all royal navy submarines. now on bbc news, it's time for inside out. we track down the online crooks. i'm not buying a passport off you, mate, because i work for the bbc, and i want to know why you're... selling stolen passports, mate, why are you doing it? no more nursing bursaries. so how will it affect this year's students? hello, what's your name, sir? his name is tom. they are learning practical skills of nursing in our hospital. that means that they are paying for the privilege of working in our nhs. and i promise we'll meet the muslim scouts of gillingham. all: i promise... we formed the muslim scout group because we can

then cater for their religious and cultural needs. i'm natalie graham with untold stories closer to home. this is inside out. hello and welcome to the programme, which this week comes to you from the medway towns. first tonight, what do you look for in the classified ads? furniture, perhaps, ora new car? well, jonathan gibson has been sniffing around here in chatham as he investigates one online site where the criminals are looking for more than a bargain. as an investigative journalist, it's sometimes easier to work when the office is nice and quiet, when people aren't watching what you're doing.

like investigating the dark web. if you're looking for something illegal, it's the go—to part of the internet which is hidden from prying eyes... the place where criminals use encrypted websites and virtual currencies to trade. trade? you don't need to bother with all that. sorry? you can get all that on craigslist. craigslist? budge up, i'll show you. shouldn't you be getting on... no, i've got ten minutes. brilliant. if i log on, you can look it up. craigslist. yeah, craigslist. it was setup in america by a guy called...craig. it's a website where people buy and sell everything, and i mean everything. just say where you live and get started. but lots of the stuff on craigslist won't be in your local newspaper, including bootleg tobacco.

the kind of thing you usually buy from a dodgy geezer outside a pub, or in this case a supermarket car park. i've literally just started. so they're knocked off, then? yeah. they are packaged, but they can't resell them in shops any more. where did you get them? i don't ask... 0k. he's just a middleman. he says his supplier is someone else on craigslist. i've seen some crazy stuff on craiglist! so have i. that's why i've come to another car park, ready for another dodgy deal. this is counterfeit? yeah. that's why his tobacco is just a third of the price of the real stuff. do you smoke it yourself?

yeah. can you tell the difference? no, i can't. but there is a difference, because counterfeit goods are among the things craigslist says you're not supposed to sell on its website. stuff that's illegal. yeah, but no one takes any notice of that. do you mind? but he has a point. look at this. it's as easy to find marijuana on craigslist as it is a second—hand sofa. and you might need a seat, as what i am buying next could knock you off your feet. i'm on a derby estate to meet a dealer selling cocaine on craigslist. 80, mate? cheers. the deal done in seconds, but is it the real deal? it turns out as street cocaine goes, it's pretty pure stuff. so what is it doing on craigslist?

i am shocked. it's not difficult for internet companies to put elements on their website to police this sort of stuff, and they should be policing it and taking it down. but if you have made money from crime, you won't want the police to find it so you need someone to hide it, perhaps in their bank account. it's called money laundering, but where would i find someone to do that? she's offering her bank account on craigslist to anyone who wants to use it. but we're walking into the bank to pay in what i've told her is money got from crime. she'll charge me a fee to get it back, and there are plenty of people on craigslist who will do the same thing, sometimes through overseas bank accounts.

but if you send your money overseas, how do you get it back? what you need is a new identity, or better still, somebody‘s else‘s. you again. and i know where you can get it. don't say it. he mouths. craigslist. the place where i can find a stolen passport at chatham in kent. and there are plenty more where that came from. i've known some stories where it has taken people ten years to get their credit rating back again after it's been trashed by people who stole their identity, but it will allow you to get on and commit other crimes. that's why they are doing it. it's not just about selling stuff. there are adverts for a postman

to steal the letters they‘ re supposed to be delivering. and on craigslist, there's also disorganised crime. this man wants somebody to pass his driving theory test for him. what's the deal? i go in and take the test? but for 50 quid, it's not that black and white. for a start, he's black and i am white. surely someone will notice. won't they check your photo against a data base? there's no point. when i later revealed i was a journalist, he had nothing to say. neither did craigslist. in fact, when we asked for an interview, this is what it told us. that came from the top, the chief executive's office. they are making money and whilst no one is forcing them to try

started their courses, but one thing is different this year. bursaries have been scrapped. so what difference will it make to the students and to the nhs? airway‘s clear, he's breathing. check his circulation. charging device. shot coming. it's the start of a busy academic year at canterbury christ church university. hello, what's your name, sir? his name is tom. but this year, for the first time, many health care students will pay for their own training. until august this year, many on health care courses like nursing could apply for an nhs bursary. that was funded by the department of health, by the government, so they did not take out a loan and they didn't have to pay their tuition,

but they were allowed this small bursary to help them with some of their living costs. doctors and nurses, unite and fight! but this year, it was scrapped. we've come out as a body ofjunior doctors in support of our nursing colleagues because we see this as a time that the nhs health care staff need to stand together. now, if you want to study a health care profession like nursing, midwifery or occupational therapy, you are treated like any other student. you have to go through the same system of fees and loans as if you are studying english or history or french. recently, we've seen worrying headlines about staff shortages in our health service. for the first time on record we've seen more nurses leaving the profession thanjoining, and with the number of nurses starting training down this autumn, the royal college of nursing says we should help

and not hinder those who want to train. student nurses spend at least 50% of their time in practice, so as part of their education they are learning the practical skills of nursing in our hospitals, in our communities, in our care homes, and therefore providing a service. that means they are paying for the privilege of working in our nhs and other areas. doctors and nurses, unite and fight! the average age of the student nurse is 29. that means they are likely to have gained much more life experience before starting the course. that was my dad when he took me on my first holiday to disneyland paris and he decided it was a good idea to dress as minnie mouse the whole holiday! i've got this one of me and my dad, i think it was someone‘s birthday,

i was pinching his beer, that was a good night. and this one is the last photo i have of me and my dad. emily lost her father earlier this year after a long illness. my grandma woke up and found my dad on the sofa and he'd just been released from hospital on the friday and this was the monday. (i'm going to cry). while looking after him, she discovered a hidden talent. it's all because of looking after my dad and everything that we went through with him. i kind of realised i was good at what i did, i was good at caring for people. and i could relate to what they were going through. and it kind of made me realise i wanted to be a nurse. emily had hoped to start a nursing degree in kent this autumn, but says she doesn't want to be saddled with huge debts by the end of her course. i found out they were cutting these

bursaries and it will be hard for me to train to do the job and if i needed to, i'd have to pay for it. i quickly realised i didn't have anyone who could help me and i couldn't afford to leave work to study and pay for it because i live on my own. i don't live with family. i can't live with family. and i've got all my bills and everything associated with that to pay for. we also need more nurses. earlier this month at the conservative party conference health secretaryjeremy hunt stood by the government's decision to scrap training bursaries. we are backing the biggest expansion of nurse training in the history of the nhs. the thinking behind these plans is to enable universities to create extra training places and to provide students with more financial support in the form of a loan. we did ask the department of health for an interview. this is what they said.

but the rcn says the government hasn't thought about students who don't want to take out a loan to cover the cost of their degree. we are not attracting those people who don't want to take out a student loan. and nursing is a specific thing. it's a profession that you need to be committed to. it's notjust about having the right grade of a—level. the government has introduced alternative routes into the profession such as nursing apprenticeships. but the rcn says this is just a cost—cutting exercise. whilst apprenticeships are another model and we've nothing against apprenticeships,

it's only shifting the cost to the employers, which is our hospitals and the rest of the nhs. in fact, there is an argument that the current method of training as a nurse is already an apprenticeship model. canterbury christ church university is the biggest public service provider in the south—east, providing local nhs trusts with most of their staff. what do they think of the changes? the actual amount of money available to students from september 2017 is 25% extra over what the students on the nhs bursaries scheme is, so we see this as a positive way to support students in the future. although application numbers were down this year, she says it's nothing to worry about. this is reflecting what happened several years ago when fees were introduced for the wider student population and history tells us that over time, we will have an increase, and certainly in our university, we are planning to increase our student numbers over the next five years.

so i'm feeling very positive about this going forward. training nurses and other health care professionals involves time and money. when patient demand is rising, time and money are both resources the nhs has little of. so let's hope the new plans do work and people like emily can find a way to get their dream job. it's kind of my driving force for wanting to be a nurse and go from there, and hopefully i will make him proud. now, they're known for their leather woggles, for bracing outdoor activities and for always being prepared. but one scout group is unique in the south—east. emma thomas explains why. since the scouting association was founded in 1908, scouting is about adventure,

challenges and reaching new heights. but these scouts are making history as the first and only muslim scout group in kent and sussex. i like it because i get to learn new life skills. but how is a muslim scout group different from any other? the scouting movement was set up more than 100 years ago by robert baden powell. he was the son of an anglican priest. at the time, england was an overwhelmingly christian country, so he designed the swearing in ceremony to pledge allegiance to a christian god. 0bviously for this group, it will be different. 0k, guys, we are going to invest zara today. they enjoy the same adventures and challenges as any other scout

today, zara is being invested. that means she is officially joining the scouts. promise to do my best. to do my duty... to allah and to the country in which i live... at the start of each meeting, the children say a prayer to allah and raise the flag. mohammed, can you come and do the flag part, please? i like raising the flag. i like coming to cubs because you learn many new skills and there are thousands of badges you can accomplish. it's wonderful. all together now, i... all: i promise... it's a rite of passage that might not have been possible without this scout group and now that zara is in, she doesn't want to leave. i like cubs a lot. i want to stay. fahim anwar started the group. he is the leader,

but it has helped him realise a childhood dream as well. his parents wouldn't let him join the scouts, because they didn't understand what scouting was. i formed the group because the parents were not aware of scouting as such. i wanted the children to benefit from the things scouting brings, so i formed the muslim scout group, so we cater for their religious and cultural needs, which a normal scout group might not be able to do. of course any child from any faith is welcome tojoin of course any child from any faith is welcome to join these scouts. all scout groups welcome everybody. today, the children have been doing a nature badge. it's a standard scouting activity that also helps them learn about their faith. it tells the children we need to protect wildlife and care for the earth and its resources. islam tells us that we

are custodians of this planet, it's not ours, so there's the link with islam but otherwise, the activity is just the same as any other group would run. shahid is a teacher and one of the proud parents glad to have this group. he never got the chance to be in the scouts and he didn't want his daughter to miss out. why were your parents reluctant for you to join the scouts? i think primarily, they didn't know anything about it. i think they felt it was something that perhaps muslims didn't do, so they didn't want to find out because they had no real concept of what it was about. this group pretty much mirrors scouting nationally. there are seven girls here and they outnumber the boys. in the uk, there are more girlsjoining the scouts than boys. this mother sends two of her daughters here. she says it's important to help them become strong, confident women.

what do your girls get out of coming here? this group is an opportunity for the girls to break free of the stereotypes society imposes on them, of being able to do certain things or not being able to do certain things, to realise they can do all the things the boys do and the muslim community is supportive of that. this way, they can feel confident and know that the world is their oyster. it's a big day on the scouting calendar. scouting groups from countries around the world are meeting at the kent showground for their big fun get—together, known as a jamboree. and i'm about to meet perhaps the most famous scout of all. the adventurer bear grylls'

helicopter has just landed. hello, nice to meet you. as scouts, we're a big worldwide family. big arms, big hearts. it's about including people in the community from all sorts of different backgrounds and faiths. we do that well as scouts, and we are proud of that. and to see so many muslim scouts growing is wonderful. you come to an event like this, 35 countries represented, from all backgrounds, nationalities and faiths. i love that. where are you from? from wales. whereabouts? barry. i know barry quite well. while they are here, the scouts take part in the tradition. they tie the friendship knot, they take the neckerchief and they put it on the other person and then they can take it away with them and that is the friendship knot we are going to do today. so swap the scarves, one at a time.

cloudy day. the satellite picture tells that story nicely. there have been brighter moments across parts of scotland, a bit of sunshine across the midlands and southern england. earlier, one of our weather watchers sent us a sunny picture from salisbury, wiltshire, in central and southern england. another cracking picture was sent from northern scotland. this cloud is caused by strong winds blowing the clouds over the highlands and causing the air to wave around, making a wavelike pattern in the clouds. it stays windy this evening. in scotland, gusts could reach 30 to
