras. mohammed vall has been covering south sudan extensively, one of the things that seems to be a growing feature of this conflict is that nobody answered and seems to know what is going on. there seems to be a tremendous amount of confusion. the leaders apparently are talking to the international media, but they're not talking to the people of saddam writes. and even talking to the international mediators is difficult. now they have, they have said that they are unable to reach the parties properly. even though the internet has been, you know, going on f for most of the time and also other communication means. but yes, you're right. and then people are holding the homes and even officials. i mean,
4:10 pm
there was no one in the administration buildings working and making sure to, you know, facilitate communication and so on. personally or otherwise. or even the leaders are absent. we don't know where they are. i mean, yes. yesterday they taught both of the 2 men, talk to the media somehow, but not to their people. there is no official presidential address to the, to the nation. so then, and this, this is a source of confusion for people not only confusion, but fear and uncertainty. because when the top commander of the armed forces is not talking in person invasion to the public, to that, to the people that causes a lot of a fears. about his own safety and the safety of the nation. are there claims in that era? seth claims that he controls 90 percent of cartoon, the army or side, the claims it controls 70 percent of cattle. i mean the, the, this, there is a space left for allegations for rumors for confusion, for lice. and there,
4:11 pm
this is not conducive to certainty, not conducive to a feeling of safety among the people. when we know that civilians are banks course that it yesterday and more are expected to die to day. the fighting is expanding across the country, particularly in, in and around cotton. and you can never verify any clim, both sites talking about occupying major strategic facilities. and there is the media are not able to access places and to see not able to film even social media in there is a limited amount of social media or material coming from. so that basically because people are not able to leave their homes, give us some context to this. you've obviously covered the region for a very long time. you have seen sedan and are for go through these. and that the conflicts before. it is easy for those of us watching and outside to, to simplify this into it is the pseudo sudanese army against the rapids support forces. it is one general against another. my understanding is that not the case,
4:12 pm
it is much more fragmented than that. there are other actors within saddam, if you can just talk us through how that is going to play out over the next a few weeks or so. yes, for now it's, it can be it cast, it can be simplified until now. are the ourself leader against the alber hon. he's a former former allied the head of the arm. but under this, you know, it's a simple banner or simple title. there is a lot of complexity was cast on, is now swarming with sibyl's former rebels and rebels. while still, you know, in that, in that state us, people coming from the north mountains, are people coming from the levels coming from the blue nile and from dar for and from could the van from other areas they are in cotton, they have been living in cotton for years now, since the cool night of 2018,
4:13 pm
they brought their weapons and some of them are higher. i can add, you know, officials in the country including given ministers. so i mean, this meas, answers, some of them are allied, most of them are, are lay to this path, t o this party. this means that any time they can join this fight, and when they join this fight and use the weapons they have and are again supplied with weapons or from the from that they are out there, there are allies, it me is a multi sided civil war. and so they're not like any that has happened in the past because in the past we had the north versus the south or half the center against dot fort. but now we have every sudanese party against every sullen his party at the same time. and in the center of the country, and that means huge threat to the, to the state itself. so, i mean, sudan is on the verge of becoming a failed state if that continues in given the structures that you're talking about
4:14 pm
. but one of the things that is most prevalent in everybody's mind, particularly in sudan, is, at what point does this actually become for want of a better phase, an official civil war? what would we be looking for to see that it is gone past something that is going to last 4872 hours and is actually becoming the threat of a civil war that you've just been talking about. i think the ingredients of a civil war are, are already there when you half ship 2 big armies fight in each other inside the cities. that's it. to me thus, the civil war and when you have civilian casualties, when you have a, you know, shells and bombs and rockets falling in residential areas. and when you have armies hold inside the residential areas or behind residential areas. yes. if it is one or 2 days than that could be, there might be less than a civil war. but when it continues, as you said, as a civil war and also it becomes more of
4:15 pm
a civil war. one of these other parties. i told you about these rebel movements that are existing in living in cotton when they joined us as a full fledged civil one gamma. thank you very much. and the mohammed val talking to is to relax. mohammed is a lot of experiencing traveling that region. thank you. very much and b ah, what top diplomats from g 7 countries have met in the japanese city of color? what saw on day one of the day, 3 day gathering the war in ukraine, china's growing influence of the region. and north korea's miss ald says so high and the agenda, the talk said in advance of g 7 leaders summits to be held in hiroshima next month . robert bryan reports from kado, isabella, the work of they said, gathering a really getting under way this sunday evening with a working dinner. the subject to which there be discussing is the influence of china in this region in the wider world and also north korea. all the participants

have now arrived. we saw from james cleverly, the british foreign secretary, he posted a selfie of himself and his 6 colleagues arriving on the specially charted shin cancel the bullet train coming from tokyo. it's all smiles knows to hint of any disagreement, but we do know that they have intentions in particular, in the approach of the g 7 towards china and especially on the in the wake of emmanuel macro. and the french president's visit to beijing seen by many of his g 7 colleagues have been just a bit too overly friendly with g, g, and ping. given that the us wants to try to rally the allies, to counter the growing influence of china in this part of the world, which is not seen as a good thing by the united states. but so we see from the french foreign minister kept green color, not a damage control of this sunday evening. moving forward. she is having to outline

the frances position when it comes to dealing with china. that g isn't that they are not breaking away from the other european allies in particular from the united states. in fact, she has been tweeting that all of the g 7 are united when it comes to supporting a free and open indo pacific that's taken as being aimed at china and china as intentions in this part of the, the world, the warring sides in yemen, conflicts have released more detailed ease for a 3rd and final day as part of a large scale prisoner exchange. this is the laces group of who the president to arrive in the rebel controlled capital center. dozens of troops from the side you coalition are also being released. the red cross says more than $900.00 prisoners from both sides, have been freed in the operation the exchange as part of a broader diplomatic effort to end the a 2 year long constant pharma phase one is a spokeswoman for the international committee of the red cross and she's joining us from santa vega to have you with us. i understand that you have been on some of the

plans that have been carrying these prisoners of these former prisoners back. what has the mood been like on the plains? yes, indeed. i was on the several planes yesterday from the, from somehow to the day before yesterday. and today it is to turn right now from the, from the airport. it's very, it's, it's such an amazing momentum. it's such a beautiful moment, happiness and joy, that we can witness reports every time. it's needed. it to the needs of hope. you know, don't creations are all bothering you fine. so this week nerdy man 100 detainees where the feminine between people will be able to stand together. and this year, as i mentioned before,
4:19 pm
we're not just seeing who's the prisoners being returned to. so now we're obviously seeing prisoners who have been how troops from the saudi u. e coalition have been returned as well. have you been on those flights and is there a difference in feeling between those flights? oh, this is a very heavy and complex just to go ration or just come back to lives. carol, nearly 900 detainees. we have 4 planes education and happening and 6 inches around human barrel. and so not only the logistic kids, it's heavy, but oh, here as the international coverage of the rest, beyond only taking detainees from a to be all here is also true to apply our protection mandate with me. my credit,
4:20 pm
which is we're able to visit with detainees in private before the board of the place we need to eat was one of the conditions. and during those visits, we were able to try if they had any special needs. if they were aware just to explain to them the gratian and also to make sure that they were okay to be. and then when they arrive, it, we will give them the treaty to, to call their families. and they also get a small box for us to bring the e mail. so it just be your only just to call or parisian. have you had a chance to see any of the conditions that people in yemen have been living in over the last few years? the assumption has been because yemen has been off the international media radar for want of about a phase the news agenda for so long that things have quite been done. but clearly that is not the case. one of the churches that
4:21 pm
just doesn't do the headline and the think that even if the conflict had to to role denita until you reach the worst of it should forget about above and it's, it's important to acknowledge that actually many more families are waiting for answers from the left, when you don't know if their last one is one of those, if they're detained, alive. so this is a very positive momentum, but it still puts into in mind that many other family deserves more answers. do you get the sense that people believe that this is now the road to a proper ceasefire, a proper permanent truce? or is there a sense that people are very wary of any negotiations and what the future might hold? oh me a call way we will be the solution to the conflict.
4:22 pm
so of course, any talk, any negotiation that will lead to, i think the given the hearing and lead to is more than welcome fucking to say that we appreciate you being with us on our just, you know, thank you very much indeed, man, thank you. thank you. at least 16 people have died in an apartment building fall into by the blaze thread through a 5 story building and the last neighborhood which is home to many migrant workers . a civil defense said it appeared the structure was not compliant. safety regulations, migrant workers often live in overcrowded subdivided apartments. seismologists in your state of california are closely studying the earthquake that it took here and sylvia in february, and hoping to learn how their own quake phone region might fair of something similar happened. rob reynolds reports from los angeles, ah,

the devastating earthquake in turkey and syria is sending shock ways of concern half a world away to california. these workers are retrofitting and older residential building to make it more earthquake resistant. the main thing we're doing is we've install this wide flange column, and it's going to be connected to this foundation here. many such buildings were built without enough steel to reinforce concrete structural pillars and beams. they lack what engineers called ductile strength. so the word ductile, it yet has to do with flexibility. a building has to be able to move a little bit. and concrete is really strong, but it's, it's a little brittle and it's not very flexible. and so having enough steel inside is what makes a flexible because steel is very ductile. the magnitude 7.8 turkey syria quake happened in a seismic zone. strikingly similar to the san andreea's fault, which ones through los angeles county home to 9300000 people. they're actually very

ethiopia, the, the most populous country in the region will be heavily affected south sudan, which is in crisis. egypt, which is one of the key backers of the regime in cartoon, at chad, which has been hosting sudanese refugees many years old would be heavily affected. and so there is a scramble, including an african union emergency meeting this afternoon or today and at is about to try to respond to the crisis. but for now, what's happening in sudan seems to be moving beyond anybody's control. given what you're saying, that we're essentially in a stalemate and we are sitting simply watching this play out. and in your assessment, is there anybody in the region who has significant enough leverage with either or both sides to eventually be able to bring them to some sort of understanding to at
4:36 pm
least allow a pause? i don't think there's any single actor that has the leverage with both sides. the united arab emirates has leverage, has, has been engaging with both sides in the build up to this conflict. egypt is of course, a major backer of the government in, in khartoum. other gulf states also have stakes and the united states has been trying to exercise some diplomatic leverage and the last year or so. but i think none are perceived as entirely neutral, and none will be perceived as having offering completely good offices on the part of both both parties. so what we're going to need in all probability is a multi lateral mechanism in which some of these regional actors and more distant international partners come together to try to broker negotiated settlement. as i
4:37 pm
mentioned before, your part of a think tank which focuses in politics and security in the horn of africa. clearly this kind of situation has materialized before in various parts of the region. is there anything in historical terms? is there any historical reference we can use to judge how this might play out? well, unfortunately, the history of, of sudan is one principally of clues. and so the, the likelihood is that this will play out with one of the 2 sides coming to power with the support of a coalition of some kind of civilian forces and possibly with some of the islamist groups that used to support the bush regime. now one of the concerns of many countries in the region is that while the student is armed forces have been leading the democratization process. not necessarily with a great deal of commitment or our legitimacy. the r s f. the rapid sport forces

ground. i'd like to ask you about the capabilities of the 2 sides, the sudan army, and the rapid support forces. what is the difference and what are the similarities? can you explain to us between those 2? i think physically, you know, this is a very diverse business situation, but the similarities of that these are well trained and well armed productions. if you want to call them that, you know, because of course, the, you know, the students army, you know, has always relied very much on the rapid support forces. but the difference is that in terms of military capabilities, as we've seen, the rapid support forces do not have the areas coverage that you know the shouldn't be those hub. and as you could see how that played out in the pop street where these, the shooting these army literally place claimed on, you know, i'm having be the or to me power. but of course, you know, this information,
4:41 pm
the one of the key areas when it comes to you, these kind of patients, you know, whereby propaganda becomes, you know, some kind of research logical operation. what we see now is that you know, the sudanese damage claiming that it is into control of the situation the same time, you know, the, the rapids support forces to say that, you know, they actually overwhelming the sudanese, i mean, but in terms of capability, the speech is something that, you know, one cannot actually measure in terms of who has the most. but what we do know is that when you have the area of coverage, as the sudanese, i mean dos. then it becomes very difficult for the ground for, you know, for the times that, you know, being possessed by the rapid supposed was, he's a to overwhelm of the coverage. but it's p very early and considering that this is a mobile warfare, as we speak quite destiny and you know, something that needs the escalation very quickly. we must acknowledge, of course,
4:42 pm
that we're working within the context of very little information here, but on the basis of what you feel you've been saying it is key. of course, that air power is a significant factor in this conflict. given what we know about the way that the rapid support forces have deployed over the last week, say, is it a surprise perhaps that they have not immediately, apparently targeted the ear bases in order to try to keep those planes on the ground as opposed to a seemingly targeting a variety of different and targets in science within sudan. and you've got to understand the background of these current conflict, which is great as we speak. you know, there are various visions, you know, but according to the rapid suppose forces, i mean, the principal aim for them was to somehow fluctuate what they call it keeps them forces that way. the part of the know the very well the i am what's not to have
4:43 pm
these kind of come to see, you know, with the sudanese army. so perhaps there is no, it's been kind of everything we struck the judge, you know, you know, where the targets, i mean, they are claiming that, you know, the student needs dummy was the 1st to strike and they are therefore, you know, defending or reacting to that so when you have that kind of a surprise, what a surprise attack always surprised me prisoner at from the army. and then you've got to be, you know, be able to think about, you know, whether you want to strike next. i don't know, think side if you want to call them back, probably in taishan to destroy the very military bases that they will perhaps one to rely on. but you know, if it take, you know, power something, you know, so it is not aim to destroy the military base to him here is to ensure that one side is to comes to the other. and therefore they will go back to the table. but they do not wish to carry out some kind of
4:44 pm
a scorch within the major context. so we've got to be very realistic about that. given what you're saying about the importance of air power, we kind of course ignore the fact that the, the reference report forces have i think about 10000 light vehicles, ways and machine guns and, and rocket launches mounted on the back from some perspective as somebody like me who is clearly not an expert in a military strategy that does nevertheless give the sense that they are much more flexible, much foster, and much more maneuverable, shall we say in the ground on the ground. does that make them more of a difficult target for a more organized army force like sedans? army, of course it does, you know, when you've got that, you know, level of capabilities that you can modify, you can transport troops, you can, you know, have your backups. you know, up for recovery purposes, it makes you a lot more powerful. but, you know, remember, this is a low bundle. and you know,
4:45 pm
the, get the ground 0 here, if you call it is in cartoon. so that may not want to carry out such a destruction to beyond the level that we've seen. because of course, this is quite unprecedented. you know, to see this level of bombardment. we've been the national sovereignty of a country. so by wiring fractions. so they do have these capabilities the, you know, the, they shouldn't, he does have the capabilities, but i don't truly believe about both sides with one to carry out the maximum destruction. but, you know, bear in mind that, you know, the india is to ensure some from over the integration or, you know, you know, by this the, you know, the rapid does what forces into the army. there's still some room where there is some respect for these. you know, critical infrastructures. so yes, both sides do have the capabilities,
4:46 pm
but it's still very difficult to determine who has more. oh, who wants to use more? because, you know, there's one thing to have the capability and the do the thing to be able to use it is the open it. but of course, you know, in a low balance you tuition, like we've seen, you know, must be taken in terms of protecting the visual or that the really appreciate your giving us the benefit of your expertise. david also thank you very much in the thanks in northern india, a former politician and his brother have been shot dead on live t v by gunman pretending to be journalists, artic and nash off of my work targeted on the police escort. no to pradesh, probably on friday they were on their way to the hospital through suspect 7 custody . the state government has ordered an investigation into the killing arctic whose son was also recently shot. that was a convicted criminal, jailed in 2019 for to nothing. really. the people who killed were
