welcome to bbc news. a truck has been driven into pedestrians in the swedish capital, stockholm, killing at least three people and injuring many more. the swedish prime minister says everything indicates it is a terror attack. the truck is reported to have rammed a department store on drottninggatan — one of the city's major shopping streets. the truck is reported to have been stolen at a brewery. police have advised people to avoid the city centre, and city's subway has been closed. witness say shots have been fired in another part of stockholm. sweden has been attacked and everything indicates this was a terrorist attack. the government is obviously informed all the time, we get continuous information. the government is doing everything to support the authorities who are working now.
4:02 pm
now we urge the public to be alert and listen, not at least on the police information. i would also say that according to the security police, we have at least two killed in this horrific terrorist attack and now we think about the victims and theirfamilies, and the injured and that's what i have to say now. with me is now is our correspondent andy moore. let's ta ke let's take stock of what we know. this incident happened at seven minutes to two local time. initial reports came from police of a truck crashing into pedestrians in a busy shopping street. we have since had reports from the prime minister who said two people have died. that has been updated. we know three people have died. reports eight people have been injured. police said a large number had been injured that they
4:03 pm
are not giving detailed figures at the moment. essentially there is lockdown in stockholm with the underground system being closed down and commuter trains are leaving the city but returning empty. police are sending out service messages to the people of stockholm, urging them to stay at home, to leave the city centre if they are there, and to spread the message among friends. police also saying the underground system is closed down and commuter trains leaving the city, they are trying to clear the city centre. we know this was a beer lorry belonging toa know this was a beer lorry belonging to a brewery company and was at a restau ra nt to a brewery company and was at a restaurant earlier in the day when the driver was delivering something, at that stage, somebody jumped the driver was delivering something, at that stage, somebodyjumped into the cab and still the lorry and then crashed into these pedestrians a short time later. from pictures we can see the lorry crashed into a department store and there was a fire in the cab. we do not know what
4:04 pm
happened to the driver. there are reports somebody was arrested. i have seen pictures of police surrounding somebody on the ground. there are conflicting reports about that, whether it is the driver, whether it was somebody else, just a force alarm. in circumstances like this there is concern. there have been reports about shots fired in other parts of the city. none of thatis other parts of the city. none of that is confirmed yet. there were reports the main station had been evacuated, we do not know why. a lot of concern and alarm in stockholm at the moment. we can speak to a reporterfor radio the moment. we can speak to a reporter for radio sweden who joins us reporter for radio sweden who joins us from the scene. just tell us what is happening now. the police are
4:05 pm
ceiling of areas, widening the search. before i was 100 metres from the scene and now we have to be at a bigger difference. there are helicopters. i see ambulances. before there were a policeman with automatic guns but they are further away now. i met people, describing the panic, the why they were running. we hear a man has been arrested. do you have any details? it is confusing reports and i cannot give you further details now about that. 0k, understood. give us a sense of what is happening. you are saying that's the corden is growing. the parliament is in lockdown, the train station evacuated. give us a sense of what is happening in the city. all of the central parts, the parliament, the main central station, this is the central quarter
4:06 pm
where i am standing. they are locked off and they are asking people to move. when we were evacuated there we re move. when we were evacuated there were conflicting reports even from the police with some saying there are gunshots but i'd never heard anything of it. i think it was rumours and it seems they were confused at the beginning when they try to get people out. there was talk of a fire with flames some metres high and black smoke. 0ne woman, saying the scene she saw reminded her of bombs and explosions, in iraq, she was from iraq. she said people were running in panic. i know you spoke to people who saw this happen. how quickly did people realise this was a deliberate attack, a terror attack? the people i spoke to did not realise it was an attack. they were confused because
4:07 pm
they came from the subway and saw flames. they did not know what was going on. they werejust running. the police told them to run away. what is happening now in terms of oui’ what is happening now in terms of our people moving on as asked, are people heading there because they are worried about people and where they are? most people are moving on and leaving the scene. it is quite calm. iam and leaving the scene. it is quite calm. i am on a main street. there we re calm. i am on a main street. there were a lot of people filming, trying to do what was going on, but people 110w to do what was going on, but people now are mostly leaving. some people live here and are trying to get through. people are confused and do not know what is going on and tourists are asking because they do not know. and there are rumours. people don't know if things are happening in other areas. can you see the truck? i am too far. the
4:08 pm
area sealed off was too big and i arrived just after they closed it so i never saw it. just in terms of information from the authorities and police, is it getting to people in the area where you are, you said people were asking you what was happening. people are asking us what is happening. they are a bit confused. police have spoken to people. it is calm. there is no panic stop most people seem to know what is going on. people seem to be quite informed. thank you. they reporter from sweden quite informed. thank you. they reporterfrom sweden radio. magnus norell, a terrorism expert at the european foundation for democracy. many people will have gone, in their minds, not again. are you there? yes, iam here. a lot minds, not again. are you there? yes, i am here. a lot of people'sreaction would have been,
4:09 pm
oh, no, not again. iam people'sreaction would have been, oh, no, not again. i am sorry, i missed that. yes, i guess. even if we do not know the motive, the perpetrators, it is clear to my mind this is almost like a copycat event, incident. you steal a truck and try to run over people. yes, sure. no confirmation of any arrests at this stage, but an arrest of the lorry driver would change the way this investigation will go?|j driver would change the way this investigation will go? i reckon so. until we know exactly, i don't want to speculate too much about that. you used the phrase copycat. 0ne thinks of berlin, nice, and london. exactly. exactly. that is a pattern,
4:10 pm
ina exactly. exactly. that is a pattern, in a sense. if a quote, unquote, successful attack occurs, to try to copy that. you can have the best security in the world, but very little can prepare any city for an attack like this. that is true. it was said that you have to be prepared for something you cannot prepared for something you cannot prepare for. to prepare for the unexpected. a terror attack, it is not exactly unknown in europe, but still, when it happens, it will come asa still, when it happens, it will come as a surprise, still, when it happens, it will come as a surprise, even still, when it happens, it will come as a surprise, even if you know it may happen. you could hear. —— even here. you can may happen. you could hear. —— even here. you can never may happen. you could hear. —— even here. you can never be prepared for something like this. how prepared
4:11 pm
was sweden and stockholm for this? that is a good question. it has never really happened here at all. not very often. not of this kind. in that sense, even if you prepare that this could happen, for the police and others, from anyone, i don't think mentally you can really be prepared. countries like the uk, israel, france, where it has happened several years, i think there is a mental preparatory nurse we do not have. for obvious reasons —— prepare a must. —— preparation. -- preparation. we can talk to
4:12 pm
somebody locked in a shop close to the crash site. tell us what you saw early this afternoon. hello, can you hear us early this afternoon. hello, can you hearus in early this afternoon. hello, can you hear us in london? we are trying to reach gustaf. we are told he is in lockdown close to the crash site. the pictures you are watching have come from central stockholm. earlier this afternoon, a truck ploughed into pedestrians and what we know is three people have been killed, a number of people have been injured. the swedish intelligence agencies saying this had been a deliberate attack. we hear that police in the largest norwegian cities and at 0slo airport will be carrying weapons until further notice following the stockholm attack. we are hearing that from police in norway.
4:13 pm
joining us earlier via web—cam from her hotel in stockholm is annevi petersson. who ran out onto the street while the attack was happening. i was iwas in i was in the sitting room and i had not started everything and i heard the noise, the screams, i saw the peak oil as i walked out, immediately. just outside the store, there was a dead dog. the owner screaming. there was a lady lying with a severed foot. there were bodies on the ground everywhere. and a sense of panic. people standing by their loved ones and also people running away, mainly to the minus streets around, but the sense —— sense of panic. pretty horrific scenes
4:14 pm
that you have witnessed, i do not know if you can talk as do what happened immediately afterwards, first responders on the scene very quickly i imagine. it got very quiet. there was the noise and everything got quiet and then people started screaming and crying, obviously people were severely wounded then people were running away. this is central stockholm so people were a couple of blocks away not realising what was happening coming onto the street. it took a few minutes until the police and ambulances came to the scene, i immediately got into... i am a photographer i am used to this, but i chose to get into safety, i stepped into a smaller street and got out of there. it was swiftly treated as a possible terrorist attack and we have now heard from the swedish prime minister that this was deliberate. i do not know if you can cast your mind back to those moments immediately afterwards,
4:15 pm
is that what you thought instantly that this was a terror attack that you are witnessing? i live in london, so yes, of course i did. i realised something was off immediately. i took the snapshots, stepped onto the street and into a smaller street and got out of there, but there were still people not quite knowing what was happening and where people were coming from. people were shouting there was another car, running into different directions, what also happened was that the owners of the stores immediately locked down so people being locked into stores but also meaning that people on the street could not get into the stores, so a lot of people were just not knowing what to do and standing on the streets. yes, in shock i imagine. i do not know if you can give is a i do not know if you can give a sense of how far you are from the area that this took place now,
4:16 pm
i'm very close. central stockholm is sealed off and there are lots of police and activity going on. it is my birthday, i was here the a spa weekend and staying at a hotel, i'm still at a hotel but very close to where it is. i think it is three blocks away. how much information are you getting? we are hearing here in london that the train station has been evacuated and the parliament is in lockdown. could you give is a sense of the level of information you're getting from authorities there? i've been on the phone a lot. i've been talking to a few colleagues but yes the central station is locked down, but you still see people wandering around here. people need to get home and that is pretty much it. they are trying to get home out of the city. it is friday afternoon, there were obviously a lot of people...
4:17 pm
that was someone who witnessed the immediate aftermath of the attack. to update you a lorry has driven into a store in central stockholm killing at least three people according to swedish police. there we re according to swedish police. there were suggestions there were a large number of people. the prime minister said the country had been attacked and everything indicated it was an act of terrorism. we will have more on this later. the un security council is due to meet after the missile strike by the united states. russia talked about aggression of a sovereign state. it's the first direct us military action against forces commanded by syria's president.

the americans say they fired 59 cruise missiles at the shayrat airbase in the west of syria. six people are thought to have been killed, and the pentagon says aircraft and buildings were severely damaged. according to the united states, the shayrat airbase was used to launch tuesday's chemical attack on the town of khan skeikhoun, which killed and injured scores of civilians. this report by david willis who's in washington. it was a decisive response from an administration that has often seemed disorganised and at times dysfunctional. a fusillade of tomahawk cruise missiles fired from us navy ships in the mediterranean, aimed at the syrian air base from which america says that deadly chemical weapons attack was launched earlier this week. a line in the sand moment for the new commander—in—chief. on tuesday, syrian dictator bashar al—assad launched a horrible chemical weapons attack on innocent civilians.
4:19 pm
using a deadly nerve agent, assad choked out the lives of helpless men, women and children. these are the heart—breaking images that moved the president to action, triggering in the process a remarkable shift in foreign policy on the part of his nascent administration. a week ago, white house officials professed little interest in regime change in syria, but the use of what they say was a deadly nerve agent by bashar al—assad's forces has changed everything. tonight, i call on all civilised nations to join us in seeking to end the slaughter and bloodshed in syria and also to end terrorism of all kinds and all types. news of the missile strike somewhat overshadowed a one—day summit with china's president xi,
4:20 pm
at which the two leaders were expected to discuss the growing threat posed by north korea. but depending on where the us goes from here he could find he has his work cut out in syria, a quagmire of a conflict which could define his presidency one way or the other. the kremlin has reacted angrily to the us strike, with a spokesman for president putin calling it "an act of aggression against a sovereign nation" that had harmed the fight against terrorism, as steve rosenberg reports. 0n russian tv, the first pictures from inside the syrian air base hit by us cruise missiles. in the distance, one aircraft that is still intact. russia's military claims the damage here was limited, but moscow is calling the us strike a gross, groundless violation of international law. it is definitely an aggressive act against international law,

against a sovereign country, and without any true evidence of the assad regime being guilty of using chemical weapons. up until now in syria, it is russian military power that's been keeping president assad in power. russia's air force and the russian navy helping syria's leader turn the tide of the country's six—year—long civil war. and helping moscow boost its role in the middle east. today, the kremlin accused washington of inventing a pretext for the missile strikes, which moscow claimed had harmed the fight against terrorism. those american tomahawks may have been targeting the syrian military, butjudging by what the kremlin has been saying, it is us—russia relations that will take a real battering now as a result of the missile strike. the russians had been hoping that with donald trump
4:22 pm
in the white house, relations with america would improve. but, so far, there's been no sign of that. today, russia said it was suspending a deal designed to prevent us and russian warplanes from accidentally clashing in the skies over syria. as for political dialogue, that will continue. america's secretary of state, rex tillerson, is due in moscow next week. after the us missile strikes in syria, he could be in for some difficult conversations. steve rosenberg, bbc news, moscow. 0ur correspondent barbara plett—usher is at president trump's mar—a—lago residence in florida. the high risk option he decided to go with last night, particularly given that it is a quick change of direction in policy on syria. yes, it was, the decision made over 2a hours, i think, it was, the decision made over 2a hours, ithink, after the
4:23 pm
it was, the decision made over 2a hours, i think, after the chemical weapons attack and quite a shift in policy he had been espousing until then and if you look at the reaction from supporters on the hard right, they feel quite betrayed, saying you campaigned as someone who is not interventionist, not wanting to be tied up in foreign wars and here you are firing missiles at the government of president assad. there has been a shift some supporters have reacted to. there are risks of escalation that they present it here asa escalation that they present it here as a limited and tactical strike, responding to a specific situation, responding to a specific situation, responding to a specific situation, responding to the chemical weapons attack. meant as a deterrent, a message that it is something the trump administration will not accept. according to officials, especially the secretary of state, policy has not changed. they are not opening up a new front in the war in syria, not opening a front against assad, not contemplating as regime

change. their focus they say is fighting islamic state group. they wa nted fighting islamic state group. they wanted to respond to the chemical weapons attack. there was an element of mrtrump weapons attack. there was an element of mr trump showing he was not president 0bama. because when he said he would respond when the syrians crossed the red line of chemical attacks he did not respond with military force and mr trump had a chance to do that and show he would respond differently than his predecessor. of course there are risks it will create situations that could escalate and then the administration will have to respond but i sense they wanted to see this asa but i sense they wanted to see this as a one—off. but i sense they wanted to see this as a one-off. how worried will they be, how closely will they watch how moscow responds? that is a casualty of this strike. in terms of military confrontation in the initial
4:25 pm
response from russia seems to be thatis response from russia seems to be that is not going to happen. there have been strong criticism is. no sign that they are planning to confront the americans militarily in syria and will report said they did not use their anti—missiles defence system when the missiles came through. the big fallout is political and you have seen the strong reaction from the kremlin and the spokesman saying this has damaged relations with russia and worse than they have ever been. we have the prime minister saying they we re have the prime minister saying they were inches from a military confrontation with russia and criticism from the president, saying this was a violation of international law, all the things the russians will say. what it means for relations is not clear. it does not seem it will be cosy, which was the thought when president trump was elected. i think the best indication
4:26 pm
of this will be when the secretary of this will be when the secretary of state visits moscow next week. all this of course as he hosts a difficult visit from the chinese president. yes. in fact, the strike overs ha d ows president. yes. in fact, the strike overshadows what we thought would be the main issue, the important meeting with probably the most important international relationship president trump will have, the leaders of the biggest economies in the world and they have contentious issues to sort, especially differences over trade and north korea, which poses a security threat. we understand mr trump personally told the president about the syria strike. there had been some question about whether the chinese would have felt affronted, carried out in the middle of their big moment. they have not made any criticism or comment about the timing. the foreign ministry in
4:27 pm
beijing has a muted statement, saying it urged caution and restraint and calm, which is the chinese position on intervention. generally they are against intervention against a sovereign state. they have stuck with their line but not made a big deal about the strike itself. i think the chinese president will focus on issues important to him, trade, dealing with requests for cooperation on isolating north korea and us officials say they hope to establish a working relationship because although these two men are different, they will not solve these problems at the summit so they need a way to deal with them over time and prevent the issue is turning into crises. a reuters newsflash says president trump says the relationship with china is and i quote outstanding. and that there has been progress made in the relationship with china, said the

mood music is positive. the mood music has been positive since the chinese president landed. last night dinner, shortly after mr trump met the president, he was saying i think we will be great friends, i can feel great relationship coming on. he is on message in terms of that. i think we will find out how it plays out in the next months because there are many ways this relationship could be tested. thanks. barbara touched upon the reaction from moscow and we can get more now going to our correspondent in moscow. the language has been pretty strong straightaway. it has. as strong straightaway. it has. as strong as you might expect coming from russia, traditionally robust in this situation, the language from the kremlin down has been to condemn what the us has done, to talk about it as an act of aggression. sergei
4:29 pm
lavrov the foreign minister here has underlined the fact that many people, the point many have made, which russia believes there is no evidence syria used chemical weapons and so there was no basis for the strike and he compared the fact there was no evidence to what happened in 2003 with the us—led invasion of iraq and suggesting the real game here is regime change and the us is going after president assad, russia's ally in syria. strong language but as barbara said, fairly contained. it is important russia was given prior warning this attack, the strike was coming and any russian personnel at that airfield inside syria were removed from their and evacuated from there. there were no russian casualties and in that sense perhaps it will be
4:30 pm
possible to contain this. a very clear change in policy coming from the united states in terms of how it is operating in syria. any indication russia will change its activity in the country? we have had that bush is suspending its agreement, which it is meant to communicate information... that is temporarily been suspended in response to what has happened. we know that russia has said it would step up its air defence systems inside syria, perhaps that is about warning to america not push this any further and that if it happens again that those are defence systems will work and that could escalate militarily what is happening in syria. i think what is interesting about all of this is the biggest casualty perhaps is the relationship
4:31 pm
between the white house, the new white house and moscow, because of course bush have such high hopes for donald trump heading to the white house, i think they have been well and truly dashed. we help... the prime minister here said that instead of working together against terrorism donald trump has shown that he instead plans to fight the legitimate government of syria. different language must go when talking about donald trump and the current american administration. 0k, thank you very much. let's get more on the truck that has been driven into pedestrians in the swedish capital, stockholm, killing at least three people and injuring many more. the swedish feminists said that everything indicates it could be a terrorist attack. the truck is thought to have been stolen earlier at brewery. —— the swedish

this would happen here.|j more less a matter of time before this would happen here. i do not think it is that hard to figure out, actually. we're not going to be protected from something like this, in general. i would say, it is probably not really possible to prepare it alli protect yourself and submit this. —— it is not really possible to protect yourself from something like this. i think the general public never really expected something like this. good of you to join us, andy, bring is up—to—date with what you know at this stage. this happened just before one o'clock swedish time in the centre of stockholm, very busy shopping area

equivalent to oxford street or region street here in london. recent reports show that her lorry crashed into a reports show that her lorry crashed intoa number of reports show that her lorry crashed into a number of pedestrians. according to the prime minister it has all the hallmarks of a terrorist attack. three people have been killed and eight people have been injured. the centre of stockholm is virtually an lockdown, the underground system was closed down, earlier i told you that commuter trains were leaving the city and taking people out of the city and returning empty. even those trends of close down. the police and send it out service messages ending people to stay at home and leave the city centre if they can. this was a lovely that, according to the brewery, the bedrock that have been highlighted earlier on. somebody jumped intoa highlighted earlier on. somebody jumped into a cab and hijacked a lorry. it crashed into pedestrians and intoa lorry. it crashed into pedestrians and into a department store. the cab caught fire. what happened to the

driver we do not know. there are reports that somebody had been arrested, the prime minister in fact said that. but then swedish police denied that and said that nobody had been arrested. so, what has happened to the driver we do not know whether they escaped or whether they are amongst the casualties. we are expecting an update from police at the scene fairly shortly. in terms of the city as a whole, we know that the train station was evacuated, parts of the city are in lockdown including the parliament. that is right and there where our lot of worried, now this, cautious people. there were reports that there had been shooting near to where the lorry had crashed, there were reports of shootings in other parts of the city but none of those have been confirmed so far. we are beginning to get international reaction we have had from the european commission president he said that an attack on sweden was an
4:37 pm
attack on is all. we have also had from the german chancellor who said that, our thoughts go out to the people of stockholm, we stand together against terror. just to add, this appears to be the first major terror attack in sweden. there was an instant in 2010 when a bomber, with links to the uk, blew himself up and two other people where injured minorly. but this is the first major attack in sweden. we can listen again put the swedish feminist that say about this incident. —— this swedish prime minister. sweden translation: sweden has been attacked, the government is obviously informed all the time and we get continuous information. the government is doing everything to support the authorities who are working now. we now urge the public

to be alert and listen not at least to be alert and listen not at least to the public... now we urge the public to be alert and listen, not at least on the police information. i would also say that according to the security police, we have at least two killed in this horrific terrorist attack and now we think about the victims and theirfamilies, and the injured and that's what i have to say now. i return to stockholm now. the police cordon is behind me, or media have been asked is that that away from the seed which is why i am being end this on my mobile phone. it isa being end this on my mobile phone. it is a woolly quiet in a place that is typically packed on a friday afternoon, a lot of swedes lead early to go home on a friday. all of the main brands closed this area and there are a lot of popular bars that are normally packed at this time on friday. all amounted people of failing friends and relatives and loved ones and sending text messages to let them know that they are ok. i have not managed to to anyone who

has seen the attacks so far, but people are stating their stress and shock and surprise at this happening in the swedish capital. i was sitting in a cafe and a saw people coming in and talking about the lorry. and then they walked out. there were just many people on that street. it is a pedestrianised street and i was at the other end and very quickly the police cordoned everything. so i could not really see everything. my end of the street is higher up and i could only see what was going on at the other end. it looked like there were many people standing,

proposals on what would be the investigation mechanism for the horrendous chemical attacks which have been witnessed by all my kind, while we were discussing the words which could be used in a resolution to be considered by this council, while the permanent and nonpermanent members put forward proposals for the text of such a resolution, the united states was preparing once again, and carried out a unilateral attack. the missile attack is of course is a unilateral action, they represent a serious threats to international peace and security. why? because over the last few years mankind has been establishing, building a structure notjust a
4:43 pm
physical structure, notjust building a structure notjust a physical structure, not just an institutional structure, but also a legal structure, they have established instruments of international law to precisely prevent a situation in which the most powerful attack the weakness with impunity and to ensure a balance in the world and, of course, to avoid serious violations of international peace and security. we believe it to be the duty of the security council, but notjust of the security council but of the united nations organisations in all its bodies to defend multilateralism, we are here to defend it, we have agreed that this charter, the united nations charter must be respected. and this charter prohibited unilateral actions. any
4:44 pm
action must be authorised by the security council in accordance with the charter. allow me to read a couple of articles so that we can remember this, charter couple of articles so that we can rememberthis, charter24 couple of articles so that we can remember this, charter 24 says that, "in order to ensure prompt and effective action by the united nations its members can fare on the security council primary responsibility for the maintenance of international peace and security and agree that in carrying out its duties under this responsibility the security council axe on their behalf." this security council not just the 15 members better suited at this table, we represent the 193 member states of this organisation and through them we represent the people of the world and we have agreed that unilateral actions violate international law. now, as
4:45 pm
we we re violate international law. now, as we were discussing yesterday draft resolutions, while we were striving to come up with alternatives and come up with consensus in the security council the united states not only was unilaterally attacking, but while we were just discussing here and demanding the need for an independent investigation and impartial investigation, complete investigation, into these attacks, the united states has become that investigator, has become the prosecutor, has become thejudge, has become the jury. prosecutor, has become thejudge, has become thejury. so, where is the investigation which would allow us the investigation which would allow us to establish in an objective manner who is responsible for the attacks? this is an extremely serious violation of international law. this is not the first time that
4:46 pm
