experts 1st. so campbell harris and donald trump will both be in north carolina on wednesday as they try to convince voters to vote for them. it's a critical state that's only gone to the democratic presidential candidate once this century, but it has 16 electoral college votes and as one of the democrats now are feeling increasingly confident about. so i, i'm going to go now to phil laval. phil, you had been all over north carolina. i really just, i for weeks i think i thought maybe you moved there. so the polls say it's neck and neck. but does it feel that close to you from talking to people on both from both campaigns, the ready, sorry, so loud, i just want to let you know
6:12 pm
i was like most about the most part of a subsequent month. but recently, technically they did a dye in philadelphia to finish off the big crowd. probably because the government pop box looks like chips, his wife because it totally goes through a government breast twice, getting costs as much as $0.70 like besides the spot. and the last 2 a lot. all right, bye. bye. just sorry about not
6:13 pm
putting it on the bottom only say that that that that really i just like they cannot underestimate just because of the size of the size boxes. well, the site itself charges oh every what a good service. if north carolina, the presidential campaign signs for donald trump i'm, i'm a lot higher as everyone to they go together here for you voting for
6:14 pm
that's good. that's honest. i would this call washing built in the city 37 years plus did with trump funds because you can imagine how he plans to vote truck warm to cold the board. now. now that's the way a lot of b. i kind of favor him a little bit too, but with days to go before the election, a change exist, don't the very to be the president man. for the you know that the black be with this. if you get a feeling enjoy it, you don't. you gotta man and got 30 balls, felonies. this still get a chance to become the president. wilson county is 40 percent flag. it is deeply religious, but politically, it may be getting a bit of a joke. and in a state that has any voted for a democratic president twice in full to use. that could be a massive deal. democrats here in north carolina, tennessee, the strongest support around the city as far as the rural areas tend to sway more republican. it's kind of like a lot of places in the united states except here in north carolina,
6:15 pm
a 3rd of the population lives in a rural setting, making it a crucial voting blog. and here's the thing. honestly, i did both. the registrations off they up 33 percent, which means a group of people who have no political ties. nobody knows how they go into those. well, they could make all the difference. matthews chapman is the local republican party and he's a farmer, so he knows what worries his colleagues, p as a regulation for one. you know, they're having to spend money on things that they've never had to spend money on before. and so that, that hurts. and what favors them to going most have, you know, you know, their, their face attached to how they believe having that is, is, this is big. and i think that's part of the message that we have to get out to folks to would you like some democratic on the other side of town? i'm the political aisle. my holly is trying to get every vote she can for the democrats. i don't, i don't think wilson county has ever canvassed as many doors as we have this year
6:16 pm
that was affiliated both his family and the sites to i feel like a lot of the affiliated are registered that way because they don't want to be locked into a party, they want to be able to do their own research and, you know, come to their own conclusions on the back of the car wash, ernest and his trump stick are all going all that. and now that's, that's about, that's about the percentage right, of donald trump being the president to this big play. but other voters in his critical battleground states may not be able to say fit. lavelle, i'll just say era wilson county, north carolina of our, thanks to phil about a hassle as orders from southern swing states will decide this year's us presidential race and that roads the white house runs right through pennsylvania alj a 00 then. yes, excellent. let's look at the us electoral map. we want to tell you about a very important swing states president joe biden, home state of pennsylvania with 19 electoral college votes. it is this year's
6:17 pm
biggest prize among battleground states. many observers, in fact, believe it will be the tipping point state. the place at either side must win the claim. the white house pennsylvania voted blue for decades. but that changed with donald trump. in 2016 trump breaks the democrats so called blue wall winning pennsylvania. by a margin of just over $44000.00 votes out of nearly $6000000.00 cost. now in 2020 joe biden, slips it back, but the margin remains very sent about 80000 votes. so with margins like this, we need to look deeper to understand what's happening. the basic electro map of pennsylvania in 2020. it looked like this, those big blue areas, the cities of philadelphia and pittsburgh. and all that red in the middle is mostly rural, and much more finley populated. look at what happened over time, starting in 2012 voters. from these 3 counties theory lizard north hampton voting for democrats. and then in 2016, they switched to voting for donald trump,
6:18 pm
who as we know eventually won the presidency. so on election night watch erie county posters say this is the funniest county in the entire country, and they think that no candidate can win penna if they can't win. here to pennsylvania's nickname is the keystone state very appropriate this year. and because it is so important, candidates are pouring money into campaigning and advertising. both the harrison from campaigns are reportedly spending $360000000.00 on tv, digital, and radio ads, and just the pennsylvania and what the pennsylvania is care most about. well, for many it's fracking, that's a form of oil and gas production that is bad for the environment that which supports a huge number of jobs around the state. harris famously opposed fracking when she 1st ran for president 4 years ago. but now says that she supports it to win pennsylvania. both candidates will need the support of a coalition of voters from different demographic groups. that's why it's black and hispanic voters, as well as people from both prosperous urban centers and suburbs,
6:19 pm
as well as rural areas. they also need college and non college educated motors to rally behind them. all that means that convincing the people of pennsylvania that their plans for the economy, jobs and funding for their communities will work for them. with the threat of his other trade war between china and the us tension between north and south korea and territorial disputes in the south china sea. much of the asia will be closely watching these elections a short while ago us secretary of state and to be blinking, spoke about the future of american diplomacy. he highlighted what he called, challenges posed by some global powers, such as china and north korea. to the same time, we face a small number of revisions, powers, principally russia, with a partnership over on and north korea, as well as china that are aggressively challenging our interest and values and are determined to alter the foundational principles. at the heart of the international system, trying to alone is acquired the economic, diplomatic,
6:20 pm
a technological and military power to do so on a regional and a global scale. rather, pride is installed and takes a look at some of the issues. it was one of the diplomatic high points of donald trump presidency historic summit's with north korean leader, kim jong. and but that closeness came only off to relations, had deteriorated, to the brink of open conflict. they won't be met with fire and furies life the world has never seen. it was a diplomatic roller coaster, the return of which many fear, given the current, acrimonious states of into korean relations. china is consent, almo focused on trade with memories of the disruption from, from terrace on its exports to the us. paging also knows a comma,
6:21 pm
la harris presidency, will likely continue. washington's task done some trade, including denial of access to strategically sensitive technology, such as semi conduct as iris would also likely strengthen washington's current good relations with asian allies, japan, south korea, and the philippines. pushing back against expanding chinese influence in asia. many fail, walton unpredictable. trump might do to those alliances, especially given his previous demands for great to financial contributions for the stationing of us policies in the region. distracted by conflicts in your up in the middle east, the new administration, whichever it is, will need to turn its attention back to asia pacific and quickly rub mcbride, dr. sarah, so let's discuss all of this with our expert panel here in washington. surely you is age affairs, political, economic economist, and gregory pauline is director se asia program at the center for strategic and
6:22 pm
international studies. thank you both so much for being here. we've so much to get into things. first and foremost, we need to talk about terrace. that is donald trump's center piece that he's going to put 60 percent tear upset of all chinese. busy 20 percent on everything else coming in from everywhere else in the world. and believe it or not, there's a pull that shows more than half of the american support that exact proposal. so i'm going to break it down a gregory, what would that do to the american economy? well, i'm not an economist, but every time this tells us that it would float on the economy eventually cause the recession along with from other economic policies. it would balloon the deficit and the debt and it would put a huge strain on our relationship with partners around the world. well, well actually there was a study out of shape, a professor in shanghai who said the last time we did the trump chair of said her, the chinese economy 3 times more than it hurt to us academy. was that in fact, the case, it certainly does hurting us or the chinese economy more as you see uh the in terms
6:23 pm
of the economic parity between the us and china. in 2021. china was a 76 percent of the us as g d. p. and as of 52023, china is always back to 64 percent of the us as g d p. but i think with this out coming us presidential election. yes, the trump economic policy will you say surely do harm to china because of the tires? that's obvious, but also trump will essentially isolated us from the rest of the world. that is very different from the car, is a bite on hires our of trays of policy. and so how does the top on to do it? so mostly in post higher studies, so severe, so that global companies, us or otherwise will feel so much pain, that they will move the manufacturing capacity immediately back to the united states. and so therefore, a world under trump, the 2nd term is potentially going to be us versus non us. under
6:24 pm
a harris administration, the world would look more like a recalibrate it. globalization ex try to, versus china. so that's what we're looking at. 2 very different pictures. we have seen a huge boost in manufacturing plants going out, but most of this has to do with biden's spending money on climate change. so we've seen lots of solar factors coming up tied, and also chips did we see that? when trump did this before, because he said, if i've given these terraces, you might just mention all the manufacturing move back to the us to did that actually happen? industrial policy starting from the inflation reduction that to the chip sides. so that all happened during the byte and ministration. hi, but let me say this, so it's not just the renewable energy infrastructure that's being built in the united states. i think what is really significant is the sun, my conduct or supply chains. we're seeing the arizona factory for to yes m c putting into production right now. however, she has some c is not producing the world's most of that is the somebody,
6:25 pm
conductors in the us today. a secretary romando recently said that if, if something were to happen to the taiwan sign, my industry for whatever reason today, for the kind of ships that and be an apple niece in the us, the car in the production capacity is 0. so essentially, the us economy, the, in the chip economy is completely paying, you know, under the influence of this destiny. i understand that bite and did that. but my question is, cuz trump's as tariffs work, he said he thinks it will move manufacturing back to the united states. i'm looking at as manufacturing numbers when he was in a says before pandemic. it doesn't look like it actually works, did it? i'm not trying to defend the top our policies, but what he said clearly is that, well you for you impose a 15 percent tarps. that's not going to do the job. you post 60 percent tabs apple might consider. so that's the difference that's out. i see what you're very good.
6:26 pm
yeah, i've gotten, i'm not trying to decide any kind of i can on the policy, not if you're an expert on the economy area and economist, i would never ask you to defend a candidate. but i do want to talk about that too. i mean, obviously you cannot take 2 different candidates with donald trump and comma le harris. i mean, they have literally nothing in common. so when it comes to the leadership in china, how do you think both would have a relationship? i don't go to you 1st. so and from certainly says things that he can talk to a certain thing in the same way that he thinks he has some special report with strong man and dictators the world over. and i suspect that she knows how to, um, you know, stroke that ego in a way that, that could be helpful at the same time. trying to also notice the trump is very unpredictable. and this was the return to a whitening trade war that would hurt the chinese economy when it comes to harris. the danger for china is the predictability. the by the ministrations big success,
6:27 pm
has globally, has been deepening us alliances and partnerships, and further isolating china. so if we're talking about security issues, like the sales tennessee, like taiwan, then i certainly think that china would prefer trunk to harris on the economy. maybe they would prefer harris to trump. i don't think either of these candidates, there's going to be a very good thing for china. save china would prefer china or something or for, for trump, china, we prefer harris on the economy and trump on security. do you agree? surely i don't think china has to say in this to be completely frank china, it's going to have to be for us to work with whoever is going to be in the white house on january 20th. however, it's really interesting. if you look at the trumps. uh, you know, if we, we talk about all of these tactical and strategic policies, either domestic and foreign. i think those are quantifiable and adjustable. i think fundamentally what defines are era is the world's view, these leaders posit. and so let's step back and look at changing things,
6:28 pm
world view for a 2nd. he wants to unsettle, if possibly replace the post world war 2 global order. so the chinese president has repeatedly talked about what i would call new west foggy. and as i'm your region, you are way separately rejecting the american way. so he's talked about hensley advocate, security affairs, of you know, your way, indigenous way at the full cock stomach recently. and our security affairs at the arab summit. if you look ironically, if you look at chops of world view and they actually echo each other because of present top would like to remove the us from a myriad of global responsibilities. present chop would like to retire a number of our take your functioning multi lateral institutional architecture from the you one downwards. and so from a long term, a strategic perspective that is
6:29 pm
a broad view on which the 2 leaders could talk to each other. but if you reflect on the bite in our foreign policy, particularly towards china, a number of the cabinet members have visited china repeatedly. and they gave a lecture rather than trying to engage in negotiations. the 9 of the visits were perceived a well. and needless to say, none of them accomplished anything, so that's a positive, great track record, but great, you're real quick to you. does either president being elected changed the calculus when it comes to try this? thinking on taiwan, i think that the harris administration is certainly going to be preferred by pretty much you ever us ally and partner in the region. and eric administration would continue to deepen the with alliance networks and partnerships in the region that helps to deter, trying to think, brushing against i want to, nobody has any idea what donald trump would do on taiwan. what he thinks about taiwan. he had cabinet members who are very strong support of, of time when he's autonomy, but he himself has repeatedly said he doesn't really care about. i want,
6:30 pm
he doesn't understand why the why should defend taiwan and he doesn't in his youth, i want to stolen us jobs. so if you are a page and, and you're hoping for a president who might be able, might be willing to sacrifice taiwan in the name of some kind of grand bargain. that is, trump, that is not harris gregory, and shirley. thank you so much. this is really a very informative discussion. i very much appreciate it. i'm sorry, we didn't get to kind of change because it's $26.00 turkey the appear of the roof in october, which is totally not normal. anyway. how does your will have comprehensive special coverage on election night? make sure to join us from 22 g m t a november the 5th. that's 5 pm. east coast time here in the us will have live coverage from across the country with guest and discussion. both here in washington, dc, and in the ha, that's here on al jazeera from the 22 g m t election day, november the 5th. that's it from the team here in washington for now,

mean those numbers aren't quite staggering. they and just over a year of conflict. yeah, we're looking at the highest amount of people who've been displays of anywhere in the world. 11000000 is a record. unfortunately, 8200000 of those people were just display since this conflict. but yeah, so the, the needs, as you can imagine, are staggering. some of those that are internally displaced, they often have to move again because of security issues. how to sort of thoughts affect your operational logistics and either trying to help them directly or working with a partners. so we're seeing that, for example, with the recent violence that happened and out 0, those included many, many people who had fled from cards to them. in the early days of the conflict, they had fled to alj a 0. they had such shelter in many cases with families or community members. and then when that deal with the increase in violence there they've been forced to move again. so it's obviously very, very difficult to ensure that they have adequate support,
6:40 pm
that they have protection that we can ensure that they are, that are served wherever they might be in the world. and particularly when they're moving in the context of fighting, getting access to them and high conflict zones, can be quite dangerous, can be quite difficult, and ultimately is insufficient to meet their most basic needs. yeah, we've been highlighting just in a map, so just a adolfo of sasha areas. that's all you might say, flash points, all the many sites areas across to dawn right now as well. we are seeing some safe areas, for example, where i am right now in force you down of and in the area along the red sea, i won't call it safe. i think it's probably safer to say safer, a sage for area because they're still risk. so the people who are here just today, i was visiting a community called co car where they have seen tremendous displacement as a result of flooding. so even though they are less impacted by the conflict, their communities that are highly vulnerable and with the impact of climate change,
6:41 pm
for example, they have lost their homes, they lost their livelihoods, and they're now facing pretty significant needs. i mean, it wasn't intentional conference. i think not too long. go to try and raise funds. sold those into don. there are so many international conflicts right now. do you think so, dollars being for golf? i do think it's been forgotten. i think the world does not realize how significant the needs are 25000000 people here have some needs that are being unmatched. their parts of the country that are near famines, where we see repeated reports of people who are suffering, gender based violence or suffering. we, we know that children are not being educated. we know that children are very, very high risk. unfortunately, very, very little of that is beyond coverage in the global media. and we're seeing that reflected, even in terms of the financial resources that are coming into the country to support those who are most at need. they are simply insufficient. can you just give
6:42 pm
us an idea of how you coordinate your knowledge with aid agencies? i think one of the questions were often asked when we're not on the television by the public at large is how do these agencies work with people on the ground with the physically trying to help those in greatest need. and so we, at aol have a resource which we call the displacement tracking matrix. and this has allows us to work with communities all over the country to identify the number of people who are on the move, why they're moving, and what their needs might be. it's with these folks that we've been able to assess that there are 11000000 people within the country have been displaced. now this information is used by the entire and treyjen c, a community in order to provide resources to those who need it most. it's information that is used to help provide access to food as to the information that's used to provide services to children. that's how we can so confident that
6:43 pm
there are so many needs that are going on met at this moment of time. and these be good to speak to you. hopefully you've clarified that for all the international audience as well. and thanks for joining us from points it out. i appreciate it. now the k, chancellor of the extract of britain's finance minister says that the labor policies 1st budget in 15 years will res bolden, $50000000000.00. rachel reeves became the 1st female chancellor labor of attentive power in the recent general election in july. she says the previous conservative government has left her with very few options. the scale and seriousness of the situation. we have been hesitate to not be on the estimated together the whole and all public finances this year, which because every year the compensation schemes, but they did not the funds that failed to assess the scale of the challenges facing
6:44 pm
of public services means that this budget bases taxes by 40000000 pounds and a child left standing here today, which has to face this riana to as well as spring and need a scatter holes and legends. he's a chief executive all of the central economics on business besides kentucky, businessman on the program, the british budget could also be described as well. the finance minister knows we just said the chance of the ex jacket giving with one hand and taking with the other. how will we be describing the budget that we've heard today in terms of that statement? the t is maybe the bigger in the beginning in the read it to be very much at in the says back in the bc we're seeing in reading our understanding. we're seeing an increase in taxation, we're seeing of projected increase in borrowing. so the getting in there is going
6:45 pm
to be in the, into box services by giving away is we're seeing an expectation that disposable income for households are actually going to fly. the distribution is coming out of the big personally in going into public services indeed. but we sort of focus it down and we don't choose day. the minimum way for various age brackets was announced as improving the finance or financial position of and please pressuring the employer to find the money to pay those salaries. so it's not such as, as we say, giving, with one, had been taking with the other as the, on what kind of policy you benefit worker is what the benefits of the economy of the pool and what the benefits employers and those barrier the lines are not always very clear, so you just mentioned above minimum wage that most obviously impacts people that
6:46 pm
are or near the minimum wage at the moment. but i have a potentially tremendously high on the other wordpress as well. for example, people that are currently above the minimum wage. but not too far above a could see you saw the cost as in terms of how likely they are and to get her raise or to accept the promotion as sort of those barriers between people. one minimum wage and doors just about as decrease the floor in terms of the tech space . as for me, the, the income on traditions which has really changed for employees, but have increased very dramatically for employers, which kind of course feeds into lawyers choose to hire how it seems to set wages. so that really isn't much what the, what about any work or is and what's benefiting or having employers in not always one direction. i mean, i think the general consensus from finance is the most analyze says that one
6:47 pm
particular budget right now is not going to fix the whole of the united kingdom's problem. so whatever is generated in this budget as such, and on the, for the finance, he is a the analyst and look at it very closely now needs to fix this blank, cold the labor party keep telling us was inherited from the previous conservative government. where do you think they're going to focus the money that is generated in this budget? the budget was you'd be looking at a focuses on uses no $1.00 would be missing the bottom of it. it is hard to justify astern, generate growth show you. i have seen that a lot of the money that is going to be generated is going to go into public service . is like a national hello sir. it's going to go into education. but in terms of what it's going to go into days, going to boost gross range, a bass,
6:48 pm
what somebody that was very much missing. previously to the above that we've heard a lot about planning before, and i think that remains the area that the leader parties still hoping to be to be there be relevant to say for fast. so the thing that was very supposed to be covered in the, in the budgets today. and i would say that the take away from the budget in the increase in time is going to be a trial grows and receive the workout. we are seeing that across the range of private sector forecasts to the very big question, where is the group going to come from? and that's probably a little bit. yes, to be honest or indeed, i'm sure we'll see how the markets react to all of this in the next few hours, but for the moment need to schedule. thanks so much for joining us from london. thank you. bill by any in place. so forward with protests design goods by the imprisonment of the opposition party lead. now the full,
