a correspondence is that time is of the essence here. and that seems to be a factor that seems to be alluding a lot of the people that will be funding any sort of improvements to the school system in the education system. as well as the case, you can always do like the nationalist blow by tom's for the keisha in the box until the truck across surprises me in shore. that's the case of creek and i'm the one and pays the knowledge for the future. and the ration from mine that's climate change, but we also have examples of small the address that take the, the site to an i in the, in most i'm big names between climate change an education. if they switch shineman to make sure it doesn't happen again and through being back better. and obviously you're only able to cope with the agencies like yours as well. are only able to do with a specific number. if you have children, these numbers are very, very large. what happens to the kids who fall through the cracks as of where we are

talking about fighters of children who are being affected by this? yes, of course the pounds how much we are able estimating the national community to provide funding. there are 222000000. sure. none of the less those today that live in crisis affected countries, most of them are on the extreme higher risk. and we have estimated that because of poor 20000000 of them. if we had $1500000000.00 and funding in the coming for years. but of course it's neighbor more generous. they could reach all to one of the 22 managers and their schools and their education. and it builds and, and showed up there to see them to future shocks of climate change while also prepare them to gather the account. just simple relations one day with the climate, a sense of the team approach. um, so there's much that needs to be done when we invest in climate change. they add

children that we're talking about are obviously the, the future for all the countries that they represent. what kind of response you've got from governments when you talk to them about trying to change their funding policies to try to make their education systems more climate resilient. as to what the site is via says if the finance conference in geneva, switzerland, and cyber, ari or gather vans generously, contributed $826000000.00 towards education. but there's a whole climate change community out there. we're building those of dollars are pushed into climate change. however, you have to connect the dots. you have to connect the adults between climate change and use the saw stairs as or quick as we saw in turkey, syria, the plots impact this bond. what's happening here, philippines and so forth to the concepts balances on the human population. an education is one of the most disruptive concept concept because it means that she's

representatives and sedans, warning signs are holding another day until inside the radio box on delegates from the army on the part of military rapids support forces meet in jetta. fighting is continuing back home. delegates from both factions, so they're only going to discuss the humanitarian choose. i'm not an end to the conflict. hundreds of being killed and thousands of others have been injured in the fighting. what russell set us live for us in jetta with those talks are taking place. first, we're going to speak to have a morgan call to tell us about what the fighting is like on the grounds at the moment as well. the sudanese army and the rapid support forces had been launching, attacks against each other in various parts of the capital for 2, especially around the vicinity of the presidential palace. there's been intense as strikes launched by so denise army fights. it gets against suppose it are assessed positions around the vicinity of the pallets, which is being controlled by the rapid support forces. they're also as tribes being

launched in east denial that's in the north east part of the capital cartoon. this is supposed to be again, while talks are ongoing in good things, so to review, and when they supposed to be a ceasefire, agreed upon by both sides. not in the northern parts of the capital has also been heavy artillery reported in the area of sham pads in the city of heavy not in the northern parts of the capital of hartsville. so the both sides are trying to make gains. it seems while find that while thoughts are ongoing intent to and so to review, both of them right now are at a stalemate. be rapid support for states hold some institutions here in the capital, while the army is in control of others. now the presidential palace is something that the army has been trying to fight to get control of since the 1st day. but there's also other institutions once a plants power plants that are currently under the control of the rapid support forces. and which of the sudanese army has been trying to regain controls, but so far has been unable to do so, so intense as strikes plumes of smoke rising in various parts of the capital. as

a result of the air strikes surface to air missiles being heard in various parts as well with the resident saying they're staying at home to avoid getting caught in the crossfire. i have since the finally begun, you've been telling us on a daily basis what life has been like for the people who have been coughing in this fight and just focus through what the humanitarian situation is like. because one would imagine it's getting more difficult to go out and get medical supplies for example, of the uh yes, uh, in the product own for example the, in the city of talked to him that very few hospitals that are functioning. and when we spoke to him, i did, they said they stopped for a huge charts. ages shows, we just have medical stuff for teachers of medicines and surgical equipment, saying that they have to recycle them some times in the capital cartoon in the city of little mind and in the city of a heavy note in the northern parts of the capital. where battery is we spoke to solve and metix, and they said that there's only one functioning hospital right now for the entire city, the latest hospital to come out with the gas and which is also in the northern parts

. it's the children's hospital but also treated cancer patients and renal dialysis patients that is no longer possible. they say because of what they shortly just seems to start with the fighting. and because for the 4th 5 days they had no running electricity. and so they were not able to function or operate on the patients who are, who have been coming to their doors. now the only remaining hospital says that it's been receiving a lot of patients, but it has to, it has had to turn them back because of a huge needs. and because of a low capacity, not enough doctor's to respond to all the patients. nothing of the surgical equipments, nothing of medications. so the situation, especially for the patients who are in need of medical assistance, is getting more and more dire it. thank you very much indeed. have a moving target is from a cartoon. we're going across to versa. sandra, who's in jetta by those thoughts of taking face. so we've got another day of tele, any indication of any movement of total russell of the well in the turn these of the talk so far, not much of the progress, however,

so the officers here are seeing that they are optimistic and there is a positive ground for the, for the tulips, and they say that they are in close coordination with the american officials and they're putting pressure to ink cartridge this fight in part is the kind of minute the river supply of forces and suzanne's army. to agree on some of the points so such as opening up the humanitarian quoted or in a, in capital costume at, in, on demand. and also to provide the protection to the civilian facilities, including the hospitals and toured, which is the most important one. as of the moment to secure a, at least a time for the read throughs and then to establish a mechanism that is going to monitor this tooth and also get whole those weights the, the, the, the two's accountable. that is the most important one, because we know it's a for a temporary tooth. it's going to be almost impossible to open up the tremendous tenure quoted or, or to prove. but for the why did the security and the protection to the civilian facilities and the hospitals here so,
6:24 pm
so the officials the say they are optimistic on that they are very much cautious as well because they have seen that through the last 2 these, these several ceasefire and also about all of them were critically violated by both parties so. so the officials also saying that both sides so far in did the have expressed the meaning is to accept the truth and also accept the human, the human quality there to be opened up in, in, in. so with that as well. however, as i said, they're often mistake, but quite the cautious to say that these are the limited divorce. if this level limit are towards work, well, that is going to be the next. the next phase of the pulse, which i believe to be the pro for negotiations and higher level representatives are going to get involved in that and doing them that the next phase, the 2nd phase, that the good and goal is to 1st establish and put them in a ceasefire and then to encourage both sides to initiate the transition period. and

space for action to change their behavior and to reduce cap to gone smuggling operations throughout the region. whether that's going to happen though is another is another question um, but it's very clear that they're using captive gone eyes that quote, goodwill gesture. it kind of a low hanging fruit for cooperation and coordination with the syrian machines. if it's worth about $57000000000.00 a year, it's hard to imagine that any government who was in getting some sort of kicked back from that. let's assuming that that was the case is likely to take any action . how do you police something like that? it will certainly i think die including the regime and high level discussions, let alone investigations and working groups. i mean, that's going to be very difficult to actually stem the trade given that they are behind the most of the supply, the bulk and 80 percent of the supply. and that's really giving them a window into counter narcotics efforts in the region and will allow their

smugglers to adopt more advanced techniques. so including the regime i think is going to make it even more difficult and even more challenging for these countries just on the flow of the trade. i think that another thing that many countries up in exploring has been increasing interdiction capacity. so supplying their custom system that there's, there's a cost systems with advanced technologies, x ray machines and smuggling and anti smuggling techniques that can try and flag some of these were huge, kept going shipments that are coming through their over land and maritime ports of entry. we were talking before that the mendez stations are believed to be savvy, or maybe under racks through jordan and 11 on. is it a surprise the given the, the what appears to be a lot of evidence that this is happening? is it a surprise that these countries aren't taking more action to try to stem the flow of the drug? and certainly i think that there's a stigma of drugs use throughout the region. and i think that's made it very difficult to reduce demand and to introduce awareness campaigns and harm reduction

policies. but when it comes to how this is related to normalization, i was surprised that a few countries that had been alarmed by cop to go on smuggling operations. they've been alarmed by the regimes affiliation with the trade that they're still pursuit pursuing normalization with damascus. particularly with the case of jordan, where they've experience violent clashes over the last 2 to 3 years with smugglers that are smuggling kept going into the country as a transit route. and i think that we're going to see the coptic on trade to continue to expand the numbers continue just steadily rise, and it's very clear that demand markets are continuing to expand in both the goals, but then also the peripheral areas of the middle east. just wanted to ask you also briefly about this, the error strikes that happened on this, but a is being described as a prominent drug dealer which happened in southern silvia. jordan is being accused of having carried this out along says has not made any comment with regard to that
6:42 pm
yet. is it a risk? do you think that in order to try to deal with this in a more public fashion, we might see some foreign governments taking action like this, carrying out it strikes in syria, essentially under the guise of trying to stem the drug trade. and i think it's entirely possible. i mean we, we've seen jordanian strengths in southern syria before countering isis enclave in the area. and that was earlier in the syrian civil war. it seems like jordan, of course, given that they prioritized counter, kept to go on efforts as a security priority. they're trying to do this again. and you know, with the launch of the strikes, i think we saw last week we saw a lot of collaboration with the serial team. but i think today and the strikes they serve as, as a message to damascus, to essentially show them that jordanian officials, they have the intelligence, they know the locations and they have the capacity to really eliminate

a lot of these targets. and these individuals and networks that are implicated in smuggling rings in the area. it's really interesting to get the benefits of your expertise and this caroline rose. we appreciate it. thank you very much indeed. thank you. today's government has suffered a major setback after a vote to elect advisors to draft a new constitution and a blow for left as president capital budge far right. republicans and other consecutive parties took more than 50 percent falls were held off to another proposed charge that was rejected last year. i locked in america, added to the sea and human reports in the capital santiago. replacing the constitution left behind by chiles. formerly military dictatorship is turning out to be much more difficult than anyone could have predicted. jillions went back to the pole sunday to elect a new constitutional council that they hoped would do a better job than the previous one was draft charter they rejected last september for being too radical. i can't forget that we need to reach

a balance the consensus. so that everyone is happy with the results i'm like last time might keep that and more quality, more modern rules with the more modern vision of society in the constitution. that's what i hopeful, but that's likely to happen. if the previous counsel was dominated by the far left, this time it will be under the control of the right and for right together they've clinched more than 30 of the 50 delegates each enough to pass any constitutional norm they propose on their own choose republican party the most conservative of both will now be the leading political force and their most voted candidates lucila told me they've never wanted to replace the dictatorship era constitution to it. but yeah, in our starting point. yeah, this process allows us to introduce new aspects to it that we believe our constitution deserves become more. there are nice fundamental rights like on our

privacy and internet issues and misers to stabilize our political system. the result could have been different, but 20 percent of votes will know or blank ballots believe to have been cashed. mostly by progressive julian score unhappy with the process. a team of legal experts appointed by congress has already presented, motivated proposals that include veteran recognition of social rights, such as education, health, care and pensions. but these can be modified or rejected by the new body. the council will have a very short time to draft the charger only 4 months. then it will be put to the vote again in the referendum on december 17th. shouldn't the text to be found? wanting surely will have lost the last opportunity for a long, long time, to finally eliminate the last important symbol of its former military dictatorship . and it would be an irony, particularly this year, as surely commemorates the 50,

venezuela and columbia and other countries that are making the security situation and the crime much worse in the country. and so they made, they tried to quit the constitution with that, and a lot of people bit the bullet, they really, as i said then, then there was a 20 percent that i mentioned earlier that were angry. they said, we tried to have a better constitution to progressive constitution. the politicians betrayed us. they are now going to have the full control. we're not going to be able to elect ordinary citizens to rewrite our constitution. have happened last time. and so we are going to spoil our ballad, so simply not vote at all. and so with the combination of both of these have as given a shocking, if you like, majority to this republican party, a very new party. this is the 1st type of election of like this that is even participated in, but remember this is the party of jose i'm sonya passed. he was the candidate of the far right in the election just the a little more than a year ago in which

a left wing can that it was elected instead of them. because julian, something message that they didn't want to go that far to the right. so now we're seeing them moving the pendulum in the opposite direction. and it's not quite certain whether the chileans really know what they're voting for at this point or what they want in their new constitution. what we do know is that the republican party wants to change as little as possible, and in fact, it could make it even more conservative constitution than we already have. so chilean voters may be confused by all of a, all of this house the moving left, his pockets have been reacting to the vote of the world very badly. they are now it's, it's, it's a war today, but they just, they were calling it a, a political earthquake and i think that they're. 7 not exaggerating the president's address the nation later in the evening, and he called on the republican party, especially not, not the traditional, rightly but the republican party, not to make the quote, the same mistakes that the left had made in the 1st attempt to write the

constitution in other words, not to try to monopolize the text and hopefully write a text that will box represent the whole country. and that can take them into the future with consensus, whether that will happen or not is another story, but they are. they are trying to figure out where to go from here. it's a deep, deep blow to the government right now. there's no doubt about that. that's a lot in america editor lucy newman in the capital santiago this year. thank you. was backgrounds, president shelf announcements. so you'll have has called a snap election for july and august. when comes a week after constitutional amendments were approved and a referendum included extending the presidential time from 5 to 7 years. the changes mean let's see. i have could remain in office until 2040 critics say the vote lacks the participation of a meaningful opposition. the president says he wants another monday before making further changes. a video www dot com is that in the current climate where acute

for baseball fans home runs or a highlight of the game. and statistics showed at the number of home runs hit during baseball games has been on the rise. certainly because of climate change. that's according to a new report by scientists at dartmouth college. we use data on a over a 100000 baseball games, showing that warmer temperatures increase the number of home runs in baseball games on a day to day basis. the 2nd component of our study ties this to climate change and shows the increased temperature is over the last 10 years. cheperdak just almost more than $500.00 home runs total already. that number will continue to grow in the future with potentially hundreds more home runs per year. if temperatures continue in 2018 major league baseball commission to study led by 10 scientists to determine
6:56 pm
what was leading to the increase in home runs, they could not reach a definitive conclusion. but ultimately, a lot of their research led back to this, the baseball small changes in how baseballs are manufactured, potentially increase aerodynamic capabilities. they took them and threw them into tumble drivers, which is kind of interesting. so you got a ball, it really flattened the seams and made the back us are much more spiritual. the drive went down, travel even farther. but perhaps it's not just about the ball and not just about climate change. some baseball experts point to other contributing factors as well, like a better understanding of swing mechanics, strength training, and smaller ballparks where players don't have to heat it as far to get a home run. but in the end, it makes little difference. as long as home runs are being hit,

fans don't mind either way. gabriel was on do. i would just need your max for shopping. his continued his done, but it start to the formula one season with the wind of miami, the raining world champion, taking a victory despite starting the race down in 9th, the dutch driver have had moved out into the 2nd place 514, and was too quick. even for his own rental teammate surgery, a friend who has 12 races this season. this was for stipends, a 3rd ground pre when of the year. and he leads for championship by 14 points from progressive cross line. and 2nd, as in martin's fernando alonzo west. it's a good good rates. i mean that spit out of trouble in the beginning and then uh yeah, just sort of clean raise real quick because off of my one. and i could say i was really no, no, no, no how buyers and that's where we, i think, made the difference. today and yeah, then a good little by the way that we check or the end. so everyone kept clean and that's the most important. and yeah, great, great. went today to okay,
