3:30 pm
is information. all i am being told is that there have been a few minor injuries. there is a double police cordon and they are calling it a police —— crime scene. 0rwas or was the card that you have seen? as you came out of the exhibition road entrance of the natural history museum... you could see the car may be 100 metres or less on the left—hand side of the road. since then we have had lots of police coming into the scene and there is an ambulance behind the second cordon, definitely somebody being put into the ambulance. it is not clear how bad the injuries are, it does not look that bad from here. police say they have arrested someone, police say they have arrested someone, did you see that taking place? i did not. there are about six or seven police cars and there
3:31 pm
are now armed police standing in front of the science museum exit and in front of the imperial university entrance. from where you are, what can you tell us about the cordon and hellfire that extends? the first is right by the scene and maybe ten metres from where the car is. the second is a good 80 metres or so away. reasonably there are still lots of people inside the natural history museum ? lots of people inside the natural history museum? ali -- security say they will not evacuating the museum at this stage. there are people coming out of the exhibition road except that they are not allowing anybody else in. and at the science museum, people are leaving gradually and being moved behind the second
3:32 pm
barrier. people are allowed to exit? yes. that is between both barriers. just before it came, they said they we re just before it came, they said they were not evacuating the science museum at this stage. how many police vehicles and there? -- are there? i can see about six of them and two police bicycles. they are limiting the number of people onto the road. this is where i am being held at the moment. there is a police car at the top of exhibition road stopping more people coming into the area. presumably as this was unfolding the area was very busy, three world—class museums beside one another and on a saturday afternoon, very busy? there is a lot of people around. the word—of—mouth
3:33 pm
was mad, people saying what they thought they had seen, along the lines of a vehicle that had lost control and a vehicle that was stopped at the side of the road at a strange angle suggesting it had crashed. it is not clear whether it had crashed into a person or not. it is not clear the reasons for the arrest. people were very quickly moved back. i would say within a few minutes. is the car on the road or on the pavement? or straddling the two ? on the pavement? or straddling the two? perhaps one wheel. it looks like it could be encroaching stade on the pavement. this science at very quick response from the emergency services to this incident. definitely. helicopters were above within minutes and armed police are
3:34 pm
between the barriers. nobody is going further into the area. very quick response. there are people milling around to see what is going on. they have just let somebody in to collect their bicycle between both barriers. that was chloe hayward just saying that i was speaking to her, the met police said they had arrested a man at the scene and since then they have said they have detained a man but not formally arrested him. june kelly is still with me. what should be read into that? he has been detained but not arrested? that could be significant, we re arrested? that could be significant, were at the early stages of this and clearly this could be just a very nasty accident and people have been injured. a man perhapsjust lost control of the car or perhaps, false to turn to a terrorist incidents because we have seen this sort of
3:35 pm
modus operandi used in previous attacks, notably at westminster and london bridge with the car mounted the pavement. we have to be extremely cautious at this stage because in light of the statement from the police, we have spoken about the police response and eyewitnesses saying there was a massive police response and officers heavily kitted up but that would be normal in any situation. that would bea normal in any situation. that would be a precaution because the police have to work on the theory that this could be something very serious so they are ready to go and they have to go in in this manner, which people do find alarming when they say the police arriving at this but that would nevertheless be a precaution in case it is something very serious. we should not read anything into that? because that would be the automatic response, given the security alert status at the moment? yes, we are one down
3:36 pm
from the top at the moment and the security threat rose to the most serious level after the attacks in manchester and on parsons green but we are one down from the top and that shows that an attack is highly likely and therefore, when any call at this comes in, the police respond in this way and would go into that area with all the necessary kit, but we have to keep stressing this, we should be cautious. it will be distressing for people in the area, with a lot of young children there, and they will be very worried when they see the police and what this could be. but because we are at this early stage we are still trying to get clarification of how this is being treated. the first statement did say that enquiries are going on to establish the circumstances and motive and we don't know yet. if it is clear to the police or not, if it is, they have not told us out. in terms of what we are doing as
3:37 pm
broadcasters, we have to be very cautious and clearly people are thinking all sorts of things. could this be something sinister? another attack? maybe it is but maybe not. maybe it is just an unfortunate accident? that is right. and we're hearing that the number of people injured, we have got casualties, we don't have mass casualties. we tha nkfully don't have mass casualties. we thankfully have not heard of anybody losing their life, which is very heartening. distressing for those who have been injured and the people close to them but i think we have to err on the side of caution but clearly, the challenge is that everybody thinks when something like this happens, is this a terrorist attack? but we are still trying to establish what the circumstances are. i also spoke earlier to damian hackett, who was behind the police cordon. we have been moved away from the area, in quite a hurry. when we
3:38 pm
had arrived, the incident had already taken place and the police we re already taken place and the police were responding so they were milling about, trying to get people away. they set up a cordon immediately. they set up a cordon immediately. they were standing there for a moment trying to figure out what to do. we did not know. the police came charging towards the crowd and everybody was instructed to get out of there now. so we all ran. there we re of there now. so we all ran. there were ta bles of there now. so we all ran. there were tables knocked over at restau ra nts, were tables knocked over at restaurants, people screaming, it was quite a scene at that stage. and we still did not know what was going on. from your description, it is fairto on. from your description, it is fair to say that there was certainly a degree of urgency in the way that police were moving people away from the area? a huge degree of concern? absolutely. they were adamant that everybody was gone from the area immediately. i heard one police man
3:39 pm
shouting, run and don't stop running! live pretty keen that we got out of there. you have not seen first—hand the vehicle which our reporter nearby described earlier as having perhaps one wheel on the pavement? well, we did see a vehicle but did not identify that, it was not moving. we were literallyjust there as the police were responding. we were turning up at the same time. just as i speak to you, if you bear with me, we are receiving a very big statement from the natural history museum. there has been a serious incident outside and they are working with the police and that is the extent of the statement, the natural history museum saying there has been a serious incident outside and they are working with the police. tell us more about the
3:40 pm
response of people as the police came towards them and told them to get out of the area. there was a relaxed atmosphere at the start. it was almost like people were trying to have a look and see what was going on, there was no sense of urgency. then it was as if a button was switched and the other police, not the normal police, guys with the facemasks and the guns and all that, they started charging towards the crowd they literally went and started shouting to get out of there urgently. and then run and keep running. infairness, nobody urgently. and then run and keep running. in fairness, nobody was going to ignore them! they were adamant that we had to be out of there. they obviously felt this could escalate and they were not quite aware of the level of containment they needed to engage and make sure nobody else was caught up and make sure nobody else was caught
3:41 pm
up in whatever was going on or perhaps they didn't know how many people were involved in act. there we re people were involved in act. there were taking every precaution possible but at that point the atmosphere changed from being calm and observing to people fleeing for what seemed like their lives. the panic seemed to ripple across the crowd. it was busy, people are having to struggle to get out of there, it was very busy. tables were knocked over in restaurants. i'm sure there has been damage to the restau ra nt. sure there has been damage to the restaurant. we just kept moving out of the way. trying to gauge what was going on and which direction to go. a little bit exciting, to say the least. greg barker, is a pretty quiet? as soon as you get towards the kensington area, it is business as usual. people are obviously unaware that less than a quarter of
3:42 pm
a mile away, there is serious panic. it is pretty bizarre, to be honest. people are wandering down the street, shopping, business as usual. that was damian hackett talking to mea that was damian hackett talking to me a little bit earlier from a position beyond the police cordon. we arejust position beyond the police cordon. we are just hearing from our political correspondent, chris mason, that downing street says the prime minister is being kept up—to—date on events outside the natural history museum in london. the latest on the metropolitan police from the twitter feed is they will release more information when they can. information must be accurate, they say. i can talk to richard lister at the scene. he joins me on the phone. what can you tell us? i'm standing on the corner of queensgate and cromwell road, right outside the natural history museum. as i look to the left eye can see there is traffic still
3:43 pm
moving along queensgate, which goes along one side of the natural history museum but looking down cromwell road, where this took place, that has been completely sealed off and the police have got blue and white crime scene tape across the road and officers are directing people passed. nobody is allowed to go down cromwell road, even allowed to go down cromwell road, even residents. there is a couple behind me who asked if they could go to their home, on cromwell road. they were told they could not. you might have heard an unmarked police van with flashing lights rushing 300 metres away, which is where there is a clutch of emergency service vehicles. there is a police van, at least one of them, several police cars, lights flashing. i am some distance away and cannot clearly see what is going on but there is a concentration of vehicles there. there is an ambulance packing up across the road from me at the moment. only cromwell road, which
3:44 pm
goes past one side of the natural history museum, is closed. traffic still moving money along the other road that forms the boundary outside the natural history museum. officers here are ensuring this road is kept clear and we had several vehicles going at speed towards the incident and they are not giving any information about about what they think happened. and they are advising us to wait until it is confirmed by the metropolitan police headquarters. in terms of what the cluster of emergency vehicles are, thatis cluster of emergency vehicles are, that is at one side of the natural history museum ? that is at one side of the natural history museum? yes, correct. it seems to be focused on the area when the incident happened. the natural history museum has been evacuated and closed and i understand other museums and this is an area of london where there are several museums in close proximity, and
3:45 pm
along this road, cromwell road, other museums have also been evacuated. until they have a better idea of exactly what happened. south kensington tube station, the closest to the natural history museum, it was closed when i came here a short time ago and other nearby tube stations are open so people are still moving around the area but are being kept out of the cromwell road, a long stretch of the cromwell road, i cannot see people anywhere. i can probably see for at least a quarter ofa mile probably see for at least a quarter of a mile and i probably see for at least a quarter ofa mile and i cannot probably see for at least a quarter of a mile and i cannot see anybody. a long section of the road has been closed. what a contrast to what would be the usual scene on a saturday afternoon in this area? yes, i was as i was here on the tube, people were talking about how they were expecting to get out at south kensington station and it was
3:46 pm
closed. this is a very busy day for museums in the area and quite a shock to people coming here and still arriving here, expecting to be able to go to them and being turned away by police and confronted by a wave of flashing lights, emergency vehicles, police vehicles, and police in their reflective jackets ordering people to move on. it does bring something of a chill to this area and people are still trying to assess what might have happened. we are very assess what might have happened. we are very much still trying to assess what the nature of this incident is. clearly, people are worried it might be something with a sinister motive but as the met police said in the last few moments, on their twitter feed, we will release more information when we can. our information when we can. our information must be accurate? yes, and the sad thing is, a sign of the times, people, when they find out what is going on, they make the immediate assumption that there is
3:47 pm
terrorism involved but of course, as you say, it is important to stress that the police do not have a definitive answer as yet as to what took place here and they have confirmed that a number of people we re confirmed that a number of people were injured and they have confirmed that a man was detained but not arrested and so they are also trying to establish what happened. but as i say, the sad fact is that so many people coming here, asking what is going on, immediatejump to one conclusion and we will have to wait until we find out whether they are correct or whether there is another explanation. we simply don't know. thank you very much. richard lister. just to recap, the latest lines on this incident... at the natural history museum in south kensington in london, the police say they have detained a man, not formally arrested him, and a number of people, we do not know how many,
3:48 pm
have been injured after some sort of collision between a vehicle and pedestrians at the museum. downing street said the prime minister is being kept up—to—date on events. i can talk to billy mckay, who lives about 100 metres from the natural history museum. what can you tell us about the events this afternoon? obviously it is all very fresh, it has just happened so tensions are still quite high but it is very calm, people are being sensible. if you can calm, people are being sensible. if you can see calm, people are being sensible. if you can see behind me, the south kensington station is still closed, there was a big evacuation alarm and everybody very quickly and calmly left the station. sniffer dogs and police dogs have gone in with armed police dogs have gone in with armed police and there is a very busy police and there is a very busy police presence here still. people are still not sure what is going on, are still not sure what is going on, a lot of tourists and foreigners who don't necessarily speak youngish,
3:49 pm
they are not sure. there is confusion of people are being quite helpful and respectful. we arejust essentially waiting to see what happens next. how did you become aware something was going on?|j happens next. how did you become aware something was going on? i live just above the station. i was working at my desk, overlooking the station. i heard a couple of loud bangs, idid station. i heard a couple of loud bangs, i did not think much of it. you think it is a car backfiring or something. then there was some screens and a large crowd came through. i have some footage on their twitter account of the crowd running underneath my window so i realised something was happening. consecutively, there was the evacuations and sarries went off at stations and hundreds if not thousands started pouring out of the station so i thought there was a bomb on the station or underground. that is when i started filming. i am safe, i that is when i started filming. i am safe, lam that is when i started filming. i am safe, i am in that is when i started filming. i am safe, lam in my that is when i started filming. i am safe, i am in my home. that is when i started filming. i am
3:50 pm
safe, lam in my home. i that is when i started filming. i am safe, i am in my home. i was essentially watching out the window as everybody was rushing past. it was probably less than one minute, the police, the helicopters, amazing how fast everybody was here. they have closed the road, police presence everywhere, the situation was under control within minutes. it was under control within minutes. it was amazing just how quickly they got this under control. quite a vantage point you have. for the moment, i guess you will stay safely where you are? yes, i am not leaving. there are lots of people on the street taking photos and others have gone outside to see what is going on but i am just going to stay here because i know i am safe here. i willjust keep watching and we'll see what is needed. i have spoken to the police downstairs. and i have said that if they need anything, cups of tea or blankets or summer to shelter, then my door is open. did
3:51 pm
the police say anything to you about what this incident is? they were not able to and i was not interested in finding out. i knew they had a job to do, ijust offered my assistance and to let me know if they needed anything. i have medical supplies. otherwise, i will let you get on with yourjob otherwise, i will let you get on with your job because otherwise, i will let you get on with yourjob because you are a lot of tourists and reporters and i did not want to add to the chaos. how do you feel about something like this happening literally where you live? i should say we don't know the nature of this. but the events that you describe a very dramatic. sure. people fleeing from the tube station and so on. it must be rather surreal? we still do not know and i don't want to jump to any conclusions but regardless of the experience, it is the same, having a panic and the evacuation and people
3:52 pm
uncertain and the alarms and the police. obviously, whati uncertain and the alarms and the police. obviously, what i would say is that i have almost been expecting something like this, living in london and with the events of the last year. in europe and london. it is unfortunately becoming a case where it is not as surprising as it should be. on the other hand, i would say that londoners are incredibly resilient. and this is not going to affect south kensington. in the way that it could do. i was saying this morning to a friend of mine, i havejust moved into the area and i was happier, i love this area. such a great feel. i know that will continue, regardless of the cause of this. ok. do you wa nt to of the cause of this. ok. do you want to show you outside? absolutely. tell us what you can see. i need to sort my camera phone... there you go. you canjust see the crowds milling around.
3:53 pm
police still at the station entrance. speaking to a few people, reassuring people. you can hear the sirens and the ambulances averaging. just coming around the corner. and those barriers where they have closed the road. that road is still closed, the road leading to the natural history museum. that road is closed. the other road is closed as well. thank you very much for talking to us and for showing us what you can see. from your home. thank you. thank you. just to recap, police say they have detained a man and earlier the said they had arrested someone but then
3:54 pm
subsequently clarified that. i think we can show you an image of the man who has been, and blurred image of the man who has been detained. at the man who has been detained. at the scene of this incident. you can clearly see weather has been some damage to our vehicle. there is a bumper. some of the debris on the ground. and people moving around very calmly, actually. why this man is being held. perhaps somewhat unsure or uncertain of what exactly is going on. certainly people are moving around very calmly. in the vicinity of this. but these images arejust coming to vicinity of this. but these images are just coming to us of vicinity of this. but these images arejust coming to us of an individual being held down. police say they have detained a man but not
3:55 pm
formally arrested him. and in terms of the number of people injured, we don't have a figure for that yet. it was described as a few people injured ina was described as a few people injured in a collision. police say they were called at around 20 past two this afternoon to reports of a collision on exhibition road and one of the sides of the natural history museum building. police say they are trying to establish the circumstances and the motive for what happened. i think we can also show you an image of the vehicle that police are paying attention to. and obviously, damage to it and their vehicles on either side of it. korea very busy area, as you can tell from the crowd of people
3:56 pm
behind. but it cordon has been thrown around this area of exhibition road, cromwell road, that pa rt exhibition road, cromwell road, that part of south kensington. we heard from another witness earlier who said that not the regular police but police with their faces covered and guns moved quickly towards people in the surrounding streets, telling them to get away from the area, as our correspondent, june kelly, has been explaining. that would be a matter of precaution, of procedure, until the police established what exactly has happened here. interestingly, the metropolitan police say on twitter they will release more information when they can, our information must be accurate, they say. there is a huge amount of speculation about whether this is a more sinister incident, a terrorist incident, but we simply do
3:57 pm
not know at this stage. we don't know if the police now but they are trying to establish as quickly as possible what is going on, what has happened there. and in the meantime, they are exercising the normal precautions they would to keep people safe. more on this coming up shortly, but now, the weather forecast with nick miller... eastern parts of the uk are most favoured for some breaks in the cloud overnight and especially into the evening with north—east england ending with sunny spells. quite wet into east anglia, the rain clears away and overnight a lot of cloud in the west and sharon lee outbreaks of rain feeding into north—western areas and maybe the rain pulling away from cornwall for a time with plenty of cloud meaning temperatures don't fall far. tomorrow, sharon lee outbreaks of rain towards the north—west, patchy rain for northern
