hello, it's monday, it's 9 o'clock, i'm victoria derbyshire, welcome to the programme. our top story today — a gunman opens fire at a music concert in las vegas. reports of at least two dead and multiple casualties. we saw first officers running into the lift bay. they were going up. they were coming down. they were going this way, that way. we were told to get out. one shooter is up there, we were told by police and one is roaming around and we were told to come here and we think we're safe here because there is so many police. in the last few minutes police have given this update. officers as well as our partners have responded to reports of an active shooter situation at the mandalay bay. i can tell you at this time we have a suspect down. we'll keep you right across this breaking story. we will talk to people who were live at the concert.

also on the programme — monarch airlines is no more. it's gone into administration — meaning all flights and holidays are cancelled. they gave us a leaflet to say our flights with monarch had been cancelled. we were panicking, everybody is after flights here there, and everywhere, it has cost another £666 to get to where i want to go today when i have already paid £1500. if you've booked a flight or a holiday with monarch do get in touch. and — the controversial universal credit rollout will continue — despite calls from within the conservative party for the system to be delayed. i have got no money at all. nothing at all. not even fourpence to my name. hello. let's start with the breaking news from las vegas —

two people have died and 2a have been injured after a gunman opened fire on people at an open air country music festival outside the mandalay bay casino close to the sunset strip. footage taken on mobile phones shows people crouching down or running for cover and you can also clearly hear the sound of several bursts of persistent, repetitive, prolonged gunfire. a local hospital says 14 people are critically injured. flights have been temporarily halted from mccarran international airport. many in the nearby area have now been evacuated. witnesses have described the chaos. we saw first officers about eight running into the lift bay. they were going up. they were coming down. they were going this way, that way, we we re they were going this way, that way, we were told to get out. we were told to get in. the shooters, one shooter is up there shooting out and one is roaming around and we have been told to come here and we think

we're safe here because there is so many place. did you see the shooters? no. did you hear it? a lot of people heard gunshots, but they we re of people heard gunshots, but they were like machine gunfire. police have urged people to stay away from the area and gave this update. officers as well as our partners with multiple agencies have responded to reports of an active shooter situation at the mandalay bay. i can tell you at this time we do have a suspect down. our officers can confirm that for you. but i understand the people of las vegas wa nt to understand the people of las vegas want to help. i see a lot of people out here that are coming down wanting to help, please steer clear of the area. we have all the resources from las vegas metropolitan police department. please stay away from the area. we have had reports of people coming down trying to help. we have got that. so we're good right now. but we have numerous victims right now. ididn't

they believe that the one shooter is down and that there are no more shooters. whether or not that is confirmed we don't know. there has been talk over the last hour that there were multiple shooters, but these shootings are too common in these shootings are too common in the united states and quite often in the united states and quite often in the beginning when the chaos is happening, you see scenes of people screaming on social media and just horrendous chaos, often there are reports of multiple shooters, but let's hope the police are right and that they believe that the one active shooter they have is down, but you have seen, you know, you have heard reports if you listen to the police scanner which it is easy to do here, you can hear reports of shootings at multiple hotels around the vegas strip, but the police say no, that's not accurate. we're here, there is no shooter here. clearly a developing situation in vegas. a lot of confusion. we know that two people are dead so far. 2a people, according to one local hospital, are critically injured. we are going to keep you up—to—dated

with events as they develop throughout the morning. we will talk live to eyewitnesses in a moment. annita is in the bbc newsroom with a summary of the rest of the day's news. monarch airlines has been put into administration overnight, leaving more than a hundred thousand customers overseas, and all of its future bookings cancelled. monarch is the uk's fifth biggest airline and the largest ever to collapse. customers due to fly from the uk have been told not to go to the airport. the tour operator had been in last—ditch talks with the civil aviation authority about renewing its licence to sell package holidays, but failed to reach a deal. this morning transport secretary chris grayling spoke about the operation to bring holiday—makers home. i know this is really tough for people who are hoping to travel, who were hoping to travel. my heart goes out to them today. we've talked to other airlines, to other tour operators, and they've already started trying to rebook and organise people's trips.

they will do their best to do so and i very much hope people will be able to get away before too long. let's go tojon donnison. jon, what more can you tell us about what is going to be happening to passengers who abroad and the future for monarch‘s who abroad and the future for mona rch‘s employees? who abroad and the future for monarch's employees? well, let's start with the workers. this is the monarch headquarters here. they employ around about 2100 people, many of them here in luton and within the last half an hour or so they have been turning up for work. frankly, they are going to be getting bad news, the administrators, kpmg are inside the building. they are wanting to speak to individuals face—to—face, but we understand that the majority of those 2100 people are going to be losing theirjobs. let's get on to the passengers. 110,000 monarch passengers currently overseas are now in the process of being

repatriated back to the united kingdom. that is an operation being led by the civil aviation authority. they've chartered 30 planes in from other airlines to do that. a massive operation that's going to take several weeks and on top of that, you've got 300,000 future bookings which involve some 700,000 individual tickets and basically those people are being told don't go to the airport. you're not flying with monarch and people, i think, are going to struggle to get their money back. they're not going to get it back from the airline. you might get it back from your debit card or credit card company or if you have taken out travel insurance. jon, thank you very much. the government of catalonia says 90% of those who voted in yesterday's banned referendum backed breaking away from spain. the spanish government insists the poll was illegal. catalan officials say more than 800 people were injured, as riot police stormed polling stations, and fired rubber bullets to try and stop people voting. the government in madrid will meet

with other political parties today to discuss a response to the situation. the government's universal credit system is leaving many claimants in rent arrears, according to the largest housing associations in the areas where the new system was first introduced. as many as 84% of their tenants who are on universal credit owe rent on their homes, with an average debt of £655. the department for work and pensions says the vast majority of claimants are paid in full and on time. £400 million for new road and rail projects in the north of england will be unveiled by the chancellor later to connect towns and cities to the high—speed 2 rail route. labour described it as a "drop in the ocean." philip hammond is also expected to give a strong defence of tory economics after they were attacked byjeremy corbyn last week. a group representing nhs leaders in england, wales and northern ireland says that more than half of members have expressed extreme

concern about their ability to cope this winter. the nhs confederation says there is a limit as to how much hospitals and community services can achieve during winter because of problems recruiting staff, pressures on funding, and some patients being left without the care they need. that's a summary of the latest bbc news — more at 9:30am. let's continue talking about the breaking news from the city of las vegas. two people have been killed and 20 injured after a gunman opened fire at a country music festival. police say one suspect is dead or injured. as you can see this is video shows hundreds of people either crouching down or trying it get out of the area, lots and lots of people who were there took footage on their mobile phone. what you can't hear and that's deliberate on our part, is what appears to be

the sound of automatic gunfire. persistent and prolonged automatic gunfire which you can hear in some of the clips taken by people who we re of the clips taken by people who were there. let's talk to our correspondent who is in los angeles. when did this begin? how many hours ago? talk us through the events of the night. it has been almost three hours, about two—and—a—half hours and it started at this concert, people were filming as you say as people were filming as you say as people do at concerts and so much was captured on video. some people thought that it was a band playing on stage. some people thought the sound was fireworks. it goes on for a long time before the music stops and then people really start panicking and as you saw, they are lying on the ground. people are sheltering, hiding and then people start running towards the end, trying to get out of there, but they

don't know where the gunfire is coming from and it's just really disturbing, difficult scenes to watch. there is at least two people reported dead. there are multiple wounded and the shooter, the police have said they believe that the shooter is down. whether or not that means dead or restrained, it usually means dead or restrained, it usually means dead or restrained, it usually means dead if a police officer says that. they believe there was only one shooter. so hopefully this is overfor one shooter. so hopefully this is over for now. right, from that footage, i mean, i have looked at some of the distressing clips, this automatic gunfire does go on for sometime before it seems as you say, people realise what it was. and then there is this silence as what has just happened presumably is being absorbed by people who were there? yeah, when the music stops. it's really disturbing. it's, you know, it's vegas. it is america's playground. some people call it si city. it is the kind of place people party on a sunday night. there were thousands and thousands of people at

that festival. there were thousands of people on the strip nearby and fireworks isn't uncommon. u nfortu nately, fireworks isn't uncommon. unfortunately, mass shootings aren't that uncommon either. . that prolonged gunfire is unusual. i haven't actually timed, but i would say it went for 30 seconds, maybe a0 seconds and i think people were in shock trying to figure out what was going on then and then they panic and everyone starts ducking. the police say that to use their words, "one shooter is down." it's not clear whether that means a gunman is dead or injured, but there have been rumours that there were other gunmen at other parts of the area. but that's not true, is that right? well, the police don't believe it is true and they don't usually say, they don't believe it's true unless it's true. often in the initial chaos, there are reports of shootings all over the place. reports of multiple shooters, that's quite typical because i'm not sure

why, but it spreads on social media and people panic, people are calling the police. you can listen to scanner traffic here in the us and if you were listening you could hear reports of shootings at other hotels and then a police officer would say, that's not accurate, i'm here, that's not accurate, i'm here, that's not accurate, i'm here, that's not happening. so, they know what's going on. they have communication around the place and i think if they are coming out and saying they believe there is only one shooter and that shooter is down then it's most likely accurate. some of our audience will have visited this area, of course, on holiday. for those who haven't, tell us about, this is the area where the casinos are and the big hotels and so on? mandalay bay is right this the heart of it and the concert was happening just outside the hotel across the street on this big open area. there are hotels over the place, big, gleaming, shining casinos. if you haven't been there, you have probably seen images of las vegas on television. it will be

packed with people from over the world. i heard british people who we re world. i heard british people who were there interviewed on tv, some on the bbc, i believe i heard on world tv, people from all over the world go there, all over the united states, it is a very international place, las vegas. people from around the world want to go there and they tend to stay out late even on a sunday night. the streets were crowded. thank you. rogan morris reporting live. let's talk now to some people who we re were at the concert, and working at the concert. in a minute we will speak to seth bales. seth bayles who was attending the route 91 festival and was in the middle of the audience when the shooting started. thank you for talking to our british audience. tell us what happened from your point of view. i have been working the last three days. the

route 91 music festival. they letters off a little bit early today so we could see the last performance. i had called my girlfriend to come and meet me there so she could get in as well and we could both watch the last performer. we made our way into the middle of the crowd, pretty close to the stage. on about the third song, we could hear a noise that sounded like fireworks. and everybodyjust kind of looked around but they thought it was fireworks. the performer kept going. and then it went off again... ten seconds later, it went off again. you see the performers run off the stage full stop the whole stage goes black. people are saying, get down, get down. that is when we knew it was like a shooter. we are all on the ground. we can't see

anything. it was dark. all you hear is gunshots going. it keeps going. somebody says, he is reloading, ran. everyone starts to run. you see people getting trampled. people are bloody everywhere. i saw a girl, her whole face was bloody, her chest was bloody full of people burning their hands on grills. there were kids everywhere. it was crazy. then we made it out and we ran next door. we get inside and we're trying to figure out where to go and we hear somebody yell, the shooter is in here. then everybody starts running out of there. then we ran across to the mgm and everybody is trying to figure out what to do. there are

police everywhere, paramedics everywhere at this point. the strip, we don't want to be on the strip itself to be kind of get on the road, next to it. like an off—road. we tried to get far of the strip. we get to a smaller hotel and the workers are telling people to come in cycles that they don't want people outside because it is not safe. —— come inside because they don't want. you can see people laying on the floor, bloody full you wa nt to laying on the floor, bloody full you want to stop to help them. you don't know where the shooter is you don't know where the shooter is you don't know where the shooter is you don't know where to go he is at. even when you are effectively running for your life, you can still hear gunshots, can you? yes. it was a machine gun which kept going off. it would go off and then it would be like they

music festival. there are kids, elderly people. we have obviously lost the connection to logan and liberty. i do apologise for that. they have articulately described what has happened in the last few hours at the route 91 music festival. you heard them say it sounded like fireworks. the thousands of people who are there thought it was fireworks. the sound kept going and the music carried on. whoever was on stage carried on performing. suddenly the stage goes black and there is absolute silence and people start to get down and realise what is going on. one or to people shout, he is reloading, run! that is when the crowd starts to get

out of there. as logan and liberty described, they could see people everywhere, bloodied, elderly, children. they ran from the area. they tried to get into one hotel, they did get into one hotel at which some point, somebody said, the shooter is in here. every body at that hotel then ran out. the way they described it when it was com plete they described it when it was complete panic and chaos and confusion, as you would imagine. they found another hotel where the staff pulled them inside, pulled as many people inside and said, you need to get off the street, effectively. it appears from what logan and liberty were saying, it appeared to be some kind of sanctuary that everyone was crying, eve ryo ne sanctuary that everyone was crying, everyone was panicking, everybody was wondering what on had just happened to them. —— what on earth

had just happened to them. this is footage taken on mobile phones by people who were there. the sound of the automatic gunfire, which was prolonged and persistent and repetitive went of force dash went on for some time, logan was telling us about is why people thought it was fireworks, firecrackers. our correspondent said that is not unusual in this part of vegas. it is a party city, even on a sunday night. i'm going to talk to jason now, who was inside the mandalay bay hotel. tell our british audience where the hotel is in relation to the festival and the shooting? the hotel is located at the end of the strip in las vegas. just less than a

block diagonally away from the hotel is kind of like a fairground, an open field area. there is a large stage at one end of it. towards the mandalay bay side of the street. and thenit mandalay bay side of the street. and then it opens up to a large field. there are some tents, probably for concessions and things. then, back behind that, towards the purple building, there is also a small fairground with carnival rides and things like that. so, you are showing us the view from your hotel room in the mandalay bay. is that correct? that is correct. i am at the front of the hotel. directly below me is the entrance for taxis and check—in. below me is the entrance for taxis and check-in. were you at the concert were you in the hotel when the shooting began?”

concert were you in the hotel when the shooting began? i was actually in my room just watching tv and talking on the phone. when it started, i obviously didn't realise what was going on. i thought it was a motorcycle or a group of motorcycles out front whether caps coming, just revving their engines. it was a long ten seconds, it seemed like. once that stopped, i got up to see if there were fireworks or something. then it happened again. i am looking around and now i know fireworks, no motorcycles. i did look at the concert because the music had stopped. when i looked at the concert, they have in the open area, they had their spotlights and just regular lights for the crowd, pointing at the crowd. the difference from when i looked at it

dropped. not on the stage, not a performer. just in the audience. somebody got hit. that is when we kind of realise this was not a joke anymore and we took off away from where we thought the shooting was from. we sprinted towards the east because it sounded as if the shots we re because it sounded as if the shots were coming from the left. along with thousands of other people? everybody started bolting out. people were running and some were laying on the ground. some people we re laying on the ground. some people were laying on the ground. as we ran out towards the east ex six of the concert, people all over the place work on the ground. you could not tell who was hit and he was ducking for cover. there was blood all over the place. —— who was ducking. we probably should have stayed and helped out more than we did but we had a slight or flight response and

experienced an active shooter situation at approximately 10:08pm tonight. we had calls coming into dispatch multiple shots being fired from the direction of the mandalay bay, towards the route 91 concert that was taking place on the east side of las vegas boulevard. through investigation and response we determined there was a shooter on the 32nd floor of the mandalay bay. officers responded to that location and engaged the suspect at that location. he is dead currently. he has been identified for the peers local resident. i will not release his name at this time. we are interested in a companion who is travelling with him. her name is, i will provide you the name. please be accurate on this. it is marylou darnley. she is an asian female,

was from bakersfield, california, an off—duty policeman. there were eyewitness accounts, one man said he saw his friend shot three times, then he saw another person he did not know shot next to him he was trying to help his friend. the person he did not know died in his arms. there are extraordinary stories of people rushing the wounded to hospitals, trying to get them in. the scale of it is extraordinary. the police sheriff was not asked specifically if he believed this to be terrorism that it would be way too early to be able to know that anyway, wouldn't it? well, who knows? they are not saying much about this man, the shooter. the shooter is a man. they have said that. they have said... a lot of people in the us, is it terrorism? a
