a permanent member of the un security council. or diplomatic editor james base reports from new delhi. the heads of the g 20 summit in delhi, the arrival of the us president on air force one joe biden went almost immediately to a meeting with his host, the prime minister in the red ramadi. the u. s. is currently always keen to further cement it's relationship with india and the current complicated and deeply divided . you political environment, mr. bite and then the other leaders arriving here will find the center. this massive, bustling city has been transformed with a beautification project, costing tens of millions of dollars. many make shift houses to be destroyed. the authorities say they were illegal dwellings, but there was still a place some of the poorest in the city called home. all around delhi, there a post is of mr. moody. this event is politically important to him with elections. he it you next year. but at the same time, diplomatically, the summit is
12:03 am
a challenge for india. at last month's bricks, meeting in south africa, china is present and she was sentenced stage, but he's not coming to delhi. what analysts told me, many in india perceive that as a deliberate snob, the season of the chinese government the present, she's not coming to india. this clearly shows that the relationship is really died . so there are serious problems in that relationship and relationship is obviously not normal. and india and many and the listening via also look at that, you know why he's not participating. because china does not want to see a successful each one. do somebody does india? since he was issued an arrest warrant by the international criminal court in march, president vladimir putin hasn't gone anywhere outside russia. apart from visits, the territory and ukraine that his country occupies. he'll be represented by his foreign minister. so gay laughter off in deli of the war and ukraine will not be

the main issue on the summit agenda, but it's obviously the key fob klein international relations. but along the way right now at last is g 20 summit. to bali, the indonesian host, the deputy agreed to communicate which condemned the invasion but said not a whole members agreed with this position. this time though, for on minutes the lab roth is rejecting such language and threatening to completely block a final declaration. that will be a symbol of the g. 20 is paralyzed and the world will divide it. then i have the slogan for this is some, it is one of one family, one future. the reality is appears though it's a very broken family. the kennels agree on that future. james bay's, which is 0 new delhi. and alice's here is katrina you is in new delhi with more. so not the job. i didn't touch down in new delhi. he made his way to look kelly on log, which is a render moody's private residence for a lot for missing. or if it's in

a uh many say that this appears to be a golden era for india and us relations. and undoubtedly they are brought close that together by the shed. goal of countering china is influenced in the region. us wants to use new delhi as a possible counter wait to badging. and it doesn't have to us as agenda that at india and china are themselves locked in a tense relationship. and a dispute of the board is an india from the wes while it wants us to support when it comes to presenting itself as a possible alternative leader to the global south of a role. that staging itself is adamant of one playing. now they didn't, however, is absent from this g 20 meeting, present season thing is giving it to miss of the 1st time since coming out in 2012 . and that is threatening to undermine the effectiveness of this summit this weekend. and we had un secretary general, really calling for more you to see this weekend among the grouping. he says that they need to act instead of as a dysfunctional family, as a unified family showing more solidarity,
12:06 am
especially when it comes to tackling some urgent issues including climate change. so that is currently a climate crisis wiring out of control. and the group needs to set well and vicious targets, for example, keeping the 1.5 percent temperature rise target and for richer and welfare countries as well as the biggest them is to do more to help the poor countries flight global warming. the 2nd issue that she wants attended to this weekend is the issue of debt. he says that poor nations are simply struggling under too much debt, especially post pandemic. and he wants to g 20 grouping to do more to ease this pressure. for example, a low lower rates or extend loan tones. he said that if the g 20, none of the states are able to set aside the differences, the difference is that they may be able to meet these ambitious goals. and these what seems to be these lofty targets if they work more closely together. katrina, you alda, 0 new daily. a. rob jago all is the editor in chief of foreign policy and the host

of s. p live the magazines, video channel and podcast, robbie. it's great to talk to you again for joining us from new york today. so look, you prob, you analyze international relations every day. so a meeting of the world's leading countries basically to you is like christmas come early. what do you think is the most significant issue of play here? well, i think the most significant issue, if it emerges in the next couple of days, 2 things. one is a potential expansion of the g 20 to include the african union. and i think this would be a real symbol of inclusion. it is morally the correct thing to do as well. what are the g 20 to do that? i think it would be putting its money where its mouth is and trying to be more of a, a real voice of the global south as it's often tried to call itself in the last year with india as presidency. and also last year with indonesia at the home, the next 2 years, you have brazil in south africa about that's a trend. and the 2nd point i think is linked to the 1st,
12:08 am
which is debt relief. if the gee 20 through it's sort of channeling, the voice of the global south is able to champion issues that the global south cares about. whether it is climate change payments, whether it is debt relief, whether it is better lending terms for countries that pay such high rates on that debt and then never able to catch up to solve in debt crises. if the g 20 is able to push some advances there and remember the emacs and the world bank a controlled mostly by europe and the united states. so it, it to change that power structure through the g. 20 would be an accomplishment. if the a you, the african union does join the g 20, the g 20 would then become the g. 21. would that move the needle a little bit at the very least it would give the g 20 some more moral standing in that it actually has a bigger number of constituents in the global south. the
12:09 am
a you, of course, represents africa so, so that takes on the whole continent. but the flip side of this, of course, serial is that it might make the g 20 more unwieldy. why are we here? i mean, the g 20 was farmed as a group that was meant to tackle financial crises, i think starting with the asian financial crisis in the ninety's. but then it was revived again with the global financial crisis in 2008. so some of this is of course, because the original multilateral institutions, the united nations, the world bank, the math, they have sort of met paralysis in the last few years, more than that in fact. but when you have a veto set of power at the united nations security council, for example, and when you have one of those countries holding a veto power, that is actually gone to war and invaded another country in the biggest war land war since world war 2 you have a problem, so the global multi latrell system is under meant stress. it is broken in some
12:10 am
senses. and that's why way here where these other blocks and groupings are trying to find ways to get things done. some of them are successful, some aren't the g 7, for example, has made real advances this year. but it hasn't in years past. this is the g twenty's johnson the next weekend. they will likely not have a joint communicate at the end of this summit. and that is because russia will never agree to frances, a desire to condemn russia for the invasion of ukraine. okay, give us the scenarios then for this g 20 optimistic and pessimistic scenario for what it could achieve or failed to achieve this summit? well, i mean, between the 2 of those i think the, the, the carry gray area, i really know it does it as a big gray area. i think it's what is most likely is that we will not have a big agreement condemning russia. and so i think the gray that emerges from this summit is that the world is fractured, is that, you know,
12:11 am
the un secretary general make calls for countries to really come together. but at the end, it all comes down to money. so, so you know, if from the summit something big and much as in terms of financing climate change initiatives and the global south or debt relief bar. countries that have struggled with that. that would be a huge accomplishment. but i, i don't think those things are going to happen and they haven't, over the last few years, it all comes down to where is the money coming from? and that it rarely happens that rich west and countries end up financing the world bank. yeah, and that's other institutions to the tune of the amounts that they need. anything they do is a drop in the ocean and that is likely what really much in the next couple of days . and then the lead up to cop $28.00 and divide later this year. where once again i think be the onus will be on whether we come up with innovative ways to finance the big climate issues that we're facing around the world. whether it's reparations,
12:12 am
whether it's initiatives around green energy and the money never emerges. robbie, thanks for that. great viewers guide to the g. 20 summit, robbie oliver, while their editor in chief of foreign policy to display any more head on this news hour. we will be bringing you the details of a previously c o, v us grand jury report on former president donald trump. at least 65 people are dead in northern molly after an armed group attacked a military base and a passenger vote. and in sports or record breaking nights of spain and the european championship qualifiers, we'll have to do those details later. the so the troops has been reached between rival palestinian factions who have been fighting in the largest refugee camp and 11 on a month long ceasefire broke down on thursday. i thought officials say
