whether hi phil, i remember the hit who i added has been moved. special. that's on the face of the federal. hey, i need the, the data the or if it's of washington dc. now, for all special coverage of the local ration of the 47th us president, donald j. trump. i give it a said hon press. it is power done to the political world? sure. the global for 10 no. 8 years after his 1st took the oath of office, donald j trump is returning to the white house, the fight like hell, and if you don't fight like hell, you're not going to have a country anymore. the man accused of insulating an insurrection has made a political come back like know what compelling america decisively to the right.
6:32 pm
this will surely be the golden age of america. the final 4 years of donald trump says the presidents of the united states are about to begin the tan here we are, it is a cold winter morning in washington, dc, and we are about to witness an almost unprecedented presidential inauguration. joe biden finishes his term as president in about an hour and a half. and donald trump will take over as the 47 presidents of the united states told me the 2nd president in the country's history to win back the white house after losing 4 years prior. welcome to houses here, a special coverage of the non duration of donald trump. i'm several venue from our studio overlooking capitol hill. thank you. taking you through it all over the coming hours, as well earlier presidential by then 1st lady jill bye and welcome to the trumps to
6:33 pm
the white house. it's a long standing tradition when the outgoing president, hosts his successor for 2 years, what has been his home for the last 4 years? the 2 political rivals have been working together recently to achieve a ceasefire deal in gaza. i want to acknowledge the live footage that we are seeing the vice president elect jd events was now coming out of the white house along with his wife wife. i shall benz they will be making their way shortly to capitol hill. we will for the next few hours to be looking at all the live events coming out of the united states, federal capital for the 1st time and 40 years since ronald reagan's 2nd inauguration, that was in 1985. the ceremony will be held indoors. it was meant to take place right there at the west front of the capitol, right behind me. it's still taking place right there behind me, but indoors instead, it's going to be inside the real time that so that's just under the don't that you
6:34 pm
see president electronics said that he made that decision because of the freezing temperatures here is about minus 5 minus 6 degrees celsius right now, but those temperatures will continue to drop throughout the afternoon. and that means large numbers of his supporters and people who bought pretty expensive tickets will not be able to attend many or in a sports and entertainment venue. not very far from here, that is the capital one or reno where the ceremony will be shown live on a big screen. a parade usually follows the presidential entourage down pennsylvania avenue from the capital to the white house. that's the tradition dating back to 18 . 05, it will also be held inside the arena that parade. and, and another break with protocol president, the electronics has invited some foreign leaders to attend the server. so we'll be talking about all of that with. kimberly, how could she's outside the white house? that a go ahead. is that the capital one? a rena alan fisher is on capitol hill. kimberly it's only fitting that we start with you because you're at the white house where it is happening right now. the
6:35 pm
buttons have been having tea with the trumps. now i know this is tradition, but of course it should have happened the other way around last time and it didn't . and yeah, that's right, that and it didn't because donald trump was of course, contesting the results of the election. it was not happy with the transition of power, but this time around joe biden. and comma, la harris, the vice president promised a peaceful transition of power, and that is exactly what they say is occurring. in fact, when campbell harris greeted the vice president like she said, this is democracy in action. now as you can see, there are the limos that have been lined up behind me and they are getting in and heading on their way to the us capital. what we can tell you is that this is really something that has been dear to the u. s. press of his heart, he says, but he is keeping the faith in terms of a better day to come. but this is something that president says was the sort of the struggle for the soul of the nation. that's when his presidency has been all about
6:36 pm
. and he spent the final days of his presidency. we should point out, i use like his final powers in terms of how they got presidential pardons. he handed them out in advance to a number of his very dear friends in anticipation that the president, the legs could use his power in a matter of hours to go after some of his adversaries and enemies. namely, doctor anthony felt she really the george chair of the chief of staff, former and doctor anthony voucher, of course, who loved the pandemic response as well as for congress with lids shanie who was very instrumental in the january 6 committee looking into those attacks on the capital, why did he do this again because of the big concern, but his successor could in fact, so after the campaigned on the campaign trail to use his powers to go after some of his enemies. so this was something that the current president used in his final
6:37 pm
hours in office just to make sure that he was able to kind of cement in and protect . it's kimberly, i'm curious. do we ever end up finding out what the incoming and outgoing presidents talk about in that moment when they're sharing t? i mean, it's a very is described as a very civil moment, but we're talking about 2 people who are bitter political enemies and may not even like each other. oh, we know they don't like each other. what we do now though, is that this is a politician when we talk about joe biden, who is intent on restoring the traditions that he has of held for the last half century. you have to remember that this as a man who has been in the rest of the life just so i just want to let you know kimberly what we're seeing in our screens as you speak. the 46 presidents of the united states, joe biden, who is still president by the way,
6:38 pm
is just walking donald trump out of the white house. they're getting into the same car. we saw sen, amy clover shar, who is on the, in, on your ration congressional in organization committee. so she has a major role in organizing everything that's going to be happening over the next few hours. all of them now together in what is known as the beast, this highly secured bullet proof limo that is now going to take precedence number 46 to the b capital were present where donald trump will become president. number 47. kimberly were staying on the picture, but please proceed. right, and this is all happening directly behind me. so thank you for being the eyes of the back of my head. i do appreciate that i, what i can tell you is that i often have these transitions. there a are some shenanigans that can go on the back of administration,
6:39 pm
that is the part and can leave a little surprises for the incoming administration that's been done in the past by certain staff members, etc. of previous administrations making sticky keyboards, etc. for the incoming staff, i don't know if that's happening this time. we often find out later. but what i do know is it is a tradition for the presidents to leave a letter for the incoming president. and we know that that's something that joe biden is doing for president elect trump. we don't know what is going to say, but that will be awaiting him as a resolute desk because it's called in the oval office. that will give us a sense of what the conversations about, but we do know that when it comes to the presidency of joe biden, but this was all about keeping the faith keeping the struggle for the soul of the nation. this was about him making sure that traditions were restored,
6:40 pm
whether it was this t, whether it was the peaceful transfer of power. joe biden has spent a half century of his life in public service. and he told a church in south carolina just on sunday, but he is not going anywhere, even though he is officially tapping off a half century of public service. he intends to continue to serve this country. whether or not is no longer. i noticed additional capacity. he contends that he will continue to serve, even though he will now be out of pat with office. and so this is a man that has always tried to uphold in the interstitial way or an unofficial way . now the very finest traditions of the united states, and so we expect that although donald trump has very much a very different approach to how he will perform his public service. but there has been some sort of conversation about trying to uphold those traditions in the way
6:41 pm
that joe biden has for the last 4 years. kimberly, thank you very much. we'll be back with you shortly. i want to acknowledge the live feeds that we are getting right now in the center of our screen is the beast that he's carrying donald trump and joe biden. they're both going to the capital building right behind where we are. so it's going to be a short drive. we will toggle between that and the footage of that is being shot inside the rotund. now the rotunda is this, this central room inside the capital building where the inauguration ceremony will take place. we explained earlier, it should have been outside. that is normally what happens so the crowds can actually attend, can actually see it in person. you see tens, hundreds of thousands of people normally packed onto the mall, which is this really central part of the washington dc. that's not happening today, so this is what we're going to be seeing for the next hour or 2 hours or so. where you are seeing the i p's you're seeing the political leads of the united states
6:42 pm
packed into the rotunda where they will soon be joined by joe biden. and donald trump, let's go down to 00 and fisher. you're on capitol hill, and we're gonna keep watching this and keep looking at the picture who's going to be at attending the ceremony. they have to scale down the number of attendees. alex on that side, it's going to be about $700.00 people in. i'd say there were tons of for this service, which is a boat, maybe a 34 minute walk from from wait on standing. obviously we were all planning to be on the steps of the capital to watch the suit sweating. instead of many that was all translate on friday, it has been a bit of a scramble, particularly for security arrangements. but what you've got to remember is that the plans for the, you know, gratian starts about a year out. and they always have contingencies. and one of the contingencies is
6:43 pm
that they may have to move, you know, creation and towards the fact that they go 3 days is a lot more time than ronald reagan gave his team a we back 40 years ago. and 1985, when the decision to move the, you know, get ration inside was made on the morning of the and of direction. so a slightly better plan this time, right. what we will see, of course, is that there will be a number of senators that will be former presidents that will be low because from the house of representatives there as well. we will see bill clinton and hillary clinton will see black obama. we will not see michelle obama, she's deliberately staying away. george w bush will be here as well. laura bush and also for the 1st time in, in living memory, and certainly the thing back to the 1800s, some forwarding leaders will have the chinese vice president here, the president of parking tina who's seems to be a cost spiritual connection with, with donald trump pipe $1.00 election saying that he would be argentine knows
6:44 pm
donald trump and of course we're going to have maloney who is the the, the prime minister of italy here as well. someone has just said that they thought they saw board a students to the right former prime minister of the united kingdom. so this is completely different from the way we've seen it before. this is not the an organization that donald trump wanted. he would love to have been in front of the crowd of adoring tens of thousands as he made his way up constitution avenue and pennsylvania avenue to the white house itself. and this is a different kind of an organization. but then we are promised that this is going to be a different kind of american presidency. the allen, we're a prime to see the presidential con boy drive by just where we are. we have this great view of the west front of the capitol hill of the capital building. pardon me, regarding the people who are in attendance much has been made. thanks for taking
6:45 pm
him to foot is here much has been made of the fact that the titans of the us tech industry of all been invited who's going to be there but will be the object based on most of amazon will be there as well. the head of google in the united states will be there to you will and must obviously the mine who is now being described in some quarters. nope, by me as the bro in chief because he's been so close to donald trump at the right, the selection campaign as well. and of course, the head of tech talk, which is interesting because of course, it was affectively bind in the us by supreme court decision. but it came back online just yesterday because donald trump suggested that there was some way he would be able to kind of fight a waiver to let take talk a go back online. and there's just a sign of what is likely to come menu won't, because will tell you that unless the president can show that tech top is about to
6:46 pm
die fast from its chinese ownership, it can be allowed to be used in the united states. but donald trump has indicated that he wants to find a way because a treated him very well in the election campaign. he did very well. even though though, so long ago he was talking about the possibility of finding it. and then going to be a number of executive orders, possibly scientific, possibly signs of the capital one, a rena, which shows that donald trump wants to get done to work very quickly. he's going to take action on the board. he's going to take action a or an issues like book, right? citizenship, which means if you're born here in america, from form pins, you become an american citizen. he says he's going to find that that's actually trained in the constitution. so you can see that even though donald trump is talking about closing the board to issuing national security orders that are going to be a lot of court cases for a rowing the executive orders that he is going to issue. in fact, his team is saying that he'll, he'll sign someone to reach, it's
6:47 pm
a one to 200 executive orders in the coming hours. so tom said that a capital one to read that event on sunday, as that his team had said, let's spread the model. and he said, no, we're going to do them all in one. he wants to show that he is taking action from the one how it will impact ordinary americans from the one. not entirely sure. but certainly this is going to be something that we've never seen in living memory all from a man who, of course, who just took a week or so ago was confirmed. his conviction fell in so when he takes the oath of office, he will be the 1st american president to be a convicted felon. doesn't matter. he's got the power. you can make the decisions, and it can start signing those executive orders. just dr. mcgee. i'm going to bring in our, our guests in our little rooftop studio here overlooking the capital building. jennifer victor, your political science professor? george mason university. thank you for being with us. are going to be with us for the next few hours mark. same to you. mark by for the former deputy national
6:48 pm
security adviser in the george w bush administration. i wanted to cut straight to us because just moments ago we saw the presidential con void go by. in fact we're still seeing the cars, right? um, so you guys got to see really the only, i mean is probably the most visible part of the car. now it's not for anyone who was not watching on tv. so i know it's out of shot. but just under, as here is the constitution avenue, and we saw the, the limousine carrying joe biden and, and, and present to link trump. and it's now snaking around the back. well, i shouldn't say that back but the east front of the capital building and that's where the president and the president elect. $46.00 and soon to be $47.00 will be entering the capital for the ceremony. jennifer, i'm just struck by 4 years ago. i don't know anybody who would have predicted that we would be here again today in the sense that, i mean, i was here helping with that. let's hear
6:49 pm
a coverage for years ago. and there was so much security the rest of the insurrection that had just occurred violently at the capital was fresh in everybody's minds. donald trump, at that time was a start, a political figure who had come under great criticism very briefly from his own party for his role in that. and now here we are, it's a turn there. they turned it around very, very quickly in terms of rallying back behind the former president, not, not more than a few weeks after that insurrection. and now he's been re elected 4 years later, and it's just a, a remarkable change and turn of events is mark, is this the, the greatest? is it safe to say, is the greatest political come back in us district? i just have to say that, yeah, it, it has been a very remarkable turn. i, i remember i was in doha doing coverage for al jazeera in 2016 during the election . and when the new york times monitor went from 50 percent to 99 percent for donald trump, the entire news room was a gas film. and donald trump,
6:50 pm
this medicine quick for donald trump walking into the the capital building. okay, so the ceremony will be starting shortly. go ahead and, and i remember back now uh, 24 years ago when i was the eager staff are ready to go to work and it, and administration as well as 16 years ago when you look, look at what we're seeing. look at what we're seeing here us president joe button president for another few minutes, walking shoulder to shoulder with donald trump, the man he has repeatedly, inconsistently described as the dangers of democracy demand that he tried to defeat again. but as far as, as we will know, he ended up not running in combat. harris did not live in looks up beep. i keep seeing him smiling gillam musk. i've been wondering if the check all the guards will be seated in proximity to the incoming president in order of their billionaire status. we just saw the soon to be 1st lady for the 2nd time.
6:51 pm
this titles are getting complicated. beloget dropped j events and the soon to be 2nd lady shove asked his wife. okay, this is going to get underway very shortly, but marx, sorry, i wanted to give you an opportunity to finish that point. great is political, come back and us history very much so. yeah, i, i think that you know what, what trump is done and then winning all of those battleground states to keep completely going against the conventional wisdom that many of the political pundits that including myself and others, that, that he would have won. so resoundingly, and then his rhetoric has not been as loquacious as it was previously. he
6:52 pm
has to told it down some degrees. i mean, he said things like he's going to change the gulf of mexico to the gulf of america . and he's, he may die today like those sort of things to kind of throw the political establishment in the media off and start in some ways. but for the most part is fix . and the nominees that have gone through the process, they've gone through in a fairly smooth process so far. just you wonder will that from the ability to self modulate himself, you know, have that governor onto himself, but keeps away from the crazy tweets and other ability. we often see on display use aqua, you know, i'm, i'm wondering what exactly you're referring to. so it's, it's less of where he's been, so like a ranges, you know, he does these news conferences and he says some things that are, that aren't bombastic. but to this degree, i think it has been less of that in his previous time. and his transition between
6:53 pm
the election and the president's look at these pictures. we haven't seen this jennifer in 40 years. not since ronald reagan 2nd, and no duration. the eighty's 1985. has the inaugural ceremony taken place in doors inside the rotunda? it's the rotunda is a is a spectacular room. i. i, if folks hadn't been over there it's, it's the room that sits under the giants don't. and so you can look up into this amazing ceiling. there are, there is a sculpted fries around the top of the rotunda that depicts sort of us history and round form. there are these amazing gigantic paintings in the pick, different aspects of us history. and because it's a dumb the, the acoustics are quite echo is, i'm not quite sure how they're gonna make that work with all those folks on the rent. but i'm sure they have a plan that's about it. well, who knows?
6:54 pm
i don't know because they they changed what was it 48 hours ago. yeah. to 6 hours ago that they announced they changed or they were, they were expecting something completely different. it's usually a place where very solemn activities happen. yeah. and if you think of a former president, jimmy carter was late in state in this location, as was former former presidents and other people such as. busy former senator john mccain. so it's a place where where americans do come together to honor those that have that have served in politics is very high levels. so once the ceremony gets underway, the highlight of the ceremony, of course, will be donald trump, taking the oath of office swearing to protect and defend the us constitution. before that is vice president j. the bands will be taking the oath of office, each of them being administered by a different justice of the supreme court in donald trump's case, it will be that chief justice john roberts and jennifer, correct me if i'm wrong. but just for you. i mean, this all looks,
6:55 pm
this all looks very regimented, very planned, and it is, it is, i'm not saying it isn't. but there's actually, it's, it is only a minimal part of what we're seeing now that is actually laid out into the constitution. and that is the oath of office. i mean the us constitution is a very short document. it doesn't give a lot of details about things. and so most of the, the traditions and the constraints and the trappings that we, we think of as being a regular part of us politics are all really just norms that have and traditions that have developed and been adopted it across time. when, when george washington decided not to run for a 3rd term of office and step down that created this tradition, really of presidents only serving 2 terms, which remain so until left the yard broke it. and then we amended the constitution so that it would be more more enshrined. but the, you know, on the one hand, the traditions are there, they're not just niceties. they are constraints really on the way that our
6:56 pm
institutions operate, their expectations about certain types of forbearance and, and restraint and control that people show and, and, and a sense of mutual respect for, even though people may be political, add the series that they can come together in respect to the institutions, and so we see the visualization or the embodiment of all of that in these ceremonies. how much latitude is there? is a former president vice president. beg your pardon for vice president mike pens coming in whole famously had a how do i even describe how do i do even begin to describe that relationship with donald trump? they were very closely with his vice presidents until they were no longer very close. that's right. yeah, now he's served as a very loyal vice president for, for full years, but when he right up until january, so january 6, that was let them go type of thing and, and i think that it really a lot of interview is donald trump wanted donald trump wanted the results of the
6:57 pm
presidential election to not be certified. and he thought that parents could go in and make that declaration on january 6th and was very persistent to the vice president that he does this, the vice president at that point. mr. pens did not wish to do that and saw that as being con controversial in something that he did not want to be part of. and since then they, they of course separated their, their relationship up. and i think that another thing to look at that i think is it takes away this ceremony takes away kind of the average person ability to participate. then you see the tech 1000000000 or the tech billionaires, and many people. it also gave millions of dollars to this and knock your ration to various trump type activities. now they get the front row seats a little on symbol in some ways. i think unfortunate said that it takes away that ability for the average person, the average person might be a trump supported, actually participate be part of this facility? well, that's good. alice fisher, who's on capitol hill, allan?
6:58 pm
i think he can see the pictures. i believe much the same way that we're seeing them . they're spending quite a bit of time. the cameras spending quite a bit of time on it on us. now we were just talking about the tech billionaires. of course, you know, and must, cuz as 2 rolls, i mean, yes, he is the boss of tesla space x of x, etc. but he's also going to be playing a role allen in the incoming trump administration. it's going to be one of the executive orders that donald trump is going to sign in the next couple of hours that will create the department of government officials say no, it doesn't really matter that they've got the office of accountability, which has saved the government billions of dollars over the last 1020 years or so. this is something that donald trump has said that he's going to create and that he wants you on must to be at the head of it. so you'll have most of the saying i, i a number of e mails to people who are involved in the computer industry. silicon valley is collectively new and asking people if they'd be willing to help,
6:59 pm
what was the department of government efficiency for about 80 hours a week for no p. so it's not entirely clear how many people responded to that. but the whole idea, of course, it is going to drive savings that somewhere along the lines, the government is spending too much money in which we mail be true. but every politician who's ever entered the white house has promised the exact same thing. no one has ever one election in the united states by saying we're going to spend more on government bureaucracy so you can understand why people little bit skeptical about the role that you own must school. please remember the alone must was sitting on the fence in this election until that event in butler pennsylvania in july. and he said that changed his mind and he decided to get on board with donald trump endorsed them at a big raleigh. not long afterwards, where he was seen jumping around and on the stage and effectively since the elections, he's based himself with model. luckily the total comes florida home. he's taking a bill and there are people that are running the trunk board, but have gotten a bit frustrated with them. but it seems that donald trump is still very much
7:00 pm
a novel enamored with the alone must. not only did he speak briefly and event donald trump had on sunday, he will speak as a raleigh and capital one, a rena in the coming hours as well. and then he will move on to this department of government efficiency, which he's going to head of course not acidic confront possession, but it's believe that the on must be wouldn't one that and b will try and drive efficiencies throughout the gallium jumping in here. just so, you know, we're seeing, we're seeing bill clinton and hillary clinton walk in, but please carry on it. so deal it must because it has, has got this idea that he can save somewhere in the region of $4.00 to $5000000000.00 a year, a trillion dollars a year in, in, in the us government. now that's more than the house, the budget, and the can sound that the democrats have hodges if you're talking about those sorts of figures. i know immediately looking at places like the pentagon, which is the largest punch it. it means.
