this is bbc news. the headlines at lipm: police evacuate residents from their homes in part of sunbury—on—thames in surrey as armed officers search a house over yesterday's bombing on the london underground. it follows the arrest of an 18—year—old man in the port area of dover over the attack, in which 30 people were injured. it's a very fast—moving investigation, we've got the full weight of the counter terrorist police network, we've got our colleagues in the intelligence agencies and government helping in any way they possibly can. the uk terror threat remains at its highest level, meaning another attack could be imminent. 1,000 armed police are patrolling across the country. i'm robert hall, live at scotland yard, as the police investigation extends from london to the south coast. also in the next hour:

an armed police operation is underway by officers investigating the parsons green attack yesterday morning. it comes hours after an 18—year—old man was arrested in dover on suspicion of terrorism. the home secretary has called the arrest ‘very significant‘. the armed police operation currently underway is taking place in sunbury—on—thames in surrey, only 11 miles away by road from yesterday's terrorist attack in parsons green. the bbc understands the operation is focused on cavendish road. a house is being searched and residents close to the property in sunbury are being evacuated. these are some of the latest images. taken by residents and passers—by. armed police swooping on the neighbourhood. 0ne local woman told me that the police arrived and gave her a one—minute to leave with her

evacuated. 100 metre exclusion zone around the residential property, this is of significant interest to the counterterrorism police who are investigating having arrested somebody on the port of dover earlier today. add all of this comes in the wake of the device that exploded. also, direct tree lane, we know the direct train goes to wimbledon. it is a half an hour journey. it would have been easy for somebody to travel on one train, on the district line. that could also be significant as this unfortunate. thank you. you're going to keep the information coming. we will bring that to you. i just wanted to take a breath from the breaking developments, it has been a fast—moving operation. it started with that raised this morning, the

arrest followed the intense examination of cctv pictures, any evidence that the police were able to gather from the tube line, local people... 70 videos and photos from the public. back information to the operation to dover. we can re—what has happened. the port of dover this morning, where an 18—year—old man was arrested by kent police on suspicion of terrorism. an arrest detectives described as "significant," and which is directly linked to the investigation into yesterday's explosion on a west london tube train. the arrest is the first obvious breakthrough. nobody died when the improvised explosive device produced a wall of flame in the carriage. that bags on fire... the home—made bomb in a bucket, which detectives believe is linked to islamist terrorism, appears to have failed to detonate

fully, but 30 people ended up in casualty. three of them are still being treated at chelsea and westminster hospital, and last night the uk moved to its highest terrorism threat level — critical — and soldiers were deployed to do some of the work of armed police officers. we have authorised 0peration temperer, which is the initial deployment of a number of troops. they will be deployed to key sites in the uk to free up armed police. and so you will see more armed police on the streets, up to between 500 and 1,000 depending on how the police wish to deploy them. at euston this morning the change in threat level was immediately obvious, with more armed officers patrolling the station. there are seven premier league football matches today and there will be higher security at all of them and at all big public events. we have taken a number of measures,

more armed police on the street, and the public should feel reassured by that. i have been out and about today. the public seem to be positive about the number of officers. the bbc understands detectives have good cctv images of the person suspected of planting yesterday's bomb. officers say they are pleased with the investigation‘s progress. london's mayor siddique khan said that the city will never be intimidated by terrorism, and we will always defeat those who seek to destroy our way of life. daniel sandford, bbc news. with everything that has been going on, a great deal to be discussed at the cobra committee, meeting at lunchtime. it was cheered by the home secretary amber rudd, and she merged to make this statement. i have just chaired a meeting of officials at cobra. i was given an update and i've spoken to

the prime minister who i was able to give an update to. police have made good progress, today they arrested an 18—year—old man in dover, he's been kept in custody and later today will be moved to london. the threat level remains at critical and there will be further investigations as part of the operation today. we urge the public to remain vigilant although not alarmed and we hope to bring more news in due course. has significant could this arrest be, could this be the person who planted the device? this is significant, the police have made good progress but the operation is ongoing and we will have to wait to hear from the police about more information. there have been reports that people behind this may have been known to the authorities. what can you tell us? it is much too early to say that. at the moment we have one arrest, one ongoing operation, when we have more information we will share it.

we have seen pictures of the device, there has been speculation of what was in it. it seems from what experts say as of this was designed to cause huge amounts of damage and destruction. from what you are hearing was it a device that was designed to maim and kill? there is no doubt that this was a serious improvised explosive device, it was lucky that it did little damage although of course we are sympathetic to the people who were affected by it, i believe 26 people were affected by the device. we have to make sure we take all the steps we can to ensure that the sort of materials that this man was able to collect become more difficult to combine together. we must always learn from these incidents. you said the threat level remains critical. when do you expect that to be reviewed again? the independent jtac will always keep this under review, i have spoken to them,

they are maintaining the level at critical. i've spoken to them today. they will let us know when it is time to change it. we also heard from the metropolitan police commissioner, she has been on patrol with officers, stressing the need for londoners to be vigilant but also the need for life to go on, stressing the way that officers are providing security and safety. we have a little bit more from that statement. yesterday's event was absolutely appalling. horrendous. my thoughts and everybody's are with those people who are injured. we had an excellent response. i went to the scene last night. i'm really proud of everybody who coordinated that response. it must have been awful for everybody on that train. especially those who are badly injured. it's a fast moving investigation. we've got the full weight

of the counterterrorist police network. we have our colleagues in the intelligence agencies and government helping in every way they possibly can. we're making very considerable progress, you will have seen the announcement of an arrest earlier on in relation to this. we will continue to work as hard as we can to make sure that we reduce the threat in this country and that we know exactly who it was who did this, whether there's anybody else involved and try to reduce the risk as fast as we possibly can. the threat level remains at critical. we've seen high visibility today from your officers, lots of sniffer dogs around. this will go on for some time? the threat level is set by the joint terrorism analysis centre. they're independent and they will constantly review what is going on in terms of intelligence and investigation. at the moment, it is at critical. that started last night. that means that we've taken a series

of measures in london, where i've been today and yesterday, we have more police on the streets. we have more unarmed police and we have more armed police. the public should feel utterly reassured by that. i've been out and about today. the public seem positive about the number of officers we have here. there's a series of measures to take for the time we are at critical, which means that a threat, sorry, an attack may be imminent... the metropolitan police commissioner, and she obviously keeping a close eye on developments under way. we can go back to those helicopter shots on sunbury on thames. a large number of police, around 60 officers, taking part in an operation that began at lunchtime. it centres on a hose in this estate, close to the river thames. reasonably accessible to the

the airline says it needs to have more planes available on standby. some passengers have already been affected. joining me to discuss this is john strickland, who's an aviation expert. it just seems as itjust seems as though it is a mess? particularly customer services? looking at what ryanair have said today, both on twitter and when i spoke to the directors, they said we messed up. to put some context said we messed up. to put some co ntext o n said we messed up. to put some context on that, it is a very large airline, about 120 million passengers every year. normally very well planned. this year, it has been placed under a different regulatory regime, that they have got to get crew leave into calendar years, rather than financial. that seems to have caught them out. getting to the end of the summer, and pilots have

to ta ke end of the summer, and pilots have to take leave. they are very closely regulated, and they have found that they do not have enough pilots. that has been leading to this large number of cancellations. but surely they would have had noticed that this was going to come into place? ryanair have set themselves, that they have messed up. this would certainly be a headache. planning is one of the most challenging part of the logistics. that would have been something that they would have known about, been working through. at the moment it is not clear. the summer flying programme is certainly there than the winter. pilots working as ha rd than the winter. pilots working as hard as they can do. if they have been hoping that they were able to ove rco m e been hoping that they were able to overcome this, they have had additional problems. particular ad weather incidents, strikes, and that

means you have got pilots on duty, when you are delayed by thunderstorms, you are using pilot hours. in your conversation with the cmo, what has he said with regards to compensation. as far as passengers are concerned , to compensation. as far as passengers are concerned, they are customers, are we going to be looked after? ryanair has got a legal obligation, european union has got regulations, and if you are cancelled or delayed beyond a certain amount of time, for reasons in their control, they have got to pay compensation. ryanair are obligated to do that. but how they handle any additional requests remains to be seen. ryanair offers a simple service at a small price, and in the past they have been combative, but they are conscious that this is egg on the face.

gathering in bournemouth for the annual conference. it is the first since vince cable b leader of the party. and our correspondent is there. what has been said today?” think it is going to be a lot of soul—searching at this liberal democrat conference in bournemouth. a lot of thinking about the state of the party, and while it was not doing better at the general election. the liberal democrats are the most pro eu party, you think they would have been the choice of they would have been the choice of the 40% who voted to remain, and jeremy corbyn has been moving more towards the left. liberal democrats believe it is gaping hole in british politics. but remember, at their height, 57 mps, then after the coalition that was single figures. and the general election earlier

this year was not delivering the result that they had hoped for. i asked the new leader, vince cable, how big a challenge he and his party are facing. it was mixed results. we have got more diversity, high—quality, enormous increase in the membership. energy and enthusiasm. but the result did not live up to expectations. i think we are going to turn it round. british politics is becoming polarised between hardline, brexit, hard left labour. people are going to be looking for sensible, moderate middle ground politics. we can provide that. you are obviously up for it, displayed rating a novel and doing other things. you are back in politics. as this are poisoned chalice? it is a challenge but i would not have taken it on unless i was optimistic. we have got a lot of things going for us, british politics has become very polarised.

over yesterday's bombing on the london underground. people were injured. at least four people have died after a crash involving several vehicles, including a lorry, on the m5 motorway. the collision happened between junction 16 and junction 14 in south gloucestershire. the motorway is closed in both directions. the foreign secretary borisjohnson has revived his pledge of billions of pounds in extra funding for the nhs, once britain leaves the eu. the un security council calls a meeting to discuss the threat from north korea, as leader kim jong un vows to match the military might of the united states.
