what every other lead sales guy with action was to be left open for a democratic societies or one to allow for there to be no politician in this country has ever shut down. an honest people have generation changed on our to 0 the the hello. i'm about this in a, this is the news are live from joe coming up in the next 60 minutes. wildfires extreme temperatures and warnings of a climate catastrophe. a huge wave shop. those records across the world. a day of national resistance is really, is a gathering for want to be the biggest process yet against planned traditional reforms. major salvage operations underway in the red scene to avoid

a catastrophic oil spill. we're going to have a report from yemen and a threat to global peace from the wise of the machines. the un security council holds its 1st ever meeting on the dangers of artificial intelligence. and on far as small with the latest sports and mattress, the united bolstered their rank. so how does the new season cameron keep her entre? oh, nice heading to old trafford from entering the land and a deal worth around. $60000000.00 in the global temperatures are reaching new highs. several countries around the world i hit by huge waves. june was the hottest ever recorded in july is close to setting a new record in the us. ultra high temperatures have been registered from california on the west coast to florida in the east for the 18th day hours on the state capital of phoenix. so temperature is about $43.00 degrees celsius on highs.
9:02 pm
people across the city having suffering the most across the atlantic in europe. vitale and capital rome has had a record high of 41.8 degrees celsius. meanwhile, wildfires in greece are closing in the capital. athens japan is issued heat stroke alerts for tens of millions of people in nearly half its provinces. and in china, temperatures in the remote time of some bio north. i've seen jang region sort to a high of more than 52 degrees. a lot of corresponding christmas and i've been standing by was born in the hot weather from the us state of nevada and todd all of the highly it is in room. we're going to speak to them both in a moment. first looked at how the elderly coffee and the italian capital. these are busy days if you're a doctor in italy as the sewing temperatures continue. so 2 is the concern for the elderly splunk of something that i have had been sealing herself over the past few days. through the numbers i've done with it, i know that it's awful. i can't sleep at night and i can't live during the day.
9:03 pm
it's impossible. i never experience such heat all the time. i feel like i'm a box spring. normal life is already more difficult at all. age the he just takes everything out of me. the doctor tells her she needs to drink much more water, something funk admits she often forgets he and says that it's a live saver during the heat wave. in the summer of 2020 to 80000 people died here and literally the vast majority of them being elderly. so the most vulnerable this year have so sorry tease. i'm not taking any chances they have put together a task force that is being deployed all over the city. the. it all starts with a phone call. this health clinic follows up more than a 1000 elderly who by large living lo, checking on them on a daily basis. teams also go from home to home to check on those with medical conditions like july nothing, courtney persisted. just being that goes out once
9:04 pm
a day to walk the adult prints, but for july not it's been tough. as i said, but you may say, you probably will tell us it's been nearly a month. i've only been at the hospital here at home. it's horrible. i don't get depressed, but i get very novice. i didn't recognize myself. the he drives me crazy, but i'm not allowed to leave the house. so i go from room to room. the sister told us about the fear of isolation ever since the cool bit funds that make and do have a daily phone call or a visit is reassuring. on the fall without, in fact the one divided the space, the a very scared when we speak to them, they often break down and to be afraid that something happens to them. and no one notices. most of those who died last year were discovered a few days later because there was no one around why to get ahold of me that he did . the worst is yet to come. during these days of a red alert, the elderly are a huge concern with the timing of just the right role. how does joining us not from
9:05 pm
room? how to it seems as though there's very little people that can do except just wait until it ends. yeah, so it's absolutely is that what people can do is stay indoors and go out as little as possible. and that's something we have been see not only here in room, but today we were about an hour away from here. and during the hot hours of the day, you barely see anyone on the street, people might be going from a to b. but since the not having us for this jesus only in the evening, that sort of life comes back to some sort of mortality normality. roger, even though i have to say that tonight is it is too very, very hard. so i was just checking the temperature as we are waiting to go on is was still around $39.00 degrees. and that means of all the people will have
9:06 pm
a sleepless night because the infrastructure here is not built for this kind of weather. most of the buildings are very, very old. some of them are listed that you can't even have them a c to them because of their historical value. but most people would tell you they don't have an ac until they have a fab. i found these days is not doing much, although thank you very much indeed have the of them have eaten talking to us from room, as well as some of the world's highest temperatures are being seen in the western united states. interested in selling these life for us in nevada. i don't want to be over to simply stick about this custom, but it, nevada, of course, is the desert. one would imagine people there might have been a least more used to high temperatures. yeah, you might think so, but the issue is the pro long feed in addition to the high temperature. so here in nevada they've seen temperatures topping 43 degrees celsius for 3 days in a row. and that trend is expected to continue all the way until saturday. and it's
9:07 pm
that prolonged sheets, not only the hot temperatures that are approaching record levels during the day, but also overnight as well. normally in the desert you get this cooling happening overnight when the hot weather only comes in for a day or 2 that hasn't been happening. and that's making things extremely dangerous . and that has the national weather service actually warning people not to treat this like typical desert weather because of that prolonged nature of it. um that of course it poses a serious health risk if you're outside and weather like this. if you don't stay hydrated if you don't have some place cool to go and that's where we are. we're at a salvation army cooling center lunch is about to be served here for anyone who needs it. anyone who needs a place to get out of the hot weather and have some place to go. this is a, a year round service, a shelter that helps people that are perhaps
9:08 pm
a homeless or down on their luck. but what they've seen in the last week is an increase in the demand. and we were here earlier and we saw the emergency rescue truck coming to treat someone who had a heat stroke. and they're saying that this is becoming a daily occurrence here. they've given out 8000 bottles of water this week alone and 8000 per day or per week. so it gives you a sense of just the scope of what they're dealing with. and of course, people talk about nevada, they think of las vegas, the glitzy strip. and the casino is which are all highly air condition, but you get outside of the city and, and there's a lot of people who are struggling. there's more than 6000 homeless in the county, and many more who are living more on the edge. i spoke to a young man earlier who was between jobs, lost his apartment, and was going from shelter to cooling center, as he's looking for work,
9:09 pm
trying to make ends need until he can. but this weather, of course, is a huge, huge risk for him. and for others, we actually saw people sleeping in tubs out on the sidewalk in the middle of a city neighborhood. so it's a very dire situation for a lot of people here. and this is nevada, where people are used to desert temperatures. so you can imagine in other parts of the united states in the south west, the central south and the south east, which are now also under this heat dome and facing record setting temperatures. if not breaking records by the day, which many of them are dozens of cities have, have broken daily temperature records. they're also facing this pro long hot spell as well. so for those who are on house, it's particularly dangerous and particularly unexpected. for many a catch as many by surprise. so that's why the national weather service, again, counseling, people to keep drinking and seeking out cool places where they can to try to avoid
9:10 pm
heat stroke and other potentially life threatening conditions and talking to us from nevada is kristin. so let me, kristen, thank you very much. indeed, a little tiny motor ahead and the news are including tulsa stops, to be months of fighting. and so down a reports the resumed in saudi arabia, supporters of the opposition confined to the actual, demanding, the government steps, done months before the general election. and in support, one last little type of push for this icon on women's football. the latest woke up build up is on his way. the nomine. israel protests as a holding a day of national resistance and opposition to judicial changes proposed by the government becomes also like an acid past. the 1st reading of a controversial bill to limit the supreme court's powers. the biggest protests are expected in the evening on tuesday in jerusalem. instead of it, i'm exemptions but more from west to so these protesters have converged outside of

the supreme court. why that supreme court? because it's the supreme court that would have its powers, its oversight powers, limited. if the bill that's been proposed by prime minister benjamin netanyahu passes its 2nd reading might happen. next week. we are determined to continue to send the message. they will not back down until this proposal is show i think of future. a and my family as a part of this country and all my environment is being deciding whether we can make a change or not. today, we may have it 2nd. the 3rd really to connect to next week is part of a larger package of large additional overall package. proposed by prime minister benjamin netanyahu, and as far as like williams coalition. and critics of those proposals say that if
9:12 pm
they were enacted, that they would take israel away from democracy and put it on a road towards our talk or see they say that it would substantially, we can look at this rate. and they also say that it would eliminate necessary checks and balances. now the prime minister said that if this bill passes, that he will then essentially take a step back and he will try to avoid compromise on the parts of the proposed legislation going forward. everybody we've spoken to here says they do not believe the prime minister. the prime minister has a history of lying and see if you will make any promise possible to call us down and to make us go home. we're not going home. we've been demonstrating for 29 weeks in a row. we're going to continue to demonstrate because you can't process just one of the many rallies that's been held throughout the day a day that's been dealt by the protesters to be a national day of resistance. everybody that we've spoken with, rob today has said that they expect that the protesters will continue to come out
9:13 pm
and that the numbers and the number of protests will only grow throughout the week . how much improvement does either west jerusalem. donald trump says he's received a lot to attending and these are the sensitive of justice department investigation and to efforts to overturn the 2020 presidential election result of army us presidents made the statement on is the truth. social platform is seen as an indication he could soon be indicted by federal prosecutors, especially the council, who is investigating attends by tom supporters to stop the transfer of power to joe biden was declined to comment. or us citizen has cross the border into north korea without authorization and is likely being detained. the man whose believe to be an american soldier was strictly positive tour the militarized border separate the north and south korea. according to local media. he was with a group of visitors in the palm on joan village when he suddenly bolted over the brick line, mocking the boat at you and just confirm the unauthorized cross into place. it says
9:14 pm
it's working to resolve the incident. let's see how many times he's joining us, live at the pentagon. with all the interest, i know the defense secretary lloyd austin's been talking about. they said at the pentagon, they made a statement about it. what else do we know about what's been happening? and this is a story that's getting more and more curious by the hour. what we have been able to piece together for various reports is a travis king who was a private 2nd cross in the us in the us army. i've just been released from a south korean prison because he'd have felt that someone had been released into the custody of the us submitted the tree where he was being taken to the airport for extradition to texas to fort bragg texas. where he was to face further disciplinary action. somehow he lost his method tree. i schooled not any, but he managed to, as you said, join one of the regularly scheduled tourist was of the joint security area between north and south korea. wilson. i'm holding the pos, little town called time and drum, but we saw donald trump, for example,
9:15 pm
visit notes here long ago. he managed to get onto one of those to was he then launched a boat for the north korean board and the tour guides apparently tried to capture and failed. and then we've had various eye witnesses who were all the to tourist from europe, who have posted them included in the very sort of saying that he was laughing, as he did so as he disappeared behind north korean lines that she have just, i'm just saying i couldn't jump yeah, the spokeswoman for the white house is upon the saying that they're working to resolve the situation involving at the soldier the u. n. is saying it's working to solve the incident as well. but if the soldier has crossed over voluntarily and he's not in north korea, one wonders who could actually speak to north korea and what are they going to say when they do i'm, you know, we don't even know whether we get to the site because of all entry defection to, to know what's great and in the 1st place, there aren't any 6 lines of communication between north korea and the us anymore. after that brief period of basketball us, when donald trump was empowered,
9:16 pm
the north koreans felt like there's no point during the us anymore. because as we've seen, for example, with the wrong, you can make one deal with one administration of the maximization will go back on it. so there's, there's no point to going to be americans anymore. meanwhile, the developing that messed up program as we saw without icbm launch, with a solid fuel of being the solid fuel pounds missile just a few days ago. i'm actually just so happens. it just today giving us even sabre rattling, they just have a new to on submarine doc in a south korean fort lou sound for the 1st time since 1981 that can launch nuclear. all the ballistic missiles clearly clearly trying to trying to put the fear into individual screens. and this happens just about layman's we're have so many questions. we didn't get many of the offices from the secretary defense when he spoke here just a few minutes ago. this is already developed for yeah, what i can confirm and i would say upfront that were very early uh in this event.
9:17 pm
and so there's a lot that, uh that we're still trying to learn. but what we do know is that one of our service members who was on the tour will slowly and without authorization cross the military demarcation line. we believe that he is in the b r k custody. and so we're closely monitoring and investigating the situation and working to notify the soldiers next of kin and engaging to address the sense of it. in terms of my concerns i'm, i'm absolutely for most concerned about the welfare of our troops. and so we will remain focused on this and again this, this will develop for the next several days now and will keep you posted in terms of being relaunched inside your maybe a ticket to cease fire. and so then the army which is baffling, rapid support forces has sent a delegation to jetta to set out his demands previous negotiations, and the red sea city were suspended in june. the following cease fire violations

been a lot of the conditions by rights periods, but that the rapid support forces have committed atrocities and work crimes and crimes against humanity in the region of therefore, it's specifically specifically west are for where human rights watch accused the permanent, through rapid support forces of being behind the mass graves and targeting civilians based on their ethnicity, hundreds of thousands of people have fled from the city of china and west are for inter neighboring tad. many of them excusing the permanent through rapid support forces and their allied militias, missing of prophecies against members from such an ethnicity which slicing on the ground so continues. they were heavy artillery, 5 tons of city of on demand. so as the northern parts of the capital were able to hear gunfire in the northern parts of the capital as well and the size that just continues to flight overhead. many people say that these phones that they hear the sound of heavy artillery, the sounds of strikes, seeing that homes being destroyed as fighting continues between the 2 sides,
9:20 pm
makes them feel unpleasant if this were will ever end. and they say that they do want it to end, and they've been tired of spending 3 months now. and now it's in the 4th month of witnessing, fighting between the 2 sides. not sure when it's with and, and not sure what the future is. even more going onto 0 on demand. this is officer operations begun off the coast of u. m, and involving 2 giant oil tankers side by side. that's right. of a catastrophic oil spill in the red sea appears to be receding. thanks to a 140000000 dollar rescue mission caution local bar has been watching what's been happening. and this is not because they always time because that's we replace the f a so soft uh the decaying vessel is whitening to spin more than a 1000000 bottles of oil into the red sea. it's a big day for healthy officials. they are joining the signing ceremony of an agreement that allows yemen software company to own and run the new tank

emirates, stephanie decker has more from the it is the 2nd day of president are the ones golf tour is visited, saudi arabia now in colorado, within the next stop will be the united arab emirates, this is 1st multi country tour since being re elected as president earlier in the year. it is all about investment. what about money at a time when turkey's economy is struggling? there's been a pre trip to this trip, let's say turkey's vice president also its finance minister here earlier in the month, to discuss the nitty gritty of certain deals that on the table. mostly looking at economic investment, present edge on wanting tens of billions of dollars to be invested by the gulf countries really inject to much needed help into turkey's struggling economy. now, of course, costs out in turkey have had longstanding, strong relations less so when it comes to saudi arabia, in the united arab emirates. but those relationships are now on demand. and certainly this tour, very much aside of a newly elected president,
9:25 pm
are doing very keen to show that he has public support. and he's now trying to get his country's economy back on track. and the security council is holding its 1st of a meeting on the potential sites of artificial intelligence to global peace. and comes after you run chief antonio terrace alongside a i experts signed to the alarm over a i being an existential threat to humanity. especially if used as a weapon in nuclear warfare and diplomatic attitude james base spoke with james cleverly, the father, secretary of the united kingdom, the u. k. kindly hose the presidency of the un security council. and he explains what he thinks about the use of artificial intelligence. wells, the we, we already have structures, we have legal structures, we have the instructional human rights little, and that's doing a pretty good job. but of course, what we need to do is we need to make sure that the staff is always much fit the disease always alive to the emerging challenges. i think you
9:26 pm
can do that. so nice thing that working internationally will give us the opportunity to do that. but we do need to move quickly, we need to make decisions in for like the son of the multi, not true institutions. but i would, i would suggest that it would be an appropriate for us to focus on just spots or overly focused on that. and that sees a risk, of course it is, but we've also seen how damaging this information can be, how damaging widespread fold hacking. so it's not just in the weapon systems who do those all attention grabbing issues, but also in these, in these other areas as well. because these weapon systems already exist. there's an israeli company, l bit which has offices to in the u. k, which has been integrating, i, and which projects products somebody leach and x is an automated network combat solution based on robotic platforms. now this is a st companies,
9:27 pm
but as drones were being used in the west bank in jeanine, this is where the appropriate, well, i don't know the details of that particular products or project. but the point is that vice is something of course we will look at. but we have to make sure that we look at the full range of opportunities and risks and challenges. there is a thing that we focus exclusively on the headline grabbing risks. important that they all but then miss other areas where we could be exposed. so it'd be important discipline is to make sure that we look right across the face at all the potential applications i. so how do you go about regulating a full entry agreement, codes of conduct, or do you have a binding international trade take? well, the tracy's vista age, the most appropriate way of regulating, we don't know, none of us do, but form follows function. so once we have have this international conversation,
9:28 pm
which we are playing alcohol to in the u. k here today, and that's all i safety summit as we have that conversation with industry, with governments, with technologists. we will be able to see the most effective way. an effective is going to be what we focus on, but the most effective way, at the moment we comp possibly know because we need to understand more about the current state of the technology. and the way the technology is going to vote for the worry is, this is moving so, so fast and as you know, global governance, just look at climate change moves so slowly. well, i think there's a really incentive to move fast in terms of these conversations and this governance as well because you're absolutely right. the evolution of this technology because it is being used to have. ready if i is moving incredibly quickly. so the challenge for us is to maintain pace,
9:29 pm
is to maintain energy in some ways to maintain international cooperation and coordination. and the u. k wants to play it's paul and the we all playing all part to do exactly that. we blackman's founder and ceo of the a i echo risk consultancy, virtually joining us from new york. thank you very much indeed for being with us. what are your main concerns about all of this? there are, there are hosts concerns. i think that the ones that were just articulated are, are the right ones. so you think about automation or a weapon system that's quite concerned. one thing to note here is that it only takes one actor to use at one state after to use it. so one side of it in a war is using i to make automated decisions. that means what those decisions are being made extremely rapidly, far too fast for any person to track and respond to. and so the only response to an aggressor who is using a guy in some capacity is also to use a i, then you can see how things can spit out of control rather quickly since you have to a yeah, i use operating against each other, not capable of being overseen by humans because the address will be to pass. that's
9:30 pm
certainly one of the, one of the larger concerns in this, in this context. the other one does information clearly a very serious problem. one thing to note is that it's not just the state actors that have a problem. it's also the fact that this technology has been, as people like to say, democratize that's available or accessible to most any individual with a computer or an internet connection. and so the war is not just that state actors can the stabilize country, but also individual loan actors acting with at least acting without at least the explicit direction of any state. it's going to be difficult for countries though, isn't it to be able to try and find some sort of common ground, some sort of elements of, of control fi. there is legislative or anything else. 11 can almost be certain that the militaries of those countries and the security net are processing. so those countries are going to be working their hardest to try to make a i work for them, possibly in the worst way possible. how, how does the,
9:31 pm
how do you make that balance? how does that work? is it, is it realistic to think that there any, is that any set of controls could actually be put in place? and it's, i'm somewhat skeptical. so if you think about, for instance, the european union act, which is whining us way through the legislative process, it's been several years as a specific car valid for military applications. so the use that anywhere close to doing this, let alone and the countries that are members of the united nations. so it, even if a conversation is started, we're talking about many, many years until we would actually see anything. and it's not clear how it would be enforced, it's not clear that the level of agreement can be specific enough to actually guide action on the ground. and the other thing is that in many cases, what you need is the cooperation of the tech companies of those platforms that are creating and distributing these a i, j, i tools. so if you don't get their cooperation phase can come to whatever agreement they want, then there's a question about to what extent can we get the platforms to actually comply?
9:32 pm
and i'm gonna ask about the timeline to think about all of this. whenever we talk about a i, it's always referred to as something that's happening at lightning speed, insights happening, and developing incredibly quickly. yet, science fiction writers have been telling us from early days back in the 19 sixty's there was a colossus, the fob and project is the one that immediately comes to mind for people of my era who have been talking about the potential of as joining forces. i'm exactly those kind of things, this risk at least happening. are we coming this to this too late? have the governments around the world and developers around the world being essentially closing their minds to the situation and all of a sudden now they're trying to play catch up to where i was. i know this is because this from this has gone fast and slow. it's become, it's come slow in the sense that these kind of things have been around for decades . it's, it's slow when that talking about a i or the algorithms that are behind much of a i were developed in the fifty's. but then it happened very fast once we got the
9:33 pm
processing power, once we got the quantity of data from the internet. now it's, we've been quite quickly. i don't think it's too late. i mean, we're not dead yet. that's the optimistic date. we're not there yet. so there's still time, but you know, it's going to be, i, you know, i've been following best very closely for over 5 years to see how governments are responding to your corporations are responding. and they are extremely slow. and their response is much lower than the pay, so we should acknowledge is advancing. so if you just take gender of a i for example, there is a tremendous amount of money being poured into making these technologies more advancing. they already are. there is headlines in the world every day, especially by the data scientist or really technologist following this. so we're going to see a lot more advancement in the, in the very near future. and government is very far behind. and just understanding what we had. it was a i before generally, i know that we have general di, there's even more to understand that there's a greater distance between what's going on on the ground and what's coming to be on
9:34 pm
the one hand, on the other hand, government's ability to understand what it is but we appreciate your being with us if there's one piece of optimism we can take away it's, we're not that yet. i see very much and do not reflect on site you very much and even being with us on how to 0, a bite, but still i had an outage, 0 understanding as the rest of it. after 3 months had drifted seats speaks for the 1st time since his rescue and support the cricket or who has made history for this country. i can start the details based on the out the how are we have a little hot weather across the middle east? no great surprise, badly a cloud in the sky one or 2 shells over towards the black sea, the costs b as a tried to break the heat, but not really making any significant progress temperatures in to 40 celsius. put

a geographic information scientist at the british and talked to the survey. and he's joining us from chambers in the united kingdom. so thank you very much indeed for being with us. one of the thing, things that struck me 1st of all was not just the amount of information that's been collected. but the fact that has been collected in a single place and is accessible to everybody how significant is the as well this is really significant to bring all the data together. we've been collecting this data now for over 60 as many countries around the world of been collecting unity tobin squared away and then put away in people's repositories so gotcha. make it quite a while to get sued for most people. so be able to bring it all together. so stand it always it to make me feel free to bailey's is really unique and the data set like this. now i understand that obviously it has the benefits and all of these telling us how the rates at which the ice is beginning to melt in on topic i'm and so on. but in terms of the granularity of the information is got, the more data you have, the better you can predict things in practical times when it comes to se,

building seagulls around the world. does this have how much of an impact really does this have when it comes to being able to be more specific about the measurements that you make for things like that? well, if we want to understand how sea level is going to rise in the future, we need to be able to model and really predict how much value she's going to mills . and especially in places like concept which hold 90 percent of the wills ounce. so to do that, you need several things, but the main thing you need is to know what the well, the underneath the ice is like whether it's deep, whether it's rough, whether it's sloping and this is what this map gives you, this, these data points do this so for models of bice and how fast it's going to melting the future, we know it's going to melt our passage about wherever it's going to melt. and to what rate it's going to. melton, how much sea level rise we going to get this data is absolutely crucial. what's the timeframe for this? because obviously you, why is it, as you might imagine,
9:41 pm
people are going to be expecting that you'll be able to make instant predictions about all sorts of things that are around the world. but in practical times, when it comes to breaking down the data, what kind of a timeline, what kind of deadlines are we looking at as well, the tighter is not only one place, it's all accessible to anybody. and all standardized the full amount, which really speeds things up much more than it was before. so we have to start making maps maybe, and then we would get the next map out in the next 6 months or something like that . and that will give us new estimates of how to be honest is how much are surprise and what potential contribution to sea level. is it a non salt to guys? and from what, given that some of the sources that you've been using, i understand, or are from russia from china. one would imagine that a times that it's very difficult to get that kind of information out of countries like this. have you been surprised at the level of cooperation that has been given to this project? well, i think it shows the importance of, of understanding climate change that every country that's ever done. a jew physical

research and i've taught to him and put this on the tape is contributed to the data set, made the data openly available and everybody should use. so people like really got to use like russia and china, sometimes you have to go right to the top to get these, these types of sets and find the people and get the right to missions. and that's taking some time as well, which is why possibly it's, it's taking us quite a long while to, to be able to get to the stage. but it is really, really important to, to make all of the state for you, then know that you've got to the stage and the information is free available. what do you think are likely to be the 1st practical applications of this that, that the public lucy to well, i think over the next few months we'll be working on you maps of what lies them to nissan sold to care. and thoughts could all load flats on top cover in austin to columbus as of slow moving to 12 inches deep of the vice underneath it it's, it's
