sweet, but pretty much on time, they have gone into the white house. let's get more on brexit now — theresa may has insisted the government will do whatever is necessary to make sure the uk is ready to leave the eu, even if no deal is reached on trade and future relations. the chancellor, philip hammond, has said he will not spend money on contingencies until the last moment. i'm joined from our westminster studio by the conservative mp chris philp. thank you forjoining us. what is going on inside the cabinet if theresa may is saying we need is stockpile money and philip hammond says no. that is not what happened. philip hammond gave an interview to the times i think yesterday, published this morning, in which he said he would be willing to authorise spending when it was necessary. he repeated that position to the treasury select committee this morning. and at prime

minister's questions today and the pro—minister confirmed the same thing. the position is identical. when we need to spend money to prepare for an ideal scenario, which we are hoping to avoid, until we know we will definitely avoided we will make contingency plans, and the pm and the chancellor both say we will spend money to do that. so far they have allocated £412 million, to make those contingency plans. £250 million of which has already been allocated. it is the responsible thing to do, to get ready in case we don't get a deal. which services will suffer if more money is needed? 412 million is a drop in the ocean. public finances are generally tight. we will have a budget coming up in november where all the public spending plans and tax plans will be laid out. we have seen the conservative government over the last seven years being responsible with public money. when we came to office the deficit left behind by labour was as 10% of gdp. we have got it down to 2.5%. i'm sure that

custodianship of our finances will continue. you call it responsible spending, other people call it austerity that causes and met an immense amount of harm. in future, which services are going to suffer, schools, hospitals? if you look at public spending in the round, you look at schools, we just announced an extra £1.3 billion for schools... just a few weeks ago. we are finding extra £8 billion for the nhs. that is thanks to the strong economy. but in future, 412 million pounds is nothing if the divorce bill is going to be many, many millions of pounds where will that money come from? every pound of tax payers money is precious. as you know, we spend net around £10 billion a year contributing to the eu. if we do end

up contributing to the eu. if we do end up leaving, well, we will, because we voted to, but if we do have to make a payment or spend some money putting in place contingency plans for things like the ports, clearly we have that £10 billion a year which is currently going to europe that will stay in the uk, so if your question is where will the money come from, that is the answer. so we got there in the end. but we are at a stalemate with the eu 27 sticking to their mandate which is we're not talking about trade and we have other things sorted. theresa may is saying we'd talk about trade. surely the momentum is with the 27 as a block. they are actually refusing to even talk about the transition arrangements 01’ even talk about the transition arrangements or the fermentation arrangements, it is worse than just not talking about trade. i bryan minister has made clear we will honour our obligations. she has even said we are prepared to continue

making contributions during fermentation. i think the europeans need to stop playing silly games. there is no reason why they can't start talking about trade and transition right now. they could have started six months ago, they just chose not to. by refusing, unreasonably, to even talk about trade in transition they are making the chances of a no deal scenario higher. that is not good for us but we will deal with it, it is not good for them because we are after all the largest export market for german cars, 810,000 german cars a year, we are the second largest export for french wine. if there is no deal, if they deliberately engineered no deal to punish us from leaving, they well destroy jobs to punish us from leaving, they well destroyjobs in to punish us from leaving, they well destroy jobs in germany, to punish us from leaving, they well destroyjobs in germany, france, italy. i think we now need to talk to the heads of those governments, telling them the european commission's actions are now in

disruption across cumbria today we have had over 200 millimetres since it started yesterday evening. as you can see it was very cloudy, very poor visibility, lots of hill fog. although the main bulk of the rain is clearing, and we are coming into clearer weather behind, there are lots of showers coming in as well. that cloud denoting some fairly intense downpours. we will enjoy a little late sunshine before it faded. the rain has taken till after dark to reach southern and eastern areas. those showers are starting to ease a little in the north so that in the glens of scotland it could be close to frost levels and even further staff we will have a touch of grass frost. a chilly start tomorrow morning. some mist and fog perhaps in central southern areas but there is a fair breeze still
