welcome to outside source. 28 years after the hillsborough disaster six people are to be charged. 96 people lost their lives at a football match and amongst those are the policeman who was the match commander of the day, families of the victims say they feel vindicated. i'm absolutely delighted. we have everything we could have asked for today. more extraordinary developer to venezuela where police has hijacked a helicopter and has attacked the supreme court. the president is calling this a terrorist attacks, some opponents as saying he staged the whole thing to justify bringing in the army. we will bring you an update. president champ is facing delays in replacing obamacare hand has blaming the democrats. we will show the civilian cost of the campaign to drive islamic state out of racket in syria. and on the programme yesterday we were talking about the global cyber attack and we have learnt more about the companies

affected that he might have been behind it. six men will face criminal charges for their roles in the disaster at hillsborough stadium. 96 people lost their lives at a football match in sheffield in 1989. amongst those facing charges are the policeman who was the match commander in the day, david dukinfield who faces charges of manslaughter by gross negligence. also former south yorkshire police chief sir norman patterson will be charged with misconduct. after they heard the news some of the victim ‘s relatives said it was a day of mixed emotions. they've had inquiries, investigations and inquests, but the hillsborough families have never had public prosecutions. they've fought for nearly 30 years for this moment. i'm absolutely delighted.
9:02 pm
we've got today everything we could've asked for. the decisions by the cps in my opinion were correct, or are correct. and we look forward to the due process through the courts of law. in 1989 the police officer in charge at hillsborough was david duckenfield. he will now face prosecution. there is sufficient evidence to charge former chief superintendent david duckenfield with the manslaughter by gross negligence of 95 men, women and children. the match commander ordered the opening of an exit gate, through which the fans poured onto overcrowded terraces. he is charged with the manslaughter of all but one of the victims. tony bland died four years later, too late to be included in the charges. in the years after hillsborough, sir norman bettison rose through the ranks to become chief constable of merseyside and later west yorkshire.
9:03 pm
he is charged with misconduct in a public office, accused of lying about the fans being to blame. he said he is disappointed to be charged, and will vigorously defend his innocence. andrew brookes was one of those killed at hillsborough. he was 26. his sister louise has long campaigned for justice, and was in warrington today to hear that charges will be brought. it's another event where my parents haven't been alive to see it or to hear it, and it's notjust my parents — its other hillsborough families who have gone to their graves never seeing today. the families were told that 23 suspects were originally considered for prosecution. in the event, six will face trial. graham mackrell was the sheffield wednesday company secretary — responsible for safety, he is accused of failing to carry out his duties.
9:04 pm
peter metcalf was the solicitor acting for south yorkshire police. he is charged with perverting the course of justice in relation to amendments made to police statements. at home today, he would not answer questions. any comment to make at all? no comment. former chief superintendent donald denton, in the middle here, is also charged with perverting the course of justice, said to have overseen the process of altering the statements. former detective chief inspector alan foster faces the same charge, accused of being central to the process of changing statements. nobody from the ambulance service is being prosecuted, and no organisation will face corporate charges over hillsborough, which has disappointed some. a mixed bag. a couple of names that we didn't expect, and a few that we think have been omitted. there will be six people facing criminal charges who might not have done if we hadn't have been resilient and all stuck together and fought this long fight.
9:05 pm
professor phil scraton has spent years working to expose what happened at hillsborough, and says the passage of time must have had an effect on the number of charges. if we'd had the kind of investigation then that we have had now, and the kind of attention paid to the detail of prosecutable charges then as we have now, i think we would see a lot more prosecutions. the youngest to die at hillsborough was just ten years old. the oldest was a pensioner. they were all unlawfully killed. there have long been calls for justice. now, nearly 30 years after they died, those said to be responsible will face trial, and the prospect ofjail. judith moritz, bbc news, warrington. much more information available should you wish to see it on the bbc website. we must turn to venezuelan excellence of extraordinary scenes are being paid out, the supreme

right to peace and i'm sure that sooner or right to peace and i'm sure that sooner or later right to peace and i'm sure that sooner or later we right to peace and i'm sure that sooner or later we will capture the helicopter and those who have made this armed terrorist attack against the institutions of the country. as if this complex enough, let me show you this from the us senator rubio. in other words a senior republican senator is sharing allegations that the whole thing was set up. to get some help on what we can be definitive about. it was stolen from a police place where this guy he was pa rt a police place where this guy he was part of the police court to limit courts took it alongside another person who is seen in a video and flew it. now there are a number of questions, how was he able to do that in an area which was protected
9:08 pm
by the government, especially drones are not allowed to fly so it is not clear but he took it from the police stalk and flipped over the city in company of another guy. he is there and he made a statement on his instagram account and it turns out he is active on social media and has been posting allsorts. he was part ofa been posting allsorts. he was part of a movie a few years ago in 2013 which was produced by the government and the plot had something to do with the operations of the police and he was a part of it. that is the reason why some leaders of the opposition are saying there are many strange factors around this. but do we have any hard evidence to back up these claims from the opposition that this is all a big plan to allow the president to bring the army and? know and the government is adamant that this is part of a plot with the cia in the united states and they

are promising that they are going to ca ptu re are promising that they are going to capture this person and they are going to recover the helicopter but as of now there is no sign of where he is and where the helicopter is. as of now there is no sign of where he is and where the helicopter islj wa nt to ta ke he is and where the helicopter islj want to take a few minutes to put this in context, recently these are some of the protests we have seen since april, dozens of protesters have lost their lives and these people taking to the streets want the president gone, they say he is a criminal. what evidence and arguments if they make to say a democratically elected president should leave? it all went, the drama in the story which has been going on for a few years just started to get really cute. back in march when the government decided for whatever decision, the supreme court decided, whatever decision the national assembly was not valid. that is when the people started to demonstrate on the people started to demonstrate on the street saying this is a coup
9:10 pm
d'etat, the government is now a dictatorship. the government called for a constitutional assembly and the elections will be injuly people say this won't be fair because all of the people are supporters of the governments that is the situation is escalating. we try to bring you the major global stories of the day, we have heard from the uk in venezuela but next syria. the un are saying at least 300 civilians have been killed in raqqa just this month. raqqa is the defector capital of the islamic state and is under severe pressure. this is from january 2016. everywhere in red is territory controlled by ias. you can see that red area has considerably. now this
9:11 pm
is the un statement that has been put out today and in that statement it says civilians must not be sacrificed for military victories. it says it has grave concern over the fate of over 100,000 civilians who are trapped in raqqa. earlier on this week we were talking about civilians trapped. here is the situation in kinlochshiel. we were talkative —— talking about how much ceases there were a muzzle. i have been looking at the humanitarian pages and there are three concerns in syria now in raqqa, the discriminate attacks of the displaced people and this is exactly where the fear about
9:12 pm
the lives of those 100,000 people lies. basically it is impossible to differentiate between the fighters and civilians if they are arabs or looked like arabs. so the battle of raqqa will be difficult. are any civilians managing to leave the territory? there are two ways to get that. one way is for a safe passage and the other is for humanitarian organisations to get into the city which is impossible for a moment. either taking civilians as human shields are likely disguising as civilians and running away amongst them. whatever source you turn to no one can really be sure what is
9:13 pm
happening can they?” one can really be sure what is happening can they? i don't want to sound like i'm really shallow but there are actually millions of civilians, millions have fred sirieix and outside and raqqa is expected to be the worst battle where the elements of the so—called islamic fight because it is the last capital they have and if they go underground they wouldn't know where to go so they will have to look for more hiding or safe havens so that'll mean probably a third country apart from iraq and syria. this was the lead story last night and we will come back to it in a few minutes and stop a major global cyber attack and in the last 2a hours we'd have heard more information about the nature, who defected and who might been behind it. here in the uk the government is

people are reading the sadness at the creator of paddington bear has died, michael bond was 91 and he published his first book called the backward paddington in 1958 and went on to write 26 more books about paddington. now as i mentioned, let's go back to the lead story, the global cyber attack which we first started hearing in ukraine but then heard from lots of different countries. users would be seeing m essa 9 es countries. users would be seeing m essa g es of countries. users would be seeing messages of this nature. their files had been encrypted and we know this has affected around 2000 users and that includes some of the world's biggest companies like the russian oilfirm ross neff, the shipping giant may ask. the systems are still down because we have to make sure that we can have the software put in place to prevent an attack occurring
9:17 pm
again and also that we don't want to get the systems back—up to see the infection start again. what has been spoken about there is a potential vaccine. that to be the creation of a single file which would stop an attack affecting a machine, also it is worth mentioning that microsoft has put this out. a lengthy blog post on its website detailing the nature of the attack and how you might go about defending yourself in the future. a little bit earlier i spoke to rob graham from security firm based in georgia in the us. i wa nted firm based in georgia in the us. i wanted to get more details from him about how so many companies have been caught out despite the warning of the last major attack. most important weight spread was by the update for the financial software in the ukraine. that wasn't as
9:18 pm
important as the trojan update. the ukraine. that wasn't as important as the trojan updatem terms of a companies ought to be doing, is this quite a simple fix once you decide to do it was back there is a list of things companies need to do in order to protect themselves. microsoft has a good list of things, rue figuring the network said things can't spread so far. you look at the fedex subsidiary, they are completely off—line, the whole network is down. that happens in branson were attacks when they spread like this.|j that happens in branson were attacks when they spread like this. i also wa nted when they spread like this. i also wanted to ask rob about this. a group called shadow brokers to offer

a monthly dump service. you can see on their website that they are advertising hacking tools that we know will eat that were taken from the us national security agency, the nsa was hacked and it is related to that. you can go on their website and you can pay for off—the—shelf hacking software that might allow you to do harm. i was surprised that this was being advertised in plain sight so rob has been talking to me about the legality and the practicality. it's probably not legal but of course the nsa would have to admit that they own all of that. there is zero catch in order to get money, they're not getting money through banks are anything like that at the can't stop. it's not legal, regardless of if it's legal or not they can still do it. the threat of the service like this
9:20 pm
is that people that expertise can go and buy it off—the—shelf, software that can then cause problems? right. we don't know bert there is a good chance that something salacious will happen. something more interesting in the future that will be put into a rant somewhere —— rant somewhere that we expect yesterday. this is the second time we have spoken about biggs global security issue, i'm guessing this will become part of running major businesses wherever you are in the world? rant somewhere has been growing for the last couple of years so whilst it is news, we in the security industry have been watching this growth for a couple of years now. it is something that is going to keep happening and the more material to help companies run. going to keep happening and the more
