welcome to bbc news. more on those stories in a moment — but we start with some breaking news in — and we're getting reports of an incident in nuneaton. warwickshire police have confirmed they're dealing with an ongoing incident at bermuda park. this is the location. bermuda park indeed a bowling alley. warwickshire police have given the unique official word, they have said on twitter that officers are currently dealing with an ongoing incident. they are urging people to avoid the area. there have been unofficial reports of a gunmen, some people
4:02 pm
there, eyewitnesses again, on twitter and social media, some saying that hostages might have been taken at the bowling alley. workers ina taken at the bowling alley. workers in a restaurant in the complex have spoken to the bbc, as they have been told by the police, not to let anyone in or out of their restau ra nt. anyone in or out of their restaurant. reports to and from eyewitnesses, police have said to leave them on the main road. some people have said that up to 30 armed officers up the scene. some have talked about a helicopter overhead. clearly a lot of police activity going on there, but no official word about what exactly is happening, apart from warwickshire police saying that at this context, that there is in ongoing incident. it is
4:03 pm
at bermuda park. we will bring you more on all of that, as we get it. an unfolding story, unconfirmed reports saying that there is a big police presence, and reports of a gunmen. we will get more as we get it. a senior cabinet minister has told the bbc that the government should consider borrowing more money to invest in building hundreds of thousands of new homes. speaking on the andrew marr show, the communities secretary sajid javid said up to 300,000 new homes a year are needed — a level of construction not seen since the 1960s. 0ur political correspondent jonathan blake reports. new homes are being built, but nowhere near enough. the government admits that the housing market is broken. for many, owning their own home is a distant dream. building more is one way to fix
4:04 pm
that, and community secretary, sajid javid says that more money could be borrowed to build them. what i want to do is make sure that we are using everything we have available to deal with this housing crisis, and where that means, for example, that we can sensibly borrow more to invest in the infrastructure that leads to more housing, take advantage of some of the record low interest rates that we have, i think we should absolutely be considering that. as for how many, sajid javid said that up to 300,000 homes are needed annually. that is double the number built last year in england. labour welcomed the announcement, but said they would go further. it is less than we would like to see, but it is a step in the right direction. it is important that it is social and affordable housing, that is so important. this man has been keeping a tight grip on government spending. but he may have to loosen the reins and borrow to get more homes built. if there are announcement
4:05 pm
in the government budget last next month, that will be considered a shift in government policy. it may help demonstrate to the tour is that they are serious about solving the housing crisis. joining us now is councillor martin tett, who is the local government association's housing spokesman. do you like what you hear from this kiss first of all, i think we welcome the recognition that there isa welcome the recognition that there is a housing crisis. the country needs to be building something like 250,000 to 300,000 houses a year to cope with the growing population. we have been building about half that number. i saw the secretary of state this morning on the andrew marr show. he quite understandably did not want to go with the budget on
4:06 pm
the show, but he did talk about investing in the infrastructure, but what really want to see as local government freed up, particularly removing what is called the housing revenue cap, so removing what is called the housing revenue cap, so that we can borrow money, build more houses, and contribute to reaching the number of houses that the country needs. to thing that has been a major barrier, because we have had all sorts of governments talking about this for many years? is that a major barrier, is it about getting the conduction management companies to do the world, quirk. if you go back and look at the numbers, if you think we need about 250,000 houses each year, the private housing markets delivers pretty well steadily about that number. historically, it was council house building, in the 50s, 60s and early 70s, that made up the rest of that. when council housing disappeared, that is when the number of housing completions dropped like
4:07 pm
a stone. what local government is saying is give us the tools, the money and the resources, and we can ta ke money and the resources, and we can take up some of that slack. it is not good to be easy, because not of councils argued after resource... but councils are keen to get involved. all that sounds as if it is quite long term. we know that the difficulties people are facing are happening now, aren't they. absolutely, and as soon as we start tackling the problem the better. we recognise that not only our young people not able to get on the housing ladder, i've got two young children myself, whojust can't housing ladder, i've got two young children myself, who just can't get on it, we to make sure that we have less homelessness, and we see average families, quite often priced out in private but but, we need
4:08 pm
government to let us have the right resource in our planning departments, and to buy land at agricultural rates rather than inflated speculative rates. that is theissue, inflated speculative rates. that is the issue, isn't it, it's about what kind of housing is being built, and it's differed in different parts of the country, but charities such as shelter, i think that social and affordable housing that they want to see more of. lots of developers want to make more profit on bigger houses, and there is a market for that. there needs to be a mix. the big problem at the moment is that what tends to be called affordable, and that could be either heavily subsidised, or moderately subsidised, or moderately subsidised, or moderately subsidised, or relatively cheap market housing, that's part of the market housing, that's part of the market really isn't delivering at the moment, the way it needs to. that is where councils can intervene. what really to make of it is that we can actually buy land at except at agricultural rates, rather
4:09 pm
than paying the inflated prices you get once houses have been given planning permission on that land, with people paying millions of pounds of per acre. i'm sure all eyes will be on the budget. 20 very much. thank you. the zimbabwean president, robert mugabe, has been removed as a goodwill ambassador for the world health organisation — two days after his controversial appointment. mr mugabe, who has led his country for 37 years has been condemned over his human rights record. britain and the united states had warned the decision could overshadow the work of the global agency. the new head of the who said he'd listened carefully to all who'd expressed their concerns and rescinded the appointment. 0ur southern africa correspondent andrew harding gave us this update from johannesburg. a complete mess up from all
4:10 pm
concerned, and makes the south african leader of ew ajo look not very clever, really on this. he must have known what he was getting into. this was not some unknown celebrity, who turned out to be skeletons —— have skeletons in the closet, this was president robert mugabe. 0ne have skeletons in the closet, this was president robert mugabe. one of the best—known leaders in the world. a man 37 years in power. it was clearly a logical choice to appoint him in this role. 0ne assumes that they thought that he could use his reputation as a statesman to influence other african leaders. you must have known there would be a backlash, perhaps he didn't know it would be this angry and is quick. to think part of the difference in perception. —— to think part of this to do with a different perception of robert mugabe, if you are in africa
4:11 pm
oi’ robert mugabe, if you are in africa or if you're in uk all the usa. yes, a symbol of longevity. robert mugabe has a very divisive reputation on the african continent. a much younger people here seen as the old guard, and embarrassing, something of the past. but, to plenty of older people, and plenty of political parties, is still celebrated for his role in zimba bwe's parties, is still celebrated for his role in zimbabwe's liberation struggle. certainly in the early yea rs of struggle. certainly in the early years of his rule, then zimbabwe did have a very good health care system, and the who pointing him briefly to this goodwill ambassadorship role, cited the government's commitment to this sort of thing. too ordinary zimbabweans trying to get health ca re zimbabweans trying to get health care in zimbabwe, it's a very different story. the economy is really struggling, and the health ca re system really struggling, and the health care system has virtually collapsed. wildly zimbabweans see robert mugabe
4:12 pm
month in month out to fly to singapore for his own health care. byes just to bring you another update on an ongoing incident in nuneaton. the place is bermuda park. there is filming where you see a large police presence, aren't police officers on the scene there. one eyewitness says there are up to 30 armed officers at the scene. a lot of this is being talked about social media, on twitter, people who are there. as for official words, the only official word has come from warwickshire police, who have confirmed, in a tweet, that offers as an dealing with the incident.
4:13 pm
that is the only official word that there is, but the bbc has spoken to some people, who are there, they work ina some people, who are there, they work in a restaurant, who says they have been told not to let anyone in oi’ have been told not to let anyone in or out of that restaurant. 0thers talking about a helicopter overhead, and is —— an awful lot of the lease activity. there are unconfirmed than reports —— there are unconfirmed reports —— there are unconfirmed reports on social media about a gunmen who may have taken hostages. local papers are reporting that a man with a sawn off shotgun is holding hostages in bermuda park. there are eyewitnesses saying that this is what is happening, and that customers have been threatened. we
