yes, the metro is shut down down. yes, the metro is shut down and will remain so until tomorrow, which plunged st petersburg into powerful gridlock. it must be said some of the drivers are volunteering to help others reach the places they are going. also, is it not confirmed, we know prime minister dmitry medvedev, has been suggesting this is a terror attack, has that been confirmed? they are at various stages of naming this a terror attack. the investigative committee has lost an investigation concerning the act of terror. the statement by prime minister is probably less formal. he posted on facebook saying he expresses his condolences to the victim of the terror attack, but none of the officials have actually spoken firmly, colin is an act of terror. it has to be said, this took place just after lunchtime. the casualty rate could have been even higher had it been any time during

the rush hour. yes. st petersburg metro is usually very packed. the station where this happened serves a lot of learning institutions and there are lots of students at this station during the day. the casualty rate could have been much higher with every casualty is a tragedy. ten people confirmed dead. several of the people there are now critically wounded. the health authority is reporting. it may be that the death toll will go higher, at the moment, it is ten people dead and up to 50 injured. let's take you to be seen in st petersburg were a few people are gathered. floral tributes are being laid near the station where the explosion took place. as we registering from oleg, just after half two local time in

russia in that area and a train had actually left one station, was between it and another and that is when the explosion occurred and ten people are now dead. around 50 are injured. floral tributes there and candles left for the dead in st petersburg. this top now the director of international security studies at the foreign affairs think tank, the royal united services institute. thank you for coming in. the promised it seems pretty clear that it the promised it seems pretty clear thatitis the promised it seems pretty clear that it is a terror attack. authorities are still waiting for a bit more confirmation. if it is a terror attack, is likely to be behind it? is depressingly long list of potential people who could be responsible for this incident. the obvious spectre will be on islamist terrorism in some sort, but what that means is not clear. it could be islamic state connected, it could be
6:48 pm
al-qaeda, it could be linked to caucus networks which have launched attacks in russia or it could be something else. the only clear thing we can say is that some sort of terrorist incident has taken place. because of the nature of the device, there appear to be multiple devices, which suggests it was coordinated and the fact it is in a major city on public transport which, if you wa nt to on public transport which, if you want to make a statement, that is a clear way to do it. the second device was discovered and made safe by authorities. st petersburg is not usually a target for this kind of thing. the most recent one was in for good ride and it happens in moscow, but st petersburg lesson. president putin was there today. that could be a coincidence, can it? one would suspect there is a link there. what he is in the city, that isa there. what he is in the city, that is a moment when security should be practised. for something like this to the players will be seen as a strike against him. the fact he comes from the city originally, you could make a connection on that. we
6:49 pm
have seen attacks on trains going from st petersburg to moscow. i can't remember which way it was, but a bomb went off on this regular train line between the cities. it is not uncommon. the point would be to strike a major city. ultimately, the international facing cities like moscow and st petersburg, striking either one of those, especially one when the president is visiting, would be a major coup. is there likely to be a strike back from the authorities, the military and security services in the north caucasus or whether it is in syria in those areas where some russian fighters may be taking part as far as islamic state is concerned? at this point, russian authorities try to figure out what the face and understand the network and work out who is responsible and picture they pick up those needs so they don't have any follow up attacks. then they will start to figure out where
6:50 pm
is the return address for this incident. you will see something more ina incident. you will see something more in a response in that direction. is there any possibility that you could see some change in the russian view and syria, or is that unlikely? i would be surprised if something like this caused a change in the russian response. historically, russian response very ha rd to historically, russian response very hard to incidents taking place, be theyin hard to incidents taking place, be they in domestic context in the caucuses oi’ they in domestic context in the caucuses or further afield. i they in domestic context in the caucuses orfurther afield. i don't think we will see any sort of softening for a decision to step back. that is not the russian posture. you take these things happen and you attack the people of these problems in a firm and forward way. many thanks for that. we are going to stay on this story and speak to noel schneider, the moscow correspondent of the economist magazine. thank you forjoining us. are you slightly surprised this has taken place in st petersburg? thank
6:51 pm
you for having me. i think the question of whether it is in st petersburg were moscow is of less importance as you just discussed and the point is to strike, potentially, a major international target, of which there are two in russia. the fa ct which there are two in russia. the fact that president putin was in town, that it is his hometown, as to the symbolic impact of this event. we just heard the point that because president putin was in the city, you would expect security would be much tighter and, therefore, this kind of attack is even more of a surprise. absolutely. it is a surprise even more so because we haven't seen an attack of this kind in quite some time, even though there have been threats from the islamic state, promises to spill a sea of blood in russia following russian

intervention into syria. several yea rs have intervention into syria. several years have passed since the russian operation started and the closest we have seen to an attack, a major attack on russia was the dawning of the russian passenger jets attack on russia was the dawning of the russian passengerjets over egypt. this has been a worry for quite some time. russian security services, up to this point, seemed to have the situation under control. this suggests that perhaps there might be fighters returning home, or that networks in russia might be reawakening again. the game, it is quite early and it is difficult to pinpoint exactly where the source of this attack is. it does seem curious that we have had so called lone wolf attacks in parts of europe. a man purporting to be operating under the aegis of a sonic state, or at least sympathising with islamic state, was
6:53 pm
involved in an attack recently near the houses of parliament here. and yet, given russian involvement in syria and their terror campaign, there seems to have been very little in terms of solidarity tax, as it were, on the part of people in relation to islamic state. absolutely. it says something about two things. number one, the question of security in an authoritarian state. the russian security services are much tougher in terms of snuffing out any potential sites for any potential gathering points. they are quite careful about monitoring electronic communications, monitoring what is happening on line. they are very aware of this problem and they have made it a

priority in recent years. there has even priority in recent years. there has even been some circumstantial evidence that suggested that, as the war in syria picked up, the russian security services were, if not encouraging, certainly allowing more radically minded individuals from the north caucasus to leave and the logic was it is better they recovered there. many thanks for that. now, emergency services and armed forces of colombia are still searching for as many as 300 people missing since a series of huge mudslides engulfed the city of mccullough last friday. within 250 people are now known to have died. rescuers in colombia hunt for any signs of life. the hopes of finding anyone alive are fading, with hundreds already confirmed dead following the mudslides in mocoa. as bodies are aligned up at this cemetery,

families wait outside praying they will not find their relatives inside. translation: the really sad thing is when family members find their loved ones in this situation. it hurts to see it. we are lacking support. the fire service is always here but we need a lot of support. roads and bridges were washed away and houses flattened, after more than a week's rainfall fell in one night. getting help to people living deep within the amazon basin is not easy. but people in the colombian capital, bogota, who donated these supplies hope they get there. troops and children work side—by—side to try to get relief to the injured. translation: the situation in a disaster area is very bad. we can feel the anxieties, even here in bogota. we feel it is everyone's responsibility to help in the disaster area because the number of casualties and missing people is
