next to legacy media, the listening post exposes the forces behind the headlines on out just there, the, [000:00:00;00] the hello, i'm a jim jim. this is the news our life from don't. coming up in the next 60 minutes. a car drives into dozens of people at a german christmas market. security services say it appears to be an attack. a top us diplomat meet the serious new leader says a $10000000.00 bounty for his arrest is being lift. 8 palestinians are killed in gauze and they'll say that refugee camp as winter weather compounds and misery across the street plus the u. s. is on the verge of a government shut down for republicans. are putting
12:01 am
a last minute deal to of the we start with breaking news out of germany. a car has been driven into a crowd of people that a christmas market in the city of mark debord, west of berlin. police say the driver has been arrested and an extensive police operation is currently taking place. at least one person has been killed and more than 50 injured. german chancellor, olaf schultz has issued a statement on the situation in a post on x. he says. the reports from mac, the board are alarming. my thoughts are with the victims and their families. we stand with them and with the people of mike the board. i would like to thank the dedicated rescue workers in these anxious hours. dominic came joins me now on the phone from berlin. dominic a you are currently on route to the scene of this attack. what more do you know at this stage,
12:02 am
or what more we know now is that the emergency services all talking of at least one that but perhaps as many as 68 people have been wounded injured in this incident, they all. busy kidding, about perhaps 15 people, they describe us the most badly inches. they in german the what have they asked for and that's so that means the most badly injured and we can logic suggest that they are life threatening injuries. 16 others that describe just being liked to enjoy it and then the bulk of those who being injured, described as mrs. sri after that. so that means badly injured but not the most life threatening. a separate place. i'm not what we know is we will start. he's saying that this call was driven up very high speed, perhaps 400 meters through the christmas market. the other thing to point to half about this is that the city itself, this happened to rice in the cities,
12:03 am
tend to not very far away from what's called a hot house, the town a whole this christmas monkey just being that for a very long time. it's a fixture, it's a tradition in old you and cities, or launch shipments cities this time of year, the last friday before christmas, that very many people will have being the. so the fact that we now know that so many people are being wounded, one fatality, it fits in logically with assaults of attendance that could have been expected to be the people who could have been expected to be there. the other thing to say here is that there are other use agencies reporting the what they say the some more clearly says to the identity of the individual concerns. i have seen on different news media but not had it confirmed. but the suggestion is that the perpetrator or the suspect tratta, is described as, as being and is fifty's and was born in saudi arabia. i have read that,
12:04 am
that has been upholstered by dies us news media here in germany. but as yet it is not confirmed. what is confirmed, at least one dead? and as i said to 68 people who have been wounded injured in this incident, the bulk of them are described as being badly injured, but not with life threatening injuries. and then they're all those mold and it doesn't who are described as fast for that. so that's the most badly injured. and as you say, politicians rushing to express the condolences and the commiseration to those who, being close up in this incident off shots the child. so the, but also the prime minister of the states was faxed to me on how to find a house enough in the christian democrats booking about this being a terrible event that is taking place in a state. all right, i'm gonna go stay with us. we'll come back to you in a few moments for more details for the moment that dominic cane i'll just here as dominic can live for us on the phone. and he's heading to the scene, have more details for us shortly. raphael, but song is
12:05 am
a research associates specializing in european internal security at the german institute for international and security affairs. he joins us now from berlin. let me ask your official security services, say that this appears to be an attack. what do you make of what we've seen thus far as well? on the one hand, it's unfortunately symbolic day because it's all only the last friday before then reading the final christmas evening, but of credit last week and before christmas. but it's 8 years since the last, very, very senior terrorist attack in germany is an attack on the christmas market in berlin itself, in 2016, which kills about 16 people and was conducted with laurie also just driving into the mass of people. and this was very shocking, so unfortunately this is the side of our 3 and i am sure the perpetrator, it shows the space for that purpose to you know,
12:06 am
bring up this memory. thankfully as terrible as it is. um, as we hear so far, we only have one fatality, which is tragic, but thankfully it was more than that. that could be worse, i suppose. and um, well obviously if you meet here in the next few days, more about the details of the perpetrator or the likely perpetrator. what i cannot tell you from here now is why that was possible because all christmas markets and all these facilities in general now are supposed to be cordoned off against a sort of traffic in the sunsets and no car of, nor laurie could drive into that mess we had experiences in the past and probably the authorities will have to do some explaining as well why this was possible in this case. but last but not least, of course, it will have major political repercussions, as all these attacks usually have. we're entering and election period and the german debate is already very polarized around these issues of migration and about probably in this case, i don't want to speculate, but i assume it might have had
12:07 am
a also some religious extremists background. and i'm sure this will only add fuel to the fire mass side as it is now. feel developments coming in fast. we are just seeing reports that the german state premier has said that the perpetrator is a doctor from. so how to use a radio. we're expecting more details on that shortly. let me ask your raphael. uh, obviously, as you mentioned, this is not the 1st time that a christmas market in germany has seen this kind of incident. what kinds of security changes have been made in the past years to try to prevent this from happening again? well, apart from the general, so available in trying to keep a tap on those people who we considered dangerous for has been a lot of physical installations being pulled around these markets of different kinds of metal constructions, but also something simple uh concrete blocks. um, so really all the christmas markets i have been to um,
12:08 am
basically try to show that it was fully cordoned off from regular traffic. and so that no card could enter. um, as i said, i'm not sure how this could happen in the face of mark burke now. otherwise yes. now you know the precautions about banding knives off of the last tier of attack the summer and generally more police presence or more surveillance cameras. but obviously, um if somebody is determined to do this, then those police patrols or additional cameras won't stop the person. so once again i'm, i'm, i'm not, i'm rushing to blame the authorities. but in this case, it is striking that this kind of attack was possible because as far as i know, all these traffics avenues to those markets should have been blocked off by fail. we've now just seen that it's been, uh, it's been confirmed. the 2 people have died as a result of this attack. let me ask you. obviously this is all happening. is the backdrop of these forthcoming elections in germany that will be happening in february. what would you expect in terms of
12:09 am
a response from the german government going forward? i don't want to solve the features, but in some level there is not much that can be done. other. busy i'm trying to send a message off results and of course compassion, where the victims and also um, trying to do what we can to avoid these incidents happening. but as i said, i mean they may always be mistakes and it is it? yes, it doesn't sound very constructive. but i think the most important thing is to send a message off public compassion and confidence, and not going into panic mode and not giving adding fuel to the fire. still came to the visions in society because that's ultimately what terrace one they one task divisions and one to for the reservation and the one to half the rise of extremists . and so we try to do what we can to not, not know that this is not happening, but of course in the end it's for every voltage to decide where,
12:10 am
where that will put there is where the cost of over the next february. right? rough help us on the thanks so much for joining us from berlin. great to get your perspective. i wanna go back now. tell you here is corresponding in berlin. dominic cane who is on his way to the scene of this incident. dominic, you were telling me just a few moments ago that there were unconfirmed reports in germany, that the suspect was a doctor from saudi arabia. we're now seeing these reports that the german state premier has confirmed that the perpetrator of this incident is in fact a doctor from saudi arabia. what more are you hearing at this stage? thank you very much on that same this the state premier, that's the minutes. the president, the prime minister of the state, just fax it in now that's fine as well from the christian democrats. earlier we were saying that he was heading to the scene, but i'm just taking him very long to get to the scene. he's talking about as you were saying the to that at least to that. also saying what i was thinking, they were on this idea that more than 60 people have being wounded injured in this
12:11 am
incident. he is of the opinion and he's quoted by different use agencies as having said, we called the culprits. now that fits in with the, the reporting that we were seeing over the course of the last hour, 2 hours also about the, the, the, the far cheese was being quoted as saying we have the suspect. we have the pup to trace it. so if the prime minister of the state consigned is on the scene and saying, saying all these, then is confirmation as well, but what we still don't yet have is a sense to the motivation behind what happened. then let's be clear about what has happened to the vehicle concerned trove. at high speeds. it's being reported by somebody agencies, up to 400 meters through the christmas small kids. now others have set talks of hundreds of maces. now that then fits it and that's why i was saying earlier this
12:12 am
idea of the logic that they were just being very many people that at the time it's the last friday before christmas. it's the tradition. busy oh, for germany, the christmas market places the people go see, especially friday nights, most people will perhaps be content that would have been contemplating the holidays . it's the fastest season yet more reason for more people to be the and then think about the physical geography of the market confirmed where everything is. it's not that far from the town hall, not far from the river, added the picturesque city actually. so that will be lots of reasons for people to be in the center of the city at the time. the interesting thing here, of course, is what if we are learning this, these details. now, clearly the police will have a very active line of inquiry, trying to establish the movements of this perpetration of the suspect that they have in custody back there. they say he's a saturday or a being doctor. i've seen elsewhere reported that he's described as being and his
12:13 am
fifty's. well, how long is this man being in germany? is he a german citizen, as well as being from board in saudi arabia? well, well, his movements in the last day, the last week, the last month, that sort of thing, the authorities will be wanting to build up a picture. and clearly they will want to know if this mind received some form of assistance. interesting, the issue is being reported, but not necessarily being confirmed, but again by diverse german news media that the car involved with a rental car. well that obviously that will be a record of when the call was picked up, where it was picked up and what documentation was used to get the car in the 1st place. these are all lines of inquiry. and then of course, separately so that there is the treatment of all those people who have being close up in this incidence. but to be clear, right, opposite off, that's the prime minister of the state, talking of at least 2 days, and more than 60 wounded. and that fits in with the numbers that we were seeing
12:14 am
earlier on. this idea that more than 60 being wounded, the bulk of those who own it describes not being in a life threatening condition, but something more than a dozen people are still in a life threatening condition. and i have seen reported that the nearby city of had to the hospital is that all of the hospitals, the push on a footing to be able to treat mass casualties. dominic, we should mention again that we're seeing on our screens, their lives pictures from the scene in my to board. we spoke earlier about the fact that there's this enormous investigation that is going on there right now. obviously, still a massive security presence on the scene looking into every detail as far as to what happened now. earlier when i spoke to you or you were talking about the fact that we need to be careful about trying to not extrapolate what happened tonight and try to link it prematurely to anything that has happened in the past. we spoke about that incident in 2016 that attack in berlin, when there was a truck that plowed through a christmas market. but i want to ask you about psychologically what this must all
12:15 am
mean to with germans going forward. the fact that there was a heightened state of alert the fact that there were precautions being taken to try to prevent attacks on christmas markets and the fact that this happened. what does this mean in a country like germany and what might this mean for the population? well, so suddenly that kind of swaps outcast was saying previously. so suddenly, measures were put in place the christmas markets, which would consider to be the most potentially exposed. so potentially at risk is it? well, so large concrete constructions metal balls effectively as in the areas around the markets such that vehicles would not be able to drive directly into where the market stalls were. and that sort of thing. certainly in prod, shide plots which is the place where on his memory, the killer,
12:16 am
all of the people with the christmas small kitchen westfield, and in december 2016, that's his move. the stuff around is it is message was to take the truck, a large truck and drive it at speed straight into the christmas market. so it didn't drive for hundreds of maces. the difference with this incident is the very strong suggestion. is the vehicle involved, which was a call drove for hundreds of meters high speed. but clearly if the call was able to drive that hundreds of pieces, a drop of high speed for hundreds of meters then measures to prevent that were not effective. and so far as the perception of this is concerned, and that is what we'll messa here, mentioning the general election, the main opposition policy here, the meter of the christian democrats lead to this mounts bed in parliament this week. that case policies issue was to bring security and safety back to germany.
12:17 am
now, logic suggests with this incident, having taken place, that will shine that, that a new light will be shown on this issue by what has happened to the will. they will also be many questions. first of all, many shipments will either be reading this will seeing this news tonight or waking up to tomorrow. i'm wondering, is it safe for me to go to the christmas market where i live? what measures are in place planning? ministers will have to make some kind of efforts to reassure all people as to the safety of this country. that is also the fault, but all of them it has a balance to be dissolved in order for elections to be held. the government that is in place now has no majority, it is a can take a government. so in order for ministers to make draconian measures for safety, there are protocols to allow them to do it. but the country right now is in that socialist position where there isn't really a government,
12:18 am
all the ministers are still in office. so there are difficulties that will be associated with this. but clearly, right now the priority, the full, the governments for the opposition will be to express the unity with those 10 solidarity with those who have been caught up in this incident. and to hope that the investigate single far twos are able to piece together what happened as quickly as they can. all right, don't let me. thanks for unpacking that all for us. we're going to let you continue making your way to the scene, and we'll get more details from you as you have them in the hours to come. as i'll be here as dominant came live for us. the for us as taking a step towards legitimizing the new syrian administration by meeting its leader of the shutter top, middle east diplomat. barbara leaf led the delegation to syria for the 1st

engagement between washington and new leadership and damascus. following the meeting, she confirmed the us has lifted a $10000000.00 bounty for us shut off. who is the head of a hey, a toyota shop, a designated terrorist organization. leaf out of the us will look at the sanctions imposed on syria. however, she said the new leadership would have to be responsive and demonstrate progress before restrictions are lifted. and both parties agree to work together to find journalists, austin, ties, and other us citizens who went missing during the shot of a subs will. ringback problems on jordan has more from washington dc on the diplomatic visit to syria in the us, the assistant secretary of state for near east affairs barb relief visited damascus . on friday, along with the presidential special envoy for hostage affairs, roger carson's. and ambassador daniel reuben sing, who's going to be the new point person at the state department for interventions with the interim syrian government. all 3 officials met with
12:20 am
a number of people from across syrian society, including perhaps the most important, the leader of h t. s. a flood of shaw ha, who has been effectively acting as the new head of the syrian government. so as the follow brochure alo sought some 12 days ago, the conversation between the new syrian officials and the american officials was said to be productive. according to assistant secretary leaf, she said that the us made it very plain that so while the us was going to remove a $10000000.00 balance on el, shut us head because of his involvement in h t. s. and other groups that lead them on the state departments for and terrorism organization list the us was going to be watching to see just how inclusive this interim government can be before it decides whether to lift the sanctions that have

been imposed. not just on the former government of boston, our last side, but as well on the it organization h t us itself and mister l shore, independently. the message from the united states is that this is a critical moment for the syria people to read or find who they are as a nation, and that washington is prepared to support them in that endeavor. possible in jordan elders, era, washington. all right, let's go live now 2 of us will start are who is in damascus or so what? lots of developments the past several hours out of syria. tell us more about this meeting and the visit by this us delegation of the while. it was quite that important meeting of the 12 years for the 1st time. and another combat edition was one of the official visits in damascus and meeting the city of officials. so here, the statement that was values of the,
12:22 am
the meeting is quite the closest one. so it says that the american delegation has been engaging with the city and people, including members of civil society, acted as members of different communities, spend the city in voices about the region for the feature of the country. and then the statement goes on, seeing that the delegation has met the representatives of the patient. yes. as well to discuss the transition physicals. so based on this statement, it seems that the americans wanted to show the world. and of course, the new position in the city of the u. s. h is not seen as just as the sold representative of syria m cm's as soon as they met several other groups as well. seen them also, stakeholders in new syria, that is definitely a could be a message is just saying is to lead to see you as the on the estimate poverty in

this country. so the, the, the, the, the, as the secretary barb relief has confirmed that the us is not going to pursue $10000000.00 bounty. on the july his head, however, she has not commented whether they should, yes, jolanda himself and all that he has offices are going to be removed from the territories or not. a result, the new administration, syria, has announced that a national conference is going to be held next week. could you explain to our viewers what exactly that is and who is expected to be there? that was, that is quite a delicate issue. now when we talk about me with this vision needs to be able to support the bus, the former position in syria. and the position is that it could coalition for different fractions of do a position that they have different approaches, different backgrounds come from different backgrounds. so cereals, with one hand,
12:24 am
us deal celebrate into photo of this of a gene, but they're consumed as well. whether the h d s that is dominating door position, made it totally and perfectly. these tend to build a city that is democratic. i see that that is inclusive, a syria that is going to allow the different sections of the, the, the, the position and of course, different segments of society to be families are presented or not. so that's why perhaps to add that as to these concerns. she has has no emotion that it is going to have a national confidence signing. why do different signals of size these academics business map really just because and all the civil society members to discuss how to build the new, the new city a business. welcome by syrians, buskie and concerns are in place. all right, that's, i'll just here as we're still start, are live for us in damascus. thanks so much for so. alright, let's speak now to james jeffrey. he's a former us special envoy, the syria. he joined us from washington dc. james,
12:25 am
thanks for being with us. we've learned that the us has lifted or is lifting a $10000000.00 bounty for us to shut off. how big of a move is that? and what would the americans be getting or expecting to get in return for that as well. thanks for having me on. that's a symbolic move. it means little. we didn't actively pursue a job in july any uh at any point on the last day years. but the bigger question will be when and how we lift the sanctions on a higher turn it off from the movement. and most importantly, under what conditions we list, we lift the very important and very crushing sanctions that we have on uh siri as a whole. and james, let me ask you specifically about that issue. um, you're saying this issue about sanctions, of course, the new administration in syria has requested that international actors lift those
12:26 am
sanctions. they want that to happen. do you think that's something that the us would actually do any time soon? oh, 1st of all, it depends on whether uh, as your reporter just said, this national conference next week really does a move towards and inclusive of all of syria. and we would include our, our creator, shop partners, the sure and democratic forces or their political weighing in the northeast as well, although the trucks will oppose that. so i think that's an important step. i think another important step is if this inter i'm, i can't take a government does move to a new constitution and elections called fall by the un under resolution 2254 in march. so it's a step by step process, but it will be watched very closely. james, the fact that this meeting happened, it really underscores the urgency of us efforts to engage with syria's interim government, doesn't it? but, but we're also in the waning days of the bite and administration and just a month from now,
12:27 am
donald trump is going to be president again. so should we expect the same level of engagement from his incoming administration as well? we'll have to wait and see there is some coordination between the 2 administrations, but you kind of say that the, the trump team will agree with everything that is being done. now what i will say is 2 things. first of all, despite what president from said about not mine and getting involved in syria, we don't have page of interest. in that sense, he's saying we're not going to put hundreds of thousands of troops and it's not a matter of can to stand. but we have a very active syria policy under donald trump that he followed closely in last administration. and it is important to our partners running allies in the region that we speak as one voice to whoever is in charge in damascus and the us, cuz no one else can do it can coordinate the truck. she is rid of these various arab states, europeans in the u. n. alright, james,

as i'm likely to happen, that he's going to unite all of his republicans, but he's going to need democratic votes, and the, if he's denounced an agreement, but until he's actually counted those votes, what he really truly has is a suggestion and laura, and so many ways this is a political story rather than a financial one, it's about power the trump is wielding before taking off is can you explain why trump killed the 1st bill and why he might want the debt ceiling eliminated a. 7 that's it. multiple questions. they're all excellent ones. where we're seeing the richard trump isn't in office yet, but we're seeing the return of the trump new cycle. and what really kicked off this the sweetest doozy of a past couple of days. uh was uh, messages from from you on mosque helping to schedule a detail a deal that have been put together with democratic votes. a few, a few things to remember is both how type the margins are,
12:39 am
both in this congress and in the incoming ones. and given that a we've seen historically be cor polk and speakers unable to control all the votes of their members. they will continue to need democratic votes even though they are in the majority. so that's a key context to have. all the other context is that we're going to see a dest you in politics again, and happy to talk more about what that means. all right, let me ask you this. so you, you've talked about votes and votes that are needed of 38 house republicans voted against trumps bill. should they now expect rep precautions post january 20th. once trump is inaugurated again that's unlikely. uh, these are some of the most conservative members of congress. these 38 a vote against it. some of them are leaving congress so, you know, maybe that affects their you know, media plans going forward, but certainly not their congressional plans. but, but a lot of these folks are from deeply reg districts and are fairly immune to
12:40 am
a primary challenge even if one is even the ones that are being friend. laura, we've all seen you on mosque or you mentioned a few minutes ago. he's become trumps, right? hand man, effectively, are you in any way shocked at just how much of a central role he's already playing? that's all, i think historically, this is a very unusual development, but it's not an unusual development for the incoming from presidency. and given what we have seen from the volatile governance style of, out of mr and, and soon again, president trump. and who has shown both patterns for your mercurial temperament as well as a relative lack of policy detail. all right, you mentioned earlier, debt ceiling politics. this is a notorious political football in the us. can you break it down a little bit for our international viewers? what does each side get out of this?
12:41 am
sure, um and then the debt ceiling has a is a really unusual feature of the american fiscal system. while there are some international comparisons that are somewhat similar they, they don't really function at all in practice. like what the united states has. a debt ceiling helps to a treasury to you know, raise of, you know, more money for things that, that, you know, it helps for us to get more money for the things that congress has already decided to spend. so we did not buy itself, spend more money, congress has spending more money. but that being said, this has been a political football, basically since its inception, and we've seen partisan fights over the debt ceiling since 1953. i actually testified to congress on this a couple of years ago and its turn from being a partisan football to one that's been perilous and not just partisan from 2011 on
12:42 am
the trump's concerns coming into office is that, you know, i, if any president would not want to deal with the debt ceiling to deal with the political headaches that come with it on any incoming president would need to raise the debt ceiling. whether that's trump or anybody else, any incoming president would want to use unified government to pass their legislative priorities. so that part of trump's instincts are pre orthodox, but he's on orthodox in some of the volatility here. he's on orthodox for republican and suggesting to repeal entirely, although i frankly want to highlight that that would be great policy. it's something that, you know, folks such as janet yellow, had supported in the past, but he's, he wants to, he wants to spend a lot more money on his various legislative priorities, including large tax cuts. and that's going to cost money. and so he doesn't want to have to fight over the debt ceiling. and that's, that's what's happening here. that's all right, laura, one of the people who is very much in the political spotlight right now is
12:43 am
republican house speaker mike johnson. he's considered a show in for being speaker in the next congress, or at least he was if this all breaks down is that now on certain that's a great question. um, you know, honestly it's, it's uh, one of the toughest jobs in washington. i don't think anyone and these my johnson of, of his job is speaker id i. it's entirely possible that this may go to more than one vote with the republican conference. i don't have a crystal ball, so i'm not giving you any exact guesses here. but you'd like any election. it's not just a referendum, it's also a choice. and so the question would be, if not mike johnson, men who, and i'm not sure that there's, you know, any particularly good alternative that people would prefer over my johnson. even though it's, you know,
12:44 am
he might engender some protest folks over this particular episode. which in fairness to him and he did put together the deal that got blown up by forces outside of his control. and we should mention now that us media is reporting that mike johnson has said that this vote on the modified proposal to extend funding for the government is expected to take place in the next hour. laura blessing senior fellow in the government affairs institute of georgia university. thanks so much for joining us on out here. happy to meet with you. you as president elect donald trump is threatening to impose terrace on the european union. he says the block needs to cut its trade deficit with united states by buying more of its oil and gas . the u, as sharply increased energy procurement from the us since 2022, as it phases out in ports from russia. u. s. government data shows europe is already buying most of america's oil and gas, but without additional sales, the us would need to increase output or re route supplies from asia. john, a hole has more from brussels of the major european markets of remains in the read

many of these bases that have gone extinct were never documented. and, you know, the rate of deforestation forced depredation is actually increasing. so it's a, it's a, it's a race against the clock, but it's a very poorly funded race, because of this effort is, is under funded, is understaffed. in the portal, you know, a task force involved is, is beautiful, is, is, is tiny compared to the, the effort that we should be mounting. all right, before we go, let's recap the breaking news. we've been following this. our a car has been driven into a crowd of people that a christmas market in the city of magnet board around 2 hours, west of berlin. at least 2 people have been killed and at least 60 injured police say the driver has been arrested. and a police operation is currently taking place. the state premier says, the suspect is a doctor from saudi arabia. he says chancellor, olaf schultz will visit mike the board on saturday. that's it for me and how much
