challenging for some of the officers dealing with the family. could this attack have been prevented 7 it could only have been prevented by good intelligence and arresting perpetrators before they carried out the attack. once the attack has started, people are going to die, sadly. but, obviously, measures can be taken to reduce the impact of terror attacks. now, whether those measures could actually have reduced the numbers of people killed is an open question.
