despite assurances from us or by john, that they will be 6 arrests in libya after devastating floods that caused to dams to collapse. and the city of during the cooling 1000 striking writers and hollywood reach an agreement with studios, but it still means final approval before it's a done deal. the we start with a growing price of the southern border of the united states, a large number of asylum seekers, or continuing to crossover from mexico. nearly 9000 people arrived on saturday alone. the mayor of el paso in texas says that the border city is now a breaking point. wireless eagle pass texas has declared a state of emergency. mexico has an agreement with the us to deport migrants back to their home countries. in an effort to combat the search and migrant numbers. but
7:02 pm
for many of the migrants, the journey is perilous. nearly 2 150000 people. that's a quarter 1000000 people from south american countries across the dairy and gap so far this year. that's a dangerous stretch. of jungle between columbia and panama, a 142000 and made it through central america, into mexico and up to the border with the united states in september alone. on saturday, some 9000 migrants crossed usb us. mexico border into the united states. also 0 is heidi joe castro has been covering the story for us. he joins us from eagle pass and texas a just across just on the other side from the mexico border. what are you seeing now, heidi? the pharaoh, there are many, many people who are now essentially stranded after crossing or in the middle of crossing the rio grande river, which is of course west separating me on the united states land from mexico. on the other side,
7:03 pm
you can see the steady stream of asylum seekers and migrants have been trying to wait across the waters. that little island in the middle is just a sand bar, but it's become a resting point for people as they wait across. and someone recently just came and put up the columbia and flag to process there. that's what we've been seeing. people catch their breath before they essentially wins the rest of the way across the river to the us because the water just gets deeper there. and it's been a difficult task for many people who don't know how to swim, who have young children as, as young as 2 months old, from one plus spoken with making this crossing. and then when they arrive across that water, they are agreed with this, which is just rows and rows and rows of laser wire far more than the i can see. and even though they're only a few steps from where i am standing now, this is making it impossible for them to
7:04 pm
a really following march from the river. and you can see the vast crowd of hundreds of people on the very bank. the us shore here on the rio grande and they are stuck there underneath this heat, which is more than a 100 degrees fahrenheit and found myself with earlier have been here overnight with young children having to sleep here with no water, no food. now they have been waving to passing border patrol boats and the national guard soldiers who cast every few minutes. for the most part, those people are they drive past the same way. most of the children are scared when they hear these loud sounds. rarely have to stop, but it is important to point out. but just in the last time that you asked for agents did stop and i saw them load children. i'm on board. there was one smile,
7:05 pm
a small child whose mother i spoke with the child 3 years or years old, the suffering from a bee sting to the i also had slept the night here. the family saying they were absolutely exhausted. after traveling 2 months from venezuela or the mother works as a nail technician. and she took on that journey. she says because she didn't see why little anymore venezuela given the political situation and given the lack of a good economy. and so she took this great risks to bring her child here to the us, only to have been stranded in this heat and really fearing for her child's life appears that they have been among those lucky who are allowed to board the boat and go on safe in places where their process and given water medical attention by us border agents. but yet there was another woman, the woman who was the last to arrive at that boat. and she was not allowed to board 0. heidi, this vantage point that your photographer is giving us is both dramatic and very
7:06 pm
informative. and as you were talking, we saw 2 or 3 more people crossing the rio grande. we've now joined this large contingent of migrants and asylum seekers, but it just meters away from you on the other side of the barbed wire of that situation that, that, that you're showing us is untenable. those people aren't going to cross the rio grande back into mexico. they're just not. and clearly they haven't found a way into the us by the way, technically, they are in the us where explaining this is already american sort of but they're, you know, obviously they're on the other side and the wrong side of the barbed wire. the question is, what can possibly happen from here? where could we possibly go? well, they have to withstand it until at some point they are picked up. now what us border patrol say that they are overwhelm that they simply, they say they claim that they're asking as quickly as they can to rescue the stranded people and get them process. i'm just going to say for conditions,
7:07 pm
but i will tell you i have seen many, many, both and you just thought to more that just go right by. perhaps these will actually stop and help more people. but so these people have to withstand, who knows how much longer, uh these conditions expose to the elements. but the greater plan is indeed to have them be transported to a safer place for processing. and by safer place, i really mean just a few steps from where i'm standing now underneath the bridge. because at least underneath the bridge, their shade. that is where they will be giving their information to us. us border agents and possibly for the 1st time trying to submit an asylum claim. most of them will be rejected because unless you are a member of a protected group and paste facing persecution and have the evidence to show that, then you don't qualify for asylum under us immigration law. heidi and more than half of the i'm for like any expelled because of that can speak to a sick for
7:08 pm
a 2nd to what that boat is doing behind you. cuz i think this as a lot about the gray area that the, the migrants are in. but also us authorities to a large extent. yeah, absolutely. it looks to me like this. so and no, actually this is the same boat that earlier did pick up children. it appears that their dock and i hope you can see this. yeah, we come from our vantage points through the razor wire. yes, this bill has just stopped and you saw them gesturing. they continued adjuster to the stranded migrants who are now an amazing sight young children sitting on top the shoulders of their fathers as they proceed through this wasted water. heidi were cancelling all of this. now i've it's, it's the only allow for people aboard that's right. 0 and then the border patrol agent is speaking spanish say we will
7:09 pm
only allow for people roughly how many people would you say are on the bank of the rio grande right now. we will waive somewhere potentially up to $400.00. it's difficult since given you can't see much through this razor wire, but what's safe to say is that the need for immediate rescue is far greater than the resources that are being provided to take them. interestingly enough, actually we just had some border patrol and there is they're very close to where we are positioned here as media. se, uh, 11 officer actually just told us, hey, it's ok to give them water if you want. i mean, which, which people have been doing to the hijacking is the thing, say, any day. and he says he, heidi, i wonder if the border patrol says anything to the question of what is, what are you trying to do? are you trying to help them? are you trying to defer them?
7:10 pm
there's barbed wire, but then on the other hand, you're also, you're also coming up to them and helping them like this. if it's looks like one layer of the american political administrative system is like fighting another layer of the system. it's hard to understand just be, i suppose the logic yeah, that is exactly right. your analysis 0 and i don't think it's intended to make sense. and we, we could go back to the whole structure of the u. s. government, there's a federal government, and then of course, the states who wield great power in deciding their own policies. and that is what's across of this just but this jessica position is the governor of texas is a very against these unauthorized border crossings. and he has ordered these fences to be put up. and we see the federal government, which of course, at the moment reports to jo biden's administration, actually coming in to actively remove these barriers just yesterday and many days
7:11 pm
before we have seen border patrol agents. again, part of biden's administration, cutting through this wire to allow people to pass these votes. you're seeing on your screen right now. they are federal government property. it is us border patrol who is a for these boats. and now trying to rescue who appear to be the most vulnerable of these children and women were stranded on the shore, but know this government, the federal government and the state government are not working together and that actually part of that really puts joe biden what other options are the,
7:12 pm
the situation is you're watching live pictures of the us mexico border. this is just on the us side of the rio grande, which is the physical border between the 2 countries. at that particular point. and it appears that dozens, maybe hundreds of migrants and asylum seekers who have made it onto the us side, but aren't managing to make it through this jungle of barbed wire. they've been waiting. there is our correspondent, ideal castro has been telling us they've been waiting there for quite a while now with no apparent solution on how to get into the us and no desire. clearly to go back to mexico and what you're not seeing. it's screen right just outside of our vantage point right now, but it's that a boat of the us border patrol has stopped and has said
7:13 pm
a heidi was just trick live translating has said that they will take a maximum of 4 people on board just the little inflatable dignity that they have and you're currently seeing what a messy situation. this is with dozens of people you know, appealing to the us border guards to take them. at least that's what it looks like . heidi, we actually have a great vantage point of what's happening. probably better than what you have, cuz we're just sitting up a little bit above the, the, the barbed wire. the camera is light. before let you go, heidi for the people who do managed to make it onto the boat. where will they sleep tonight? and what assistance are they going to get the minutes after they actually make it through the bar of life? yeah sarah, i actually can see quite well through the barbed wire to these children and their mothers are going to be taken just uh, maybe a 5 minutes. so ride to boat ramp where they will be forwarded and they'll have
7:14 pm
water available. so have overnight, stranded on the river border to answer your questions, they will get that immediate role and then they will be taken to the government here and you will pass. that is why we're hearing those processing centers. we're not bills to accommodate for the thousands before arriving and that's why you're also seeing this sort of show point with so many people who yes are on us territory because they're on us soil. but they are forced to wait here and these horrific conditions until there is space for them to be processing
7:15 pm
eventually that's like way for their chan argued. 1 that josh able they are among the administration has been very adamant in stressing that the vast majority of these people, despite everything that you're seeing them go through, they will be rejected and returned to their home countries. heidi look, thank you very much for all of that and we saw what perhaps you couldn't from your position, which is when that boat left, it appeared to have maybe 34 children and one adult. it seemed like from our vantage point, that left that got to leave with the, with the border guards,
7:16 pm
not sure where they're taking them to court, but remarkable, stunning, really live scenes at the us mexico border houses. here is heidi show castro, walking us through all of that. thank you very much, right. several people have been injured in a blast of the fuel station in the corner of camera, back the cause of the blast, unknown. it happened dis, thousands of ethnic are medians lead to region after us or by john take over this week. they're leaving following us why jones decision to tighten its grip on the region. after last week cease fire with ethnic armenian fighters. yvonne says it's preparing to take in tens of thousands more who may sleep. the sound of the binge of 8 reports from election border crossing and as the by john there's been a city trickle of people leaving the kind of a region. they say that it is no longer fit safe for them to stay here and they have to go and they've been packing whatever they could on top of they causing their boots and which ever vehicle they could use. if you've been seeing dumpster
7:17 pm
trucks coming in heavy, you've seen cause via see lori's, we've seen everything that they could possibly use to pack whatever they can. and obviously it is not just the opposite of i do. i need to, instead of there as well as the thing i mean is it is all being insured by russian peacekeepers. as you can see in the trucks, in the distance that they are also being patrolling this area that's being showing their presence in both sides of this border crossing and telling people that they are okay to go. the have to write down the government on that spot. has been telling people that they should stay if they want to, but it is up to them, but they want to stay or leave. many people feel that because of the 3 decades of animosity between these 2 sides, it is going to be difficult for them to stand and not believing the guarantees that are being given to them. as you saw these cause have been checked, their names registered mail, passengers who are not,
7:18 pm
the drivers are off to get off their causes the dis in bulk. they go through this propping beyond that, crossing is armenia. that's where people are heading into knots where they're trying to find refuge. we've spoken to some of them who seeing that it is not going to be easy sending the side that they have to leave everything behind. and the few that there is no other option for them, but to leave the newborn no car boss. the reason are the 1st to us made abrams tanks have arrived in ukraine. president valid america. lensky says that they will reinforce, keeps armored brigades, but he didn't specify how many taxi received washington has so far supplied a $113000000000.00 in defense in 2 minutes here in a to ukraine. since russia's invasion last year. the investor, avi has more from this is what is the most heavy duty pieces of equipment that ground units will be receiving so far? from the united states, joe biden pledged $31.00 abrams tanks earlier this year. they were supposed to be
7:19 pm
here sooner during zelinski strip in new york, she promised that the 1st delivery would be happening this week. and now the ministry of defense and presidents awards. the confirming that the 1st set of terms have now arrived, what they're expected to change. well, there are some problems there a lot more difficult for the previous to operate compared to european counterparts, european terms of the confusing or difficult to keep fueled and maintained. so we can look to what truly the head of bins are intelligent and said in response to their arrival. they will be used specifically for well crafted plans. they don't want to use these tags, and they're not as numerous as much of the other equipment that they have received . so we are likely to see them, perhaps not used to punch through russian lines. this is the effort right now in places like sacraments, that we are likely to see them perhaps used in the south of the country with the terrain is well suited to these types of fascinating vehicles and strong firing
7:20 pm
power and probably not used to push through russian lines, but they are likely to be used to take an old positions of the ukrainians are hoping to get ahold of in the coming days and weeks. ukraine says it killed the commander of russia's black sea fleets and a missile strike. last week. i'm row admiral victor. a suckle off is reported to have been killed in an attack on the black, safely headquarters in sylvester pool and russian controlled crimea. ukraine says 34 russian officers were killed in the strike. russians defense ministry set on the day of the attack the one service than was missing. the summit of pacific island leaders has taken place in washington. president joe biden says he is working with congress on a plan to invest $40000000000.00 in pacific island nations. this is part of the administration's bid to counselor, trying to influence in the region. i was just there was white house correspondent, kimberly how could joins us live. so kimberly, it's the 2nd time that the administration hosts this summit that they organize this
7:21 pm
. so clearly this is of strategic importance to them. what's the vision here? the vision is really for the united states to become more aligned in terms of strategy economically, but also in terms of security with these island nations. there are 18 of them in terms of the uh, not only territories, but also in very small, almost archipelago is if you will. and there are 8 team leaders here, and what they're doing is they're meeting with the us president of the goal here is for the united states to offer economic and security assistance. and in exchange, the united states really hopes to have a bigger footprint in the region of the elephant in the room, being china, and that it has had growing in fluids. of course, being a us adversary. the united states is concerned about that. and so it was to work with these nations in the hope that it will be able to really have
7:22 pm
a partnership and a greater influence. so what we can expect in the next 48 hours are a number of announcements. the united states is going to be announcing infrastructure projects, maritime cooperation to combat illegal fishing, diplomatic relations with the cook islands, new way, and 2 different embassies established in solomon islands in tonga, as well as when there comes to those infrastructure projects. really focusing on technology, for example, under c, cabling to improve the quality of internet. for example. this is this working, i understand it's still an early effort, but you have to ask the question, i mean, where, where is the needle pointing at the moment? is it too early to tell or do we have an indication we have an indication that it's going to be a challenge for the united states. given the fact that one of the leaders in a place that the united states is establishing an embassy, the solomon islands isn't here. uh,
7:23 pm
and he was here last week. he was at the united nations general assembly, and that is the prime minister of the solomon islands. and he's decided, yeah, i'm not coming because i'm more aligned with china because frankly, we liked those policies better and he used to speech and said very frankly, but they're less restrictive than the united states. so that's the big challenge for the united states as that, as some of the policies see more attractive in when it comes to china. and so back is the competition that the united states is dealing with. so there's a real and geo political head, the head that's taking place, and that is what the united states is fighting against. so it really seeks to change that and it's offering different incentives. but the bottom line is it's got a battle ahead of it and it so it's really trying to make its case right now in the white house behind me. all right, kimberly helped get reporting from the white house. thank you very much. kimberly

rewards for successful shows and protection of their work from artificial intelligence. gabriel elizondo is in new york with more on this deal. it's important point out that we actually haven't seen all of the details yet of this tentative agreement. but what we're hearing from various sources is that the writers did get an agreement for increased compensation, particularly when it comes to shows on the streaming platform streaming becoming wildly popular just in the last few years. now, also a minimum staffing writers had been wanting to get some sort of agreement that there would be some minimum staffing and they have appear to have reached an agreement on that. and also, and this was key. there appears to be some concessions from the big studios for about artificial intelligence. of course, there was concern by the writers and artificial intelligence could take away some of their jobs. and there appears to be some concessions on that in terms of
7:30 pm
protecting their jobs as well. again, we'll have to see this entire agreement in full before we can get all of the details. but it appears that this tentative agreement certainly will in the writers strike again, it needs to be signed off by the union membership in the next week or 2 when it goes to vote. it's important to point out as well that actors, tens of thousands of actors remain on strike. now the studios will focus their attention on working out a deal with them. the headlines on al jazeera, large numbers of asylum seekers are continuing to cross over from mexico. nearly 9 of some people arrived on saturday alone. the mayor of el paso says the border city is now a breaking points while another city eagle passes declared a state of emergency. several people had been injured in
