the difficulties and challenges and the blockades that he's felt at the national assembly, which is controlled by the main opposition party. feeling that his, his legislative agenda has not been able to go anywhere condemning what he called pro north korea and forces that he would clamp down on. but of course, as we have been following very closely, the national assembly, as the parliament's lawmakers were able to get to the chamber within some 2 and a half hours, 2 by 1 am unanimously passed that motion calling on the president to a to cancel his his motion because they were united in assessing that this was unconstitutional, that all of that sentiment also coming from the leader of his own political party, the people power party. and since then we had heard just unofficially and

officially from some of his clothes as a that they all also quite caught by surprise and heard from the news about this sudden and very risky, really motion to a to declare martial law. this is supposed to be done with the approval of the national assembly, but since the national assembly was essentially the target based on his remarks, that obviously did not happen. but yeah, as you noted, this is a very fast moving a lot of events. but perhaps this will, you know, had a sigh of relief for the many south koreans i really, for i've stayed up all night because they have not heard of the words marshal a lot in recent south for in history. we would have to go back some 45 years when south korea was under a kind of a more all sort terry and rule. when marshal law occurred. but the younger

generation here this, this is something that happens elsewhere in the world, certainly not. and one of the most celebrated democracies in the region. you know, suddenly a 9th of dramatic political developments. we all just hearing that president june says that the troops have already been withdrawn. we'll just recap briefly for our audience as we walk through these breaking developments that present in june has confirmed that he will indeed lift martial law off to the poem and vote there was the eunice. as you mentioned earlier, a degree of uncertainty about what would happen despite the fact that once that motion was passed, technically by the constitution that marshall low declaration should have been automatically void. and yet we didn't hear from the president or his office for quite some time. yeah, certainly, i think he probably felt quite a lot of pressure not only at domestically from,

you know, some of his, not only political opponents, but also allies. but there was also the pressure coming in externally from the united states. the e u and the un also issued statement saying that they are very concerned and watching closely and, and urging the president to follow the rule of law. and so we were not sure when we would share from the president, given that you know, all of these things were unraveling at a very, very late hour. but yes, we did also hear that the marshal, our troops had been sent home that, that people at the defense ministry had also been sent home. so for now, it sounds like we are pivoting toward kind of the direction of, of more normal. see. but of course, this could be short lived because of the political opponents of president you. so you're a certainly will not just sit on their hands and,

and pretend like nothing happened this. this is a decision that comes with consequences. and he has plenty of enemies in the political sphere. so this is definitely a story to watch even after the motion has officially been cancelled to units. let's talk about some of those potential consequences as we saw earlier, that would protest as cooling for the president's impeachment. we've also heard from analysts, but that could be a likely possibility. what could the political future of the president actually hold? all right, jessica, you'll remember that south korea actually successfully impeached and elected president not too long ago. it was in 2017. in fact, when then president pumpkin head south korea's 1st female president was under immense political pressure. but also

a ton of people were repeatedly coming out to open squares and sole and across the country to call for her impeachment. and when they were able to get that through, that was a very historic moment. and, and since then, i have noted that president new and was elected to and a half years ago under the slimmest margin of less than one percent against his opponent, ease him young, who is now the leader of the main democratic mean opposition, democratic party. and he really has not been able to substantially improve and in the public sentiment, his, his approval rating coming in at 25 percent just last week. so there is a lot of, i think, you know, i'm on the disapproval of, of the president just even beyond the political sphere. unlike the, the image that he has a broad, he is actually quite

a liked president and world leader on the global stage. thanks in large part to the diplomatic breakthroughs that he is credited for with the stalemate that south korea had with japan. but because he decided to, you know, kind of leave a lot of the unresolved south historical issues behind to move forward into the future. as he says with japan, joe biden gave him a lot of credit for that as it could. campbell, who, you know, has been issuing some of his as washington 0. it has concerns about these latest developments. but, but yeah, in, in south korea, he has been feeling a lot of pressure not only on himself, but certainly surrounding the scandals involving his wife and, and also many of his political appointees to, to the cabinet. there has been efforts to, to bring them down from positions of power. eunice took us through how some of

those domestic situations, the scandals involving his wife and, and all the controversies that the president has been involved and how have those downs. and his popularity in south korea of note we've been talking about plummeting opinion polls declining popularity. how might those factors have fit into the situation that we've been discussing today? right, so present use all your i had mentioned before was a career prosecutor before entering the raise to become president. and one of the reasons for that were credited for his, his fast success was because he had campaigned on the position that he, you know, was for the rule of law that he would bring rule of law back into korean politics. now, there had been a lot of suspicions of impropriety involving his wife. first lady can go and

he, even during his candidate stage and there was a lot of, you know, political pressure from the opposition side that was heaped, including calling for a problem entry investigations into these allegations that the 1st lady had been involved in the investments that were inappropriate in including a involving real estate and the one that is well known abroad perhaps is, is the case where a pastor had slid her a, you know, a very expensive hand bag and, and capture that on video and, and linked it to the press. so there's, there's been a lot of attack, i think that the president has felt on him and his wife. and when his right hand man handled was the leader of his party,

just kept repeating the same statement. basically that the us, once it's watching it closely, they were told that they were not told in advance that the president was going to make this move in south korea. and the line that he repeated over and over is that they wanted to see this resolved peacefully. and in accordance with the rule of law saying the boat from the legislature was doing just that. so obviously a big concern here for the us of 3 is a huge ad important ally for the us in that region. and it's a home to a really large military presence more than the 28000 troops about 20500. we believe in south korea, so obviously they were going to watch with a growing concern. asked again repeatedly here at the state department, what was the motivation? he said, i'm not going to get into any soft free politics, but that they were watching the situation. so they had not made changes to the u. s embassy there. and that really didn't even talk about the, the us troops that are there. but again, they said they were working the phones talking to their counterparts here. and

there ad we're hoping to see a again, peaceful solution. and patty, of course, part of fee, the strength of that relationship that you describe between the us and south korea is because of this foundation where we often see that south korea is characterized as a healthy democracy, one of the strongest of democracies in asia. given the situation like this, does that sort of put, put that some question marks over that characterization? i would think possibly if it had actually gone on, if the military had been gotten involved, if it was chaos the streets then yes, that would have been a very big concern for us. not just because they do rely on them to be a democratic country and that part of the region. but now that it seems it's resolved peacefully. i don't think this is going to be a long term strain on the us self career relationship. all right, thank you patty. that's patty cole. haines reporting from washington. all

korea, protest of celebration officer, that announcement was made by the president. well, let's take a broad global look at this situation. i'd like to bring in christian salumi who is at the, you and christian. this was the situation that the u. n. was indeed watching very closely. of course, south korea is a member of the un security council. it's watching very closely, but i think no one saw this coming. and i actually tried to speak to the south korean un and basset, or on his way into the security council earlier today. and bassett, or when jean cook, came to work like it was a normal day. he walked into the un building past the security council chambers. i asked him if he had any comment on the declaration of martial law. he just smiled, kept walking. he participated in a stake out with the united states representative and went into the council chambers where south korea holds

where's your, how do you regard these developments overnight? and so i think that the, the president had some pretty strong pressure coming from the united states. and i imagine there was some uncertainty about whether the military would remain fully united and fully implement as his martial law orders. given the action of the national assembly. he appeared to have attempted to bypass the national assembly in the martial law orders by declaring that the assembly couldn't meet. and there for potentially negating that. but obviously he's now back down and i think his, his demand on the parliament stopping impeachment hearings and, and becoming collaborative is probably the exact opposite of what we're going to see coming out of this. they're going to be strong political repercussions on this president, not only from within the parliament, probably from within his own party, but certainly from the population of south korea ritual. we've been talking with

correspondents and analysts as well, exploring the possibilities of what some of those consequences might be. how do you interpret what, what the political future for president june might hold? as of right now, i think it's highly likely that that he may ultimately either face impeachment or resignation and be removed from office and. and we saw this with puck and a, we and a, and this is the type of thing that he's facing. his actions were massively disruptive to the stock market to societal well being, all of these things. and when you look at his domestic record, well as international record may look stronger domestically, he hasn't done much to manage the housing crisis. he hasn't done anything to really manage demographic crisis. the dr. strike is still ongoing. all of those are the things that the domestic audience is looking at, much more than whether he's got good relations with japan in the united states. we

hadn't, you've already outlined some of those factors behind his kilometer in popularity domestically. what, when, when did this moment of struggle start to emerge for president young? because of course he did win the election with only a slight majority. i mean, he's, he's been struggling since he came in as some of your other guests i've talked about . he's been under a lot of scandal. his wife has been under scandal. i think what we saw today precipitated back in the august the cabinet re shuffle and we saw the major cabinet re shuffle sort of unexpected. he felt that he wasn't getting anything done and he was near the middle of his term the way the south korean parliament and presidential elections don't always overlap. and the way that the president only gets one term and he had a strong opposition parliament meant effectively he's already a loading dock. with still more than half his term discern. and so that continued perception from his side of resistance, of opposition from the, from the parliament i think is what ultimately had him decide to try this sort of
