establishing no freedom of movement if we haven't got a border control system that cannot control the borders. one thing we have to build as an advantage is a border control system so we can deliver on that pledge, but make it a strength, rather than say in 18 months, we will control our borders when everybody living knows we cannot control our borders now. why should we be able to do it in 18 months. let's turn it to an advantage. one of the things we have to build up during these negotiations will be proper border controls. secondly, getting rid of people who deny those border controls and inviting them to leave. thirdly, we don't want a skills gap, we want to build up, during these months and years ahead, and effective skills programme so that people with these very short

leader have agreed on a direction of travel in the transitional period immediately after we leave the eu, oui’ immediately after we leave the eu, our current relationship will basically stay in place. writing in the observer, keir starmer says... that means we would seek to remain ina that means we would seek to remain in a customs union with the eu and within the single market during this period. it means we abide by the common rules of both. never mind talks between britain and brussels, asi talks between britain and brussels, as i understand it there has been intense negotiations with the labour's ranks to clarify their position. what does abiding by eu rules mean? it would mean the continuation of free movement of labour, making it difficult to control eu migration. how long would labour's transitional period actually last? the government is thinking in terms of two years, but we would not put a time limit on it. we need to reach an arrangement which protects the long—term trading relationship between britain and europe and jobs in this country. we

act, appealing to both remain and leave voters. this might be more difficult for him to repeat as he clarified his position on brexit. in america, more than 1000 people have been rescued from rising floodwaters in houston in texas. the heavy rain has been described as "catastrophic" and a major emergency has been declared, with hundreds still stranded. our correspondentjames cook in is houston. james? thanks very much. across this city right now, an unprecedented crisis is unfolding. hundreds of rescues crisis is unfolding. hundreds of rescu es a re crisis is unfolding. hundreds of rescues are taking place at this very moment and we have just heard this weather event is on a scale never before recorded in history, with the possibility of rainfall reaching up to 50 inches, the most ever seen in this state. harvey arrived in houston with a vengeance, no harvey arrived in houston with a vengeance, no longer packing the

full force of a hurricane, but still deadly. in 2a hours, more than two feet of rain fell on the fourth largest city in the united states. the results are devastating. it appears to be one of the worst floods houston have ever had. we are measuring it in feet, not inches. houston has ground to a halt and with the rain still coming down, the waters still keep on rising. police are urging people not to venture out, not to risk their lives. this is why. pedro told us he was almost slept away. my truck got stuck so i had to find a way to come home. i have to walk over there and to the rescue boat. i was helping somebody else. there are rescues happening just up there? yes. the storm has crippled transport on people struggling. it is hard to believe that this is the richest nation on earth. you get a sense here ofjust how quickly this situation is unfolding. the flooding, clearly

caught these drivers by surprise and still the rain is coming down with no sign of it stopping. the authorities are struggling to cope and are calling for more boats to be sent in. more than 2000 people in need of rescue have called the emergency services and the mayor is trying to stem a sense of panic. we are coming to you. we want people to know in this city, if you are there, there is a need, we will get to you. isimply there is a need, we will get to you. i simply ask you remain calm, remain a little patient. ok, but we will get to you. 16 years ago, the city was devastated by the most serious flooding in its history. already, this is looking worse. the 51st notting hill carnival has opened in west london, with the release of doves and a minute's silence observed, in memory of those who died in the grenfell tower disaster in june. firefighters and paramedics were among those who bowed their heads in tribute.

carnival—goers have been asked to wear something green, to remember those affected by the tragedy. elaine dunkley is there. you can see the streets of notting hillare you can see the streets of notting hill are packed. the sound systems are playing music and the smell of chicken wafting through the air. there are those glorious outfits but today has also been hugely emotional. as well as celebration there has been commemoration. much of today has been about honouring the lives of 80 people who died in the lives of 80 people who died in the grenfell tower disaster and many more who became homeless. # when you are down... it started with a song to heal broken hearts. a promise of strength. reunited. and
6:14 pm
then... with the joyous sounds and vibrant colours of carnival, they celebrated the lives of those taken by tragedy. many wore green the grenfell, akala symbolising growth and renewal. it is in honour of the victims. i have got my own relatives who died. we love the carnival. they love the carnival. we participated every year and we would go to her house, people come from europe, people would come all over to her house, maybe 16 people sleeping on the floor. at times those watching we re the floor. at times those watching were overwhelmed, saddened because of those who once had a front row seat to the biggest street party in europe but with laughter and love, carnival paid respect in the way it knows how. to bring us together in a

caring community, we are one community and together we are much more successful. together we celebrate the best of britain. there have been moments of reflection, stillness and solitude, as well as gratitude for those who saved lives. carnival has had its roots firmly within this community. it was started in the 1960s by west indian immigrants who were facing racism, poor housing and inequality. much of this still resonates on the streets of notting hill today. we have had a minute's silence and everything. everyone held that minute in the madness. good spirit right now. notting hill carnival will always celebrate freedom, but in the shadow of grenfell, it has a new purpose, asa of grenfell, it has a new purpose, as a voice of a community trying to heal. let's get the sport now.
