am protest as, as you can see, all still gathering in large numbers against the presidents declaration. there is shock and anger on the streets with some of those protest as cooling for the president's arrest. let's cross now to eunice came, who is monitoring those developments from so even if it's for am is i just said, but people are still on the street suddenly a sense of anger in some that's right. jessica south korea is no stranger to protest rallies and gatherings, but certainly these don't usually happen or continue into late into the night at 4 am, but that is when president you, so you're at a 1020 p. m tuesday night. surprises the nation really put it into a state of shock when he addressed on a national television that he was declaring
10:05 pm
a state of martial law in large part because of what he feels is, has an inability to get his, his legislative agenda through. and also he felt he felt like his appointees, 4 key cabinet posts had been a threatened or charged with with impeachment notions. so for him, this was a, a very, you know, last card, if you will, a, to try to normalize what he is, what he said in liberal democracy. but very few people saw this coming. even some of his closest aids are now coming out to tell the media that they only heard about this. a martial law declaration through the news. so it's, it would appear that this was a decision made in
10:06 pm
a pretty type silo. and that i think is what is angry? a lot of people now that they are shifting maybe from a state of shock because south korea is known as a healthy and thriving democracy where one person is not, you know, should not be able to freeze the, the, the rule of law. and i honestly, president and you and during his candidacy he, this is his 1st political post. he used to be a lifetime, a prosecutor, but he came to the post on the platform of the rule of law, bringing that back into south korea and politics. so many people scratching their heads as to why this is unraveling right now. and tune is under the constitution martial law must be lifted when upon entering majority demands that that has already happened. so why is this still
10:07 pm
a sense of uncertainty about what comes next to? that's right. so in about 2 and a half hours, the lawmakers were able to push their way through past the police barricade to enter into the chambers of the national assembly, 190 of them. i believe out of $300.00 law makers qualified for core am and, and they all agreed that they would agreed on this motion to ask the president to lift the state of martial law. but even though the constitution does a call require the president to then accept this motion, we have only heard deafening silence from the presidential office. so we are waiting for, i suppose, his reaction whether he will answer and honor the calls not only from
10:08 pm
the opposition democratic party, but also his own people. power party to go ahead and honor and, and, and abide by the rule of the constitutional law to accept the national assemblies motion to cancel martial law in south korea. all right, thank you. this eunice came reporting from so south korea reaction has been coming in from the united states. the state department says it hopes the south korean paul limits vote against martial will be a binded by and president joe biden who's visiting and gola had face to say the as well, let's cross now to kimberly how good, who's lived at the white house. the us says that it hopes the problem entry vote to
10:09 pm
bloss marshall low is respected. kimberly, we've seen some reaction coming in. we've heard from the president that he has been brief on this date as eunice was saying, catch everyone by surprise focused are some of the reaction from washington. well, as you mentioned, that did catch the, the vitamin ministration by surprise. and so that was certainly revealed in the initial statements that came out of the binding, if ministration of very terse one coming from the national security council initially that it was closely monitoring the situation and had been in contact with the government in full. but that was closely followed by a more detailed statement coming from the deputy secretary state of kurt campbell, who said that the united states was gravely concerned with the events that it was
10:10 pm
monitoring. and that it was every hope and expectation that south korea could resolve its political disputes peacefully in accordance with the rule of law. and that the united states also stood by its ally at this time of a certainty. there's an iron clad, and that's where the president biden has used repeatedly to describe the ally of diplomatic ad security between south korea and the united states. one that's been a firm here in washington as recently as a back in april of 2023. and again, just a couple of weeks ago when the, a 2 leaders met on the sidelines of the apex. so right now, i should mention that this is sort of upheaval, this occurred in the south pre it has as certainly taught. not only the administration by surprise, but it's a little bit of a problem for the outgoing us pro today and given this is the waiting days of his administration for a number of reasons. not only because this is yet another form policy prices as
10:11 pm
he's trying to wrap up his term, but also because there is a nearly 3000 us troops that are stationed there. and also this is really the standing up for democracy in the face of a top prosy is kind of a platform that the us president has made a foundation of his foreign policy. and so to have one of his allies that he's been very close to president you declaring martial law is really a bit of a smack in the face for the was president that has always kind of held so for you and this leaders being kind of a beacon of democracy in that region, and kimberly, as you mentioned, the president biden has characterized the relationship between the us and south korea as iron clad. what are some of the dimensions of that relationship? because of course, that operates in many different views. yeah, well in addition to the fact that there is the 30000 or nearly 30000 us soldiers
10:12 pm
that are stationed in that region, there's the relationship and the promise that the united states would come to the aid of south korea in the face of north korean aggression, which of course is the reasoning that was given by president you and for martial law that there was this concern of the north korean infiltration if you will, and call me this concerns in the, the, the government. now, what we can tell you is that the, well there vin number for to invest here. what there certainly is is the alliance that, if there is that aggression that the united states would back south korea. so we know that there is that relationship, that is not bilateral, but try lateral with japan as well. and that is something again, that was firm back in, in april of 2023. and also again, more recently to weeks ago. and just very, very quickly, i can tell you as recently as the november 5th selection,
10:13 pm
we saw the north korea sort of flexing its muscle, if you will, with various tests the united states, north or south korea. and japan responded by um to sort of the answer to those task by flying a b one bomb or to essentially say, look at if you take any more action, we will respond militarily. so think twice about that. so there is a very strong relationship, whether it be diplomatic or military. thank you. kimberly, that's kimberly how good reporting from the white house. let's take a closer look at self. 3 is president who's popularity has plummeted in recent months? born on december 18, 1960 and so south korea and secure, grew up in an academic family. he served as a prosecutor for nearly 30 years and became famous for pursuing high profile cases, including investigations of former presidents. in march 2022 june was elected as
10:14 pm
south korea's 13th president in a tightly contested election since taking office. he has prioritized strengthening alliances with the us addressing what he called threats from north korea and enhancing south korea's global leadership. particularly in technology and trade. as well, i am joined now live from austin, texas by roger baker, who is the executive director of the stratford center for applied do politics as rain. thank you so much for joining us. let's begin. firstly, with how this, this situation might affect south korea's global standing. you might have heard of corresponded earlier, eunice kim describing how south korea is perceived as a vibrant and healthy democracy. so moving forward, how might this current situation affect that reputation? well, it's certainly in the short term raises a lot of questions about that, that democracy. and we'll see how this ultimately plays out. you know, south korea,
10:15 pm
sometimes it's been compared to pakistan where both had a long history of military intervention, military coup. south korea has made it past that and seems to have kept past that. this was instigated by the president about the military, where as pakistan still has very heavy involvement of the military. i think the big challenge for south korea is the question of just how reliable is that as an economic partner, as a place for high tech investment, as a place for tourism south korea's position has been built around a lot of these soft power elements, not just hard to power and actually probably more soft power than hard power. and it starts to raise a lot of questions or concerns around that, those dynamics about south korea. and roger, as, as i mentioned, this comes at a time when south korea is a trying to strength and it's alliances with the us. what exactly might be implications, be in terms of south trans relationship with the u. s. given this, this raw, the drastic moved by president to you, which took not only the us by surprise, but according to local media reports,
10:16 pm
even his closest aids. right. i mean that the, you know, as was mentioned before, for the bite administration, this is a, this is a, a major challenge because you have what appears to be if he doesn't to see to the parliament, an extra constitutional crisis in south korea. it's a south korean government that is no longer acting democratically and yet here is and it's a get a key place for the united states, not only in the military and circle mentor containment of china. but in, for example, of cooperation and technology and cooperation, information intelligence sharing in, in, uh, constraining or controlling the types of, uh, of technology, semi conductors and equipment that gets into china. so this becomes very, very important for the united states that they try to deal with this crisis. and if it lingers, if we see the president basically cited that he is not going to accept the parliament uh,
10:17 pm
demands and declares that because martial law declared the parliament, defunct, he doesn't have to listen to them. then we go into a potential constitutional crisis. the judiciary is under martial law and the giant question becomes, what happens to the military and how does the u. s. f. k. manage its relations with the south korean military at a time where the military may not be fully unified and what they're doing internally. and roger, of course, another possibility that's with raising that we've heard from, unless already, isn't this situation could lead to the impeachment of president june, who was already suffering from plummeting rates of popularity? how would you characterize the relationship between the u. s. and south korea under his leadership. and so it's been, it's been a little mixed to june, has attempted to position himself actually more as someone who would be able to manage and work with the incoming trump administration. he's been much more
10:18 pm
aggressive or a sort of on north korea, on the issue of north korea's missiles, north korea as human rights. things of that sort of. she has facilitated the ability of the trilateral defense cooperation with japan, which is something his predecessors were unwilling or unable to do. and in that sense, overall, the united states has perceived him as a, as a fairly positive actor. if we do so use impeachment, for example, his replacement is likely going to come from the, the more liberal opposition and some of those try lateral dynamics with japan may be put at risk once again. thank you so much, roger. that's rhonda bank from the stratford center for applied to your politics at rain. a seal ahead on 0 to 0. and now the knights of demonstrations in georgia protest is around happy with the decisions to suspend tools to join the european union and live into place.
